<p>Today at City Council I brought forward a notice of motion to install year-round on-street parking restrictions on Brae Crescent between Stittsville Main Street and Norway Spruce Street.</p>
<p>Earlier this year, we received approval to install one-sided winter parking restrictions along this section of Brae Crescent and I see this as an opportunity to implement year-round parking restrictions while we&#8217;re at it. This motion, if approved, would restrict parking at all times on the south side of Brae as shown on the map below.</p>

<p>This will help to minimize the ongoing parking and access issues that my office continues to hear about from residents. It will need City Council approval because City policy would not normally let us restrict parking at this location year-round.</p>

<p>Here is the text of the motion:</p>
<p style="padding-left: 40px;"><em><strong>WHEREAS</strong> residents have regularly expressed safety concerns with parking and sightline issues at Brae Crescent and Stittsville Main Street.</em></p>
<p style="padding-left: 40px;"><em><strong>WHEREAS</strong> Brae Crescent is a narrow street with no sidewalks and a small shoulder that leads into a busy business zone.</em></p>
<p style="padding-left: 40px;"><em><strong>WHEREAS</strong> ongoing and future construction at properties located on Brae Crescent between Stittsville Main Street and Norway Spruce Street has increased the number of vehicles parking on Brae Crescent.</em></p>
<p style="padding-left: 40px;"><em><strong>WHEREAS</strong> the upcoming installation of seasonal parking restrictions provides an opportunity to install year-round signage now.</em></p>
<p style="padding-left: 40px;"><em><strong>THEREFORE BE IT RESOLVED THAT</strong> City Council approve the installation of year-round on-street parking restrictions on the south side of Brae Crescent between Stittsville Main Street and Norway Spruce Street. For added clarity, this would apply only to the northern portion of Brae Crescent in Stittsville.</em></p>

<h2>CARNET DE NOTES : Motion visant à interdire le stationnement sur le croissant Brae</h2>
<p>Aujourd’hui, au Conseil municipal, j’ai présenté un avis de motion pour instaurer une interdiction permanente de stationner sur le croissant Brae, entre la rue Stittsville Main et la rue Norway Spruce.</p>
<p>Plus tôt cette année, comme nous avons été autorisés à instaurer une interdiction de stationner d’un seul côté de la rue pendant l’hiver, le long de cette partie du croissant Brae, selon moi, cette autorisation constitue une occasion d’instaurer une interdiction permanente de stationner, au passage. Cette motion, si elle est approuvée, interdirait le stationnement en tout temps du côté sud du croissant Brae, comme il est indiqué sur la carte ci-après.</p>

<p><em>UPDATE: Planning and Housing Committee has approved this application. It will now rise to City Council on December 11, 2024 for final approval.</em></p>
<p>The Zoning By-law Amendment application for 121 Brae Crescent is on the agenda for the December 4 meeting of the Planning and Housing Committee.</p>
<p>The property is located on the south side of Brae Crescent, east of Norway Spruce Street and west of Stittsville Main Street. The site is currently vacant.</p>
<p>The applicant is proposing to build a three-storey apartment building consisting of a mix of unit types: three two-bedroom units and two three-bedroom units. The proposed site plan shows two units with at-grade entrances, bicycle parking spaces, and waste storage within the building. Five parking spaces are proposed, located in the rear yard, which will be accessed from Norway Spruce Street. An internal walkway fronting Brae Crescent and Norway Spruce Street will connect the front and rear yards.</p>
<p>Note: because the proposal is for less than 10 units, it will not need a Site Plan Control application.</p>

<h3>Summary of requested zoning by-law amendment</h3>
<p>The requested Zoning By-law Amendment will rezone the site from Residential First Density, Subzone D (R1D) to Residential Fourth Density, Subzone Z, Urban Exception ‘xxxx’ (R4Z[xxxx]), to permit a low-rise apartment dwelling or stacked dwelling. A site-specific exception will address zoning performance standards related to minimum lot width, corner side yard setback, and minimum required parking space rates and visitor parking. A holding symbol will ensure the proposed stormwater management system will be implemented as per the Site Servicing and Stormwater Management Report and Drawing.</p>

