										<content:encoded><![CDATA[<p>The City of Ottawa will be improving sidewalk safety and accessibility on Rouncey Road, at the intersections of Tapadero and Westphalian.</p>
<p>Construction is expected to begin in November and be completed by the end of December 2025, contingent of the weather.</p>
<p>The work includes:</p>
<ul>
<li>Constructing a northern and southern pedestrian crossing completed with tactile walking surface indicators (TWSI) at the intersection of Rouncey Road and Tapadero Avenue.</li>
<li>Constructing an east side and west side bus pad north of the intersection of Rouncey Road and Tapadero Avenue.</li>
<li>Extending the curb and tightening the northeast corner at the intersection of Rouncey Road and Westphalian Avenue as well as implementing a new north pedestrian crossing completed with tactile walking surface indicators (TWSI) at both sides of the crossing.</li>
<li>Diagrams of the plans are included below.</li>

<p>The City of Ottawa has retained the contractor, Ottawa Redline Construction Ltd., to complete the work.</p>
<p>Residents living near the construction areas will receive a written notification in their mailbox.</p>

<p>Localized lane reductions and short duration pedestrian detours can be expected at the work locations.</p>
<p>The contractor will take every precaution to minimize interruptions but there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. You may also feel vibrations due to heavy equipment operations. Vibrations from construction activities are quite common and rarely cause any problems. We would like to thank you for your patience and co-operation.</p>
<p>For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).</p>
<p>The City of Ottawa is committed to safety in and around project sites. The project team continues to work closely with the industry and to comply with recommendations provided by municipal, provincial and federal health officials, as well as the Ministry of Labour, Immigration, Training and Skills Development.</p>

<h2>AVIS DE TRAVAUX : Rénovation des trottoirs du chemin Rouncey</h2>
<p>La Ville d’Ottawa entamera des travaux pour améliorer la sécurité et l’accessibilité des trottoirs du chemin Rouncey aux intersections des avenues Tapadero et Westphalian.</p>
<p>Les travaux devraient commencer en novembre et devraient être achevés d’ici la fin décembre 2025, selon les conditions météorologiques.</p>
<p>Voici les travaux proposés :</p>
<ul>
<li>aménagement d’un passage pour piétons des côtés nord et sud, comprenant des indicateurs de surface podotactile à l’angle du chemin Rouncey et de l’avenue Tapadero;</li>
<li>aménagement d’une plate-forme d’arrêt d’autobus des côtés est et ouest, au nord de l’intersection du chemin Rouncey et de l’avenue Tapadero;</li>
<li>prolongement de la bordure de rue et resserrement de l’intersection à l’angle nord-est du chemin Rouncey et de l’avenue Westphalian, et aménagement d’un nouveau passage pour piétons du côté nord comprenant des indicateurs de surface podotactile des deux côtés du passage;</li>
<li>des diagrammes des plans sont présentés ci-dessous.</li>

<p>La Ville d’Ottawa a confié à la société Ottawa Redline Construction Ltd le mandat d’exécuter les travaux.</p>
<p>Les résidents qui habitent près du chantier de construction recevront un avis écrit à ce sujet par la poste.</p>

<p><strong>On-street parking</strong></p>
<p>As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence.</p>
<p><strong>Traffic management</strong></p>
<p>Expect lane reductions, alternating traffic, and/or detours during construction. Block-by-block closures may be necessary, but access will be maintained for local traffic, businesses, pedestrians, and cyclists. Information and construction signs will be posted throughout the site to keep you informed of changing conditions.</p>
<p><strong>Impact on the right of way and adjacent private properties</strong></p>
<p>The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City will reinstate sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have irrigation systems, garden beds or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.</p>

<h2>Travaux regroupés sur les trottoirs et les sentiers Sentier polyvalent de la promenade Terry Fox</h2>
<p>La Ville d’Ottawa procédera cet automne à des travaux d’amélioration des infrastructures de la promenade Terry Fox, entre l’avenue Westphalian et la promenade Cope. Ces travaux consisteront à aménager de nouveaux raccordements au sentier polyvalent afin d’offrir un lien continu de transport actif entre l’avenue Westphalian et la promenade Cope, le long du sentier polyvalent existant, et à construire une plateforme d’arrêt d’autobus à l’angle de la promenade Terry Fox et de l’avenue Westphalian.</p>

