<p>The City has received a Site Plan Control application to construct a Planned Unit Development (PUD) within the new Abbott’s Run subdivision. The site, known as Block 13 in Phase 2 of the subdivision, is currently vacant and is located at the intersection of the future Robert Grant Avenue and Cranesbill Road.</p>
<p>The proposed development will include six back-to-back stacked townhouses with a total of 124 units. Surface parking is provided including 137 spaces. The site is proposed to have two access points via Future Monorail Road and Future Cranesbill Road. Amenity space is provided on site with an area of approximately 430m<sup>2</sup>.</p>

<h3>What’s next</h3>
<p>This application has not been approved. City staff will be reviewing the application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing this application with his team.</p>
<p>Note that under Bill 109 enacted by the Provincial government in 2022, City Council no longer has the final say on Site Plan Control approvals. Although councillors can provide feedback and comments, the final decision rests with City staff.</p>

<p>The site plan control process allows the City to influence land development so that it is safe, functional and orderly. It is also used to ensure that the development standards approved by the City and other agencies are implemented and maintained. Building location, landscape treatment, pedestrian access, drainage control and parking layout are a few of the items addressed during review. Please note that issues such as building height or building use (residential versus commercial, ownership versus rental, etc.) are not a part of the site plan review.</p>

<h2>5618, chemin Hazeldean (Abbott’s Run) : demande de réglementation du plan d’implantation</h2>
<p>La Ville a reçu une demande de réglementation du plan d’implantation devant permettre la création d’un complexe immobilier dans le nouveau lotissement Abbott’s Run. L’emplacement, qui correspond à l’îlot 13 de la Phase 2 du lotissement, est actuellement vacant et se trouve à l’angle de la future avenue Robert Grant et du chemin Cranesbill.</p>
<p>Cet aménagement comprendra six habitations en rangée superposées dos à dos abritant au total 124 logements. Une aire de stationnement de surface d’une capacité de 137 véhicules sera créée. L’emplacement disposerait de deux points d’accès depuis le futur chemin Monorail et le futur chemin Cranesbill. Une aire d’agrément d’une superficie d’environ 430 m<sup>2</sup> sera aménagée sur place.</p>

<h3>Prochaines étapes</h3>
<p>Cette demande n’a pas été approuvée. Le personnel de la Ville l’examinera pour s’assurer qu’elle respecte les politiques applicables du gouvernement provincial, ainsi que les politiques et les règlements de la Ville. Le conseiller Glen Gower examinera également la demande avec son équipe.</p>

										<content:encoded><![CDATA[<p>UPDATE: Planning and Housing Committee approved this application on June 18. It will rise to City Council for final approval on June 25.</p>
<p><em>La version française suit</em></p>
<p>The Zoning By-law Amendment application for 5618 Hazeldean Road and 5101 Abbott Street East for Phases 2, 3, 4A and 4B of Minto’s <a href="http://glengower.ca/tag/abbotts-run/">Abbott’s Run</a> subdivision is on the agenda for Planning and Housing Committee on June 18, 2025.</p>
<p>The site is located between Hazeldean Road and Abbott Street. The future Robert Grant Avenue (expected to open later this year) runs through the site. The proposal includes 1,379 homes, comprised of a mix of 349 detached homes, 569 townhomes and back-to-back townhomes, and 461 condos with heights ranging from four to six storeys. The plan also includes a 2.83-hectare school block, multiple park blocks, a 0.51-hectare mixed-use commercial block, and lands designated for open space, including the Hazeldean Tributary and a stormwater management pond.</p>

<h3>Background</h3>
<p>In 2021 an application for a draft Plan of Subdivision was approved. A <a href="http://glengower.ca/notebook/update-5618-hazeldean-application-back-at-planning-committee-on-june-7/">Zoning By-law Amendment application</a> for Phase 1 of Abbott’s Run was approved in 2023 and is currently under construction.</p>

<h3>Summary of requested Zoning By-law amendment</h3>
<p>The subject lands are currently zoned Development Reserve (DR) and are proposed to be rezoned to a combination of residential, commercial, institutional, and open space zones, with site-specific exceptions to support the intended built form and land use mix. The proposed amendments include the following:</p>
<ul>
<li>Rezone portions of the site to R3YY[xxxx] (Residential Third Density, Subzone YY, Urban Exception xxxx) to permit detached dwellings, townhouses, and back-to-back townhouses, including site-specific provisions related to lot size, setbacks, height, and driveway width.</li>
<li>Rezone a portion of the site to AM[xxxx] (Arterial Mainstreet, Urban Exception xxxx) to permit mixed-use development, including back-to-back townhouse dwellings and commercial uses, including stepback and height transition provisions adjacent to low-density residential zones.</li>
<li>Rezone the school block to I1/R3YY[xxxx] (Minor Institutional Zone / Residential Third Density with Exception xxxx) to permit either a school or low-density residential uses, depending on the school board needs.</li>
<li>Rezone open space areas and parks to O1 (Parks and Open Space Zone) to accommodate neighbourhood parks and naturalized open space, and the hydro corridor to O1P (Parks and Open Space, Hydro Corridor Subzone) to reflect its function as linear open space and utility infrastructure.</li>

