<p><strong>Huntington Properties</strong> has submitted a revised site plan application for their property at <a href="http://glengower.ca/development/new-zoning-by-law-amendment-and-site-plan-for-1531-stittsville-main/">1531 Stittsville Main Street</a>, just south of Orville. This is for a 4-storey mixed used building with retail on the ground floor and apartments on the upper three storeys.</p>
<p>They&#8217;ve made substantial changes from their initial proposal, with improvements that address many of the concerns raised by myself and residents, including:</p>
<ol>
<li>Removing the proposed townhomes at the back of the site. This was partly in response to concerns raised by nearby residents on Meach Private.</li>
<li>An outdoor commercial patio is now proposed for the corner of Stittsville Main Street and Orville Street.</li>
<li>Increasing the total number of vehicle parking spots and bike parking.</li>
<li>Removing proposed on-street parking spaces along Stittsville Main Street, and replacing them with an extended pedestrian walking area, and larger planting beds.</li>
<li>Adjustment to setbacks and other elements of the original proposal have brought the building into conformity with existing zoning, meaning that a zoning by-law amendment will likely no longer be required.</li>
</ol>
<p>On the design, changes were made in response to public comments and the <a href="http://glengower.ca/development/1531-stittsville-main-street-at-the-urban-design-review-panel/">Urban Design Review Panel</a> evaluation. Changes to the front façade will make it more compatible with the existing buildings on the street. It is still a contemporary design but it uses more traditional design features including:</p>
<ul>
<li>Breaking the building up into three segments, including a stone segment in the middle, to better reflect the scale of the existing main street buildings.</li>
<li>Using smaller windows for the ground-floor retail spaces to better resemble a traditional main street façade.</li>
<li>Installing punch windows on the upper floors and using masonry for window sills.</li>
<li>Pulling back canopies at the ends of the building, and refining the building corner treatment.</li>
</ul>
<p>You can see all of the documents related to the updated proposal on the <a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=en&amp;appId=__ACSSZG">City’s DevApps web site</a>.  I am continuing to review this with City planners to ensure that all planning requirements are met, and that it aligns with the objectives in the <a href="https://ottawa.ca/en/stittsville-main-street-community-design-plan"><strong>Stittsville Main Street Community Design Plan </strong></a>and secondary plan.</p>
<p>Overall I think these changes are positive. The brick, stone and wood design link to Stittsville&#8217;s history; the apartments fill a major gap we&#8217;re currently seeing in the housing market; the street-level retail should contribute to a healthier mix of shops and services in the core of Main Street; and the changes to the sidewalk space will improve access and animation on the block.</p>

<h2>Huntington modifie sa proposition pour le 1531, rue Stittsville Main</h2>
<p><strong>Huntington Properties</strong>a présenté une demande révisée visant l’approbation du plan d’implantation pour la propriété située au <a href="http://glengower.ca/development/new-zoning-by-law-amendment-and-site-plan-for-1531-stittsville-main/">1531, rue Stittsville Main</a>, au sud de la rue Orville. Le projet vise la construction d’un bâtiment polyvalent de quatre étages comportant un espace de vente au détail au rez-de-chaussée et des appartements aux étages supérieurs. Le requérant a grandement modifié sa proposition initiale pour répondre à maintes préoccupations soulevées par les résidents du quartier et moi-même. Voici les améliorations apportées :</p>
<ol>
<li>Enlèvement des habitations en rangée qui étaient prévues à l’arrière de la propriété, en partie en raison des préoccupations exprimées par les résidents du privé Meach.</li>
<li>Ajout d’une terrasse commerciale au coin des rues Stittsville Main et Orville.</li>
<li>Ajout de places de stationnement pour les véhicules et les vélos.</li>
<li>Enlèvement des places de stationnement qui étaient prévues sur la rue Stittsville Main, au profit d’une aire piétonnière et de plates-bandes plus grandes.</li>
<li>Modification de certains éléments de la proposition originale, notamment les retraits. Du coup, le bâtiment proposé devient conforme au zonage existant et ne nécessitera probablement plus de modification du <em>Règlement de zonage</em>.</li>
</ol>
<p>La conception a été modifiée selon les commentaires du public et l’évaluation du <a href="http://glengower.ca/development/1531-stittsville-main-street-at-the-urban-design-review-panel/">Comité d’examen du design urbain</a>. Les changements apportés à la façade avant la rendront plus compatible avec les autres bâtiments de la rue. La conception demeure contemporaine, mais a maintenant une touche plus traditionnelle :</p>
