<p>This lower dose paediatric COVID-19 vaccine, by Moderna, has gone through a very strict approval process from Health Canada. The paediatric vaccine has been approved as safe and effective.</p>
<p>Children under five have been the only major population group without the protection offered from vaccination, leaving many parents worried about their children and the effects of a potential COVID-19 infection, including for people at higher risk around them. Having a vaccine for this age group is a vital step in protecting many more children during this resurgence of COVID-19 in our community and ahead of the school year.</p>

Parents and guardians are encouraged to make an appointment for their children as drop-in availability will be limited at community vaccine clinics. Some primary care physicians and paediatricians may also provide this vaccine to their clients.</p>
<p>Ottawa Public Health (OPH) is working with partners to expand its current COVID-19 clinics to offer additional options for children and their families. Children in Ottawa can look forward to being vaccinated through various initiatives, including:</p>

<li>Smaller, rotating family-friendly vaccination clinics operated by OPH across the city:

<li>City of Ottawa buildings at 255 Centrum Boulevard, Mary Pitt Centre at 100 Constellation Drive, Walter Baker Sports Centre, Horticulture Building at Lansdowne Park, and Richelieu-Vanier Community Centre and more locations to be added and communicated over the next few weeks.</li>
<li>Various partner agencies across the city, including some EarlyON centres and the Ottawa Birth and Wellness Centre, to be launched and communicated over the next few weeks.</li>

Les parents et tuteurs sont invités à prendre rendez-vous pour leurs enfants, car la disponibilité des visites sans rendez-vous sera limitée dans les cliniques de vaccination communautaires. Certains médecins de soins primaires et pédiatres peuvent également fournir ce vaccin à leurs clients.</p>
<p>Les enfants de moins de cinq ans ont été le seul groupe important de la population à ne pas bénéficier de la protection offerte par la vaccination, laissant de nombreux parents inquiets pour leurs enfants et pour les effets d&#8217;une éventuelle infection par le COVID-19, y compris pour les personnes à risque autour d&#8217;eux. L&#8217;existence d&#8217;un vaccin pour ce groupe d&#8217;âge est une étape essentielle pour protéger beaucoup plus d&#8217;enfants pendant cette résurgence de la COVID-19 dans notre communauté et avant la rentrée scolaire.</p>

<p><strong>COVID-19 Vaccine Bookings to Open for Children Aged Six Months to Under Five Years<br />
</strong>As of 8:00 a.m. on Thursday, July 28, 2022, parents and caregivers of children aged six months to under five years will be able to book appointments for the paediatric COVID-19 vaccine. Stay tuned for more updates on our COVID-19 vaccine web page.</p>
<p><strong>Neighbourhood Health and Wellness Hubs<br />
</strong>Our Neighbourhood Hubs have expanded. Residents can now access mental health and community and social services at certain Neighbourhood Health and Wellness Hub locations, including immunizations needed for school, mental health support, dental screening, Parenting in Ottawa drop-ins, as well as employment and social services. Ottawa Public Health continues to offer residents access to COVID-19 vaccination at Neighbourhood Health and Wellness Hubs. Residents can also still visit a hub to speak with a Public Health Nurse about their health questions and concerns.</p>
<p>We are excited to continue to offer supports for the community in familiar and convenient locations within neighbourhoods, meeting residents where they are.</p>

<p><strong>Weekly Snapshot of the COVID-19 Situation in Ottawa<br />
</strong>In addition to updating our COVID-19 Dashboard twice weekly (Tuesday and Friday), Ottawa Public Health continues to release weekly animated presentations of key COVID-19 data and messages providing guidance to the public. These weekly snapshots are shared through OPH’s Facebook and Twitter channels and posted on our main COVID-19 website at OttawaPublicHealth.ca/coronavirus.</p>

