<p>On April 18, 2023, the Ontario Land Tribunal (OLT) ordered the approval of the Draft Plan of Subdivision and Zoning By-law Amendment applications at <a href="http://glengower.ca/tag/1981-maple-grove/">1981 Maple Grove Road</a>. The appellant, Claridge Homes, and the City of Ottawa were in agreement with the terms. The details of the settlement can be found at the <a href="https://olt.gov.on.ca/decisions/">OLT website</a> under case number OLT-22-003963.</p>
<h3>What does this mean?</h3>
<p>Claridge appealed their application last year to the Ontario Land Tribunal, before the file came to Planning Committee and City Council for approval.</p>
<p>With the OLT approval, the Zoning By-law has been changed to permit the development of 212 homes, including single-detached, townhouses and back-to-back townhouses. There will also be a public park. The subdivision was also draft approved subject to conditions.</p>
<p>The OLT&#8217;s approval is final and not subject to further appeal or public comment.</p>
<h3>What happens next?</h3>
<p>The developer, Claridge Homes, will prepare detailed designs for the lots, the streets and the park, including grading, drainage, underground infrastructure, utilities, and landscaping. Once these are approved by City staff, the developer can begin to prepare the lands for construction. The roads will be built and services will be installed. Early servicing may occur prior to the registration of the subdivision through an agreement with the City.</p>
<p>Once the City approves the required plans and reports, the necessary clearance letters are received and fees and financial securities are provided, the developer and City will sign the agreement and have it register it in the Land Registry Office. This will allow the lots to be sold.</p>
<p>Prior to registration, the developer may construct a sales office on the lands and begin pre-sales. Construction timing is up to the developer and may depend on things like market conditions and the availability of labour and materials.</p>
<h3>What about the Stittsville Main Street – Maple Grove connection?</h3>
<p>The agreement includes conditions regarding the <a href="https://ottawa.ca/en/city-hall/public-engagement/projects/huntmar-drive-widening-campeau-drive-maple-grove-road-and-stittsville-main-street-extension-maple-grove-road-robert-grant-avenue-environmental-assessment-ea-study">Huntmar Drive Widening and Stittsville Main Street Extension Environmental Assessment (EA) Study</a>. At registration, the subdivision&#8217;s studies and plans will reflect the functional design of the EA.</p>
<p>Claridge will be responsible for the design and construction of both the intersection of Maple Grove Road and Stittsville Main Street Extension (north/south segment) and the intersection of Stittsville Main Street Extension (north/south and east/west segments) and Dereen Avenue.</p>
<p>We&#8217;ll provide additional details about timing and construction impacts once they become available.</p>

