Updated July 30, 2026, with information related to the Plan of Condominium, below.

La version française suit

The City of Ottawa has received a Zoning By-law Amendment, Plan of Subdivision application, and plan of condominium proposal for the property located at 560 Hazeldean Road, located on the south side of Hazeldean Road, approximately halfway between Terry Fox Road and the future Robert Grant Avenue. It is the current location of the Kevin Haime Golf Centre.

The proposal from Regional Group / EQ Homes is to rezone the site from “Agricultural, Rural Exception 263” to permit future residential and non-residential land uses as well as an open space area next to the Carp River.

More information about the proposal is available on the City’s DevApps site:

Zoning By-law Amendment

The Zoning By-law Amendment has been submitted to rezone the lands from Agricultural, Rural Exception 263, to Residential Third Density, Subzone Z – R3Z, Arterial Mainstreet Zone – AM, and Parks and Open Space, Subzone R – O1R.

The Third Density Subzone Z will allow for the development of 98 dwelling units, including 50 detached dwellings and 48 townhouse dwellings.

The Arterial Mainstreet Zone is proposed to apply to the northern portion of the site along Hazeldean, for which a future Site Plan Control application will be submitted to construct a residential/mixed-use development block.

The Open Space is proposed to apply to the eastern portion of the site, abutting the Carp River, and includes a pathway connecting to the existing Carp River pathway to the north.

Plan of Subdivision

The Plan of Subdivision application is proposed to establish future lots, blocks, and private roadways as part of the overall development.

Plan of condominium

Related to the plan of subdivision application, the City received a proposal for a plan of condominium on July 28, 2026. The proposal is to establish shared common elements, including two private roadways through the site (connecting to Hazeldean Road, Energy Street, and Bliss Crescent). There would also be two private pathways connecting this development to a future public multi-use pathway along the Carp River.

The common elements will be the responsibility of the Corporation that will be created through the registration of the Declaration of Condominium Act.

Comments related to this application should be sent to Jillian Simpson at Jillian.Simpson@ottawa.ca or (613) 580-2424 ext. 12190. The deadline is August 11, 2026.

What’s next

This development has not been approved. City staff are reviewing the proposal, as are the Councillor and his team. The file also needs to go through Planning and Housing Committee and City Council for approval.

The applicant will need to submit a Site Plan Control application for the mixed use residential building fronting Hazeldean Road.

This Water Safety Statement is an update to the Flood Outlook Statement issued March 4, 2026, for the Mississippi River Watershed, and the Flood Watch issued March 9, 2026, for the Carp River Watershed.

Weather Forecast: On March 16, 2026, air temperatures rose above 10°C, followed by a mix of rain and snowfall. Since then, temperatures have declined. Over the next 14 days, daytime temperatures are expected to remain around 0°C, while nighttime temperatures will fall below freezing, averaging around -5°C with occasional colder periods. There is also the potential for light rain or snow during this period.

Watershed Conditions: Streamflows are elevated above normal levels and are expected to gradually decline across the system. Lake levels remain above average for this time of year, driven by early March rainfall and warm temperatures that triggered an early onset of snowmelt. While conditions are beginning to stabilize following this event, levels remain elevated. Significant snowpack remains in the upper watershed, though snow water equivalent is now within the normal range.

Risks: Rivers and streams may experience higher water levels, fast flowing water and slippery or unstable banks.

Actions: Residents are reminded to exercise extreme caution near all water bodies due to high flows and slippery conditions. Parents are encouraged to remind children about these dangers and provide appropriate supervision.

Residents in flood prone areas are advised to maintain close watch on water levels and flows and take the necessary precautions to protect their property by:

Ensuring sump pumps are clear, in good working condition and have a backwater valve.

Having a portable generator and backup pump available.

Ensuring downspouts are clear and the outlet is at least 3 meters from any structure.

Removing or securing items that might float away if flows increase.

Keeping emergency phone numbers handy.

Familiarizing yourself with your municipality’s emergency preparedness plan.

A Flood Outlook Statement – is to provide early notice of the potential for flooding based on weather forecasts calling for heavy rain, snowmelt, high wind or other conditions that could lead to high runoff, cause ice jams, lakeshore flooding or erosion.

Weather Forecast: A significant warming is underway, with air temperatures expected to rise consistently above zero with limited overnight cooling, potentially triggering an early spring freshet. Successive days with daytime highs above zero are possible starting today through mid next week, peaking above 10°C on March 10 before returning to below zero temperatures on March 12. Widespread rainfall is also expected during this period, with forecasts estimating amounts between 20 to 30 mm.

Watershed Conditions: Water levels and flows are currently below normal due to a lack of mid-winter snowmelt and rainfall events. The snowpack, however, is currently well above average at about 150% of normal for snow water equivalent and depth.

This coming rise in temperatures and rainfall is expected to cause an early start to the spring freshet period. Snowmelt due to warmer temperatures, combined with anticipated rainfall may result in increased water levels and flows in water bodies. The degree of increase will depend on actual precipitation and temperatures. Unstable ice conditions may also be present, which can lead to ice jams.

