On Wednesday, City Council unanimously approved my motion for a commemorative naming in honour of Collinda Joseph.

Collinda is a Canadian Paralympic athlete who was a member of Canada’s wheelchair curling team that won bronze at the 2022 Paralympic Winter Games and gold at the 2026 Paralympic Winter Games.

The Canadian team went undefeated throughout the 2026 tournament, a testament to their skill, teamwork, and determination. Even with this incredible milestone behind her, Collinda is already looking ahead with ambition and focus to the 2030 Paralympic Games in France, and we can’t wait to cheer her on again.

Collinda Joseph has also been inducted into the Governor General’s Curling Club, awarded the Community Leader Award in Memory of Cathy Kerr, and is a recipient of the Queen Elizabeth II Diamond Jubilee Medal.

With the motion approved, a new street in a future Stittsville neighbourhood (location to be determined) will feature her name in recognition of Collinda’s extraordinary achievements that has made our entire community proud.

My motion

WHEREAS in 2024, City Council approved the Commemorative Naming Policy; and

WHEREAS in keeping with its powers set out in the Municipal Act, 2001, Council may assign a commemorative name by resolution, notwithstanding the provisions included in the Commemorative Naming Policy; and

WHEREAS Addressing By-law No. 2014-78 provides the regulatory framework for municipal addressing within the City of Ottawa; and

WHEREAS the By-law stipulates that no private road or highway shall be shown on City mapping or listed in the Index of Streets unless its name, street type designation, and associated generic terms have been approved by the Chief Building Official or by Council; and

WHEREAS Collinda Joseph is a Canadian Paralympic athlete who was a member of Canada’s wheelchair curling team that won bronze at the 2022 Paralympic Winter Games and gold at the 2026 Paralympic Winter Games; and

WHEREAS Collinda Joseph was inducted into the Governor General’s Curling Club in 2023, awarded the Community Leader Award in Memory of Cathy Kerr in 2014, and is a recipient of the Queen Elizabeth II Diamond Jubilee Medal in 2013; and

WHEREAS Collinda Joseph is an outstanding athlete whose dedication, perseverance, and excellence in sport has brought pride and inspiration to our community;

THEREFORE BE IT RESOLVED that the name “Collinda Joseph” be approved as a future commemorative street name in Ward 6, Stittsville; and

BE IT FURTHER RESOLVED that the name “Collinda Joseph” be added to the list of available commemorative street names in designated wards on ottawa.ca; and

BE IT FURTHER RESOLVED that costs related to the street naming, including blade signs and post, will be funded as part of the future request submitted by a residential home developer; and

BE IT FURTHER RESOLVED that any costs related with a subsequent unveiling will be funded through the Councillor’s office.

CARNET DE NOTES : Motion pour rendre hommage à Collinda Joseph

Mercredi, le Conseil municipal a approuvé à l’unanimité une motion que j’avais présentée concernant une dénomination commémorative en l’honneur de Collinda Joseph.

L’athlète paralympique canadienne était de l’équipe de curling en fauteuil roulant qui a remporté la médaille de bronze aux Jeux paralympiques d’hiver de 2022 et la médaille d’or à ceux de 2026.

L’équipe canadienne est restée invaincue tout au long du tournoi de 2026, ce qui témoigne de son talent, de son esprit d’équipe et de sa détermination. Après une réalisation de cette ampleur, l’athlète envisage déjà les Jeux paralympiques 2030 en France avec ambition et détermination, et nous avons hâte de l’encourager à nouveau.

M^me Joseph a également été nommée membre du Club de curling du Gouverneur général et s’est vu décerner le Prix du leader communautaire à la mémoire de Cathy Kerr ainsi que la Médaille du jubilé de diamant de la Reine Elizabeth II.

La motion permettra de donner son nom à une rue d’un futur quartier de Stittsville (emplacement à déterminer) pour rendre hommage à ses réalisations extraordinaires, qui ont fait la fierté de notre communauté.

Motion

ATTENDU QUE le Conseil municipal a approuvé la Politique sur les noms commémoratifs en 2024; et

ATTENDU QUE, conformément aux pouvoirs qui lui sont conférés dans la Loi de 2001 sur les municipalités, le Conseil municipal peut attribuer un nom commémoratif par résolution, sans égard à la Politique; et

ATTENDU QUE le Règlement n^o 2014-78 fournit le cadre réglementaire sur l’adressage municipal à Ottawa; et

ATTENDU QUE selon le Règlement, une voie publique ou privée ne peut figurer dans la cartographie de la ville d’Ottawa ou dans le Répertoire des rues que si son nom, la désignation du type de rue et les termes génériques connexes ont été approuvés par le chef du service du bâtiment ou le Conseil; et

ATTENDU QUE Collinda Joseph est une athlète paralympique canadienne et faisait partie de l’équipe de curling en fauteuil roulant qui a remporté la médaille de bronze aux Jeux paralympiques d’hiver de 2022 et la médaille d’or à ceux de 2026; et

ATTENDU QUE M^me Joseph a été nommée membre du Governor General’s Curling Club en 2023 et s’est vu décerner le Prix du leader communautaire à la mémoire de Cathy Kerr en 2014 ainsi que la Médaille du jubilé de diamant de la Reine Elizabeth II en 2013; et

ATTENDU QUE Collinda Joseph est une athlète exceptionnelle dont le dévouement, la persévérance et l’excellence dans le sport sont source de fierté et d’inspiration pour notre communauté;

PAR CONSÉQUENT, IL EST RÉSOLU QUE le nom « Collinda-Joseph » soit approuvé comme nom commémoratif futur pour une rue du quartier 6 (Stittsville);

IL EST EN OUTRE RÉSOLU QUE le nom « Collinda-Joseph » soit ajouté à la liste de noms de rue commémoratifs disponibles dans les quartiers désignés, sur ottawa.ca;

IL EST EN OUTRE RÉSOLU QUE les coûts liés à la désignation de la rue, entre autres pour les enseignes à lamelles et les poteaux, soient financés dans le cadre de la demande qui sera soumise par un promoteur résidentiel;

IL EST EN OUTRE RÉSOLU QUE tous les coûts liés à un éventuel dévoilement soient couverts par le bureau du conseiller du quartier.