<li>We’re not trying to scare anyone, but if you haven’t yet taken this wave seriously, now’s a good time to start. This is the time for everyone to reassess their behaviours based on the levels of COVID-19 in the community.</li>
<li>Every action we take now will pay dividends in the weeks to come. Wearing masks, staying home when sick, getting boosted (and encouraging others to do the same) are things we can all do to minimize the impacts of this wave.</li>
<li>Remember: nearly 900K people in Ottawa have received 2 doses, and nearly 600K have received their 1st booster. We know 2 doses aren’t enough, so if you’re up to date on your boosters, please take the time to talk to your friends/loved ones about why you got boosted &amp; why they should too.</li>

</strong>Nos centres de quartier se sont développés. <p>Starting today, April 7 at 8 am, individuals aged 60 and older are eligible to book a fourth dose (booster) appointment if the recommended interval of five months (140 days) has passed since their third dose. <p>The goal of this expanded eligibility is to provide individuals at higher-risk of illness from COVID-19 with an extra layer of protection. <p>Ottawa Public Health has offered fourth doses of the COVID-19 vaccine since December 2021 to high-risk populations including older adults in long-term care homes, retirement homes, and other congregate care settings. These fourth doses have helped to prevent serious disease, complications, hospitalizations and death during the Omicron wave.</p>
<p>To reduce transmission of COVID-19, Ottawa Public Health continues to highly recommend individuals wear a mask indoors especially when physical distancing may not be possible or proves to be challenging in crowded areas. <p><strong>La quatrième dose des vaccins contre la COVID-19 est désormais disponible pour les résidents de 60 ans et plus</strong></p>
<p><strong> </strong>À partir d’aujourd’hui, le 7 avril à 8 h, les personnes de 60 ans et plus peuvent prendre rendez-vous pour une quatrième dose (de rappel) si l’intervalle recommandé de 5 mois (140 jours) s’est écoulé depuis leur troisième dose. Les membres des Premières Nations, les Inuits et les Métis ainsi que les membres de leur foyer âgés de 18 ans et plus sont également admissibles.</p>
<p>L’objectif de cet élargissement de l’admissibilité est de fournir aux personnes présentant un risque plus élevé de contracter la COVID-19 une couche supplémentaire de protection. <p>On Wednesday, March 9, Ontario’s Chief Medical Officer of Health, Dr. Kieran Moore, announced that the province is removing its mandatory mask requirement for many indoor settings starting Monday, March 21. This next step in reopening is possible because the peak of the Omicron wave has passed and because of Ontario’s high vaccination rate.</p>
<p>&nbsp;</p>
<p>The following City settings will no longer require the public to wear masks as of Monday, March 21:</p>
<ul>
<li>Indoor sports and recreational facilities</li>
<li>Theatres, concert venues, meeting and event spaces</li>
<li>Public libraries</li>
<li>City art galleries</li>
<li><a href="https://ottawa.ca/en/client-services#city-ottawa-client-service-centres">Client Service Centres</a> and <a href="https://ottawa.ca/en/client-services">other counter services</a></li>
</ul>
<p>&nbsp;</p>
<p>Residents who prefer wearing masks at these facilities are welcome to do so. We must all continue to show kindness and compassion to one another and respect individual tolerance for risk when together in public settings.</p>
<p>&nbsp;</p>
<p><strong>Settings still requiring masks</strong></p>
<p>&nbsp;</p>
<p>As determined by the Province of Ontario, masks continue to be required on OC Transpo buses and trains and in stations, and on Para Transpo minibuses and taxis.</p>

<p>Mask wearing will also continue to be required for all individuals in the City’s high-risk and congregate settings. This includes:</p>
<ul>
<li>Carleton Lodge, Centre d’accueil Champlain, Garry J. Armstrong, and Peter D. Clark long-term care homes</li>
<li>Physical distancing and respite centres</li>
<li>Ottawa Public Health’s vaccination clinics, dental clinics, sexual health clinics and supervised consumptions services.</li>

<h2>Modifications de la politique sur le port du masque dans les installations de la Ville d’Ottawa et d’OC Transpo</h2>
<p>Le mercredi 9 mars, le médecin hygiéniste en chef de l’Ontario, le Dr Kieran Moore, a annoncé que la province retirait les exigences relatives au port du masque dans plusieurs de ses espaces intérieurs à compter du lundi 21 mars. Cette nouvelle étape du déconfinement est possible parce que le sommet de la vague Omicron est passé et que l’Ontario affiche un taux élevé de vaccination.</p>

