La version française suit

The City has received a Site Plan Control application from Claridge to build 120 new homes in 10 three-storey stacked townhome buildings. The subject site is located between Putney Crescent and Robert Grant Avenue, just south of the hydro corridor.

Under the new zoning bylaw, this lot is zoned N4B—which permits this type of development. This proposal is a re-submission of a previous site plan application for this land from 2021. Back then, 112 homes were proposed in back-to-back townhouses.

Site plan

The site, located in Phase 1 of CRT Development’s Westwood subdivision, is approximately 1.86 hectares in area and currently undeveloped. The site plan proposes 10 buildings around a crescent-shaped private street. This street would have two access points, both on Putney Crescent. Surface parking would be provided along this internal private road network, as well as in a central parking lot.

Additional documentation is available at devapps.ottawa.ca.

723 Putney site plan map.

What’s next

This application has not been approved. City staff will be reviewing the application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing this application with his team.

Note that under Bill 109 enacted by the Provincial government in 2022, City Council no longer has the final say on Site Plan Control approvals. Although councillors can provide feedback and comments, the final decision rests with City staff.

Stay informed and provide your feedback

The site plan control process allows the City to influence land development so that it is safe, functional and orderly. It is also used to ensure that the development standards approved by the City and other agencies are implemented and maintained.

Building location, landscape treatment, pedestrian access, drainage control and parking layout are a few of the items addressed during review. Issues such as building height or building use (residential versus commercial, ownership versus rental, etc.) are not a part of the site plan review.

For additional information or to provide your comments contact planner Amanda Davidson at 613-580-2424, ext. 21239 or Amanda.

January 28, 2021

The City has received a subdivision and zoning by-law amendment application for a new phase of CRT Development’s Westwood subdivision at 5725 Fernbank Road (at the northwest corner of Fernbank Road and Robert Grant).

Plan of Subdivision

The proposed residential subdivision will include approximately 600 new homes consisting of 206 detached houses, 261 townhouses, and 130 back-to-back townhouses. There will also be one centrally-located park block and two blocks for pathways. The layout of the subdivision has been designed with consideration with the Fernbank Community Design Plan.

The subdivision will be served by a network of newly created local and collector streets organized in a modified grid format to provide an efficient layout and easy navigation throughout the neighbourhood, with sidewalks provided where appropriate.

Zoning

The subject lands are currently zoned Development Reserve Zone (DR), which permits only uses that do not preclude future development. The rezoning application proposes rezone most of the subject site from Development Reserve (DR) to Residential Third Density, Subzone Z (R3Z), which permits a mix of detached, semi-detached and townhouse dwellings. The park block would be zoned Parks and Open Space (O1).