<h3>Councillor comments</h3>
<p>Here are the official comments provided by Councillor Glen in staff report:</p>
<blockquote><p>I support staff’s recommendations for the re-zoning of this property to allow for a small-scale apartment building. This relatively modest infill development is on a large lot located close to Stittsville Main Street, in easy walking distance to transit and many local amenities. The builder is also planning to make the units affordable to help address the affordability gap in our community.</p>
<p>I also want to acknowledge the unusually high amount of feedback we’ve had on this file, mostly in opposition to the proposed development. In particular, I want to highlight the need for a traffic signal nearby at Brae and Stittsville Main, which came up many times in comments from residents. Cumulative development all over Stittsville has exasperated safety issues for this intersection.</p></blockquote>
<p>Councillor Glen and his team will be reviewing the report over the next few days.</p>

<h3 style="font-weight: 400;"><strong>Mise à jour : 121, croissant Brae au Comité de la planification et du logement le 4 décembre 2024</strong></h3>
<p style="font-weight: 400;">La demande de modification du <em>Règlement de zonage</em> pour le 121, croissant Brae, est à l’ordre du jour de la réunion du 4 décembre du Comité de la planification et du logement.</p>
<p style="font-weight: 400;">La propriété est située du côté sud du croissant Brae, à l’est de la rue Norway Spruce et à l’ouest de la rue Stittsville Main. Le site est actuellement vacant.</p>
<p style="font-weight: 400;">Le demandeur propose de construire un immeuble d’appartements de trois étages composé d’un mélange de types d’unités : trois logements de deux chambres et deux logements de trois chambres. Le plan d’implantation proposé montre deux unités avec des entrées au niveau du sol, des places de stationnement pour vélos et un stockage des déchets à l’intérieur du bâtiment. Cinq places de stationnement pour voitures sont proposées, situées dans la cour arrière, qui seront accessibles à partir de la rue Norway Spruce. Une passerelle intérieure faisant face au croissant Brae et à la rue Norway Spruce reliera les cours avant et arrière.</p>
<p style="font-weight: 400;">Remarque : Étant donné que la proposition vise moins de 10 unités, elle n’aura pas besoin d’une demande de réglementation du plan d’implantation.</p>

<h3 style="font-weight: 400;">SYNTHÈSE DE LA MODIFICATION QUE L’ON DEMANDE D’APPORTER AU RÈGLEMENT DE ZONAGE</h3>
<p style="font-weight: 400;">La demande de modification du <em>Règlement de zonage</em> consiste à modifier le zonage du site d’une « Zone résidentielle de densité 1 » (R1), sous-zone D (R1D) à une « Zone résidentielle de densité 4 » (R4), sous-zone Z, exception urbaine « xxxx » (R4Z [xxxx]), afin de permettre la construction d’un immeuble d’appartements de faible hauteur ou d’habitations superposées. Une exception propre au site portera sur les normes de rendement en matière de zonage relatives à la largeur minimale du lot, à la marge de recul latérale du coin, aux taux minimaux requis de places de stationnement et au stationnement des visiteurs. Un symbole d’aménagement différé garantira que le système de gestion des eaux pluviales proposé sera mis en œuvre conformément au rapport et au dessin sur l’entretien des Services de gestion des eaux pluviales et de surveillance de l’environnement.</p>

<h3 style="font-weight: 400;">MESSAGE DU CONSEILLER</h3>
<p style="font-weight: 400;">Voici les commentaires officiels formulés par le conseiller Glen Gower dans le rapport du personnel :</p>

<p style="font-weight: 400;">J’appuie les recommandations du personnel pour modifier le zonage de cette propriété afin de permettre la construction d’un immeuble d’appartements de faible hauteur. Cette nouvelle construction de petite taille sur un terrain intercalaire se trouve sur un grand terrain situé près de la rue Stittsville Main, à distance de marche facile du transport en commun et de nombreuses commodités locales. Le constructeur prévoit également de rendre les logements abordables pour aider à combler les lacunes en matière d’abordabilité dans notre collectivité.</p>
<p style="font-weight: 400;">Je tiens également à souligner la quantité inhabituellement élevée de commentaires que nous avons reçus à propos de ce dossier, principalement en opposition au développement proposé. En particulier, je tiens à souligner la nécessité d’un feu de circulation à proximité du croissant Brae et de la rue Stittsville Main, qui a été soulevé à plusieurs reprises dans les commentaires des résidents. Le développement cumulatif partout à Stittsville a exacerbé les enjeux de sécurité pour cette intersection.</p>