<h2>MISE À JOUR : DÉCISION DU TRIBUNAL ONTARIEN DE L’AMÉNAGEMENT DU TERRITOIRE concernant le 1981 MAPLE GROVE</h2>
<p>Le 18 avril 2023, Le Tribunal ontarien de l’aménagement du territoire (TOAT) a ordonné l’approbation des demandes d’ébauche du plan de subdivision et de modification du règlement de zonage au <a href="http://glengower.ca/tag/1981-maple-grove/">1981 chemin Maple Grove</a>. La partie appelante, Claridge Homes, et la Ville d’Ottawa, étaient d’accord sur les conditions. Les détails du règlement se trouvent sur le <a href="https://olt.gov.on.ca/fr/decisions/">site Web du TOAT</a> sous le numéro de cas OLT-22-003963.</p>
<h3><strong>DE QUOI S’AGIT-IL?</strong></h3>
<p>Claridge a interjeté appel de sa demande de l’an dernier au Tribunal ontarien de l’aménagement du territoire, avant que le dossier parvienne à des fins d’approbation au comité d’urbanisme et au conseil municipal.</p>
<p>Avec l’approbation du TOAT, le règlement de zonage a été modifié pour autoriser la construction de 212 résidences, notamment des maisons de ville unifamiliales détachées et des maisons de ville adossées. Il y aura également un parc public. L’ébauche du sous‑lotissement a été également approuvée, sous réserve de conditions.</p>
<p>L’approbation du TOAT est finale et ne peut faire l’objet d’un appel subséquent ou d’observations du public.</p>
<h3><strong>QUE SE PASSE-T-IL ENSUITE?</strong></h3>
<p>L’aménageur, Claridge Homes, préparera des concepts détaillés pour les lots, les rues et le parc, y compris le terrassement, le drainage, l’infrastructure enfouie, les services publics et l’aménagement paysager. Lorsque ces éléments seront approuvés par le personnel municipal, l’aménageur pourra commencer à préparer les terrains pour la construction. L’on procédera à la construction des chemins et à l’installation des services publics. L’installation précoce des services pourrait intervenir avant la sous‑circonscription foncière par entente avec la Ville.</p>
<p>Une fois l’approbation par la Ville des plans et rapports requis, que l’aménageur reçoit les lettres d’autorisation nécessaires et fournit les honoraires et garanties financières, celui‑ci et la Ville signeront une entente, qu’ils feront enregistrer au Bureau d’enregistrement immobilier. Cela autorisera la vente des parcelles.</p>
<p>Avant l’enregistrement, l’aménageur peut construire un bureau des ventes sur les terrains et commencer les activités de prévente. Le calendrier de construction relève de l’aménageur et peut dépendre de diverses choses comme les conditions du marché et la disponibilité de la main-d’œuvre et des matériaux.</p>
<h3><strong>QUE SE PASSE-T-IL À PROPOS DU RACCORD DE LA RUE STITTSVILLE MAIN– MAPLE GROVE?</strong></h3>
<p>L’entente comprend des conditions concernant l’<a href="https://ottawa.ca/fr/hotel-de-ville/engagement-du-public/projets/etude-devaluation-environnementale-ee-de-lelargissement">Étude d’évaluation environnementale (EE) de l’élargissement de la promenade Huntmar (de la promenade Campeau au chemin Maple Grove) et du prolongement de la rue Stittsville Main (du chemin Maple Grove à l’avenue Robert Grant)</a>. À l’enregistrement, les études de lotissement résidentiel et les plans rendront compte de la conception fonctionnelle de l’EE.</p>
<p>Claridge aura la responsabilité de la conception et de la construction du croisement du chemin Maple Grove et du prolongement de la rue principale de Stittsville (segment Nord/Sud) et du croisement du prolongement de la rue principale de Stittsville (segments Nord/Sud et Est/Ouest) et de l’avenue Dereen.</p>
<p>Nous communiquerons des précisions supplémentaires sur le calendrier et les répercussions de la construction dès que nous les aurons.</p>

<p>The City has received a 2nd submission from Claridge for the subdivision at 1981 Maple Grove. The previous version of this proposal had a <a href="http://glengower.ca/development/sept-14-public-meeting-1981-maple-grove/">public meeting on September 14, 2020</a>. <p>The resubmission involves a change in housing types from the previous mix of detached houses, townhouses, and stacked townhouses to only include townhouses and stacked townhouses. With the changes, the total number of homes has increased from 196 to 211. There is also the addition of a pathway block to provide a shorter connection for active transportation uses like walking and cycling.</p>

<p>We are continuing to review this revised submission with City staff to ensure that issues such as traffic safety, traffic volume, and construction impacts are properly addressed.</p>

<h2>Mise à jour : demande révisée pour le 1981, chemin Maple Grove</h2>
<p>La Ville a reçu une deuxième demande de Claridge Homes pour le lotissement du 1981, chemin Maple Grove. <p>La demande révisée comprend un changement dans les types de logements : les maisons seules ont été retirées pour laisser seulement les habitations en rangée et les logements superposés en rangée. Par conséquent, le nombre total de logements est passé de 196 à 211. On a aussi ajouté un passage pour faciliter le transport actif comme la marche et le vélo.</p>
