NOTE: Under municipal rules, blasting companies are required to complete a pre-blast survey for all structures within 75 metres of a blasting site, and are required to provide notification about the blasting to everyone within 150 metres of the blasting site. That’s a very small radius of notification, especially when blasting can be felt at distances of hundreds of metres. We’ve set up this page to provide better notification to Stittsville residents about known blasting operations in our area. We’ve also included a list of frequently asked questions about blasting at the bottom of this page.

Blasting Frequently Asked Questions

Q: Why is blasting used in construction?

A: Blasting is an allowable construction practice within Ontario for the purpose of removing rock. The use of explosives may be required in a variety of construction projects including home building, along with the construction and/or installation of roads, sewers, water mains, utilities, foundations, tunnels, etc.

Blasting can be extremely disruptive to residents, especially when the work is happening close to existing homes. We’ve prepared this overview to provide more information about who regulates and monitors blasting activities in our city.

Q: Who regulates blasting?

A: Several pieces of legislation and guidelines from various agencies at the federal, provincial, and municipal level affect blasting operations to ensure safety and minimize environmental impact, including:

Federal Explosives Act: This act governs the use, storage, and transportation of explosives across Canada. It includes specific requirements for licensing, safety protocols, and security measures.

Ontario Provincial Standard 120, Use of Explosives (OPS 120): This standard outlines the use of explosives in construction and other activities within Ontario. It ensures that all blasting activities meet safety and environmental standards.

Occupational Health and Safety Act (OHSA): Administered by the Ministry of Labour, this act sets out the requirements for safe blasting practices, including the qualifications of personnel and the use of protective equipment.

Guideline NPC-119: Managed by the Ministry of Environment, Conservation and Parks, this guideline sets limits on noise and vibration levels produced by blasting to protect nearby communities.

Aggregate Resources Act: This act includes specific regulations for blasting in quarries, such as the need for detailed blast design studies and monitoring of each blast to ensure compliance with noise and vibration limits.

City Special Provisions – F-1201: Includes requirements for the contractor to obtain necessary insurance and permits, notification requirements, pre-construction surveys, and retaining a third- party blasting consultant to monitor blasting activities.

City Noise By-law (2017-255): Blasting operations must adhere to Ottawa’s Noise By-law including compliance with acceptable hours of operation for construction work.

Q: What is a pre-blast inspection and who qualifies?

A: The City of Ottawa requires that the developer/builder has a 3rd party blasting consultant retained to monitor the blasting activities. (This is also required for the blasting company in order to be insured.) The blasting company is required to complete a pre-blast survey for all structures within 75 metres of the blasting site. They are required to provide notification to all property owners within 150 metres of the blasting site.

The pre-blast survey is an internal and external inspection of the buildings. We strongly advise residents to participate in this voluntary inspection to protect yourself in the event of damage.

After the pre-blast survey is complete, the blasting monitoring company sets up monitors at various locations near the blasting site to monitor the blasts and ensure they are below maximum vibration limits.

Q: What if I have a complaint about blasting operations?

A: Depending on the nature of your complaint, there are several avenues to seek assistance.

If you suspect that blasting is causing damage to your property: Any homeowner who believes their home may be damaged (or subject to damage) by the blasting should contact the blasting engineer. It is recommended that you document any suspected damage by taking photos and notes. You may also wish to inform your home insurance company.

If you have a concern about environmental impact, noise or vibration: Contact the Ministry of Environment, Conservation and Parks. Call toll-free at 1-800-565-4923 or submit an inquiry online at via https://www.ontario.ca/feedback/contact-us?id=26985&nid=72714

If you have a concern about unsafe working practices on the construction site: Contact the Ministry of Labour, Immigration, Training and Skills Development: They handle workplace safety concerns, including those related to blasting. You can reach their Health and Safety Contact Centre at 1-877-202-0008 or via https://www.ontario.ca/page/filing-workplace-health-and-safety-complaint

For construction activity or blasting occurring outside of permitted hours: Call 3-1-1 so that a development inspector can be dispatched. Construction activities are regulated by Ottawa’s Noise By-law (2017-255): https://ottawa.ca/en/living-ottawa/laws-licences-and-permits/laws/laws-z/noise-law-no-2017-255

Q: What is the City of Ottawa’s role?

A: The City of Ottawa does not have the authority under provincial regulations to review suspected damages due to blasting, and has limited oversight for monitoring the ongoing work. Please see the information above for additional information about who to contact if you have a complaint about blasting.

The City does enforce Special Provision F-1201 (see above) that requires blasting contractors have the necessary insurance documentation, and follow the standards for pre-inspection, notification, and monitoring of blast activities. (Note that the third party blasting consultant is responsible to monitor vibration levels from blasting activites, not the City of Ottawa.)

Effective December 12, 2024 all blasting is complete for this part of the project.