<p>On May 9, 2024, our team did a traffic study at the intersection of Stittsville Main and Brae Street. We wanted to see how long it took for vehicles to turn out of Brae Street onto Stittsville Main during the morning rush hour.</p>
<p>(In September 2023, City staff evaluated the intersection to see if would qualify for a traffic signal, but it did not meet the minimum requirement to install traffic lights. <a href="http://glengower.ca/information/update-stittsville-main-brae-intersection/">You can see details here.</a>)</p>
<p>Here&#8217;s a summary of the data that we collected on May 9. We tracked how long each vehicle waited to turn right or left onto Stittsville Main Street, including time in line and time at the stop sign.</p>
<p><strong>What we found:</strong></p>
<ul>
<li>177 vehicles turned off of Brae Street between 7:00 a.m. &#8211; 9:00 a.m., and 82% were turning north (left turn).</li>
<li>Drivers spent nearly twice as long waiting to turn north (left turn) than south (right turn). Average wait time for vehicles heading north was 29.7 seconds, and heading south was 16.5 seconds.</li>
<li>Volume (number of vehicles) was relatively steady from 7:30 a.m. onwards. We counted the highest number of vehicles between 8:45 a.m. &#8211; 8:59 a.m. with 28 vehicles.</li>
<li>We measured average wait times in 15-minute increments. Average wait times were below 30 seconds in each time period except for the 15 minutes between 8:15 a.m. &#8211; 8:29 a.m. when the average wait time was 71 seconds.</li>
<li>The wait time is under 30 seconds for most drivers during the study period, except for the very high peak from 8:15 a.m. &#8211; 8:29 a.m. when traffic was busier on Stittsville Main.</li>
</ul>
<p>We&#8217;ll share this with City staff and continue to look for a solution to make this intersection safer and more convenient for all users.</p>

<h3>Average wait times and volume by time increment</h3>
<p>We divided the data up into 15-minute segments to get a better picture of &#8220;peak times&#8221; for traffic. The first graph shows average volume (number of vehicles) for each 15 minute segment between 7:00 a.m. &#8211; 9:00 a.m., and the second graph shows the average waiting time in each increment. Vehicle counts are are highest after 8:00 a.m., and there was a period of 15 minutes between 8:15 a.m. &#8211; 8:29 a.m. with a much higher average wait time.</p>

<h3 style="font-weight: 400;">Mise à jour : données de notre dénombrement de la circulation sur Stittsville Main et Brae</h3>
<p style="font-weight: 400;">Le 9 mai 2024, notre équipe a effectué une étude de la circulation à l’intersection des rues Stittsville Main et Brae. Nous voulions voir combien de temps il fallait aux véhicules pour tourner de la rue Brae à Stittsville Main pendant l’heure de pointe du matin.</p>

<p style="font-weight: 400;">Voici un résumé des données que nous avons recueillies le 9 mai. Nous avons observé combien de temps chaque véhicule a attendu pour tourner à droite ou à gauche sur la rue Stittsville Main, y compris le temps passé dans la file d’attente et au panneau d’arrêt.</p>
<p style="font-weight: 400;"><strong>Nos constats</strong></p>
<ul style="font-weight: 400;">
<li>Au total, 177 véhicules ont quitté la rue Brae entre 7 h et 9 h, et 82 % d’entre eux ont tourné vers le nord (virage à gauche).</li>
<li>Les conducteurs ont passé près de deux fois plus de temps à attendre pour tourner vers le nord (à gauche) que vers le sud (à droite). Le temps d’attente moyen pour les véhicules se dirigeant vers le nord était de 29,7 secondes, et de 16,5 secondes pour ceux se dirigeant vers le sud.</li>
<li>Le volume (nombre de véhicules) a été relativement stable à partir de 7 h 30. C’est entre 8 h 45 et 8 h 59 que nous avons compté le plus grand nombre de véhicules, soit 28.</li>
<li>Nous avons mesuré les temps d’attente moyens par tranches de 15 minutes. Ils étaient inférieurs à 30 secondes pour chaque période, à l’exception des 15 minutes entre 8 h 15 et 8 h 29, où le temps d’attente moyen était de 71 secondes.</li>
<li>Le temps d’attente est inférieur à 30 secondes pour la plupart des conducteurs pendant la période d’étude, sauf pour le pic très élevé de 8 h 15 à 8 h 29, lorsque la circulation était plus dense sur Stittsville Main.</li>
</ul>
<p style="font-weight: 400;">Nous en informerons le personnel de la Ville et continuerons de chercher une solution pour rendre cette intersection plus sécuritaire et plus pratique pour tous les utilisateurs.</p>

