The latest version of the proposed addition to the Château Laurier is better – much better – than where it started, but it’s still not inspiring us or enchanting us.

The problem is that there’s nothing in our municipal planning toolbox to require a builder to inspire or enchant us with their architecture, whether it’s a strip mall or a National Historic Site. And that’s a very big problem as we get set to review the Château Laurier addition site plan at Planning Committee on June 13.

As a member of the Planning Committee, part of my role is to mediate the expectations of residents with the rights of private property owners. I have to park my personal opinion and look for balance within a complicated framework of provincial and municipal laws, policies and processes.

The Château Laurier site holds many layers of significance for Ottawa residents and visitors. Many of us have celebrated weddings or graduations inside its walls, and it is featured as a backdrop in countless vacation photos.

The feedback on this application has been incredible and I am encouraged to see residents care so much about urban design and architecture. (I hope that even a fraction of this energy will carry over to all buildings designed in Ottawa.) I’ve heard loud and clear that the modern design chosen by the owners of the hotel is incredibly unpopular.

But the Château Laurier remains a privately-owned building, and the owners have every right to pick their own architectural style.

Next week’s decision at Planning Committee will likely come down to whether or not Larco has met the direction issued by City Council in 2018 to make the addition more visually compatible with the existing hotel. Council’s direction was deliberately open-ended so as to give the architects as much creative freedom as possible given the magnitude of the project. Council approved the height and the shape of the building; the only thing in question was the details.

Objectively, I believe Council’s direction has been met, but it was a very low bar to pass.

So we’re left with an impossible decision. Approve the site plan, and we’ll end up with the proposal we see before us now. Reject it, and Larco would almost certainly appeal to a provincial tribunal, knowing the city has a very weak case to defend.  Let’s not kid ourselves that a rejection will send Larco out shopping for a new architect.

Councillors have wide latitude to negotiate, encourage, and advocate with the owner of a building to influence the design. Since 2016, the Château Laurier addition has claimed more attention and resources by city staff, consultants, councillors and committees than any other planning application. In some ways this work has been successful, convincing Larco’s designers to reduce the height, create better public connections, and improve the use of materials like limestone and bronze. But after more than 800 days, this is where they’ve ended up.

The power to change at this point lies with Larco, not with Council. As owners of the Château Laurier, they hold the ultimate responsibility for the design, and should be ready to bear the wrath of public opinion if they continue down this path.

La dernière version du projet d’agrandissement du Château Laurier est une nette amélioration, cependant il lui manque toujours le cachet auquel s’attendent les résidents d’Ottawa.

En tant que conseillers, nous n’avons aucun outil à notre disposition pour exiger qu’un propriétaire nous inspire ou nous enchante par le design de ses édifices, que ce soit un centre d’achat ou un site historique d’importance nationale. C’est un problème dont nous apprécions toute l’importance alors que le comité de l’urbanisme s’apprête à réviser le plan d’implantation du projet d’agrandissement du Château Laurier.

En tant que membre du comité de l’urbanisme, une partie de mon rôle est d’agir comme médiateur entre les attentes des résidents et les droits des propriétaires du Château Laurier. Je dois trouver un juste milieu au sein d’un système administratif et juridique complexe en dépit de mon opinion personnelle.  

Le Château Laurier est un site empreint d’importance pour les résidents et les visiteurs d’Ottawa. Plusieurs d’entre nous y avons célébré un mariage ou une graduation et nous le voyons sur de nombreuses photos de vacances.

Nous avons reçu un feedback incroyable et l’intérêt des résidents pour l’urbanisme et l’architecture me donne beaucoup d’espoir pour le futur de notre ville. J’espère retrouver la même énergie pour tous les édifices conçus à Ottawa. Je comprends que l’approche moderne choisie par les propriétaires du Château Laurier a été incroyablement mal reçue. Cependant, le Château Laurier demeure un édifice privé et ses propriétaires ont le droit de choisir le style d’architecture qui leur plaît.   

La semaine prochaine, le comité de l’urbanisme devra décider si Larco a rencontré les directions du Conseil émises en juin 2018 lors de la délivrance de son permis de modification de biens patrimoniaux. Les directions du Conseil se voulaient sujettes à interprétation afin de donner aux architectes la liberté créative qu’un projet de cette envergure demandait. Le Conseil a approuvé la hauteur et la forme de l’addition, il ne restait que les détails à peaufiner. De manière objective, je crois que les directives du Conseil ont été rencontrées mais la barre était basse.

Nous sommes donc aux prises avec une décision impossible : si nous approuvons le projet d’agrandissement, l’addition moderne qui ne plaît à personne sera construite ; si nous rejetons le plan d’implantation, Larco fera appel au tribunal d’appel de la planification locale sachant très bien que la Ville d’Ottawa n’a qu’un argument très faible à présenter. Ne soyons pas dupe : le rejet de l’application n’enverra pas Larco chercher un nouvel architecte.

Les conseillers municipaux ont une vaste latitude pour négocier, encourager et influencer les propriétaires d’un édifice quand il en vient au design. Depuis 2016, le projet d’agrandissement du Château Laurier a reçu une part enviable du temps et des ressources du personnel municipal, des consultants, du Conseil et de ses comités. La collaboration entre la Ville et Larco a été fructueuse et la hauteur de l’addition a été revue, ainsi que sa connexion avec les espaces publics qui l’entourent. L’utilisation de matériaux nobles tels que le calcaire et le bronze a remplacé le verre et l’acier. Plus de 800 jours après l’application originale, voilà où nous en sommes. 

Le pouvoir de changer le design de l’addition est entre les mains de Larco et non celles des conseillers de la Ville d’Ottawa. En tant que propriétaires, ils sont responsables pour leur choix de style et devraient faire face aux conséquences de leur décision impopulaire.