<h3>Councillor comments:</h3>
<p>Here are the official comments provided by Councillor Glen in the staff report:</p>
<blockquote><p>First, relating to the mixed-use block at the corner of Abbott Street and Robert Grant Avenue. This is linked to a motion from May 2023 approved by Planning &amp; Housing Committee to ensure that the land at this corner be zoned to accommodate local commercial uses such as retail store, personal service use, restaurant and daycare, etc. This is important to encourage a walkable mixed-use community and there must be a strong mechanism in the zoning to ensure that there is local commercial use in the final development.</p>
<p>Second, the developer should prioritize construction of the Cranesbill Road extension to Robert Grant Avenue. It’s an important road link for access and transit that needs to be built and opened as soon as possible.</p>
<p>Third, I want to note that my office has received feedback on this file from just one resident. This is a development that could yield nearly 1,400 homes. The future residents of these homes will have as much (if not more) of an impact on transportation infrastructure and local services as the future residents of nearby multi-story apartment developments, for which we routinely receive dozens and dozens of comments in opposition.</p></blockquote>

<h3>MISE À JOUR : Modification du zonage pour les prochaines phases d&#8217;Abbott&#8217;s Run au Comité de la planification et du logement le 18 juin</h3>
<p>La demande de modification du <em>Règlement de zonage</em> pour le 5618, chemin Hazeldean et le 5101, rue Abbott Est pour les phases 2, 3, 4A et 4B du lotissement <a href="http://glengower.ca/tag/abbotts-run/">Abbott&#8217;s Run</a> de Minto est à l&#8217;ordre du jour du Comité de la planification et du logement le 18 juin 2025.</p>
<p>Le site est situé entre le chemin Hazeldean et la rue Abbott. La future avenue Robert-Grant (dont l&#8217;ouverture est prévue plus tard cette année) traverse le site. La proposition comprend 1 379 maisons, composées d&#8217;un mélange de 349 maisons unifamiliales, 569 maisons en rangée et en rangée superposées, et 461 condos d&#8217;une hauteur allant de quatre à six étages. Le plan comprend également un îlot scolaire de 2,83 hectares, plusieurs îlots de parcs, un îlot commercial à utilisation polyvalente de 0,51 hectare et des terrains désignés pour les aires ouvertes, y compris l&#8217;affluent Hazeldean et un bassin de rétention des eaux pluviales.</p>

<h3>Contexte</h3>
<p>En 2021, l&#8217;ébauche du plan de lotissement a été approuvée. Une <a href="http://glengower.ca/notebook/update-5618-hazeldean-application-back-at-planning-committee-on-june-7/">demande de modification du <em>Règlement de zonage</em></a> pour la phase 1 d&#8217;Abbott&#8217;s Run a été approuvée en 2023, laquelle phase est en cours de réalisation.</p>

<h3>Synthèse de la modification que l&#8217;on demande d&#8217;apporter au Règlement de zonage</h3>
<p>Les terrains visés sont actuellement une zone d&#8217;aménagement futur et l&#8217;on propose de modifier le zonage pour une combinaison de zones résidentielles, commerciales, d&#8217;institutions et d&#8217;aires ouvertes, avec des exceptions propres au site pour soutenir la forme bâtie prévue et la diversité de l&#8217;aménagement foncier. Les modifications proposées comprennent les suivantes :</p>
<ul>
<li>Modifier le zonage des parties du site à R3YY [xxxx] (zone résidentielle de densité 3, sous-zone YY, exception urbaine xxxx) pour permettre la construction de maisons unifamiliales, de maisons en rangée et de maisons en rangée dos à dos, y compris des dispositions propres au site liées à la taille du terrain, aux marges de recul, à la hauteur et à la largeur de l&#8217;entrée de cour.</li>
<li>Modifier le zonage d&#8217;une partie du site à AM [xxxx] (zone d&#8217;artère principale, exception urbaine xxxx) pour permettre un aménagement polyvalent, y compris les habitations en rangée dos à dos et les utilisations commerciales, y compris les dispositions relatives à la marge de recul et à la transition de la hauteur adjacentes aux zones résidentielles à faible densité.</li>
<li>Modifier le zonage de l&#8217;îlot scolaire à I1/R3YY [xxxx] (zone de petites institutions/zone résidentielle de densité 3 à l&#8217;exception de xxxx) pour permettre une utilisation scolaire ou résidentielle à faible densité, selon les besoins du conseil scolaire.</li>
<li>Modifier le zonage des espaces verts et des parcs à O1 (zone de parcs et espaces verts) pour aménager les parcs de quartier et les espaces verts naturalisés, et le couloir de transport de l&#8217;électricité à O1P (zone de parcs et espaces verts, sous-zone de couloir de transport de l&#8217;électricité) pour refléter sa capacité fonctionnelle d&#8217;espace vert linéaire et d&#8217;infrastructure des services publics.</li>