<h3 style="font-weight: 400;">TEMPS D’ATTENTE MOYENS ET VOLUME PAR TRANCHE D’HEURE</h3>
<p style="font-weight: 400;">Nous avons divisé les données en segments de 15 minutes afin d’obtenir une meilleure idée des « heures de pointe » en matière de ciruclation. Le premier graphique montre le volume moyen (nombre de véhicules) pour chaque segment de 15 minutes entre 7 h et 9 h; le deuxième graphique montre le temps d’attente moyen pour chaque tranche. Le nombre de véhicules est le plus élevé après 8 h. Il y a eu une période de 15 minutes entre 8 h 15 et 8 h 29, au cours de laquelle un temps d’attente moyen était beaucoup plus élevé.</p>

<p>The City has received a third submission with minor changes to the zoning by-law amendment application for 121 Brae Crescent. The proposal is for a three-storey apartment building at the corner of Brae and Norway Spruce. <h3>Background</h3>
<p>An <a href="http://glengower.ca/development/121-brae-zoning-by-law-amendment/">original proposal for a zoning by-law amendment</a> was received in the summer of 2023. The proposal was to build a three-story building with three 2-bedroom units and two 3-bedroom units. A <a href="http://glengower.ca/development/121-brae-zoning-by-law-amendment/">public meeting</a> was held on August 22, 2023.</p>
<p>A <a href="http://glengower.ca/development/121-brae-zoning-by-law-amendment-update/">second submission</a> was received in February 2024. The building in the proposal was changed to include one 1-bedroom unit, one 2-bedroom unit, and three 3-bedroom units, including one that is accessible (five apartments in total). The garbage closure was relocated to the rear of the building which also includes an interior bicycle storage. The corner side yard setback was increased to match the minimum required for the R1 zone and the plans showed four trees on the corner side year instead of three.</p>
<h3>What’s changed?</h3>
<p>Changes in this third submission include:</p>
<ul>
<li>Increased soft landscaping in the front yard</li>
<li>A window has been added to the building&#8217;s front façade</li>
<li>The Site Plan has been updated to include dimensions that were missing from the previous version</li>
<li>The applicant has also addressed forestry, urban design and engineering comments.</li>

<h3>What’s next</h3>
<p>This development has not been approved. City staff are reviewing the revised proposal, as are the councillor and his team. The file also needs to go through Planning and Housing Committee and City Council for approval. (Note: because the proposal is for less than 10 units, it will not need a Site Plan Control application.)</p>

Le requérant propose de construire un immeuble à logements de trois étages à l’angle du croissant Brae et de la rue Norway Spruce. <p style="font-weight: 400;">Une <a href="http://glengower.ca/development/121-brae-zoning-by-law-amendment/">proposition originale de modification du <em>Règlement de zonage</em></a> a été reçue à l’été 2023. La proposition visait à construire un immeuble de trois étages comprenant trois logements de deux chambres et deux logements de trois chambres. Une <a href="http://glengower.ca/development/121-brae-zoning-by-law-amendment/">réunion publique</a> a eu lieu le 22 août 2023.</p>
<p style="font-weight: 400;">Une <a href="http://glengower.ca/development/121-brae-zoning-by-law-amendment-update/">deuxième demande</a> a été reçue en février 2024. Dans cette proposition, l’immeuble comprenait plutôt un logement d’une chambre, un logement de deux chambres et trois logements de trois chambres, dont l’un est accessible (cinq appartements en tout). L’aire de stockage des déchets a été déplacée à l’arrière du bâtiment, où se trouve aussi un espace de rangement intérieur pour vélos. Le retrait de cour latérale d’angle a été augmenté afin de correspondre au minimum requis pour la zone R1 et les plans montrent quatre arbres dans la cour latérale d’angle au lieu de trois.</p>
<h3 style="font-weight: 400;">QU’EST-CE QUI A CHANGÉ?</h3>
<p style="font-weight: 400;">Voici les changements proposés dans la troisième demande :</p>

