La version française suit

The City has received a Site Plan Control application from Claridge to build 120 new homes in 10 three-storey stacked townhome buildings. The subject site is located between Putney Crescent and Robert Grant Avenue, just south of the hydro corridor.

Under the new zoning bylaw, this lot is zoned N4B—which permits this type of development. This proposal is a re-submission of a previous site plan application for this land from 2021. Back then, 112 homes were proposed in back-to-back townhouses.

Site plan

The site, located in Phase 1 of CRT Development’s Westwood subdivision, is approximately 1.86 hectares in area and currently undeveloped. The site plan proposes 10 buildings around a crescent-shaped private street. This street would have two access points, both on Putney Crescent. Surface parking would be provided along this internal private road network, as well as in a central parking lot.

Additional documentation is available at devapps.ottawa.ca.

What’s next

This application has not been approved. City staff will be reviewing the application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing this application with his team.

Note that under Bill 109 enacted by the Provincial government in 2022, City Council no longer has the final say on Site Plan Control approvals. Although councillors can provide feedback and comments, the final decision rests with City staff.

Stay informed and provide your feedback

The site plan control process allows the City to influence land development so that it is safe, functional and orderly. It is also used to ensure that the development standards approved by the City and other agencies are implemented and maintained.

Building location, landscape treatment, pedestrian access, drainage control and parking layout are a few of the items addressed during review. Issues such as building height or building use (residential versus commercial, ownership versus rental, etc.) are not a part of the site plan review.

On April 18, 2023, the Ontario Land Tribunal (OLT) ordered the approval of the Draft Plan of Subdivision and Zoning By-law Amendment applications at 1981 Maple Grove Road. The appellant, Claridge Homes, and the City of Ottawa were in agreement with the terms. The details of the settlement can be found at the OLT website under case number OLT-22-003963.

What does this mean?

Claridge appealed their application last year to the Ontario Land Tribunal, before the file came to Planning Committee and City Council for approval.

With the OLT approval, the Zoning By-law has been changed to permit the development of 212 homes, including single-detached, townhouses and back-to-back townhouses. There will also be a public park. The subdivision was also draft approved subject to conditions.

The OLT’s approval is final and not subject to further appeal or public comment.

What happens next?

The developer, Claridge Homes, will prepare detailed designs for the lots, the streets and the park, including grading, drainage, underground infrastructure, utilities, and landscaping. Once these are approved by City staff, the developer can begin to prepare the lands for construction. The roads will be built and services will be installed. Early servicing may occur prior to the registration of the subdivision through an agreement with the City.

Once the City approves the required plans and reports, the necessary clearance letters are received and fees and financial securities are provided, the developer and City will sign the agreement and have it register it in the Land Registry Office. This will allow the lots to be sold.

Prior to registration, the developer may construct a sales office on the lands and begin pre-sales. Construction timing is up to the developer and may depend on things like market conditions and the availability of labour and materials.

What about the Stittsville Main Street – Maple Grove connection?

The agreement includes conditions regarding the Huntmar Drive Widening and Stittsville Main Street Extension Environmental Assessment (EA) Study. At registration, the subdivision’s studies and plans will reflect the functional design of the EA.

Claridge will be responsible for the design and construction of both the intersection of Maple Grove Road and Stittsville Main Street Extension (north/south segment) and the intersection of Stittsville Main Street Extension (north/south and east/west segments) and Dereen Avenue.

We’ll provide additional details about timing and construction impacts once they become available.
