<p>This week I introduced a notice of motion at Public Works and Infrastructure Committee that would lower the speed limits from 50 km/h to 40 km/h on Abbott, Fernbank, and in the Westwood neighbourhood.</p>
<ul>
<li>Abbott: A standard 40km/h speed limit from Terry Fox to West Ridge. (Currently it varies from 40km/h to 50hkm/h depending on the neighbourhood and school zones.)</li>
<li>Fernbank: 40km/h from Shea to West RIdge.  (Currently it&#8217;s signed as 60km/h between Shea and Cope.)</li>
<li>Cope: 40km/h all the way from Terry Fox to Fernbank, including the future section between Angel Heights/Goldhawk and Shea</li>
<li>A 40km/h &#8220;Gateway Zone&#8221; for the Westwood neighbourhood. (Currently 50km/h by default.)</li>
</ul>
<p>I&#8217;ve proposed the changes based on frequent feedback from Stittsville residents. Simply changing the speed signs won’t be enough on its own to change driver behaviour, but data from other areas shows that it does help lower speeds. It also reinforces that high speeds are not acceptable in a residential neighbourhood. We&#8217;re looking at adding additional traffic calming and safety infrastructure in the future as well.</p>

<h3>Text of my notice of motion</h3>
<blockquote><p><strong>WHEREAS staff have completed a review of the Speed Zone Policy to develop a new framework that aligns with the Safe Systems Approach and road safety best practices, reflects Ottawa’s local context and roadway functions, integrates all existing Council</strong><strong>‑</strong><strong>approved speed</strong><strong>‑</strong><strong>related policies, and supports a cultural shift in road safety;</strong></p>
<p><strong>WHEREAS validation of staff’s preferred speed</strong><strong>‑</strong><strong>limit setting approach is underway, including assessment of corridors identified through Councillor consultations; and</strong></p>
<p><strong>WHEREAS the updated Speed Zone Policy is anticipated to be brought forward for approval in the next Term of Council; and</strong></p>
<p><strong>WHEREAS a continuous 40 km/h speed limit is desired along Abbott Street East from Terry Fox Drive to West Ridge Drive, and on Fernbank Road, from Shea Road to West Ridge Drive; and</strong></p>
<p><strong>WHEREAS Cope Drive functions as a major collector from Robert Grant Avenue to Angel Heights/Goldhawk Drive, and as a collector roadway between Shea Road to Fernbank Road, with speed limits of 50 km/h, and there is community interest in incorporating these two corridor sections into adjacent 40 km/h Gateway Zones;</strong></p>
<p><strong>WHEREAS the desired speed limit changes would align with staff’s preferred speed limit setting approach, and</strong></p>
<p><strong>WHEREAS staff do not have the required delegated authority to make speed limit changes outside of the Council-approved Speed Zone Policy, and other speed-related policies.</strong></p>
<p><strong>THEREFORE BE IT RESOLVED that the Public Works and Infrastructure Committee recommend Council approve reducing the speed limit to 40 km/h on Abbott Street East from Robert Grant Avenue to Stittsville Main Street, and on Fernbank Road from Shea Road to Cope Drive, to provide continuous speed limits on these corridors;</strong></p>
<p><strong>BE IT FURTHER RESOLVED that the speed limit on Cope Drive, from Robert Grant Avenue to Angel Heights/Goldhawk Drive and from Shea Road to Fernbank Road, be reduced from 50 km/h to 40 km/h;</strong></p>
<p><strong>BE IT FURTHER RESOLVED that the future section of Cope Drive, from Angel Heights/Goldhawk Drive to Shea Road, be posted at 40 km/h upon opening to traffic, to maintain a continuous speed limit along Cope Drive;</strong></p>
<p><strong>BE IT FURTHER RESOLVED that the corresponding signage changes be completed as soon as practicable.</strong></p></blockquote>