Risks: Rivers and streams may experience higher water levels, fast flowing water and slippery or unstable banks. Lake and river ice may weaken, mobilize, and elevate the risk for localized ice jam formation.

• Ensuring sump pumps are clear, in good working condition and have a backwater valve.
• Having a portable generator and backup pump available.
• Ensuring downspouts are clear and the outlet is at least 3 meters from any structure.
• Removing or securing items that might float away if flows increase.
• Removing valuable items from basements or lower floors that could be subject to flooding.
• Keeping emergency phone numbers handy.
• Familiarizing yourself with your municipality’s emergency preparedness plan.

Duration: This message is in effect until March 13, 2026 or until an update has been issued.

For More Information: Daily water levels and flows are available on the MVCA website at www.mvc.on.ca/water-levels. For more information, contact:

Forecasted precipitation and warmer weather for the weekend could cause smaller rivers such as the Carp and Indian Rivers, and creeks and ditches to experience increasing flows over the weekend. Flows along the larger rivers such as the Clyde, Fall and Mississippi Rivers will continue to increase steadily into next week.

With flows and water temperature continuing to increase, ice conditions on lakes and rivers are deteriorating. Residents are strongly urged to stay off all ice-covered waterways.

Large river systems and inland lakes are not expected to flood at this time, although ice jams can form along rivers. This can cause water levels to rise quickly without warning.
Ice conditions can change drastically due to increased flows. The shoreline adjacent to lakes, rivers and creeks is very slippery and poses a serious hazard. Falling into open water could result in hypothermia or drowning.

The Mississippi Valley Conservation Authority (MVCA) reminds the public to exercise extreme caution around all water bodies:

The public and pets should stay off all frozen water bodies.

Parents are urged to remind children about the dangers of playing on or near ice covered surfaces and open water.

Residents in flood prone or low-lying areas historically susceptible to flooding should take the necessary precautions to protect their property, such as:

Well above average snow pack conditions across the Mississippi Valley watershed could lead to above average flooding this spring. Current conditions at snow course sites are indicating significantly higher than normal water content amounts in the snow for this time of year. While snow is not the primary driver for spring flooding, it is one of several major contributors, along with rainfall and temperature.

Due to the January rain/melt that caused significant increases in levels and flows throughout the watershed, MVCA has been aggressively moving water through the system in order to achieve maximum storage capacity. This will be a continued trend over the next few weeks. Levels and flows will remain higher than normal for much of the Mississippi River as water continues to be pushed through the system in preparation for spring freshet.

Large river systems and inland lakes are not expected to flood at this time, although, ice jams can form along the river. This can cause water levels to rise quickly without warning.

La version française suit

The City of Ottawa is renewing the approach slabs, leading up to the Hazeldean bridges, located on Hazeldean Road over the Carp River, on the east and west ends. An approach slab is the transition between the asphalt roadway pavement and the bridge structure. This $1 million investment is required to address the approach slab and is part of the long-term plan to maintain the bridge structures.

What: The project will include removing the existing settled sidewalk and asphalt roadway at the approaches. A reinforced concrete support beam and slab will be installed. The sidewalks and asphalt will then be reinstated.

Why: The Hazeldean bridges were constructed in 2012. Regular inspections have shown the structures to be in good condition, however, the approach slabs (the transition between the roadway pavement and the bridge structure) have settled over time, causing localized cracking and vibrations. This investment is part of the City’s commitment to maintain its infrastructure assets.

When: Construction is expected to start in mid-April 2021 and is planned to be completed in July 2021.

Where: The east and west approaches to the Hazeldean bridges, approximately 500 metres southwest of Terry Fox Drive.

Who: The contractor, Thomas Cavanagh Construction Limited, will perform the construction work for the City of Ottawa.

Traffic impacts

This project has been strategically planned to minimize the impact to commuters, businesses and residents. Portable Variable Message Signs (PVMS) will be displayed to notify traffic in advance of, and throughout, construction. Respective signage will be in place for pedestrians, cyclists and vehicles.

Construction will be completed in two stages: Stage 1 will close the south bridge, and Stage 2 will close the north bridge.

Pedestrians

Pedestrian access across the open bridge will be maintained throughout construction. Pedestrians will be advised with signage to use the opposite sidewalk when either bridge is closed for construction.

Cyclists

Cyclists will be detoured with signage to the pathway below the bridge (see Figure 1 and 2)

Vehicles

Lane closures will be in place throughout construction, with one lane open in each direction.

Access to the football field and local businesses will be maintained throughout construction.

Frequently Asked Questions

How was this project determined? Regular inspections of all City bridges are conducted based on Provincial guidelines. The most recent inspection identified the need to renew the approach slabs which have settled over time.

The bridge was constructed in 2012, why is this work required? In addition to the regularly scheduled bridge inspections, a geotechnical investigation identified the probable cause of the settling, which is related to the difference in material support between the bridge (bedrock) and the approaches (engineered fill) as determined through the analysis of soil samples of the fill material. By renewing the approach slabs, the project is mitigating further settlement and is part of the City’s commitment to maintain infrastructure assets.

What is a bridge “approach slab”? An approach slab is the transition between the roadway pavement and the bridge structure.