<li>Augmentation du paysagement végétalisé dans la cour avant;</li>
<li>Ajout d’une fenêtre à la façade du bâtiment;</li>
<li>Modification du plan d’implantation : des dimensions qui étaient absentes de la version précédente sont maintenant fournies;</li>
<li>Le requérant a aussi répondu aux commentaires formulés par les équipes des services forestiers, du design urbain et de l’ingénierie.</li>

(Remarque : Étant donné que la proposition prévoit la construction de moins de 10 logements, une demande de réglementation du plan d’implantation ne sera pas nécessaire.)</p>

<h2 style="font-weight: 400;">15 avril : Retour sur la réunion sur la sécurité routière pour les résidents du croissant Brae</h2>
<p style="font-weight: 400;">En réponse aux commentaires des résidents concernant les excès de vitesse sur le croissant Brae, le personnel de la Ville a réalisé deux études sur la vitesse en 2023 :</p>
<ol style="font-weight: 400;">
<li><strong>Croissant Brae, entre le chemin Donegal et la rue Norway Spruce</strong><br />
Vitesse au 85<sup>e</sup> centile : 49 km/h.<br />
Vitesse moyenne : 42 km/h.</li>
<li><strong>Croissant Brae, entre la voie Henry-Goulburn et la rue Porter</strong><br />
Vitesse au 85<sup>e</sup> centile : 48 km/h.<br />
Vitesse moyenne : 41 km/h.</li>
</ol>
<p style="font-weight: 400;">(La vitesse au 85<sup>e</sup> centile est la vitesse maximale à laquelle 85 % des véhicules roulent.)</p>
<p style="font-weight: 400;">Selon ces données, le personnel de la Direction générale des travaux publics recommande 12 emplacements potentiels pour l’aménagement de dos d’âne dans la partie sud du croissant Brae, entre le chemin Donegal et la voie Snowberry (voir les cartes ci-dessous). Les dos d’âne, dont les coûts restent à déterminer, seraient installés dans le cadre du budget d’une année ultérieure pour les mesures temporaires de modération de la circulation du quartier Stittsville.</p>
<p style="font-weight: 400;">Le 21 mars 2024, nous avons organisé une réunion communautaire pour discuter des mesures de modération de la circulation potentielles sur le croissant Brae entre le chemin Donegal et la voie Snowberry. Vingt-six personnes sont venues formuler leurs commentaires et questions. Voici un résumé des thèmes généraux et des commentaires reçus :</p>
<ul style="font-weight: 400;">
<li>Les résidents s’inquiètent surtout de la vitesse, mais ce n’est pas tout le monde qui pense qu’elle pose un problème de sécurité.</li>
<li>On s’inquiète surtout de la sécurité des environs du parc Mary-Durling et des intersections avec la voie Turtleback ainsi que du respect du panneau d’arrêt à l’intersection du croissant Brae et de la rue Porter.</li>
<li>Beaucoup de résidents sont contre l’installation de dos d’âne.</li>
<li>On s’inquiète de l’état de la chaussée et de l’entretien ou du réasphaltage requis.</li>
<li>D’autres suggestions sont faites : intersections surélevées, mesures de contrôle automatisé de la vitesse (radar photographique).</li>
<li>On mentionne aussi les problèmes concernant le stationnement et la ligne de visibilité à l’intersection (nord) du croissant Brae et de la rue Stittsville Main, près du café.</li>
<li>Réserves quant à l’emplacement des panneaux : ils ne devraient pas empêcher l’accès aux entrées de cour des résidences actuelles et futures.</li>
</ul>