<h2>CARNET DE NOTES : Avis de motion visant à réduire la limite de vitesse sur la rue Abbott Est, le chemin Fernbank et la promenade Cope</h2>
<p>Cette semaine, j’ai présenté au Comité de l’infrastructure et des travaux publics un avis de motion visant à faire passer la limite de vitesse de 50 à 40 km/h sur la rue Abbott et le chemin Fernbank et dans le quartier Westwood.</p>
<ul>
<li>Rue Abbott : Limite de vitesse standard de 40 km/h de la promenade Terry Fox à la promenade West Ridge. (Actuellement, les limites vont de 40 à 50 km/h selon le quartier et les zones scolaires.)</li>
<li>Chemin Fernbank : Limite de 40 km/h du chemin Shea à la promenade West Ridge. (Elle est en ce moment de 60 km/h du chemin Shea à la promenade Cope.)</li>
<li>Promenade Cope : Limite de 40 km/h de la promenade Terry Fox au chemin Fernbank, y compris sur le futur tronçon qui ira du plateau Angel et de la promenade Goldhawk au chemin Shea.</li>
<li>Zone de limitation de vitesse de 40 km/h dans le quartier Westwood. (La limite actuelle est fixée par défaut à 50 km/h.)</li>
</ul>
<p>Mes propositions découlent de commentaires fréquents des résidentes et résidents de Stittsville. Un simple changement de la signalisation de vitesse ne suffira pas à changer les comportements, mais selon des données sur d’autres secteurs, cela contribue à diminuer la vitesse. Cette mesure montre également le fait qu’il est inacceptable de circuler à grande vitesse dans un quartier résidentiel. Nous envisageons également d’installer d’autres infrastructures de modération de la circulation et de sécurité routière.</p>

<blockquote><p><strong>ATTENDU QUE le personnel a examiné la Politique sur les zones de limitation de vitesse en vue de préparer un nouveau cadre conforme à l’Approche des systèmes sécuritaires et aux pratiques exemplaires de sécurité routière, tient compte du contexte local et des fonctions des routes d’Ottawa, intègre les politiques en place sur la vitesse approuvées par le Conseil et favorise un changement de culture au chapitre de la sécurité routière; et</strong></p>
<p><strong>ATTENDU QUE la méthode de fixation de la limite de vitesse privilégiée par le personnel est en cours de validation, laquelle implique une évaluation des corridors ciblés dans le cadre de consultations auprès des conseillères et conseillers; et</strong></p>
<p><strong>ATTENDU QUE la nouvelle version de la Politique sur les zones de limitation de vitesse devrait être soumise à l’approbation du Conseil au cours de son prochain mandat; et</strong></p>
<p><strong>ATTENDU QU’une limite de vitesse continue de 40 km/h est souhaitée sur la rue Abbott Est, de la promenade Terry Fox à la promenade West Ridge, et sur le chemin Fernbank, du chemin Shea à la promenade West Ridge; et</strong></p>
<p><strong>ATTENDU QUE la promenade Cope est une route collectrice principale de l’avenue Robert Grant au plateau Angel et à la promenade Goldhawk, et une route collectrice du chemin Shea au chemin Fernbank, deux tronçons ayant des limites de vitesse de 50 km/h, et que la population souhaite intégrer ces deux tronçons aux zones adjacentes de limitation de vitesse de 40 km/h; et</strong></p>

<p>A contractor will be installing catch basins and a water main connection next to the new CEPEO french elementary school at Cope and Dagenham, starting November 6.</p>
<p>The work will take place on Cope between Finsbury and Dagenham, and on Dagenham between Bobolink and Cope. Residents may encounter lane reductions, but at least one lane will be open at all times and pedestrian access will be maintained.</p>