<h3>Message du conseiller</h3>
<p>Voici les commentaires officiels formulés par le conseiller Glen Gower dans le rapport du personnel :</p>
<blockquote><p>Premièrement, concernant l&#8217;îlot à usage polyvalent à l&#8217;angle de la rue Abbott et de l&#8217;avenue Robert-Grant, il est lié à une motion de mai 2023 approuvée par le Comité de la planification et du logement visant à s&#8217;assurer que le terrain à ce coin de rue soit zoné pour accueillir des utilisations commerciales locales comme des commerces de vente au détail, d&#8217;entreprises de services personnels, de restaurants et de garderies, etc. Il est important d&#8217;encourager une collectivité polyvalente et piétonnable et il doit y avoir un mécanisme solide dans le zonage pour s&#8217;assurer qu&#8217;il y a une utilisation commerciale locale dans l&#8217;aménagement final.</p>
<p>Deuxièmement, le promoteur devrait donner la priorité à la construction du prolongement du chemin Cranesbill jusqu&#8217;à l&#8217;avenue Robert-Grant. Il s&#8217;agit d&#8217;un lien routier important pour l&#8217;accès et le transport en commun qui doit être construit et ouvert dès que possible.</p>
<p>Troisièmement, je tiens à souligner que mon bureau a reçu des commentaires sur ce dossier de la part d&#8217;un seul résident. Il s&#8217;agit d&#8217;un aménagement qui pourrait produire près de 1 400 logements. Les futurs résidents de ces logements auront autant (sinon plus) d&#8217;incidence sur les infrastructures de transport et les services locaux que les futurs résidents des immeubles d&#8217;appartements à plusieurs étages à proximité, pour lesquels nous recevons régulièrement des dizaines et des dizaines de commentaires d&#8217;opposition.</p></blockquote>

<p>Throughout May and into early June, there will be temporary partial lane closures to ensure safe working conditions. A flag crew will be in place to manage traffic when there are road closures. Drivers are encouraged to use alternate routes such as Cope Drive or Bobolink/Livery/Tapadero during the closures.</p>

<h3>AVIS DE TRAVAUX : Fermetures de voies temporaires sur la rue Abbott, à l’est de l’avenue Robert-Grant</h3>
<p>Minto effectue des travaux sur les bordures, les trottoirs et l’aménagement paysager le long de la rue Abbott Est, devant le secteur d’<a href="http://glengower.ca/tag/abbotts-run/">Abbott’s Run</a>.</p>
<p>En mai et au début de juin, il y aura des fermetures de voies partielles temporaires pour assurer des conditions de travail sécuritaires. Des signaleurs routiers géreront la circulation lorsque la rue sera fermée, et les conducteurs seront encouragés à modifier leur trajet, par exemple en passant par la promenade Cope ou par la côte Bobolink, la rue Livery, puis l’avenue Tapadero.</p>

<p>The City of Ottawa has received a Zoning By-law Amendment application for 5618 Hazeldean Road and 5101 Abbott Street East for Phases 2, 3, 4A and 4B of Minto&#8217;s <a href="http://glengower.ca/tag/abbotts-run/">Abbott’s Run</a> subdivision, consisting of low-rise residential uses, open space, and mixed-use zones.</p>
<p>The subject site is located between Hazeldean Road and Abbott Street. The future Robert Grant Avenue (expected to open later this year) runs through the site. The Abbottsville Crossing and Bradley Commons neighbourhoods are east of the site, and the Iber Road business park is to the west.</p>
<p>The proposed zoning amendment will permit the construction of 349 detached homes, 569 townhouses, and 461 condos</p>

<h3>Zoning By-law Amendment</h3>
<p>The proposal is to rezone the subject lands to:</p>

<li>R3YY[XXXX] to accommodate a variety of residential building forms including detached and townhouse dwellings, with site-specific exceptions.</li>
<li>AM[XXXX] to accommodate mixed residential and commercial uses, with a site-specific exception to allow back-to-back townhomes as an additional use.</li>
<li>O1, to accommodate parks and natural features</li>
<li>O1P, to accommodate the Hydro transmission corridor traversing the site.</li>