<p><strong>Mesures à prendre / prochaines étapes</strong></p>
<ul style="font-weight: 400;">
<li>Le personnel des Services de la circulation évaluera la sécurité de l’intersection du croissant Brae et de la rue Porter (lignes de visibilité, emplacement des panneaux d’arrêt, lignes sur la chaussée).</li>
<li>Il comptera aussi le nombre de piétons près du parc Mary-Durling pour déterminer si l’aménagement d’un passage pour piétons serait envisageable; l’absence de trottoir pourrait faire en sorte que les critères ne soient pas remplis.</li>
<li>Le bureau du conseiller Glen Gower fera un suivi auprès des propriétaires du Honey Café et de Cala Woodworking au sujet de la restriction de stationnement devant le bâtiment.</li>
<li>Son personnel vérifiera également l’état de la chaussée et le niveau de priorité de réasphaltage du croissant Brae.</li>
</ul>
<p style="font-weight: 400;">Comme on s’oppose vivement à l’installation de dos d’âne, nous avons laissé de côté cette option. Une fois que le personnel de la Ville aura réalisé les mesures ci-dessus, nous analyserons les résultats et informerons les résidents de toute mesure de modération de la circulation à venir sur le croissant Brae.</p>

<p>We&#8217;re hosting an information meeting on Thursday, March 21 to discuss proposed temporary traffic calming measures on Brae Street.</p>
<p>In response to resident concerns about speeding on Brae, City staff in the Public Works Department have recommended 12 potential locations for speed bumps, along the south part of Brae between Donegal and Snowberry (see maps below). Please note that these are only proposed locations and we are seeking community feedback before finalizing the plan.</p>
<p>Cost for the speed bumps is still to be determined and would be implemented through our Stittsville Ward temporary traffic calming budget in a future year.</p>

<p style="font-weight: 400;">Nous organisons une réunion d’information le jeudi 21 mars pour discuter des mesures temporaires de modération du trafic proposées pour la rue Brae.</p>
<p style="font-weight: 400;">En réponse aux préoccupations des résidents concernant les excès de vitesse sur la rue Brae, le personnel du Service des travaux publics de la Ville a recommandé 12 emplacements potentiels pour des dos d’âne, le long de la partie sud de la rue Brae entre Stittsville Main et Snowberry (voir les cartes ci-dessous). Veuillez prendre note qu’il ne s’agit que d’emplacements proposés et que nous sollicitons l’avis de la communauté avant de mettre la touche finale au plan.</p>
<p style="font-weight: 400;">Le coût des dos d’âne n’a pas encore été déterminé et le projet serait mis en œuvre grâce à notre budget temporaire sur la modération de la circulation dans le quartier de Stittsville au cours d’une année ultérieure.</p>

<p>The City of Ottawa has received a second submission for a zoning by-law amendment application for the site at 121 Brae Crescent. The proposal is for a three-storey apartment building at the corner of Brae and Norway Spruce. The property is currently vacant. <h3>Background</h3>
<p>An <a href="http://glengower.ca/development/121-brae-zoning-by-law-amendment/">original proposal for a zoning by-law amendment</a> was received in the summer of 2023. The proposal was to build a three-story building with three 2-bedroom units and two 3-bedroom units. A public meeting was held on August 22, 2023.</p>
<h3>What’s changed?</h3>
<ul>
<li>The building now contains one 1-bedroom unit, one 2-bedroom unit, and three 3-bedroom units, including one that is accessible. (Five apartments in total.)</li>
<li>The garbage closure has been relocated to the rear of the building which also includes an interior bicycle storage. This means they can now provide at-grade units.</li>
<li>The corner side yard setback has been increased to match the minimum required for the R1 zone.</li>
<li>The plans also show four trees on the corner side yard instead of three.</li>
</ul>

<h3>What’s next</h3>
<p>This development has not been approved. City staff are reviewing the revised proposal, as are the councillor and his team. The file also needs to go through Planning and Housing Committee and City Council for approval. (Note: because the proposal is for less than 10 units, it will not need a Site Plan Control application.)</p>

<li>Le bâtiment abritera maintenant un logement d’une chambre, un logement de deux chambres et trois logements de trois chambres, dont l’une est accessible. (Cinq appartements en tout.)</li>
<li>L’aire de stockage des déchets a été déplacée à l&#8217;arrière du bâtiment où se trouve également un local de rangement intérieur pour vélos, ce qui signifie que des logements pourront maintenant être aménagés au niveau de la rue.</li>
<li>Le retrait de cour latérale d&#8217;angle a été augmenté pour correspondre au minimum requis pour la zone R1.</li>
<li>Les plans montrent également quatre arbres dans la cour latérale d&#8217;angle au lieu de trois.</li>