<h2>AVIS DE TRAVAUX : Promenade Cope et rue Dagenham – Conduite d’eau principale et puisards</h2>
<p>À compter du jeudi 6 novembre, un entrepreneur installera des puisards et un raccordement à la conduite d’eau principale près de la nouvelle école élémentaire francophone du CEPEO située à l’angle de la promenade Cope et de la rue Dagenham.</p>
<p>Les travaux auront lieu sur la promenade Cope, entre l’avenue Finbury et la rue Dagenham, ainsi que sur la rue Dagenham, entre la côte Bobolink et la promenade Cope. Des réductions du nombre de voies sont à prévoir, mais au moins une voie sera ouverte en tout temps et l’accès des piétons sera maintenu.</p>

<p>Good news: Yesterday City Council approved my request to lower the speed limit from 50km/h to 40km/h on Cope, Rouncey, Abbott, and Cranesbill, between Terry Fox and Robert Grant Avenue.</p>
<p>The change will allow the City to install &#8220;Gateway Speed Limit Signs&#8221; making all of Fernbank Crossing, Blackstone, and Abbottsville crossing a 40km/h zone. These gateway signs are already in place in many neighbourhoods in Stittsville, and they help to establish a consistent 40km/h speed limit on all residential streets, rather than the mish-mash of speed limits that currently exist.  It makes it easier for police to enforce, and is a reminder to motorists that 40km/h is the maximum acceptable speed on residential streets.</p>
<p>Here&#8217;s a map showing the area that will be designated as a 40km/h zone.</p>

<p>Each of the four streets that will change from 50km/h to 40km/h have common characteristics, with several schools and parks; homes fronting the streets on both sides; and on-street parking<br />

<p>The new speed limit signage will be installed later in 2024. I know that simply changing the signs won&#8217;t be enough to completely change driver behaviour, but I do think they are an important reminder to drivers to slow down in the neighbourhood. We&#8217;re also working with City staff on temporary and permanent traffic calming infrastructure on these streets to reduce speeds; as well as more crossing guards near local schools. And police are making changes to put more focus on traffic enforcement in residential communities like this one.</p>
<p>Slower speeds have a big impact on pedestrian safety. Here&#8217;s data from the World Health Organization.</p>

<h3 style="font-weight: 400;">Carnet de notes : le Conseil municipal approuve la réduction des limites de vitesse sur la promenade Cope, la rue Abbott et les chemins Rouncey et Cranesbill</h3>
<p style="font-weight: 400;">Bonne nouvelle : hier, le Conseil municipal a approuvé ma demande d’abaisser la limite de vitesse de 50 km/h à 40 km/h sur la promenade Cope, la rue Abbott et les chemins Rouncey et Cranesbill, entre la promenade Terry Fox et l’avenue Robert Grant.</p>
<p style="font-weight: 400;">Grâce à ce changement, le personnel de la Ville pourra installer des panneaux de limite de vitesse à l’entrée des secteurs résidentiels, faisant de l’ensemble des zones de Fernbank Crossing, Blackstone et Abbottsville Crossing une zone à 40 km/h. Ces panneaux à l’entrée des secteurs résidentiels sont déjà en place dans de nombreux quartiers de Stittsville. Ils contribuent à établir une limite de vitesse cohérente de 40 km/h dans toutes les rues résidentielles, plutôt que le méli-mélo de limites de vitesse qui existe actuellement. Ce changement facilite le contrôle par la police et rappelle aux automobilistes que la vitesse maximale acceptable dans les rues résidentielles est de 40 km/h.</p>

<p style="font-weight: 400;">Les nouveaux panneaux de limitation de vitesse seront installés à une date ultérieure en 2024. Je suis conscient que le simple fait de changer les panneaux ne suffira pas à modifier complètement le comportement des automobilistes, mais je pense qu’ils constituent un rappel important de ralentir dans le quartier. Nous travaillons également avec le personnel de la Ville pour établir des infrastructures temporaires et permanentes de modération de la circulation dans ces rues afin de réduire les vitesses, ainsi que pour augmenter le nombre de brigadiers scolaires près des écoles locales. En outre, la police procède à des changements afin de mettre davantage l’accent sur l’application des règlements de la circulation dans les communautés résidentielles comme celle-ci.</p>

