<p>Good news: Yesterday City Council approved my request to lower the speed limit from 50km/h to 40km/h on Cope, Rouncey, Abbott, and Cranesbill, between Terry Fox and Robert Grant Avenue.</p>
<p>The change will allow the City to install &#8220;Gateway Speed Limit Signs&#8221; making all of Fernbank Crossing, Blackstone, and Abbottsville crossing a 40km/h zone. These gateway signs are already in place in many neighbourhoods in Stittsville, and they help to establish a consistent 40km/h speed limit on all residential streets, rather than the mish-mash of speed limits that currently exist.  It makes it easier for police to enforce, and is a reminder to motorists that 40km/h is the maximum acceptable speed on residential streets.</p>
<p>Here&#8217;s a map showing the area that will be designated as a 40km/h zone.</p>

<p>Each of the four streets that will change from 50km/h to 40km/h have common characteristics, with several schools and parks; homes fronting the streets on both sides; and on-street parking<br />

<p>The new speed limit signage will be installed later in 2024. I know that simply changing the signs won&#8217;t be enough to completely change driver behaviour, but I do think they are an important reminder to drivers to slow down in the neighbourhood. We&#8217;re also working with City staff on temporary and permanent traffic calming infrastructure on these streets to reduce speeds; as well as more crossing guards near local schools. And police are making changes to put more focus on traffic enforcement in residential communities like this one.</p>
<p>Slower speeds have a big impact on pedestrian safety. Here&#8217;s data from the World Health Organization.</p>

<p style="font-weight: 400;">Bonne nouvelle : hier, le Conseil municipal a approuvé ma demande d’abaisser la limite de vitesse de 50 km/h à 40 km/h sur la promenade Cope, la rue Abbott et les chemins Rouncey et Cranesbill, entre la promenade Terry Fox et l’avenue Robert Grant.</p>
<p style="font-weight: 400;">Grâce à ce changement, le personnel de la Ville pourra installer des panneaux de limite de vitesse à l’entrée des secteurs résidentiels, faisant de l’ensemble des zones de Fernbank Crossing, Blackstone et Abbottsville Crossing une zone à 40 km/h. Ces panneaux à l’entrée des secteurs résidentiels sont déjà en place dans de nombreux quartiers de Stittsville. Ils contribuent à établir une limite de vitesse cohérente de 40 km/h dans toutes les rues résidentielles, plutôt que le méli-mélo de limites de vitesse qui existe actuellement. Ce changement facilite le contrôle par la police et rappelle aux automobilistes que la vitesse maximale acceptable dans les rues résidentielles est de 40 km/h.</p>

<p style="font-weight: 400;">Les nouveaux panneaux de limitation de vitesse seront installés à une date ultérieure en 2024. Je suis conscient que le simple fait de changer les panneaux ne suffira pas à modifier complètement le comportement des automobilistes, mais je pense qu’ils constituent un rappel important de ralentir dans le quartier. Nous travaillons également avec le personnel de la Ville pour établir des infrastructures temporaires et permanentes de modération de la circulation dans ces rues afin de réduire les vitesses, ainsi que pour augmenter le nombre de brigadiers scolaires près des écoles locales. En outre, la police procède à des changements afin de mettre davantage l’accent sur l’application des règlements de la circulation dans les communautés résidentielles comme celle-ci.</p>
<p style="font-weight: 400;">Le ralentissement de la vitesse a une incidence importante sur la sécurité des piétons. Voici des données de l’Organisation mondiale de la Santé.</p>