The data comes from vibration monitors placed at various locations near the blasting site to record the activity. To ensure the blasting company stays compliant, there is a monitoring company on site to interpret the data. Ground vibration is measured in terms of Peak Particle Velocity (PPV) where PPV refers to the movement within the ground of molecular particles, and not surface movement. Blasting must stay below 50mm/s for residential properties.

For additional information about how to interpret this data, please contact Jeff Corace, P.Eng. M-Roc Ltd. Drilling, Blasting & Earthworks Solutions (www.m-roc.ca) jeff.corace@m-roc.ca, 613-838-4666.

House construction is underway.

Originally published February 3, 2023; updated August 9, 2023.

Taggart Investments is starting construction on eight new, three-story buildings containing back-to-back townhomes, located at the northwest corner of Robert Grant and Bobolink (the municipal address for this land is 585 Bobolink Ridge). Here’s information for residents from Taggart Investments about construction plans and how the work will impact residents.

Key contact for resident inquiries about construction: Mike Green, Director of Development for Taggart Investments Inc. mike.green@taggart.ca; Mathieu Vautour, Project Manager for Taggart Investments Inc. mathieu.vautour@taggart.ca

Timeline: Blasting is scheduled to begin the week of August 28 and last for approximately three months. Servicing for Phase 1 is scheduled to begin in September and take approximately four months. House construction in Phase 1 is anticipated to begin in March of 2024

Blasting and hoe-ramming: Blasting will occur on this site. Notifications have been sent to everyone within 150 metres of the blasting site and vibration monitors will be installed. Prior to blasting, there will be a pre-blast survey, which is completed for all structures within 75 meters of blasting site. Typical hours of blasting are Monday to Friday between 7:00 am and 6:00 pm with up to six (6) blasts per crew occurring per day. Vibration monitors will be installed. The blasting monitors provide instant feedback to the blasting contractor to ensure they adjust their blasting program, if required. Prior to each blast, the site will be cleared of all persons and secured. This will be followed by a series of warning whistles as follows;
– Five short whistles – One minute to blast
– Three short whistles – Blast is imminent
– One long whistle – Blast is clear
Some hoe ramming may be necessary based on post blasting conditions
Contact for blasting inquiries: Jeff Corace, P.Eng. M-Roc Ltd. Drilling, Blasting & Earthworks Solutions (www.m-roc.ca) jeff.corace@m-roc.ca

Road closures: No road closures are anticipated for this project.

Working hours: Most work will occur during the weekdays and comply with the City of Ottawa’s Noise By-Law. Some Saturday work is possible but will not occur regularly.

Street sweeping/dust control: Mitigation measures for construction impacts will include street sweeping, which will occur on a weekly basis to help control dust and keep debris from being tracked outside the construction site. A mud mat will be installed at the site entrance to mitigate material being tracked off-site. Contractors and trades will be instructed to slow down when driving onsite to help with dust control and frequent watering will occur. Silt fence will also be placed on the site perimeter to protect water quality from sediment and construction debris.

Parking plan: Employee and trade parking is expected to be on-site.

Tree removal: The site is clear. No tree clearing is required. A landscape plan is in the process of being approved by the City and will detail proposed tree planting, sodding, connections to off-site walkways and site fencing.

– Cinq coups de sifflet courts – une minute avant l’explosion;
– Trois coups de sifflet courts – l’explosion est imminente;

UPDATE (July 9): Blasting continues near Ferrnbank and Shea, well beyond the expected timeline for completion. I know this blasting can be very disruptive, especially with people working from home. Canavagh says that they’ve encountered a higher volume and density of rock than they originally anticipated, and expect another three or four weeks of work. Current blasting is focused on construction of the new Fernbank Trunk Sewer heading west from Shea Road towards Caribou/Liard.

Even when that work is finished, it won’t mean an end to blasting in the south part of Stittsville. There are still large parcels of land in the Fernbank area that will be developed in the coming years, and many of these developments require blasting to remove rock.

Blasting is regulated by the provincial and federal governments, and not the City of Ottawa. I have a meeting with City staff this month to explore more ways that the City can inform and protect homeowners as this blasting work continues.
For example, I’d like to see an online registry of blasting permits, with clear information about schedules and contact information for residents. I am also exploring options to increase the notification area and eligibility for monitoring and pre-inspections.

-GG.

-Glen Gower

UPDATE (April 9): Cavanagh says that they recently completed more test pits on site and have found more rock than originally anticipated. With the amount of rock discovered they’re are looking at approximately two more months of blasting work.

Cavanagh Construction has advised our office that they have started blasting operations this week at the north-west corner of Shea & Fernbank, the site of the future Shea Village subdivision. Blasting is expected to take 4-6 weeks.

Additional information:

According to provincial regulations, blasting companies are required to complete a detailed survey for structures, and notify property owners of the blasting work within a 75-metre radius of the construction site.

To monitor the level of blasts, blasting companies place monitors around the construction site and nearby structures to ensure that the blasts do not exceed what is permitted by Provincial Regulations.

Blasting operations are not governed by the City of Ottawa – the City does not issue blasting permits. Blasting operations are regulated by the Province of Ontario and the Federal Government with respect to the handling of explosives.