<h3>Background</h3>
<p>In 2021 an application for a draft Plan of Subdivision was approved. A <a href="http://glengower.ca/notebook/update-5618-hazeldean-application-back-at-planning-committee-on-june-7/">Zoning By-law Amendment application</a> for Phase 1 of Abbott’s Run was approved in 2023 and is currently under construction.</p>

<p style="font-weight: 400;">La Ville d’Ottawa a reçu une demande de modification du Règlement de zonage pour les phases 2, 3, 4A et 4B du lotissement d’<a href="http://glengower.ca/tag/abbotts-run/">Abbott’s Run</a> de Minto, situé au 5618, chemin Hazeldean, et au 5101, rue Abbott Est, comprenant des immeubles résidentiels de faible hauteur, des espaces verts et des zones à usage polyvalent.</p>
<p style="font-weight: 400;">Le site en question est situé entre le chemin Hazeldean et la rue Abbott. La future avenue Robert-Grant (dont l’ouverture est prévue plus tard cette année) traverse le site. Les secteurs d’Abbottsville Crossing et de Bradley Commons se trouvent à l’est du site, tandis que le parc d’affaires du chemin Iber s’étend à l’ouest.</p>

<p>Minto Communities is continuing construction of phase one of the Abbott’s Run subdivision, located on the property between Hazeldean and Abbott, immediately east of the Iber Road business park. This first phase includes a stormwater management pond, 92 detached homes and 37 townhouse blocks (149 townhomes and 42 rear-lane townhomes) for 283 homes. Here’s information from Minto about construction plans and how the work will impact residents:</p>
<ul>

<li><strong>Timeline: </strong>Housing construction is ongoing.</li>

<li><strong>Working hours:</strong> Crews will work within the City of Ottawa’s Noise By-law (No. 2017-255), and most work will be on weekdays from 7:00 a.m. to 6:00 p.m. Some Saturdays are possible, but not regularly.</li>
<li><strong>Street sweeping/dust control: </strong>Regular street cleaning will be in effect when trucking or as required. Dust and garbage control will be monitored and addressed accordingly.</li>

<p>Starting November 6, Abbott Street will be temporarily closed to vehicles east of Robert Grant Avenue for construction work. The work is to connect services (water, sewer, etc.) for <a href="http://glengower.ca/development/5618-hazeldean-construction-contacts-and-timelines-mintos-abbotts-run/">Minto’s Abbott’s Run</a> development.</p>
<p><strong>Things to know:</strong></p>
<ul>
<li>Work is estimated to take 4-6 weeks. The multi-use pathway and sidewalk along Abbott will remain open and unobstructed for the duration of the work.</li>
<li>This will be a disruptive road closure, particularly for local residents and students and staff at École Paul-Desmarais. The area around the high school is already very congested during school drop-off and pick-up times.</li>
<li>City traffic staff have evaluated the road closure, and are implementing notification, signage, and safety measures to be followed by Minto’s contractors. A traffic inspector will monitor the area around the worksite during the closure to ensure all conditions are being followed, and to monitor traffic patterns near the closure.</li>
<li>Several measures will be in place to alert residents and drivers to the closure including variable message board signs (electronic signage) and detour signage, and written notification to affected residents, businesses, and schools. Local school bus providers have been notified and are altering their routes where necessary.</li>
<li><strong>Detour signage will indicate that Abbott Street is closed between Rouncey and Robert Grant, except for local traffic. Residents in Abbottsville Crossing who live on or near streets including Abbott, Lift, Triangle, Twist, Malahat, Lanceleaf, Ponderosa, etc. will have full access to their homes and driveways.</strong></li>
<li>We are asking residents to use an alternate route during the closure, and especially to avoid the area around Abbott/Robert Grant during drop-off time (8:45am-9:15am) and pick-up time (3:30pm-4:00pm) if they can.</li>

<p><strong>Exploring alternatives</strong></p>
<p>City staff have looked at alternatives to a full closure to mitigate the impact, including:</p>
<ul>
<li>Single-lane closures</li>
<li>Temporary road construction around the construction area</li>
<li>Overnight and weekend work</li>
</ul>
<p>The full closure is the preferred option. It allows the work to be completed as quickly as possible with the least noise and impact to nearby residents. It is important to start the work now so that the work can be finished, and the road can be re-paved before winter.</p>