<p>Starting November 6, Abbott Street will be temporarily closed to vehicles east of Robert Grant Avenue for construction work. The work is to connect services (water, sewer, etc.) for <a href="http://glengower.ca/development/5618-hazeldean-construction-contacts-and-timelines-mintos-abbotts-run/">Minto’s Abbott’s Run</a> development.</p>
<p><strong>Things to know:</strong></p>
<ul>
<li>Work is estimated to take 4-6 weeks. The multi-use pathway and sidewalk along Abbott will remain open and unobstructed for the duration of the work.</li>
<li>This will be a disruptive road closure, particularly for local residents and students and staff at École Paul-Desmarais. The area around the high school is already very congested during school drop-off and pick-up times.</li>
<li>City traffic staff have evaluated the road closure, and are implementing notification, signage, and safety measures to be followed by Minto’s contractors. A traffic inspector will monitor the area around the worksite during the closure to ensure all conditions are being followed, and to monitor traffic patterns near the closure.</li>
<li>Several measures will be in place to alert residents and drivers to the closure including variable message board signs (electronic signage) and detour signage, and written notification to affected residents, businesses, and schools. Local school bus providers have been notified and are altering their routes where necessary.</li>
<li><strong>Detour signage will indicate that Abbott Street is closed between Rouncey and Robert Grant, except for local traffic. Residents in Abbottsville Crossing who live on or near streets including Abbott, Lift, Triangle, Twist, Malahat, Lanceleaf, Ponderosa, etc. will have full access to their homes and driveways.</strong></li>
<li>We are asking residents to use an alternate route during the closure, and especially to avoid the area around Abbott/Robert Grant during drop-off time (8:45am-9:15am) and pick-up time (3:30pm-4:00pm) if they can.</li>
</ul>

<p><strong>Exploring alternatives</strong></p>
<p>City staff have looked at alternatives to a full closure to mitigate the impact, including:</p>
<ul>
<li>Single-lane closures</li>
<li>Temporary road construction around the construction area</li>
<li>Overnight and weekend work</li>
</ul>
<p>The full closure is the preferred option. It allows the work to be completed as quickly as possible with the least noise and impact to nearby residents. It is important to start the work now so that the work can be finished, and the road can be re-paved before winter.</p>

<h2>FERMETURE TEMPORAIRE DE LA RUE ABBOTT À L’EST DE L’AVENUE ROBERT GRANT</h2>
<p>À partir du 6 novembre, la rue Abbott sera temporairement fermée aux véhicules à l’est de l’avenue Robert Grant pour des travaux de construction. Les travaux consistent à raccorder les services (eau, égouts, etc.) pour le projet de développement <a href="http://glengower.ca/development/5618-hazeldean-construction-contacts-and-timelines-mintos-abbotts-run/">Abbott’s Run</a> de Minto.</p>
<p><strong>Ce qu’il faut savoir :</strong></p>
<ul>
<li>Les travaux devraient durer environ de quatre à six semaines. Le chemin d’accès et le trottoir le long de la rue Abbott resteront ouverts et dégagés pendant toute la durée des travaux.</li>
<li>Cette fermeture de route sera perturbante, notamment pour les résidents locaux, les élèves et le personnel de l’école Paul-Desmarais. La zone autour de l’école secondaire est déjà très congestionnée aux heures de débarquement et d’embarquement des élèves.</li>
<li>Le personnel de la Ville responsable de la circulation a évalué la fermeture de la route et met en place des mesures de notification, de signalisation et de sécurité à l’intention des entrepreneurs de Minto. Un inspecteur de la circulation surveillera la zone autour du chantier pendant la fermeture pour s’assurer que toutes les conditions sont respectées et pour surveiller les configurations de circulation à proximité de la fermeture.</li>
<li>Plusieurs mesures seront mises en place pour avertir les résidents et les conducteurs de la fermeture, notamment des panneaux à messages variables (signalisation électronique) et des panneaux de déviation, ainsi qu’une notification écrite aux résidents, aux entreprises et aux écoles concernés. Les transporteurs scolaires locaux ont été informés et modifient leurs itinéraires si nécessaire.</li>
<li><strong>Des panneaux de déviation indiqueront que la rue Abbott est fermée entre le chemin Rouncey et l’avenue Robert Grant, sauf pour le trafic local. Les résidents d’Abbottsville Crossing qui habitent dans les rues Abbott, Lift, Triangle, Twist, Malahat, Lanceleaf, Ponderosa, etc. ou à proximité, auront accès à leur maison et à leur entrée.</strong></li>
<li>Nous demandons aux résidents d’utiliser un autre itinéraire pendant la fermeture, et en particulier d’éviter la zone autour de la rue Abbott et de l’avenue Robert Grant pendant l’heure de débarquement (de 8 h 45 à 9 h 15) et l’heure d’embarquement (de 15 h 30 à 16 h), et ce, s’ils le peuvent.</li>
</ul>