<p>Les secteurs suivants de la Ville n’exigeront plus le port du masque en date du lundi 21 mars :</p>
<ul>
<li>Installations sportives et récréatives intérieures;</li>
<li>Théâtres, salles de spectacles, espaces de réunions et d’événements;</li>
<li>Bibliothèques publiques;</li>
<li>Galeries d’art; et</li>
<li><a href="https://ottawa.ca/fr/service-la-clientele">Centres du service à la clientèle</a> et <a href="https://ottawa.ca/fr/service-la-clientele">autres comptoirs de services</a><u>.</u></li>

<p>Les résidents qui préfèrent porter un masque dans ces installations sont invités à le faire. Nous devons continuer à faire preuve de gentillesse et de compassion les uns envers les autres, et à respecter le niveau de tolérance de chacun lors de rassemblements dans des lieux publics.</p>

<p>Le port du masque sera également toujours obligatoire pour toutes les personnes dans un milieu d’hébergement collectif à risque élevé de la Ville, notamment :</p>

I encourage parents, guardians, and caregivers to continue with the layers of protection that make them feel at ease and which can continue to decrease COVID-19 transmission, including masking. It is important to show respect for others and their individual choices, based on their own assessment of their risk – or the risk to a loved one.</p>
<p>I am encouraged to see that masking in some settings – including transit, healthcare settings, long-term care homes and congregate settings – will remain in place for some time. As I have indicated previously, it is important that we approach each step towards fewer measures with caution and allow enough time between each step to monitor how the easing of public health measures is impacting our COVID-19 monitoring indicators.</p>
<p>Locally, we are closely watching our monitoring indicators. We’ve seen a gradual decrease in our COVID-19 wastewater levels, which have been stabilizing from mid-February, our hospitalizations due to COVID-19 have dropped and, are stable, as are COVID-19 outbreaks. While these trends are encouraging, we have also observed an increase in the percent positivity rate, which may be affected by low levels of testing. We will continue to monitor and report on these and other indicators. It is important to know that while monitoring indicators are predominantly improving, COVID-19 is still present in our community at a relatively high level. There is still risk of exposure, transmission, and infection. For some individuals and their families, the risk of complications and severe outcomes from COVID-19 is greater than others.</p>
<p>As public health measures continue to be lifted, it will become increasingly important for individuals to assess their own level of risk, and the risk of those they live  and interact with. We are shifting to a space where individuals and their families must choose how to, rather than be mandated, to best protect themselves. This will include the decision to wear a mask in indoor or shared spaces.</p>
<p>Some people who are  at higher risk include older adults, as well as those with certain medical conditions. When assessing risk, we look to the “3 C’s”: crowded spaces, close contact (with close conversation), and confined and enclosed spaces with poor ventilation. <p>While Ottawa is seeing good vaccine coverage rates, many residents still have not received their third dose. More than ever, it is crucial that residents, especially those over the age of 50, get vaccinated with three doses of a COVID-19 vaccine to maximize their protection against serious illness, complications and death from COVID-19. Ensuring our community maintains adequate levels of immunity is also crucial to maintaining health care system and hospital capacity.</p>
<p>We have said previously that we must learn to live with COVID-19 in the community. This does not mean that the pandemic is over, it means being mindful of the virus’ presence in our day-to-day lives. Ottawa Public Health will continue to closely monitor COVID-19 indicators and we will continue working with community partners to support people at higher risk of serious outcomes from COVID-19.  We are also working with local school boards and child care partners to support them with these changes, understanding that parents and caregivers may have concerns for their child’s safety.</p>
<p>Recognizing that employers and workplaces will be impacted by these changes, I would encourage employers to maintain masking as an occupational health and safety measure as we monitor COVID-19 activity in the community. Like individuals, employers and their employees are encouraged to assess their level of risk and that of their clients and mitigate where possible.</p>
<p>As per the provincial regulations, I am not able to issue Letters of Instruction to implement local measures. Further, I cannot require masking in schools or workplaces. Ottawa Public Health and I will continue working with Ontario’s Chief Medical Officer of Health, Dr. Kieran Moore, to assess options should key indicators, including hospitalizations, start trending upward in a concerning way. We can continue to make progress if we keep doing what we know has protected our community from COVID-19.</p>
<p>While this feels like a time of change, we can continue doing things that will keep our loved ones protected. We can keep wearing our masks, we can keep our distance when needed, we will stay home if we’re sick and we can get our third doses of vaccine.</p>
<p>Our community has been through a lot over the past two years, and the first months of 2022 have proven challenging. You may find yourself feeling more affected by the events that happen around you, more than you used to be. You may be experiencing feelings of uncertainty and worry as public health measures are lifted – this is understandable, and normal. You and your family have likely been through a lot.</p>
<p>As we move forward, be sure to check in on one another. Text or call someone, offer some kind words and see if they need anything. <p>Bien que ces tendances soient encourageantes, nous avons également observé une augmentation du pourcentage de taux de positivité, qui peut être affecté par de faibles niveaux de tests. <p>Following the Province of Ontario’s next phase of its reopening plan, the City will be removing the proof of vaccination requirements for the public currently in place for its recreation and cultural facilities, effective Tuesday, March 1. Mandatory masking requirements remain, in accordance with the provincial public health measures.</p>
<p>&nbsp;</p>
<p>While the City has lifted this proof of vaccination requirement, organizations who rent our facilities have the option to maintain this measure. Please check directly with the organizations – which include community and sports associations as well as organizing bodies.</p>
<p>&nbsp;</p>
<p>The provincial easing of public health measures also allows the City to lift the remaining capacity limits for theatres, performances, spectator areas for sporting events and rentals for social dancing. The return to full capacities is dependent on the availability of staff resources at each site.</p>
<p>&nbsp;</p>
<p>The current reservation system for drop-in activities will remain in place and walk-ins will also be accepted as space allows. By making a reservation, customers have the opportunity to secure a spot at their preferred times.</p>