<h2>FERMETURE TEMPORAIRE DE LA RUE ABBOTT À L’EST DE L’AVENUE ROBERT GRANT</h2>
<p>À partir du 6 novembre, la rue Abbott sera temporairement fermée aux véhicules à l’est de l’avenue Robert Grant pour des travaux de construction. Les travaux consistent à raccorder les services (eau, égouts, etc.) pour le projet de développement <a href="http://glengower.ca/development/5618-hazeldean-construction-contacts-and-timelines-mintos-abbotts-run/">Abbott’s Run</a> de Minto.</p>
<p><strong>Ce qu’il faut savoir :</strong></p>
<ul>
<li>Les travaux devraient durer environ de quatre à six semaines. Le chemin d’accès et le trottoir le long de la rue Abbott resteront ouverts et dégagés pendant toute la durée des travaux.</li>
<li>Cette fermeture de route sera perturbante, notamment pour les résidents locaux, les élèves et le personnel de l’école Paul-Desmarais. La zone autour de l’école secondaire est déjà très congestionnée aux heures de débarquement et d’embarquement des élèves.</li>
<li>Le personnel de la Ville responsable de la circulation a évalué la fermeture de la route et met en place des mesures de notification, de signalisation et de sécurité à l’intention des entrepreneurs de Minto. Un inspecteur de la circulation surveillera la zone autour du chantier pendant la fermeture pour s’assurer que toutes les conditions sont respectées et pour surveiller les configurations de circulation à proximité de la fermeture.</li>
<li>Plusieurs mesures seront mises en place pour avertir les résidents et les conducteurs de la fermeture, notamment des panneaux à messages variables (signalisation électronique) et des panneaux de déviation, ainsi qu’une notification écrite aux résidents, aux entreprises et aux écoles concernés. Les transporteurs scolaires locaux ont été informés et modifient leurs itinéraires si nécessaire.</li>
<li><strong>Des panneaux de déviation indiqueront que la rue Abbott est fermée entre le chemin Rouncey et l’avenue Robert Grant, sauf pour le trafic local. Les résidents d’Abbottsville Crossing qui habitent dans les rues Abbott, Lift, Triangle, Twist, Malahat, Lanceleaf, Ponderosa, etc. ou à proximité, auront accès à leur maison et à leur entrée.</strong></li>
<li>Nous demandons aux résidents d’utiliser un autre itinéraire pendant la fermeture, et en particulier d’éviter la zone autour de la rue Abbott et de l’avenue Robert Grant pendant l’heure de débarquement (de 8 h 45 à 9 h 15) et l’heure d’embarquement (de 15 h 30 à 16 h), et ce, s’ils le peuvent.</li>

<p><strong>Possibilités à envisager</strong></p>
<p>Le personnel de la Ville a envisagé d’autres solutions que la fermeture complète pour atténuer les conséquences, notamment :</p>
<ul>
<li>Fermetures d’une seule voie</li>
<li>Construction d’une route temporaire autour de la zone de construction</li>
<li>Travaux de nuit et de fin de semaine</li>
</ul>
<p>La fermeture complète est l’option privilégiée. Elle permet d’achever les travaux le plus rapidement possible en limitant au maximum le bruit et les répercussions sur les résidents du secteur. Il est important de commencer les travaux maintenant pour qu’ils puissent être terminés et que la route puisse être repavée avant l’hiver.</p>

										<content:encoded><![CDATA[<p><strong><em>UPDATE:</em></strong><em> City Council approved the revised application at its meeting on June 14, 2023.</em></p>
<p>The Zoning By-Law amendment proposal from Minto for Phase 1 of their <a href="http://glengower.ca/tag/abbotts-run/">Abbott’s Run</a> development at 5618 Hazeldean Road will be back at Planning &amp; Housing Committee on Wednesday, June 7.</p>
<p>The application was first considered by committee on May 17, where my council colleagues supported a motion <a href="http://glengower.ca/notebook/update-5618-hazeldean-application-sent-back-to-city-staff/">to send the file back to City staff</a> to work with the applicant to add approximately 0.5 hectares of commercial zone near Abbott and Robert Grant to their plans.</p>
<p>Minto now has revised their application to carve out a 0.5-hectare block to accommodate commercial uses. The exact zoning will be confirmed when Minto submits &#8220;Phase 2&#8221; of their plans.</p>
<p><span id="page18R_mcid8" class="markedContent"><span dir="ltr" role="presentation">Thanks to Minto and City staff for working collaboratively on a constructive solution so </span><span dir="ltr" role="presentation">that we can have local commercial development in this area.</span></span></p>
<p><span id="page18R_mcid9" class="markedContent"></span><span id="page18R_mcid9" class="markedContent"><span dir="ltr" role="presentation">I also want to thank residents who have shown their strong support for creating a truly </span><span dir="ltr" role="presentation">walkable neighbourhood and the importance of having something like a local coffee </span><span dir="ltr" role="presentation">shop, restaurant, daycare, or corner store in the centre of the Fernbank community.</span></span></p>