<p><strong>Possibilités à envisager</strong></p>
<p>Le personnel de la Ville a envisagé d’autres solutions que la fermeture complète pour atténuer les conséquences, notamment :</p>
<ul>
<li>Fermetures d’une seule voie</li>
<li>Construction d’une route temporaire autour de la zone de construction</li>
<li>Travaux de nuit et de fin de semaine</li>
</ul>
<p>La fermeture complète est l’option privilégiée. Elle permet d’achever les travaux le plus rapidement possible en limitant au maximum le bruit et les répercussions sur les résidents du secteur. Il est important de commencer les travaux maintenant pour qu’ils puissent être terminés et que la route puisse être repavée avant l’hiver.</p>

<p>On Thursday, September 7, family and friends of the Bradley-Craig family gathered for a special naming ceremony at Bradley-Craig Park, located at 331 Cranesbill Road in Abbottsville Crossing.</p>
<p>In attendance was Norma Craig, the last member of the Craig family to have carried on the farming tradition at the Bradley-Craig farmstead. Her son Brian Craig was the guest speaker. They were joined by Mayor Mark Sutcliffe and Councillor Glen Gower.</p>
<p>The historical significance of the Bradley-Craig families goes back five generations – as early as 1824 – in which they played a vital role within the Stittsville community.</p>
<p>The large red ‘bank’ barn, a now designated heritage property located on Hazeldean Road, is a constant reminder of the family’s impact on the agricultural community that was once the heart and soul of Stittsville. Not only did the Bradley-Craig families improve farming technology, breed award winning animals, and provide employment – they also provided land for a school, served in municipal government, provided health care services, were inventors, and served in the military during WWI.</p>
<p>The text on the plaque at the park reads:</p>
<blockquote><p><em>From 1824-2006, five generations of the Bradley-Craig family played a vital role in the region by building community, providing land for a school, serving in municipal government, and in the military.</em></p>
<p><em>The family improved mixed farming technology, techniques, the land, and crop yield, pioneered field tile drainage, started a dairy, bred award winning animals, and provided employment.  The large “bank” barn remains a Stittsville icon.</em></p></blockquote>

<h2>CÉRÉMONIE OFFICIELLE DE DÉSIGNATION DU PARC BRADLEY-CRAIG</h2>
<p>Le jeudi 7 septembre, la famille et les amis de la famille Bradley-Craig se sont réunis à l’occasion d’une cérémonie de désignation spéciale du parc Bradley-Craig, situé au 331, chemin Cranesbill à Abbottsville Crossing.</p>
<p>Norma Craig, dernière membre de la famille Craig à avoir perpétué la tradition agricole à la ferme Bradley-Craig, était présente. Son fils, Brian Craig, était le conférencier invité. Mark Sutcliffe, le maire, et Glen Gower, conseiller municipal, se sont joints à eux.</p>
<p>L’importance historique de la famille Bradley-Craig remonte à cinq générations et dès 1824, elle a joué un rôle capital dans la communauté de Stittsville.</p>
<p>Désormais bien patrimonial désigné, la vaste grange rouge à deux étages, située sur le chemin Hazeldean, rappellera à jamais l’influence de la famille sur la communauté agricole qui était autrefois le cœur et l’âme de Stittsville. Les membres de la famille Bradley-Craig se sont illustrés non seulement en améliorant les techniques agricoles, en élevant des animaux primés et en fournissant des emplois, mais également, en donnant un terrain pour une école, en travaillant dans une administration municipale, en offrant des services de santé, en étant des inventeurs et en servant dans l’armée pendant la Seconde Guerre mondiale.</p>
<p>Sur la plaque qui se trouve dans le parc, on peut lire :</p>