<p>The City of Ottawa is seeking your input regarding the design of a new community park in the Westwood subdivision in Stittsville. It&#8217;s labeled as &#8220;Park No. 3&#8221; in the Fernbank Community Design Plan. Despite being referred to as Cope Park, the park&#8217;s official name will be determined through the Commemorative Naming process.</p>
<p>The park will be located at 785 Cope Drive at Dagenham and is approximately 3.04 hectares. This community park will serve as a special space for the neighbourhood, offering a wide range of both passive and active recreational opportunities.</p>
<p>The conceptual plan includes a full-size soccer field, two tennis courts coupled with four pickleball courts, a multipurpose seasonal ice rink that converts into basketball courts, a puddle rink, playgrounds for both junior and senior age groups, a swing set, a sandy play area, a splash pad, as well as a gazebo. These recreational features are linked with open play zones, as well as connected by an asphalt walking trail with seating and shading. Moreover, accessible seating along the trail aims to support the City of Ottawa&#8217;s Older Adult Plan. Additionally, a multi-use pathway along the park&#8217;s Cope Drive frontage, alongside a designated bus stop are also planned for.</p>
<p>To ensure the park maintains a lush green environment, a diverse selection of native plants will be incorporated, aiming to achieve a minimum of 30% canopy coverage throughout the area.</p>
<p>Two different <a href="https://engage.ottawa.ca/cope-park">concept plans</a> with images of the proposed designs for the playgrounds and splash pad options are available for review.</p>
<p><strong>Residents are invited to participate in the <a href="https://engage.ottawa.ca/cope-park/survey_tools/park-amenities-2">survey on Engage Ottawa</a> to share insights and preferences. Your feedback is important in shaping the future of this community park.</strong></p>

<h2>PARC COPE (PARC COMMUNAUTAIRE DE FERNBANK 3 / WESTWOOD) : AVANT-PROJET</h2>

<p>La Ville d’Ottawa souhaite recueillir vos commentaires sur la conception d’un nouveau parc communautaire dans le lotissement Westwood, à Stittsville. Il est désigné comme « Parc n° 3 » dans le Plan de conception communautaire de Fernbank. Bien que le parc soit connu sous le nom de parc Cope, son nom officiel sera déterminé dans le cadre de la procédure de dénomination commémorative.</p>
<p>Le parc Cope sera situé au 785, promenade Cope à Dagenham et aura une superficie d’environ 3,04 hectares. Ce parc communautaire servira d’espace particulier pour le quartier, offrant un large éventail de loisirs passifs et actifs.</p>
<p>Le plan conceptuel comprend un terrain de soccer pleine grandeur, deux terrains de tennis avec quatre terrains de tennis léger, une aire polyvalente saisonnière pour une patinoire et des terrains de basketball, une petite patinoire, des terrains de jeux pour jeunes enfants et enfants plus âgés, des balançoires, une aire de jeux en sable, une aire de jeux d’eau, ainsi qu’un kiosque. Ces aspects récréatifs sont reliés à des zones de jeux ouvertes, ainsi qu’à un sentier de promenade asphalté avec des bancs et des espaces ombragés. De plus, les places assises le long du sentier visent à soutenir le Plan relatif aux personnes âgées de la Ville d’Ottawa. En outre, il est prévu d’aménager un sentier polyvalent le long de la façade de la promenade Cope, en plus d’un arrêt d’autobus.</p>
<p>Pour que le parc conserve un environnement verdoyant et luxuriant, il y aura intégration d’une grande diversité de plantes indigènes, avec pour objectif d’atteindre au moins 30 % de couvert forestier dans toute la zone.</p>
<p>Deux <a href="https://engage.ottawa.ca/cope-park">plans conceptuels</a> différents comportant des images des conceptions proposées pour les terrains de jeux et les aires de jeux d’eau sont disponibles pour examen.</p>