<ul>
<li>Division du bâtiment en trois sections, dont une en pierre au milieu, pour mieux refléter l’échelle des autres bâtiments sur la rue principale.</li>
<li>Incorporation de fenêtres plus petites à l’espace commercial du rez-de-chaussée pour obtenir une façade plus typique d’une rue principale traditionnelle.</li>
<li>Ajout de fenêtres encastrées aux étages supérieurs et utilisation de la maçonnerie pour les appuis.</li>
<li>Recul des auvents aux extrémités du bâtiment, et amélioration du traitement des angles.</li>
</ul>
<p>On peut consulter les documents de la proposition révisée dans l’<a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=fr&amp;appId=__ACSSZG">outil de recherche de demandes d’aménagement la Ville</a>. Je continue d’étudier la proposition avec les urbanistes de la Ville pour vérifier qu’elle satisfait à toutes les exigences de planification et qu’elle cadre avec les objectifs du <a href="https://ottawa.ca/fr/hotel-de-ville/urbanisme-et-amenagement/lignes-directrices-en-matiere-de-plans-et-de-design-de-1/plan-de-conception-communautaire-de-la-rue-stittsville-main"><strong>Plan de conception communautaire de la rue Stittsville Main</strong></a>et du plan secondaire concerné.</p>
<p>Dans l’ensemble, les changements me semblent positifs. La brique, la pierre et le bois cadreront avec l’histoire de Stittsville; les appartements pallieront la pénurie observée sur le marché locatif, tandis que le rez-de-chaussée à usage de détail viendra diversifier la gamme de commerces et de servicesau cœur de la rue Stittsville Main; et la modification du trottoir donnera un pâté de maisons plus accessible et plus animé.</p>
<p>Merci à tous les résidents qui ont pris le temps de commenter la proposition. Nous avons reçu beaucoup de remarques judicieuses sur le projet, mais aussi sur les initiatives pour revitaliser la rue Stittsville Main. <p>Last Friday, <strong>Huntington Properties</strong> presented its updated proposal for 1531 Stittsville Main Street (shown above) at the City&#8217;s <a href="https://ottawa.ca/en/city-hall/planning-and-development/information-developers/development-application-review-process/development-application-submission/urban-design-review-panel">Urban Design Review Panel (UDRP). </a></p>
<p>The UDRP review started with a brief presentation by planner <strong>Stream Shen</strong> (City of Ottawa) on the policy context for the application. Stream asked the panel to answer specific questions about the scale of the building and how well the front facade reflects the scale of existing 2- and 3-storey buildings; and the suitability of floor to ceiling glass on the ground floor given the traditional character of the street. The panel was also asked to comment on whether Huntington had appropriately addressed the panel&#8217;s pre-consultation recommendations from last fall.</p>
<p>Overall, the panel found the design elegant and commended the work of <strong>Ryan Koolwine</strong>, the architect hired by Huntington Properties. The panel&#8217;s pre-consultation recommendations included making the 4-storey building more sensitive to the context of the street through better <a href="https://en.wikipedia.org/wiki/Articulation_(architecture)" target="_blank" rel="noopener noreferrer">articulation</a>. Separating the front facade in three different volumes broke the mass of the building but the panel suggested making the distinction even more noticeable through subtle changes in the materials used.</p>
<p>The mass of the building remained a concern in the Village Centre Precinct and the panel suggested tinkering with the width of the soffit on the fourth floor and the grounding of the building to see if adjustments could make it fit better on the street. The panel appreciated the modern design of the building but thought that fine-tuning details such as the shape of the windows and the materials could make it better suited to Stittsville Main Street.</p>
<p>The UDRP is an independent advisory panel of volunteer professionals who provide an objective peer review of development projects throughout the City’s Design Priority Areas. Applications for development on streets zoned &#8220;Traditional Main Street&#8221; (TM) and subject to a Community Design Plan and Secondary Plan such as Stittsville Main Street must be reviewed by the Urban Design Review Panel.</p>
<p>Following the panel&#8217;s recommendations is not mandatory but development projects proposed for Design Priority Areas are held to a higher standard by the City, and the peer review from the UDRP usually holds a lot of weight with architects and developers. The next steps for the Huntington application are the approval of the zoning by-law amendment and site-plan application. The target date for the zoning application to be considered by the City’s Planning Committee is May 23, 2019.</p>