Will the Carp River below the bridges be impacted? No. Impacts to the Carp River are not anticipated.

What is the project budget? The approved budget is approximately $1 million.

Flood warning – Severe flooding expected across the Mississippi Valley Watershed; Carp River has peaked and is beginning to drop

April 17, 2019 —

The Mississippi Valley Conservation Authority is issuing an update to the FLOOD WARNING for the entire MISSISSIPPI RIVER watershed issued April 20, 2019. A band of rain hit the western portion of the watershed last night with rainfall amounts in excess of 30 mm. Water levels in those areas rose dramatically overnight and continue to increase at this time. Severe flood levels are expected be reached at numerous locations:

Mazinaw Lake / Little Marble and Marble Lakes– levels increased by approximately 30 cm overnight and are expected to increase another 5 to 10 cm over the next 24 hours. Confidence in the overall increase amounts in that area is low due to the uncertainty of the total amounts of rainfall received. Outflows from Mazinaw Lake increased sharply overnight and severe flooding is expected or occurring on Little Marble and Marble Lakes. Water levels are expected to peak tomorrow and begin dropping by mid-week. Areas downstream of these lakes will see levels and flows pick up quickly over the next 48 hours.

Crotch Lake to High Falls – flows out of Crotch Lake are expected to continue to steadily increase over the next 48 hours and will then pick up quickly as the water from the upper lakes reach Crotch lake. Flows in Antoinne and Cranberry Creeks should begin to drop today so levels in the Snow Road area should be stable for the next 48 hours. They are expected to increase again as the water from the upper sub-basins reaches this area.

Dalhousie Lake – over the next 24 hours levels are expected to increase 5 to 10 cm from this morning’s elevation of 157.77 m, matching levels reached in 2017 and 1998. Levels should remain stable until Tuesday.

Mississippi Lake – levels increasing 10 – 15 cm above today’s current elevation of 135.47 m. Levels are expected to be close to those experienced in 1998. Peak levels are expected to be reached Tuesday or Wednesday of next week and will remain at or near those levels over the next 5 days. Increased flows from the upper portion of the watershed should be matched by the anticipated drop in flows from the Clyde and Fall River watersheds.

Mississippi River downstream of Mississippi Lake – flows are expected to continue to increase throughout the weekend. Elevations will vary due to the topography of the shoreline of the river. All residents along the river should keep a close watch on levels and take necessary precautions to protect their property.

Clyde and Fall Rivers – flows are still increasing but are expected to peak later today or early tomorrow They will remain high for the next few days.

Indian and Carp Rivers – flows on the Indian and Carp Rivers have peaked and are beginning to drop. Flows are expected to be below flood stage by the middle of the week. The FLOOD WARNING is terminated for these rivers.

Parents are encouraged to remind their children about hypothermia and the dangers of playing on or near ice covered surfaces or fast flowing water in ditches and smaller creeks. They are also reminded to keep their pets away from the same areas. Residents are strongly urged to stay off all ice covered waterways.

Residents in flood prone or low lying areas, historically susceptible to flooding, should take the necessary precautions to protect their property, such as:

Ensuring sump pump is clear, in good working condition and has a backwater valve on it

Portable backup generator and/or battery pump

Ensuring downspouts are clear and the outlet is at least 3 m from the dwelling

Removing or securing items that might float away as flows increase

Removing valuable items from basements or lower floors that could be subject to flooding

Keep emergency phone numbers handy

Familiarize yourself with your municipality’s emergency preparedness plan

Note: MVCA does not supply sand or sandbags. Residents should check with their local municipality to determine if supplies are provided or where they can be purchased.

Daily water levels and flows are available on the MVCA website at www.mvc.on.ca. Updates to the watershed conditions will be issued as required.

This FLOOD WARNING is in effect until April 23, 2019 and will be updated at that time unless the forecast or conditions change.

The Mississippi Valley Conservation Authority flood forecasting and warning program staff monitors weather conditions, snowpack water content, operatesdams to help mitigate flooding, estimates expected river flows and water levels and issues flood advisories or warnings as required. MVCA provides early warning and continuous monitoring to municipal and provincial emergency response personnel through a flood event.

A note from Shannon Gutoskie, Community Relations Coordinator with the Mississippi Valley Conservation Authority (MVCA):

Mississippi Valley Conservation Authority and our Foundation, in partnership with the Ottawa Stewardship Council, the City of Ottawa and Friends of the Carp River have been working towards creating a “Living Classroom” at what is currently called the “Carp River Wetlands Environmental Area” – a four-kilometre walking loop near the Canadian Tire Centre/Tanger Outlets.

The site is within walking and biking distance to some 50,000 residents and is a great resource for the 40 schools within 20 kilometres of the site. An app is currently being developed that will be used on site to help visitors understand and engage with what they are seeing and include an encyclopedia of plants, wildlife, geographic details, historical events and “did you knows.”

The goal is to have this available to the public by June 2019, but we need some help along the way. We have created a volunteer position for a Campaign Manager to help realize this goal. I have attached the criteria and ask that you share it with people whom you feel would be interested in this position.