<p>The City’s long-term care homes will continue to follow direction from the Ministry of Long-Term Care on screening requirements for entry into long-term care homes. <h2>La présentation d’une preuve de vaccination n’est plus exigée dans les installations récréatives et culturelles exploitées par la Ville</h2>
<p>À la suite du passage à la prochaine étape du plan de déconfinement du gouvernement de l&#8217;Ontario, la Ville supprimera les exigences relatives à la preuve de vaccination pour le public actuellement en vigueur dans ses installations récréatives et culturelles, à compter du mardi 1<sup>er</sup>mars. Les exigences relatives au port obligatoire du masque demeurent, conformément aux mesures de santé publique provinciales.</p>
<p>&nbsp;</p>
<p>Bien que la Ville ait levé l&#8217;exigence relative à la preuve de vaccination, les organisations qui louent ses installations peuvent choisir de maintenir cette mesure. Veuillez vous renseigner directement auprès des organisations, telles que les associations communautaires et sportives ainsi que les entités organisatrices.</p>
<p>&nbsp;</p>
<p>L&#8217;assouplissement par le gouvernement provincial des mesures de santé publique permet également à la Ville de supprimer les limites de capacité restantes pour les théâtres, les spectacles, les zones réservées aux spectateurs lors des événements sportifs et les locations pour la danse sociale. Le retour aux capacités d’accueil maximales dépend de la disponibilité des ressources en personnel sur chaque site.</p>

<p>Le système de réservation actuel pour les activités à la carte restera en place, et les personnes qui se présentent sans réservation seront également acceptées en fonction des places disponibles. En prenant une réservation, les clients ont toutefois la possibilité de s&#8217;assurer une place à l&#8217;heure qui leur convient.</p>

<p>Bien que la situation progresse, nous devons continuer de nous protéger et de protéger ceux qui nous entourent, en :</p>