<h2>Le comité d’examen du design urbain examine la proposition de Huntington pour le 1531, rue Stittsville Main</h2>
<p>Vendredi dernier, <strong>Huntington Properties</strong>a présenté au <a href="https://ottawa.ca/fr/hotel-de-ville/urbanisme-et-amenagement/amenagement-dune-propriete/le-processus-dexamen-dune-2/comite-de-revision-de-la-conception-urbaine">Comité d’examen du design urbain</a>de la Ville une version révisée de sa proposition pour le 1531, rue Stittsville Main (voir ci-dessus).</p>
<p>L’examen du Comité a débuté avec une brève présentation du planificateur <strong>Stream Shen</strong> (Ville d’Ottawa) portant sur le cadre réglementaire de la demande. M. Shen a demandé au Comité de répondre à des questions précises sur l’échelle du bâtiment et l’uniformité entre la façade avant et l’échelle des bâtiments actuels de deux et de trois étages, et en ce qui concerne la pertinence des fenêtres allant du plancher au plafond au rez-de-chaussée étant donné le caractère traditionnel de la rue. Le Comité a également été invité à dire si les recommandations qu’il avait formulées lors de la consultation préalable de l’automne dernier avaient été appliquées par Huntington comme il se doit.</p>
<p>Dans l’ensemble, le Comité a trouvé que la conception était élégante, et a fait l’éloge du travail de <strong>Ryan Koolwine</strong>, l’architecte engagé par Huntington Properties. Les recommandations du Comité formulées lors de la consultation préalable préconisaient un meilleur agencement du bâtiment de quatre étages dans le contexte de la rue, au moyen d’une meilleure <a href="https://www.hisour.com/fr/articulation-in-architecture-27869/">articulation</a>. En séparant la façade avant en trois différents volumes, on avait réussi à briser la masse du bâtiment, mais le Comité a suggéré de rendre la distinction encore plus évidente en modifiant légèrement les matériaux utilisés.</p>
<p>La masse du bâtiment est demeurée une préoccupation pour les résidents du secteur centre du Village. Le Comité a suggéré de modifier la largeur du soffite au quatrième étage et à la base du bâtiment pour offrir une meilleure harmonie avec la rue. Le Comité appréciait le style moderne du bâtiment, mais était d’avis qu’en peaufinant certains détails tels que la forme des fenêtres et les matériaux, le bâtiment s’agencerait mieux dans le contexte de la rue Stittsville Main.</p>
<p>Le Comité d’examen du design urbain est un groupe consultatif indépendant formé de professionnels bénévoles. Il fait un examen objectif des projets d’aménagement prévus pour les secteurs prioritaires de conception de la Ville, fondé sur le principe de révision par les pairs. Doivent être soumises à son examen les demandes d’aménagement pour les rues qui sont désignées « rues principales traditionnelles » et qui font l’objet d’un plan de conception communautaire et d’un plan secondaire, telle que la rue Stittsville Main.</p>
<p>Les recommandations du Comité n’ont pas valeur obligatoire, mais la Ville a fixé des normes élevées pour les projets d’aménagement visant les secteurs prioritaires de conception, et le travail de révision par les pairs du Comité a généralement beaucoup de poids auprès des architectes et des promoteurs immobiliers. Les prochaines étapes pour la demande de Huntington sont l’approbation de la demande de modification du <em>Règlement de zonage</em>et du plan d’implantation. La date prévue à laquelle la demande de zonage sera étudiée par le Comité de l’urbanisme de la Ville est le 23 mai 2019.</p>

										<content:encoded><![CDATA[<p>On Wednesday, March 6, Councillor Glen Gower hosted an open house for residents to learn more about the <a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=en&amp;appId=__ACSSNZ">proposed mixed-use development at <strong>1531 Stittsville Main Street</strong></a>, just south of Orville. About 50 people attended the event at CARDELREC – Goulbourn (formerly the GRC). The proposal from Ottawa-based <strong>Huntington Properties</strong>, with architectural design by <strong>Project1 Studio </strong> includes a minor zoning change and a site plan control application.</p>
<p>The open house included a presentation from <strong>Alan Whitten</strong> of <strong>Huntington Properties</strong>, <strong>Brian Casagrande</strong> of <strong>FOTENN</strong> (Huntington&#8217;s planning consultant), and architect <strong>Ryan Koolwine</strong>. The presentation included updated design concepts for the development, and a Q&amp;A presentation. Residents had questions about the design, construction, traffic, parking, and integration with the surrounding community. 										<content:encoded><![CDATA[<p>On <strong>Wednesday, </strong><b>March 6</b>, I am organizing an open house to discuss a development proposal for <a href="http://glengower.ca/development/new-zoning-by-law-amendment-and-site-plan-for-1531-stittsville-main/"><b>1531 Stittsville Main Street</b></a>. The City has received an application to build a 4-storey building with retail use on the bottom and apartments on top, along with a row of townhouse condos in behind.</p>