<p><strong>Stationnement sur rue</strong></p>
<p>Pendant les différents travaux qui auront lieu sur votre rue, il est possible que le stationnement sur rue soit interdit. Si les travaux vous empêchent d’avoir accès à votre entrée de cour, vous serez prévenu 24 heures à l’avance et recevrez un permis de stationnement temporaire sur rue (formulaire orange) qui vous permettra de stationner votre véhicule dans un rayon de deux pâtés de maisons de votre résidence.</p>
<p><strong>Gestion de la circulation</strong></p>
<p>Il faut s’attendre à une réduction du nombre de voies, à une circulation en alternance ou à des déviations pendant les travaux. Des fermetures d’îlots peuvent être nécessaires, mais l’accès sera maintenu pour la circulation locale, les commerces, les piétons et les cyclistes. Des panneaux d’information et de signalisation seront installés sur le chantier afin de vous tenir informés de l’évolution de la situation.</p>

<p><strong>Répercussions sur l’emprise et les propriétés privées adjacentes</strong></p>
<p>Les travaux, qui se dérouleront sur l’emprise de la Ville, pourraient avoir des répercussions sur une partie des propriétés privées adjacentes au chantier. La Ville remettra en état toute partie d’aménagement paysager, d’entrée de cour et d’allée piétonne qui aura été endommagée par les travaux. Toutefois, si vous avez des systèmes d’irrigation, des plates-bandes ou tout autre bien situé sur l’emprise de la Ville que vous voulez conserver, nous vous recommandons de les déplacer avant le début des travaux.</p>
<p><strong>Inconvénients causés par les travaux</strong></p>
<p>L’entrepreneur prendra toutes les précautions nécessaires pour limiter les répercussions que les travaux peuvent avoir sur la vie quotidienne de votre famille ou l’exploitation normale de votre entreprise. Nous vous remercions à l’avance de votre patience et de votre collaboration. En ce qui concerne les heures d’activité du chantier, la Ville d’Ottawa suit les exigences provinciales ainsi que son <em>Règlement sur le bruit </em>(no 2017-255).</p>

<p>Good news: Yesterday City Council approved my request to lower the speed limit from 50km/h to 40km/h on Cope, Rouncey, Abbott, and Cranesbill, between Terry Fox and Robert Grant Avenue.</p>
<p>The change will allow the City to install &#8220;Gateway Speed Limit Signs&#8221; making all of Fernbank Crossing, Blackstone, and Abbottsville crossing a 40km/h zone. These gateway signs are already in place in many neighbourhoods in Stittsville, and they help to establish a consistent 40km/h speed limit on all residential streets, rather than the mish-mash of speed limits that currently exist.  It makes it easier for police to enforce, and is a reminder to motorists that 40km/h is the maximum acceptable speed on residential streets.</p>
<p>Here&#8217;s a map showing the area that will be designated as a 40km/h zone.</p>

<p>Each of the four streets that will change from 50km/h to 40km/h have common characteristics, with several schools and parks; homes fronting the streets on both sides; and on-street parking<br />

<p>The new speed limit signage will be installed later in 2024. I know that simply changing the signs won&#8217;t be enough to completely change driver behaviour, but I do think they are an important reminder to drivers to slow down in the neighbourhood. We&#8217;re also working with City staff on temporary and permanent traffic calming infrastructure on these streets to reduce speeds; as well as more crossing guards near local schools. And police are making changes to put more focus on traffic enforcement in residential communities like this one.</p>
<p>Slower speeds have a big impact on pedestrian safety. Here&#8217;s data from the World Health Organization.</p>

<h3 style="font-weight: 400;">Carnet de notes : le Conseil municipal approuve la réduction des limites de vitesse sur la promenade Cope, la rue Abbott et les chemins Rouncey et Cranesbill</h3>
<p style="font-weight: 400;">Bonne nouvelle : hier, le Conseil municipal a approuvé ma demande d’abaisser la limite de vitesse de 50 km/h à 40 km/h sur la promenade Cope, la rue Abbott et les chemins Rouncey et Cranesbill, entre la promenade Terry Fox et l’avenue Robert Grant.</p>
<p style="font-weight: 400;">Grâce à ce changement, le personnel de la Ville pourra installer des panneaux de limite de vitesse à l’entrée des secteurs résidentiels, faisant de l’ensemble des zones de Fernbank Crossing, Blackstone et Abbottsville Crossing une zone à 40 km/h. Ces panneaux à l’entrée des secteurs résidentiels sont déjà en place dans de nombreux quartiers de Stittsville. Ils contribuent à établir une limite de vitesse cohérente de 40 km/h dans toutes les rues résidentielles, plutôt que le méli-mélo de limites de vitesse qui existe actuellement. Ce changement facilite le contrôle par la police et rappelle aux automobilistes que la vitesse maximale acceptable dans les rues résidentielles est de 40 km/h.</p>