<p>Back in the summer, we asked City staff to evaluate the intersection of Stittsville Main Street and Brae Street to see if it qualifies for a traffic signal.  (Brae Street intersects with Stittsville Main at two locations, and this study is for the north intersection.) We&#8217;ve received the results, and they&#8217;re not what we were hoping for.</p>
<p>The traffic count was conducted on Tuesday, September 19, 2023.  The evaluation showed that the intersection only met 66% of the warrant required. A score of 100% is required for the City to fund and install traffic lights. At this intersection, a couple of factors contributed to the low score: the low number of vehicles using Brae Street, and the low number of reported collisions over the past three years.</p>
<p><strong>What&#8217;s next:</strong> I still agree with residents that&#8217;s it&#8217;s difficult for drivers to turn right or left when exiting Brae Street, and that traffic lights would make the intersection safer for drivers and pedestrians. If the intersection had met the required warrants, it would have been a relatively straightforward path to getting traffic lights approved and installed. Unfortunately, the results from this study are a major hurdle.</p>
<p>I will continue to explore alternate sources of funding or any solution that would allow traffic signals to be installed. The estimated price tag is up to $2-million dollars, including the traffic signals, electrical hook-ups, and road and sidewalk modifications required for safety and accessibility.</p>

<h3>Sightline review</h3>
<p>Separate to the traffic light study, City staff also conducted a sightline review. Here&#8217;s a summary of their findings:</p>
<blockquote><p>&#8220;The posted speed along Stittsville Main is 50km/h.  For the purpose of the review, it was assumed that the operating speed is 60km/h.  Sightlines from 3m, 4.4m and 5.4 m back from the edge of roadway are clear with the exception of street lamp posts and one tree on the south side of the intersection. Although these partially block visibility, they do not obstruct the sightlines to warrant any changes at this time.  It should be noted that sightlines are clear to the south beyond Carleton Cathcart Street to the south which is approx. 290m south of Brae, and to Orville St which is approx. 195m to the north.  These sightlines would satisfy a design speed of 100km/h in accordance with the minimum dimensions outlined for Departure Sight Triangle at Stop Control &#8211; Sight Distance Guide. No changes have been recommended at this time.&#8221;</p></blockquote>

<h2>MISE À JOUR : INTERSECTION DES RUES  STITTSVILLE MAIN ET BRAE</h2>
<p>Au cours de l’été, nous avons demandé au personnel de la Ville d&#8217;effectuer un examen de la circulation à l’intersection des rues Stittsville Main et Brae afin de déterminer si elle pouvait être équipée de feux de circulation. (La rue Brae et la rue Stittsville Main se croisent à deux endroits, et la présente étude concerne l’intersection nord.) Nous avons reçu les résultats de l’étude; ils ne correspondent malheureusement pas à ce que nous espérions.</p>
<p>Le recensement de la circulation a été effectué le mardi 19 septembre 2023. L’examen a montré que l’intersection ne répondait qu’à 66 % des critères nécessaires. Un score de 100 % est en effet exigé pour que la Ville finance et installe des feux de circulation. À cette intersection, deux facteurs ont contribué au faible score obtenu : le faible nombre de véhicules empruntant la rue Brae et le faible nombre de collisions signalées au cours des trois dernières années.</p>
<p><strong>Prochaines étapes :</strong> je suis toujours d’accord avec les résidents pour dire qu’il est difficile pour les automobilistes de tourner à droite ou à gauche lorsqu’ils se trouvent sur la rue Brae, et que des feux de circulation rendraient l’intersection plus sûre pour les conducteurs et les piétons. Si l’intersection avait répondu aux critères exigés, il aurait été relativement facile de faire approuver et installer des feux de circulation. Les résultats de cette étude constituent malheureusement un obstacle majeur.</p>
<p>Je continuerai à explorer d’autres sources de financement et solutions qui permettraient l’installation de feux de circulation. Le coût estimé, qui s’élève à 2 millions de dollars, comprend les feux de circulation, les raccordements électriques et les modifications de la route et des trottoirs nécessaires en matière de sécurité et d’accessibilité.</p>
<h3><strong>EXAMEN DE LA LIGNE DE VISIBILITÉ</strong></h3>
<p>En plus de l’étude sur les feux de circulation, le personnel de la Ville a également procédé à un examen de la ligne de visibilité. Voici un résumé des conclusions tirées :</p>
<blockquote><p>« La vitesse affichée le long de Stittsville Main est de 50 km/h. Pour les besoins de l’étude, on a supposé que la vitesse à laquelle les véhicules circulent est de 60 km/h. Les lignes de visibilité à 3 m, à 4,4 m et 5,4 m du bord de la chaussée sont dégagées, à l’exception des lampadaires et d’un arbre du côté sud de l’intersection. Bien qu’ils bloquent partiellement la visibilité, ils n’obstruent pas les lignes de visibilité au point de justifier des changements pour le moment. Il convient de souligner que les lignes de visibilité sont dégagées vers le sud, au-delà de la rue Carleton Cathcart, qui se trouve à environ 290 m au sud de Brae, et jusqu’à la rue Orville, qui se trouve à environ 195 m au nord. Ces lignes de visibilité répondraient aux critères d’une vitesse de base de 100 km/h, conformément aux dimensions minimales indiquées dans le guide des distances de visibilité pour les triangles de visibilité de départ aux intersections dotées de panneaux d’arrêt. Aucun changement n’a été recommandé pour le moment ».</p></blockquote>