<p>Since December, we&#8217;ve been asking for your feedback about how to improve transit service to the Fernbank area. Your feedback included wanting routes closer to homes, and more direct service to downtown.</p>
<p>In response, <a href="https://www.octranspo.com/en/plan-your-trip/service-changes/">new OC Transpo service changes</a> to Route 167—now Route 67—will make taking transit more convenient and direct for residents in the growing neighbourhoods of Abbottsville Crossing, Bradley Commons, Blackstone, Fernbank Crossing, and Westwood. The improved service begins on April 24, 2022.</p>
<h4>NEW Route 67</h4>
<p>Route 167 will be renumbered as NEW Route 67. The new route will be realigned between Cope and Westphalian to operate along Rouncey Road (instead of Terry Fox Drive) through the Blackstone neighbourhood. In the morning and afternoon peak periods, Route 67 will bypass Terry Fox Station and extend all the way to Tunney&#8217;s Pasture Station.</p>
<p>Route 252 will be shortened to start at Templeford and Cope in the morning and end at Cope and Northgraves in the afternoon. Route 67 will provide Abbottsville residents with a connection to Line 1 at Tunney&#8217;s Pasture Station.  Route 67 will provide a faster and more direct route to the Tunney&#8217;s Pasture LRT station than Route 252.</p>

<h2>NOUVEAU : le circuit 67 améliorera le service dans le secteur de Fernbank</h2>
<p>Depuis décembre, nous sollicitons vos idées sur la façon d’améliorer le transport en commun dans le secteur de Fernbank. Parmi vos réponses : une meilleure desserte des zones résidentielles et des trajets plus directs vers le centre-ville.</p>
<p>Pour répondre à ces demandes, <a href="https://www.octranspo.com/fr/planifiez/changements-service/">OC Transpo a modifié le</a> circuit 167 – désormais le circuit 67 –, ce qui rendra le transport en commun plus pratique et direct pour les résidents des quartiers en croissance d’Abbottsville Crossing, de Bradley Commons, de Blackstone, de Fernbank Crossing et de Westwood. Le service amélioré entre en vigueur le 24 avril 2022.</p>
<h4><strong>NOUVEAU CIRCUIT 67</strong></h4>
<p>Le circuit 167 deviendra le NOUVEAU circuit 67. Le circuit sera modifié entre la promenade Cope et l’avenue Westphalian pour emprunter le chemin Rouncey (au lieu de la promenade Terry-Fox) dans le quartier Blackstone. Aux périodes de pointe du matin et de l’après-midi, le circuit 67 contournera la station Terry Fox et se prolongera jusqu’à la station Tunney’s Pasture.</p>
<p>Le circuit 252 sera raccourci pour commencer à l’intersection des promenades Templeford et Cope le matin et finir à l’intersection de la promenade Cope et du croissant Northgraves l’après-midi. Le circuit 67 assurera aux résidents d’Abbottsville une correspondance avec la Ligne 1 à la station Tunney’s Pasture.  Le circuit 67 offrira un itinéraire plus rapide et plus direct vers la station de train léger sur rail de Tunney’s Pasture que le circuit 252.</p>

<p>Suzanna Kemp Park is located within the third phase of the Abbottsville Crossing Development between Laburnum Walk and Ponderosa Street. The city&#8217;s Recreation Department is proposing to install 2-bay swings, a basketball key, adult fitness equipment, a junior playground, landscaped areas, open space, seating areas and berms. The park amenities were selected to promote fitness within the community and to encourage residents of all ages to participate in healthy activities.</p>

<p>Le parc Suzanna-Kemp est situé dans la phase 3 du projet d’aménagement Abbottsville Crossing. Il est bordé par l’allée Laburnum et la rue Ponderosa. La Direction des loisirs propose d’y installer une balançoire en deux sections, un petit terrain de basketball, une aire de jeu pour les petits, des espaces paysagés, un espace ouvert, des bancs et des talus. Les commodités du parc ont été choisies afin de promouvoir la mise-en-forme dans la communauté et d’encourager les résidents de tous âges à s’engager dans des activités saines.</p>