<p style="font-weight: 400;">Les quatre rues qui passeront de 50 km/h à 40 km/h présentent des caractéristiques communes : plusieurs écoles et parcs les bordent, des maisons sont situées de chaque côté de la rue et des places de stationnement sont accessibles des deux côtés de la chaussée. <a href="http://glengower.ca/wp-content/uploads/2024/07/7.1-ACS2024-OCC-CCS-0059-Councillor-Gower-Speed-reduction-in-the-Fernbank-area-.pdf">Vous pouvez lire mon rapport au Comité et au Conseil ici.</a></p>
<p style="font-weight: 400;">Les nouveaux panneaux de limitation de vitesse seront installés à une date ultérieure en 2024. Je suis conscient que le simple fait de changer les panneaux ne suffira pas à modifier complètement le comportement des automobilistes, mais je pense qu’ils constituent un rappel important de ralentir dans le quartier. Nous travaillons également avec le personnel de la Ville pour établir des infrastructures temporaires et permanentes de modération de la circulation dans ces rues afin de réduire les vitesses, ainsi que pour augmenter le nombre de brigadiers scolaires près des écoles locales. En outre, la police procède à des changements afin de mettre davantage l’accent sur l’application des règlements de la circulation dans les communautés résidentielles comme celle-ci.</p>

<p>The City of Ottawa has received a revised Site Plan Control Application from Broadstreet Properties for their  property at 360 Bobolink Ridge.</p>
<p>The proposal is for a mixed-use development called &#8220;Blackstone Village&#8221; with two mid-rise apartment buildings, two mixed-use buildings, one low-rise commercial/office building, underground and surface parking, an urban parkette, and three amenity areas.</p>

<h3>Background</h3>
<p>The <a href="http://glengower.ca/development/360-bobolink-ridge-site-plan-control-application/">original Site Plan Application</a> was submitted in the fall of 2021, and a public meeting was held on December 15, 2021.</p>
<p>In February 2022, City staff completed their initial review of the proposal and feedback received from the public and other stakeholders. The <a href="http://glengower.ca/development/update-360-bobolink-ridge-development-proposal/">review covered a broad range of topics</a> from urban design and landscaping, to more technical issues like sewer servicing and stormwater management.</p>
<p>The revised application was submitted in December 2022 and includes the addition of underground parking, additional commercial space, and the provision of a public park. <a href="https://devapps.ottawa.ca/en/applications/D07-12-21-0163/details">You can see the revised application details here&#8230;</a></p>

<h3>What&#8217;s next</h3>
<p>This development has not been approved. City staff will be reviewing the revised application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing the new application with his team and we will continue advocating for improvements to the plan.</p>

<h2>360, Côte Bobolink : demande révisée de réglementation du plan d’implantation</h2>
<p>La Ville d’Ottawa a reçu la demande révisée de Broadstreet Properties pour la réglementation du plan d’implantation de sa propriété du 360, côte Bobolink.</p>
<p>Cette proposition porte sur le projet d’aménagement polyvalent appelé « Village Blackstone », qui consiste à construire deux immeubles d’appartements de moyenne hauteur, deux immeubles polyvalents, un immeuble commercial/de bureaux de faible hauteur, un parc de stationnement en sous-sol et hors sol, un mini‑parc urbain et trois aires d’agrément.</p>
<h3><strong>CONTEXTE</strong></h3>
<p>La <a href="http://glengower.ca/development/360-bobolink-ridge-site-plan-control-application/">demande originelle de réglementation du plan d’implantation</a> a été déposée à l’automne 2021. L’assemblée publique a eu lieu le 15 décembre 2021.</p>
<p>En février 2022, le personnel de la Ville a procédé à l’examen initial de la proposition, qui a été commentée par le public et les autres intervenants. <a href="http://glengower.ca/development/update-360-bobolink-ridge-development-proposal/">Cet examen a porté sur différents points</a>, soit aussi bien l’esthétique urbaine et le paysagement que les questions plus techniques comme la viabilisation du réseau d’égout et la gestion des eaux pluviales.</p>
<p>Selon la demande révisée, déposée en décembre 2022, il est prévu d’ajouter un parc de stationnement en sous-sol ainsi qu’un espace commercial supplémentaire et d’aménager un parc public. <a href="https://devapps.ottawa.ca/fr/applications/D07-12-21-0163/details">Vous pouvez consulter les détails de la demande révisée en cliquant sur ce lien</a>.</p>