<h3>The report recommendations</h3>
<ol>
<li><strong>That Planning and Housing Committee recommend Council approve an amendment to Zoning By-law 2008-250 for 5618 Hazeldean Road, as shown in Document 1, to permit the first phase of a residential subdivision, including one stormwater management block, 36 townhouse blocks, and 111 lots for detached dwellings as detailed in Document 2.</strong></li>
<li><strong>Direct Staff to report back to Planning and Housing Committee with zoning details for the 0.5-hectare block at the intersection of Abbott Street East and the future Robert Grant Avenue extension at the time that a Zoning By-Law Amendment is brought to Planning and Housing Committee for Phase 2. The block is to accommodate commercial uses and will be zoned accordingly with Phase 2. It will remain zoned Development Reserve “DR” in the meantime. </strong></li>
<li><strong>That Planning and Housing Committee approve the Consultation Details Section of this report be included as part of the ‘brief explanation’ in the Summary of Written and Oral Public Submissions, to be prepared by the Office of the City Clerk and submitted to Council in the report titled, “Summary of Oral and Written Public Submissions for Items Subject to the <em>Planning Act </em>‘Explanation Requirements’ at the City Council Meeting of June 7, 2023,” subject to submissions received between the publication of this report and the time of Council’s decision.</strong></li>
</ol>

<p>Today at Planning and Housing Committee, I introduced a motion to send the zoning by-law application for 5618 Hazeldean back to City staff so that they can work with the applicant to add approximately 0.5 hectares of commercial zone near Abbott and Robert Grant to their plans.</p>
<p>I introduced the motion because the original Fernbank Community Design Plan calls for mixed use development in this area. There is a strong opportunity to encourage local commercial development here that would support a 15-minute community in the central part of the Fernbank area. We would have lost that opportunity if all of this property had been zoned residential, with no provision for other uses.</p>
<p><strong>The Planning and Housing Committee unanimously supported my motion and City staff will now work with the applicant so that a revised application can be considered by the committee on June 7.</strong></p>
<p>This was a big win for helping to ensure that we are creating a truly walkable community in the Fernbank area. I want to thank everyone who took the time to write to the committee over the last few days to let my colleagues know just how important it is that we see something like a coffee shop, pizza place, day care, or corner store in this community.</p>
<h3></h3>
<h3>My motion</h3>
<p>WHEREAS the City’s New Official Plan promotes healthy, vibrant and walkable 15-minute neighbourhoods with improved local amenities and services; and</p>
<p>WHEREAS locating smaller scale commercial uses such as limited retail, restaurants and personal service businesses closer to where people live forms an integral part of achieving 15-minute neighbourhoods; and</p>
<p>WHEREAS Section 6.2.2 of the Official Plan states “in the Minor Corridor designation, this Plan shall permit a mix of uses which support residential uses and the evolution of a neighbourhood towards 15-minute neighbourhoods. Development may: …d) Be required, where contextually appropriate, to provide commercial or service uses on the ground floor”</p>
<p>WHEREAS the Fernbank Community Design Plan calls for Mixed Use development in this location; and</p>
<p>WHEREAS the built form of only live-work units proposed by Minto will not ensure the delivery of much needed local commercial uses for the Fernbank area; and</p>
<p>WHEREAS the land fragmentation that would occur if the live-work units were subdivided and conveyed would curtail the delivery of local commercial for the future;</p>
<p>THEREFORE, BE IT RESOLVED THAT zoning by-law application – 5618 Hazeldean Road be referred back to staff and that staff be directed to work with the applicant to:</p>
<ol>
<li>Identify approximately 0.5 ha of land at the corner of Robert Grant Avenue and Abbott Street to accommodate local commercial uses, such as retail store, personal service use, restaurant and daycare; and</li>
<li>Ensure that the urban design guidelines for Non-Residential Building and Site Design within the <a href="https://ottawa.ca/en/urban-design-guidelines-greenfield-neighbourhoods">Urban Design Guidelines for Greenfield Neighbourhoods</a> are followed; and</li>
</ol>
<p>BE IT FURTHER RESOLVED THAT</p>
<ol start="3">
<li>Staff be directed to prepare a new report with respect to the zoning by-law application – 5618 Hazeldean Road and provide recommendations to the Planning and Housing Committee by June 7, 2023, ensuring that appropriate notice is provided as required, and that the amendments are consistent with the objectives and intent of the Fernbank Community Design Plan, the City&#8217;s Official Plan and the Provincial Policy Statement.</li>