<p>Over 2.3 million doses of the COVID-19 vaccine have been administered in Ottawa, to date. Currently, 88 percent of residents over five years of age have received two doses of the COVID-19 vaccine. Ottawa’s rates of vaccination coverage for COVID-19 boosters are now at 63 percent of residents over 18 years of age.</p>
<p>In addition, as of February 18, the Province expanded booster dose eligibility to all youth aged 12 to 17. OPH continues to promote the importance of getting vaccinated through multiple communications channels.</p>
<p>Highlights of recent outreach strategies include more targeted approaches, with increased vaccine accessibility across the city:</p>

<h2>Mise à jour sur la distribution des vaccins contre la COVID-19</h2>
<p>Plus de 2,3 millions de doses de vaccin contre la COVID-19 ont été administrées à Ottawa jusqu’à présent. À l’heure actuelle, 88 % des résidents âgés de cinq ans ou plus ont reçu deux doses du vaccin contre la COVID-19. Le taux d’administration de la dose de rappel du vaccin contre la COVID-19 chez les résidents d’Ottawa âgés de 18 ans et plus est désormais de 63 %.</p>
<p>De plus, le 18 février dernier, la province a élargi l’admissibilité à la dose de rappel aux jeunes âgés de 12 à 17 ans. SPO continue de promouvoir l’importance de la vaccination par l’intermédiaire de ses nombreux canaux de communication.</p>
<p>Les points saillants des dernières stratégies de sensibilisation comprennent l’adoption d’approches mieux ciblées et l’accroissement de la disponibilité des vaccins d’un bout à l’autre de la Ville :</p>

<p>Effective immediately, youth aged 12 to 17 can receive their third (booster) dose of the COVID-19 vaccine at Ottawa Public Health vaccination clinics. Drop-ins are welcome at all the clinics. <p>Individuals must be 12 years old on the day they receive the vaccine and six months (168 days) must have passed since their second dose. A longer interval like this between doses results in a stronger immune response and is expected to also be longer lasting. This age group will receive the Pfizer-BioNTech vaccine.</p>

<p><strong>Booster doses for people aged 12 and older previously infected with COVID-19</strong></p>
<p>Vaccination continues to be the strongest protection against COVID-19, even for those with a prior COVID-19 infection. While infection alone may provide some protection, vaccination following infection is expected to strengthen the immune response and to provide a more robust and longer-lasting protection against COVID-19.</p>

<p>The COVID-19 pandemic has been incredibly challenging on everyone over the last two years – physically, mentally and emotionally. And now, residents are experiencing additional challenges due to the ongoing demonstrations in the downtown core and other areas of the city.</p>
<p>Environmental pollution, noise, racism and safety concerns have negatively impacted people’s health and created fear and anxiety in our community far beyond those physically affected. Many residents have felt the need to limit their daily activities leading to further isolation and mental health challenges especially for racialized groups, vulnerable youth, our 2SLGBTQ+ community, people with disabilities, people experiencing homelessness, older adults and other groups.</p>
<p>Ottawa Public Health is working with the City’s Emergency Operations Centre to monitor and to attempt to address the health impacts the demonstrations have been having on residents. We are actively looking at ways to increase messaging and supports to reach people in Ottawa who are suffering. The Human Needs Task Force continues to assess local needs and enhance the City’s response in collaboration with community partners to help the most at-risk people in our community access food, housing, social services and employment support.</p>

<p>Additionally, in collaboration with partners, Ottawa Public Health will continue to raise awareness of how to access mental health and substance use health resources and services and provide information to support their mental health and resilience during this time of crisis.</p>
<p>We understand people are feeling anxious, frustrated, isolated, and tired and want this demonstration to end as soon as possible.   We may feel helpless not knowing what we should do.</p>