<p>Ce projet d’aménagement n’a pas été approuvé. Le personnel de la Ville prendra connaissance de la demande révisée pour s’assurer qu’elle respecte la politique applicable du gouvernement provincial, ainsi que la politique et les règlements de la Ville. Glen Gower, conseiller municipal, prendra aussi connaissance de cette nouvelle demande avec mon équipe, et nous continuerons de plaider en faveur des améliorations à apporter au plan.</p>

<p>Since December, we&#8217;ve been asking for your feedback about how to improve transit service to the Fernbank area. Your feedback included wanting routes closer to homes, and more direct service to downtown.</p>
<p>In response, <a href="https://www.octranspo.com/en/plan-your-trip/service-changes/">new OC Transpo service changes</a> to Route 167—now Route 67—will make taking transit more convenient and direct for residents in the growing neighbourhoods of Abbottsville Crossing, Bradley Commons, Blackstone, Fernbank Crossing, and Westwood. The improved service begins on April 24, 2022.</p>
<h4>NEW Route 67</h4>
<p>Route 167 will be renumbered as NEW Route 67. The new route will be realigned between Cope and Westphalian to operate along Rouncey Road (instead of Terry Fox Drive) through the Blackstone neighbourhood. In the morning and afternoon peak periods, Route 67 will bypass Terry Fox Station and extend all the way to Tunney&#8217;s Pasture Station.</p>
<p>Route 252 will be shortened to start at Templeford and Cope in the morning and end at Cope and Northgraves in the afternoon. Route 67 will provide Abbottsville residents with a connection to Line 1 at Tunney&#8217;s Pasture Station.  Route 67 will provide a faster and more direct route to the Tunney&#8217;s Pasture LRT station than Route 252.</p>

<h2>NOUVEAU : le circuit 67 améliorera le service dans le secteur de Fernbank</h2>
<p>Depuis décembre, nous sollicitons vos idées sur la façon d’améliorer le transport en commun dans le secteur de Fernbank. Parmi vos réponses : une meilleure desserte des zones résidentielles et des trajets plus directs vers le centre-ville.</p>
<p>Pour répondre à ces demandes, <a href="https://www.octranspo.com/fr/planifiez/changements-service/">OC Transpo a modifié le</a> circuit 167 – désormais le circuit 67 –, ce qui rendra le transport en commun plus pratique et direct pour les résidents des quartiers en croissance d’Abbottsville Crossing, de Bradley Commons, de Blackstone, de Fernbank Crossing et de Westwood. Le service amélioré entre en vigueur le 24 avril 2022.</p>
<h4><strong>NOUVEAU CIRCUIT 67</strong></h4>
<p>Le circuit 167 deviendra le NOUVEAU circuit 67. Le circuit sera modifié entre la promenade Cope et l’avenue Westphalian pour emprunter le chemin Rouncey (au lieu de la promenade Terry-Fox) dans le quartier Blackstone. Aux périodes de pointe du matin et de l’après-midi, le circuit 67 contournera la station Terry Fox et se prolongera jusqu’à la station Tunney’s Pasture.</p>
<p>Le circuit 252 sera raccourci pour commencer à l’intersection des promenades Templeford et Cope le matin et finir à l’intersection de la promenade Cope et du croissant Northgraves l’après-midi. Le circuit 67 assurera aux résidents d’Abbottsville une correspondance avec la Ligne 1 à la station Tunney’s Pasture.  Le circuit 67 offrira un itinéraire plus rapide et plus direct vers la station de train léger sur rail de Tunney’s Pasture que le circuit 252.</p>