<h2>CARNET DE NOTES : LA DEMANDE concernant le 5618, HAZELDEAN EST RENVOYÉE AU PERSONNEL DE LA VILLE</h2>
<p>Aujourd’hui, j’ai présenté au Comité de la planification et du logement une motion visant à renvoyer la demande de Règlement de zonage pour le 5618, Hazeldean au personnel de la Ville afin qu’il puisse travailler avec le demandeur pour ajouter à ses plans environ 0,5 hectare de zone de commerces près d’Abbott et de Robert Grant.</p>
<p>J’ai présenté la motion parce que, à l’origine, le Plan de conception communautaire de Fernbank préconise la création d’une zone d’utilisations polyvalentes dans le secteur. Il s’agit là d’une excellente occasion d’encourager les aménagements commerciaux ici dans la localité qui viendraient soutenir une communauté du quart d’heure dans la partie centrale de la région de Fernbank. Nous aurions perdu cette occasion si tout ce terrain était désigné zone résidentielle, sans disposition pour d’autres utilisations.</p>
<p><strong>Le Comité de la planification et du logement a appuyé à l’unanimité cette motion et le personnel de la Ville travaillera maintenant avec le demandeur de manière à ce qu’une demande révisée puisse être examinée par le comité le 7 juin.</strong></p>
<p>Il s’agit d’une grande victoire qui nous aide à garantir la création d’une communauté véritablement piétonnable dans la région de Fernbank. Je tiens à remercier toutes les personnes qui ont pris le temps d’écrire au comité ces derniers jours pour faire savoir à mes collègues à quel point il est important d’avoir, par exemple, un café, une pizzeria, une garderie ou un dépanneur dans cette communauté.</p>
<h3><strong>MA MOTION </strong></h3>
<p>ATTENDU QUE le nouveau Plan officiel de la Ville fait la promotion de quartiers du quart d’heure qui sont sains, dynamiques et piétonnables, avec des commodités et des services locaux améliorés; et</p>
<p>ATTENDU QUE le fait de trouver des aménagements commerciaux à plus petite échelle, telles que des commerces de détail, des restaurants et des entreprises de services personnels limités plus près de l’endroit où vivent les gens, fait partie intégrante de la création de quartiers du quart d’heure; et</p>
<p>ATTENDU QUE la section 6.2.2 du Plan officiel stipule que « Dans la désignation des couloirs mineurs, le Plan doit permettre de réaliser un ensemble d’aménagements qui étayent des aménagements résidentiels et l’évolution des quartiers pour en faire des quartiers du quart d’heure. Les travaux d’aménagement peuvent… d) être appelés, dans les cas adaptés au contexte, à prévoir des aménagements commerciaux ou de services au rez-de-chaussée. »</p>
<p>ATTENDU QUE le Plan de conception communautaire de Fernbank prévoit un aménagement à utilisations polyvalentes à cet endroit; et</p>
<p>ATTENDU QUE la forme bâtie des unités vie-travail proposées par Minto ne garantira pas la prestation des services commerciaux locaux dont le quartier Fernbank a tant besoin; et</p>
<p>ATTENDU QUE le morcellement du terrain qui se produirait si les unités vie-travail étaient loties et cédées limiterait l’offre de commerces locaux pour l’avenir;</p>
<p>IL EST DONC RÉSOLU QUE la demande de règlement de zonage (5618, chemin Hazeldean) soit renvoyée au personnel et que le personnel soit chargé de travailler avec le demandeur pour :</p>
<ol>
<li>trouver environ 0,5 ha de terrain à l’angle de l’avenue Robert Grant et de la rue Abbott pour accueillir des commerces locaux, tels que des magasins de détail, des entreprises de services personnels, des restaurants et des garderies; et</li>

<p>The Zoning By-Law amendment proposal from Minto for their <a href="http://glengower.ca/tag/abbotts-run/">Abbott&#8217;s Run</a> development at 5618 Hazeldean Road will be considered by Planning &amp; Housing Committee on May 17.</p>
<ul>
<li>The property is located between Hazeldean and Abbott, immediately east of the Iber Road business park.</li>
<li>Minto is seeking a zoning amendment to facilitate phase one of a subdivision with 312 single homes and townhouses.</li>
<li>Minto would convey the land for the extension of Robert Grant Avenue through the site between Abbott and Hazeldean roads. It would also extend Cranesbill Road to Robert Grant Avenue. (Robert Grant Avenue construction is underway and is on track to be completed by end of 2024.)</li>
<li>The amendment affects two parcels, both zoned Development Reserve. The first parcel, abutting Abbott Street, would be rezoned Residential Third Density (R3), with a portion zoned to permit rear-lane townhouses, where home-based businesses could operate. The second parcel, north of the future Cranesbill Road extension, would be zoned Parks and Open Space for a stormwater management pond, and a portion zoned R3 for singles and townhouses.</li>

<h3>My thoughts</h3>
<p>Here are the official comments I provided in the <a href="https://pub-ottawa.escribemeetings.com/filestream.ashx?DocumentId=125229">staff report</a>:</p>
<blockquote><p>&#8220;I am disappointed that a mixed-use zone is not being recommended north of Abbott Street along the Robert Grant Avenue corridor. The original Fernbank Community Design Plan calls for mixed use development in this section. There is a strong opportunity to encourage local commercial development here. This would support a 15-minute community in the central part of the Fernbank area. We will lose that opportunity if all of this property is zoned residential, with no provision for other uses.&#8221;</p></blockquote>
<p>I am working with planning staff and Minto to revise the plan to add a local commercial zone to the south end of the property, at Robert Grant &amp; Abbott. This is not currently in Minto’s proposal but would allow for uses such as a coffee shop, day care, hair salon, corner store, etc. This would align to the principles of the new Official Plan to encourage a more walkable suburban community.</p>

