										<content:encoded><![CDATA[<p>The City of Ottawa has received a site plan application seeing approval for a 4-storey, 34 unit low-rise apartment building at the corner of Carp and Hazeldean Road.  The existing 2-storey building on site (the red barn) would be include restaurant use on the ground floor. Deschenes-Poitras Realty Corporation is behind the project.</p>
<p>At first glance I see a lot of positives with this proposal: It&#8217;s an apartment development adjacent to two arterial roads; it fits with current zoning requirements; it puts apartments within walking distance to a grocery store and local shops; some of the parking will be underground; the development charges will contribute to funding for infrastructure projects such as Carp Road; and it&#8217;s a project driven by local owners. I want to ensure that the development retains as many trees as possible on the site, and that any concerns about privacy and construction are addressed for nearby residents on Lloydalex.</p>

<h2>Site Plan Control Proposal Summary</h2>
<p>The City of Ottawa has received a Site Plan application seeing approval for a 4-storey, 34 unit low-rise apartment building on the southwest corner of the subject property. The existing 2-storey building fronting Hazeldean is proposed to remain.</p>
<p>The site is an irregularly shaped corner property at Hazeldean Road and Carp Road. It is approximately 7000 square metres in area with 82.5 metres of frontage on Hazeldean Road and 66.4 metres of frontage on Carp Road.</p>
<p>The site is mainly surrounded by commercial uses and lower intensity residential homes. The site is occupied by three buildings currently, which are used for residential, commercial and storage purposes. The barn-like structure at the southeast corner of the property is proposed to remain, with all other existing buildings proposed for demolition. The existing surface parking lot will be reconfigured, and the proposed 4-storey apartment will also include a below grade parking lot.</p>
<p>Vehicular access to the site is via two separate right-in right-out accesses; one from Carp Road and one from Hazeldean Road. These access points are proposed to remain as part of the redevelopment of the site.</p>
<p>The property is constrained by a hydro easement at the southwest corner. No buildings or structures are permitted within this easement, which forces the proposed building to be set back a ways from Hazeldean Road.</p>
<p>The proposal indicates an intention to connect the site to the existing watermain in Carp Road for water service, to outlet stormwater from the site to an existing storm sewer in Hazeldean Road, and to obtain a sanitary sewer outlet by connecting to the existing system on Lloydalex Crescent, which will require the applicant to run a sanitary pipe between two existing homes that back onto the subject property. At this time, there is no available sanitary sewer to connect to within Carp Road or Hazeldean Road adjacent to the subject property.</p>

<h2>Résumé de la demande de réglementation du plan d’implantation</h2>
<p>La Ville d’Ottawa a reçu une demande de réglementation du plan d’implantation pour l’approbation d’un immeuble d’appartements de faible hauteur (4 étages) comportant 34 unités, qui se situerait à l’angle sud-ouest de la propriété visée. Le requérant propose de conserver le bâtiment actuel de deux étages faisant face au chemin Hazeldean.</p>
<p>L’emplacement est une propriété d’angle de forme irrégulière qui se situe à l’intersection des chemins Hazeldean et Carp. Sa superficie est d’environ 7 000 m2, dont 82,5 m de façade sur le chemin Hazeldean et 66,4 m de façade sur le chemin Carp.</p>
<p>L’emplacement est principalement entouré d’utilisations commerciales et d’aménagements résidentiels de faible densité. Le site est actuellement occupé par trois bâtiments qui sont utilisés à des fins résidentielles, commerciales et</p>
<p>d’entreposage. Le requérant propose de conserver la structure en forme de grange à l’angle sud-est de la propriété et de démolir tous les autres bâtiments actuels. Le stationnement en surface actuel sera reconfiguré et l’immeuble d’appartements de quatre étages proposé comprendra un stationnement souterrain.</p>
<p>L’accès des véhicules au site se fait par deux voies d’entrée à droite et de sortie à droite distinctes, l’une depuis le chemin Carp et l’autre depuis le chemin Hazeldean. Le requérant propose le maintien de ces voies d’accès dans le cadre du réaménagement des lieux.</p>
<p>La propriété est limitée par une servitude hydroélectrique à l’angle sud-ouest. Aucun bâtiment ou structure n’est permis à l’intérieur de cette servitude, ce qui oblige une construction du bâtiment proposé un peu à l’écart du chemin Hazeldean.</p>
<p>Le requérant mentionne dans sa proposition qu’il a l’intention de raccorder l’immeuble proposé à la conduite d’eau potable principale actuelle du chemin Carp, d’évacuer les eaux pluviales depuis l’emplacement jusque dans l’égout pluvial actuel du chemin Hazeldean et de raccorder une sortie d’égout séparatif au réseau actuel du croissant Lloydalex, ce qui l’obligera à installer une conduite entre deux résidences qui se trouvent à l’arrière de la propriété visée. À l’heure actuelle, aucun égout séparatif ne longe la propriété visée sur le chemin Carp ou le chemin Hazeldean.</p>