<p>Starting on September 20 and lasting until early December, Mattamy Homes will be cleaning out a stormwater management pond in the Blackstone community in coordination with City of Ottawa stormwater facilities staff. The pond, also known as Fernbank Pond 7, is located between Andalusian Crescent and Terry Fox Drive.</p>
<p>The work will involve removing accumulated sediment and repairing the storm structures and pathways. The sediment will be placed in storage areas, and then removed once it has dried. This process may cause odors. There will be temporary pathway closures (at Terry Fox and Andalusian/Danzig), and the sediment storage area will be fenced off.</p>

<h2>Le nettoyage de l’étang de Fernbank débute cette semaine</h2>
<p>Du 20 septembre au début du mois de décembre, l&#8217;entreprise Mattamy Homes effectuera le nettoyage d’un bassin de rétention des eaux pluviales dans le secteur de Blackstone, le tout coordonné par le personnel des Services de gestion des eaux pluviales de la Ville d’Ottawa. L’étang, également connu sous le nom d’« Étang 7 de Fernbank », se situe entre le croissant Andalusian et la promenade Terry-Fox.</p>
<p>Les travaux comprendront le retrait des sédiments accumulés dans le bassin, la réparation des structures pluviales et la réfection des sentiers. Les sédiments seront placés dans des aires de dépôt puis retirés une fois secs. Ces opérations pourraient entraîner certaines odeurs. Quelques sentiers seront fermés de façon temporaire, notamment près de la promenade Terry-Fox, de la terrasse Danzig et du croissant Andalusian, et la zone de dépôt des sédiments sera clôturée.</p>

<p>Mattamy Homes, in coordination with City of Ottawa stormwater facilities staff, will be cleaning out the Vic Whittaker Pond beginning later this week.</p>
<p>The work, expected to last up to eight weeks, will involve removing accumulated sediment in the pond along with replacing some of the rip-rap (stones) along the shoreline. The sediment will be placed in storage areas, and then removed once it has dried—this may create temporary odor. The western half of the multi-use path will be closed for the construction, with the sediment storage areas fenced off.</p>
<p>The Vic Whittaker Pond is located in the Blackstone community behind Cavesson Street, Cope Drive, and Tapedero Avenue.</p>

<h2>Le nettoyage du bassin Vic-Whittaker commence cette semaine</h2>
<p>Cette semaine commencera le nettoyage du bassin Vic-Whittaker, une opération qui sera réalisée par Mattamy Homes, en coordination avec le personnel des Services de gestion des eaux pluviales de la Ville d’Ottawa.</p>
<p>Les travaux, qui devraient durer au plus huit semaines, consisteront à enlever les sédiments accumulés dans le bassin et à remplacer certaines pierres du riprap le long de la berge. Les sédiments seront placés dans des aires de dépôt, puis retirés une fois qu’ils auront séché; cela pourrait entraîner des odeurs pendant un certain temps. La moitié ouest du sentier polyvalent sera fermée pour les travaux, et les aires de dépôt seront clôturées.</p>
<p>Le bassin Vic-Whittaker se trouve dans le quartier Blackstone, entre la rue Cavesson Street, la promenade Cope et l’avenue Tapadero.</p>

<p>The City has received zoning by-law amendment application for <strong>840 Paseana Place</strong> in the future Blackstone South community, located near Cope Drive.</p>
<p>The land is shown as &#8220;Block 360&#8221; in the map above, located next to a community park just north of Cope Drive. The current R1 zoning allows for detached homes, and Cardel Homes wants to rezone the land to R3 to allow five townhomes to be built.</p>

<h2>Demande de modification du <em>Règlement de zonage</em>visant le 840, place Paseana</h2>
<p>Une demande de modification du Règlement de zonage visant le <strong>840, place Paseana (situé dans la future communauté de</strong> Blackstone-Sud, près de la promenade Cope) a été présentée à la Ville. Ce terrain est représenté par l’îlot 360 sur la carte ci-dessus. Il se trouve à proximité d’un parc communautaire, juste au nord de la promenade Cope. Le zonage actuel R1 autorise la construction de maisons individuelles. Cardel Homes souhaite que le zonage du terrain passe à R3 afin que cinq maisons en rangée puissent y être construites.</p>