										<content:encoded><![CDATA[<p>The City has received a Site Plan Control application from Conseil des écoles publiques de l&#8217;Est de l&#8217;Ontario (CEPEO) to build a new French public elementary school at 755 Cope Drive in the Fernbank community. The site for the school was established in the <a href="https://ottawa.ca/en/city-hall/planning-and-development/community-plans-and-design-guidelines/community-plans-and-studies/community-design-plans/fernbank-community-design-plan">Fernbank Community Design Plan</a> and <a href="https://cepeo.on.ca/2020/08/14/une-nouvelle-ecole-elementaire-publique-a-kanata-sud/">the CEPEO announced funding to constuct the school in August 2020.</a></p>
<p>The site is a 2.8-hectare rectangular parcel at the northeast corner of the intersection of Cope Drive and Dagenham Street. It is across the street from a future high school and just east of a future community park. Surrounding the site are developing residential neighbourhoods.</p>
<p>The school will have 20 classrooms for students, and five classrooms for the day care facilities. There will also be 12 portable classrooms located east of the proposed school building. A total of 55 vehicular parking spaces, including two barrier-free parking spaces, are proposed within the surface parking lot located in the northwest corner of the site, which will be accessed from Dagenham Street. 50 bicycle parking spaces are provided along Cope Drive, towards the main entrance to the school building.</p>

<p>Cavanagh Construction has let us know that they&#8217;ll be starting tree clearing on December 7 to allow for construction of a trunk sewer along the future Cope Drive corridor, east of Shea Road (see map above).  The City&#8217;s forestry staff has reviewed the plans and issued a permit for the work in July.  A City forester will be holding a pre-construction meeting with Cavanagh this week to review the project and discuss the requirements of the approved permit, and will be monitoring the work as required.</p>
<p>The trees being cleared are just south of the 5-hectare area to be designated for protection as part of <a href="http://glengower.ca/notebook/notebook-update-on-the-citys-efforts-to-protect-shea-woods/">Shea Woods</a>. This wooded area is a popular spot for dog walking, however please remember it is private property. Please be mindful of the construction fencing and stay safe while the tree clearing is in progress. The work is scheduled to be finished by December 18, depending on the weather.</p>
<p>The City is finalizing a purchase agreement to acquire and protect about five hectares of Shea Woods. I’ll continue to provide updates via my web site and email newsletter.  In the meantime, you can <a href="http://glengower.ca/contact/">contact us</a> with any questions or concerns.</p>

<h2>Début des travaux de déboisement pour la construction de la promenade Cope</h2>
<p>Cavanagh Construction nous a informés que les travaux de déboisement commenceront le 7 décembre pour permettre la mise en place d’un égout collecteur le long du couloir de la future promenade Cope, à l’est du chemin Shea (voir la carte ci-dessus). En juillet, le personnel des Services forestiers de la Ville a examiné les plans et a délivré un permis pour ces travaux. Un expert-forestier municipal tiendra une réunion préparatoire avec Cavanagh cette semaine pour examiner le projet et discuter des exigences liées au permis approuvé et assurera le suivi des travaux selon les besoins.</p>
<p>Les arbres qui seront abattus se trouvent juste au sud de la zone de protection désignée du <a href="http://glengower.ca/notebook/notebook-update-on-the-citys-efforts-to-protect-shea-woods/">boisé du chemin Shea</a>. Cette zone boisée, qui est appréciée par des gens qui vont s’y promener avec leur chien, demeure une propriété privée. Respectez la clôture du chantier et restez à un endroit sécuritaire pendant les travaux de déboisement, qui devraient être terminés d’ici le 18 décembre si les conditions météorologiques le permettent.</p>
<p>La Ville est en train de finaliser un contrat d’achat pour acquérir et protéger environ cinq hectares du boisé du chemin Shea.