<p>At this meeting you’ll hear from the developer and architect, and have a chance to ask questions and share your thoughts. The meeting starts at <strong>7:00pm</strong> at the <strong>Goulbourn Rec Centre</strong>.<span class="Apple-converted-space"> I hope that you can attend to learn about this new proposal.</span></p>

										<content:encoded><![CDATA[<p>There’s a new application posted on the <a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=en&amp;appId=__ACSSNZ">City’s DevApps web site</a> for a commercial and residential development on at <strong>1531 Stittsville Main</strong> Street, just south of Orville.  The proposal includes a minor zoning change and a <del>plan of subdivision</del> <span style="font-size: 14px;">site plan control application</span>.</p>
<p>This is a project from Ottawa-based <strong>Huntington Properties</strong>, with architectural design by <strong>Project1 Studio</strong>. I had a preview of this project last week and I’m now diving in to all of the accompanying studies and background documents. <a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=en&amp;appId=__ACSSNZ">You can see all of the planning application documents here&#8230;</a></p>
<p>The height is four storeys, which is in line with the <a href="https://ottawa.ca/en/stittsville-main-street-community-design-plan"><strong>Stittsville Main Street Community Design Plan</strong></a>. It includes retail on the ground floor and apartments on the upper three storeys, along with a row of seven condominiums in behind.</p>
<p>My first impressions of the preliminary design are positive. There are architectural changes that I&#8217;d like to see to break up the mass of the front of the building, but the brick and wood design is a good start – linking to Stittsville’s past while setting a strong precedent for future revitalization. The apartments would fill a gap that we&#8217;re currently experiencing in the housing market in western Ottawa, and the ground floor of retail should contribute to a healthier mix of shops and services in the core of Main Street. The wider sidewalk in front along Stittsville Main and along Orville would improve walkability in the area.</p>
<p>Over the past few months Huntington has consulted with the community, including the Stittsville Village Association, as part of informal pre-consultations.  That said, this is still in the early proposal stage and nothing is final. <h2>Nouvelle modification du <em>Règlement de zonage</em>et nouveau plan d’implantation pour le 1531, rue Stittsville Main</h2>
<p>Une nouvelle demande a été publiée dans <a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=fr&amp;appId=__ACSSNZ">l’outil de recherche de demandes d’aménagement la Ville</a>concernant un aménagement commercial et résidentiel au <strong>1531, rue Stittsville Main</strong><strong>, </strong>au sud de la rue Orville. La demande comprend une modification mineure du zonage et un plan de lotissement.</p>
<p>Le projet émane de <strong>Huntington Properties, </strong>une entreprise d’Ottawa, et la conception architecturale, de <strong>Project1 Studio</strong><strong>. </strong>J’ai survolé le projet la semaine dernière, et je prends actuellement connaissance des études et des documents à l’appui. <a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=fr&amp;appId=__ACSSNZ">Cliquez ici pour voir les documents associés à la demande</a>.</p>
<p>Le bâtiment aura quatre étages, ce qui cadre avec le <strong><a href="https://ottawa.ca/fr/hotel-de-ville/urbanisme-et-amenagement/lignes-directrices-en-matiere-de-plans-et-de-design-de-1/plan-de-conception-communautaire-de-la-rue-stittsville-main">Plan de conception communautaire de la rue Stittsville Main</a></strong><strong>.</strong>Il y aura un commerce au rez-de-chaussée et des appartements aux trois étages supérieurs. Sept copropriétés en rangée sont également prévues à l’arrière.</p>
<p>À première vue, la conception préliminaire me semble bien. Certains changements m’apparaissent nécessaires pour atténuer l’effet massif de la partie avant du bâtiment, mais l’utilisation de la brique et du bois est un bon point de départ pour faire le lien avec le patrimoine de Stittsville et jeter de solides bases pour sa revitalisation future. Les appartements pallieront la pénurie actuellement observée sur le marché locatif dans l’ouest d’Ottawa, tandis que le rez-de-chaussée à usage commercial servira à rehausser la gamme de commerces et de services au cœur de la rue Main. L’aménagement d’un large trottoir à l’avant, le long des rues Stittsville Main et Orville, améliorera le potentiel piétonnier du secteur.</p>
<p>Dans les derniers mois, Huntington Properties a mené une consultation préalable informelle auprès de la communauté, dont la Stittsville Village Association. Cela dit, le projet en est encore au stade préliminaire, et rien n’est définitif.