<h2>LE COMITÉ DE LA PLANIFICATION ET DU LOGEMENT EXAMINE LA PROPOSITION DE MINTO POUR LE 5618, CHEMIN HAZELDEAN LE 17 MAI</h2>

<p>Le 17 mai, le Comité de la planification et du logement se penchera sur la proposition de modification du <em>Règlement de zonage</em> de Minto pour l’aménagement de la communauté <a href="http://glengower.ca/tag/abbotts-run/">Abbott’s Run</a> au 5618, chemin Hazeldean.</p>
<ul>
<li>La propriété est située entre le chemin Hazeldean et la rue Abbott, immédiatement à l&#8217;est du parc d’affaires du chemin Iber.</li>
<li>Minto cherche à obtenir une modification du zonage pour faciliter la phase 1 d&#8217;un lotissement de 312 maisons unifamiliales et maisons en rangée.</li>
<li>Minto céderait une partie du terrain pour le prolongement de l’avenue Robert-Grant à travers le site entre la rue Abbott et le chemin Hazeldean, ce qui permettrait également de prolonger le chemin Cranesbill jusqu’à l’avenue Robert-Grant. (Les travaux sur l&#8217;avenue Robert-Grant sont en cours et devraient être terminés d&#8217;ici la fin de 2024.)</li>
<li>La modification concerne deux parcelles, les deux étant désignées zones d&#8217;aménagement futur. La première parcelle, jouxtant la rue Abbott, serait désignée zone résidentielle de densité 3 (R3), et une partie serait zonée pour permettre la construction de maisons en rangée donnant sur une ruelle arrière, où des entreprises à domicile pourraient exercer leurs activités. La seconde parcelle, au nord du futur prolongement du chemin Cranesbill, serait désignée zone de parc et d’espace vert pour permettre l’aménagement d’un bassin de rétention des eaux pluviales, et une partie serait désignée zone R3 pour la construction de maisons unifamiliales et en rangée.</li>
</ul>
<h3><strong>MES RÉFLEXIONS</strong></h3>
<p>Voici les commentaires officiels que j’ai fournis dans le<a href="https://pub-ottawa.escribemeetings.com/filestream.ashx?DocumentId=125229"> Rapport du personnel</a> :</p>
<p>« Je suis déçu qu&#8217;une zone d’utilisations polyvalentes ne soit pas recommandée au nord de la rue Abbott, le long du corridor de l&#8217;avenue Robert-Grant. Le Plan de conception communautaire original de Fernbank prévoit un aménagement  polyvalent dans cette zone. C’est une excellente occasion d&#8217;encourager un aménagement commercial local ici, ce qui appuierait un quartier du quart d’heure dans la partie centrale du secteur de Fernbank. Nous perdrons cette occasion si tout ce terrain est zoné résidentiel, sans aucune disposition pour d&#8217;autres utilisations. »</p>
<p>Je travaille avec le personnel de la planification et Minto pour réviser le plan afin d’y ajouter une zone commerciale locale à l&#8217;extrémité sud de la propriété, à l’intersection de l’avenue Robert-Grant et de la rue Abbott. Cette zone ne figure pas actuellement dans la proposition de Minto, mais permettrait des utilisations comme un café, une garderie, un salon de coiffure, un dépanneur, etc. Elle cadrerait aussi avec les principes du nouveau Plan officiel visant à encourager une communauté suburbaine plus piétonnable.</p>

<p>Construction is starting for Minto’s upcoming Abbott’s Run community, the property between Hazeldean Road and Abbott Street East just east of Iber Road. They are currently just removing the trees and additional information will be provided when they start servicing the property, which is anticipated to be later this year. The work is scheduled to start as early as March 15, 2023 and continue for approximately four weeks, anticipating being complete before April 15, 2023.</p>
<ul>

<li><strong>Street sweeping/dust control: </strong>Regular street cleaning will be in effect when trucking or as required. Dust and garbage control will be monitored and addressed accordingly.</li>

<li><strong>Tree removal: </strong>A Tree Removal permit has been issued for this site. Construction fences will be places around trees that are to be protected. We are working with City of Ottawa staff to finalize landscape approvals through the detailed engineering design process.</li>

Nous travaillons avec le personnel de la Ville d’Ottawa pour obtenir toutes les approbations en matière de paysagement dans le cadre du processus de conception détaillée.</li>