<p><strong>February 14, 2022 – Special statement from Dr. Vera Etches</strong></p>
<p>Today the province announced the next steps in its reopening plan to cautiously and gradually ease public health measures starting this Thursday. Here in Ottawa, monitoring indicators tell us that the level of Omicron is continuing to decline. We have seen signs of a significant decrease in COVID-19 activity, including a decline in wastewater signals, test positivity rates and new hospitalizations and outbreaks in hospitals, long-term care and retirement homes.</p>
<p>Ottawa Public Health continues to monitor the local situation and is supporting residents to assess and reduce their level of risk of exposure to COVID-19 as the province transitions towards greater opportunities for close contact in closed spaces where masks are not worn and in larger crowds. We continue to urge caution especially for those at higher risk of severe illness due to COVID-19 and we continue to support people in higher-risk settings.</p>
<p>Our strongest protection remains vaccination. There are still tens of thousands of older adults who are not yet maximally protected against their higher risk of hospitalization and severe illness by having a booster dose of the COVID-19 vaccine. Our community-based work continues to reach out to people and neighbourhoods where vaccination protection is lower.</p>

<p>La pandémie de la COVID-19 a été incroyablement difficile pour la plupart d’entre nous ces deux dernières années – physiquement, mentalement et émotionnellement. Et maintenant, les résidents font face à des défis supplémentaires en raison des manifestations en cours dans le centre-ville et d’autres quartiers de la ville.</p>
<p>La pollution environnementale, le bruit, le racisme et les préoccupations en matière de sécurité ont eu des répercussions négatives sur la santé des gens et ont créé de la peur et de l’anxiété au sein de notre collectivité bien au-delà des personnes qui ont été touchées physiquement. De nombreux résidents ont jugé nécessaire de limiter leurs activités quotidiennes, ce qui a pour effet d’accroître l’isolement et les problèmes de santé mentale, particulièrement pour les groupes racialisés, les jeunes vulnérables, notre communauté 2SLGBTQ+, les personnes handicapées, les personnes sans abri, les adultes plus âgés et autres.</p>
<p>Santé publique Ottawa collabore avec le Centre des opérations d’urgence de la Ville pour surveiller les effets des manifestations sur la santé des résidents et tenter de les atténuer. Nous cherchons activement des moyens d’accroître les messages et le soutien pour joindre les résidents d’Ottawa qui souffrent. Le Groupe de travail sur les besoins humains continue d’évaluer les besoins locaux et d’améliorer la réponse de la Ville en collaboration avec des partenaires communautaires pour aider les personnes les plus à risque de notre communauté à accéder à des programmes alimentaires, à un logement, à des services sociaux et à du soutien à l’emploi.</p>

<p><strong>Le 14 février 2022 – Déclaration spéciale de la Dre Vera Etches</strong></p>
<p>Aujourd&#8217;hui, la province a annoncé les prochaines étapes de son plan de réouverture pour assouplir prudemment et progressivement les mesures de santé publique à partir de ce jeudi.</p>
<p>Ici, à Ottawa, les indicateurs de suivi nous indiquent que le niveau d’Omicron continue de diminuer. Nous avons constaté des signes d’une diminution significative de l’activité liée à la COVID-19, notamment une baisse dans les indicateurs d’eaux usées, des taux de positivité dans le dépistage et des nouvelles hospitalisations et éclosions dans les hôpitaux, les foyers de soins de longue durée et les maisons de retraite.</p>
<p>Santé publique Ottawa continue de surveiller la situation locale et aide les résidents à évaluer et à réduire leur niveau d’exposition à la COVID-19, alors que la province entrevoit de plus grandes possibilités de contacts étroits dans des espaces fermés et dans des foules plus importantes, où le masque n’est pas porté. Nous continuons d’insister sur la prudence, en particulier pour les personnes qui présentent un risque plus élevé de maladie grave en raison de la COVID-19. Nous continuons de soutenir les personnes dans des milieux à risque plus élevé.</p>
<p>Notre meilleure protection reste la vaccination. Il y a encore des dizaines de milliers d’adultes plus âgés qui ne sont pas encore protégés de façon maximale face à leur risque plus élevé d’hospitalisation et de maladie grave au moyen d’une dose de rappel du vaccin contre la COVID-19. Notre travail communautaire continue de toucher les gens et les quartiers où la protection offerte par la vaccination est moindre.</p>
<p>Il s’agit d’une période incroyablement difficile et nous sommes reconnaissants des efforts que tant de gens déploient pour se soutenir et s’encourager mutuellement.</p>