Any homeowner who believes their home may be damaged (or subject to damage) by the blasting should contact Ben Hammoud at Blastek Engineering bhammoud@blastekgroup.com. It’s recommended that you document any suspected damage by taking photos. You can also contact your home insurance provider to initiate a claim. (Please note that the City of Ottawa does not have a mechanism or authority under Provincial law to review suspected damages brought on by blasting.)

A note for residents on Liard Street, John Sidney Crescent, and Caribou Avenue

Our office reached out to Blastek Engineering Group, the contractors involved in the blasting during construction about resident concerns on Liard Street, John Sidney Crescent, and Caribou Avenue. They informed us that residents on those streets were not included in the 75 metres radius pre-blast survey because those homes are over 300 metres away. Due to that distance, the vibrations created are lower than 5mm/s (maximum allowable limit prior to damage is 50mm/s, and concrete and foundation cracks would occur over 100mm/s). That 300m distance will be maintained during the blasting, and so the vibrations should stay at those levels.

That said, people may still be feeling those vibrations at the low level, which is still unpleasant. We are sympathetic to these concerns—especially now during the pandemic where people are staying at home during the day and would find nearby construction more disruptive to their routines. We thank residents for their patience as construction continues in our growing community.

In response to resident concerns, Blastek has added a vibration monitoring unit at the corner of Liard Street and John Sidney Crescent.

Frequently Asked Questions

How long is blasting going to last?

4-6 weeks.

Why wasn’t I notified before the blasting?

Blasting companies are only required to notify property owners within a 75-metre radius of the constructions site. Homes on Liard Street, John Sidney Crescent, and Caribou Avenue, for example, are over 300 metres away.

How severe are the vibrations? How do they measure it?

Blastek has vibration monitors placed halfway between the site and the nearest homes to the west. The maximum allowable limit prior to damage is 50mm/s, and concrete and foundation cracks would occur over 100mm/s. The monitors have recorded vibration levels at 5mm/s and less, so property damage would not occur at these levels at this distance.

I’m feeling vibrations on my street. Is Blastek measuring these levels?

In response to resident concerns Blastek has installed a new vibration monitor at John Sidney Crescent and Liard Street this week.

What if I suspect the blasting is causing damage to my property?

Any homeowner who believes their home may be damaged (or subject to damage) by the blasting should contact Ben Hammoud at Blastek Engineering bhammoud@blastekgroup.com. It’s recommended that you document any suspected damage by taking photos.

Will the City help me out if the blasting has damaged my property?

The City does not advocate on a resident’s behalf with respect to damage caused by blasting. The City is not involved with this development (is not financing it and does not own the land) and does not have the authority under provincial regulations to review suspected damages brought on by blasting. Residents should contact their insurance provider to initiate a claim.

This blasting is very disruptive! What am I supposed to do?

We know the blasting is unpleasant. And it’s especially disruptive since everybody is staying at home more during the pandemic. Unfortunately, it’s the quickest and least disruptive way to get this necessary construction work done. We are sympathetic to these concerns and thank residents for their patience as work continues in our growing community.

We do appreciate all the feedback we’ve been getting on this issue and thank Blastek and Cavanagh for responding quickly to resident concerns.

Please be advised that the ongoing construction for the Stittsville Diversion Trunk Sewer development will require the use of explosives/blasting for rock removal.

The new sewer will send wastewater to the new Kanata West Pumping Station, reducing flows to the existing Hazeldean Pumping Station (HPS), eliminating the need for further expansion of the HPS. In order to install the sewer at the correct grade, two areas of rock must be removed.

The work involves excavation to the rock surface, dewatering, drilling holes for the blast charges and detonating the explosive. Rock surfaces are covered with heavy blasting mats to prevent the airborne transmission of fly rock. All blast vibration levels are carefully monitored to ensure compliance with applicable guidelines and regulations and to alleviate the possibility of damage to nearby structures.

Prior to each blast, the blast site will be cleared of all persons and secured. This will be followed by a series of warning whistles that will be sounded to alert all persons in the vicinity:

Five short whistles – One minute to blast
Three short whistles – Blast is imminent
One long whistle – Blast is all clear

Blasting is currently scheduled to begin the week of November 25, 2019 and will last a period of approximately three (3) weeks. Blasting will be conducted Monday through Friday between 7 am and 4 pm with up to six (6) blasts occurring per day.

As part of this contract, the Contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the Contractor’s Representative and to the City’s Contract Administrator. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

Should you have any questions related to the upcoming blasting activities, please feel free to contact Jeff Corace, M-Roc Ltd. Drilling and Blasting at 613-838-4666 or Explotech Engineering at 613-723-2494. The City’s contract administrator is James Nichol, P.Eng, CET. (Stantec Consulting Ltd.) 613-784-2205 James.

Cinq coups de sifflet courts – une minute avant le dynamitage;
Trois coups de sifflet courts – le dynamitage est imminent;