The property is currently vacant. The applicant is Bryden Gibson Architects Incorporated on behalf of the owners, Natalie Taite and Chuks Onwuachi</p>
<p>The applicant wants to construct a 3-storey building:</p>

<li>two 3-bedroom units</li>
<li>the building would front on Brae Crescent</li>
<li>a garbage and recycling area will be integrated into the building facing the front yard</li>

The proposed zoning by-law amendment seeks to rezone the subject lands to Residential Fourth Density subzone Z with a site specific exception (R4Z[XXX]) to permit the proposed apartment uses with a site-specific exception to reduce the required residential parking from 1.2 spaces per unit to 1 space per unit and visitor parking from 0.2 spaces per unit to 0.</p>

<p>La Ville d’Ottawa a reçu une demande de modification du Règlement de zonage ayant pour objet de permettre la construction d’un immeuble résidentiel de trois étages au 121, croissant Brae, à l’angle de la rue Norway Spruce. Le bien-fonds visé est actuellement vacant. Le requérant est Bryden Gibson Architects Incorporated, au nom de Natalie Taite et Chuks Onwuachi, les propriétaires.</p>
<p>Le requérant souhaite construire un immeuble résidentiel de trois étages :</p>
<ul>
<li>abritant trois logements de deux chambres à coucher;</li>
<li>abritant deux logements de trois chambres à coucher;</li>
<li>l’immeuble donnerait sur le croissant Brae;</li>
<li>une aire de stockage des ordures et des matières recyclables sera intégrée à l’immeuble, face à la cour avant;</li>
<li>un jardin communautaire sera aménagé dans la cour latérale, face à la rue Norway Spruce;</li>
<li>des places de stationnement pour vélos seront aménagées dans la cour avant;</li>
<li>cinq places de stationnement pour véhicules seront aménagées dans la cour arrière;</li>
<li>les piétons accéderont à l’immeuble par le croissant Brae et les véhicules par la rue Norway Spruce.</li>

<h3><strong>modification du règlement de zonage</strong></h3>
<p>L’emplacement est actuellement désigné <strong>Zone résidentielle de densité 1, sous-zone D (R1D)</strong>, un zonage qui permet la présence d’habitations isolées. La modification du Règlement de zonage attribuerait au bien-fonds une désignation de Zone résidentielle de densité 4, sous-zone Z, assortie d’une exception propre à l’emplacement (R4Z[XXX]), afin de permettre les logements proposés. L’exception propre à l’emplacement permettrait de réduire de 1,2 à 1 place par logement le taux de stationnement requis, et de réduire de 0,2 à aucune place par logement le taux de stationnement requis pour les visiteurs.</p>
