La version française suit

The Planning and Housing Committee today approved a set of recommendations that seek to facilitate office-to-residential conversion(link is external), encouraging the revitalization of underused office building space.

The report identifies opportunities to streamline the development approval process for conversions. The recommendations anticipate federal government plans to reduce its office space in the National Capital Region. Recommendations approved today would:

Define when the planning application fees for Official Plan amendments should be waived

Propose language for a forthcoming omnibus zoning amendment to generally permit conversions where no new storeys or additions are proposed, saving applicants between $13,000 and $26,000 in fees and 90 days in processing time

Streamline and reduce the fee for the Site Plan Control process for conversions where no new storeys or additions are proposed, saving applicants about $30,000 in fees

Explore approaches for stormwater management that would generate significant savings for applicants undertaking conversions

Propose the Province consider revising the regulation for Record of Site Condition, which can be a long and costly process

The Committee also directed staff to pilot a financial incentive program for office-to-residential conversions within Somerset Ward. Staff would continue to meet with stakeholders to further explore the potential impact of additional financial incentives and report back to the Committee in the first quarter of 2024.

The Committee approved a zoning amendment to facilitate development of a 19-storey apartment building on Isabella Street(link is external), between O’Connor and Bank streets. The proposed building would include 234 dwellings – mostly one-bedroom and two-bedroom units. The amendment would increase permitted height, adding high-rise apartment as a permitted use along with several non-residential uses for the ground-floor commercial space.

The committee also approved zoning to accommodate a four-storey apartment building that would add 18 dwellings on Baseline Road(link is external), east of Lexington Street. While the site is already zoned for residential use, the amendment would change the zoning from Residential First Density to Residential Fourth Density to permit the planned low-rise apartment. The amendment would also reduce required resident parking for this property that is well served by transit.

In Riverside South, the Committee approved a zoning amendment to facilitate construction of an industrial subdivision along Twin Falls Place(link is external). The amendment would rezone the property from Development Reserve to Light Industrial, consistent with the vision set out in the Riverside South community design plan.

If Council approves, the land-use permissions that the Committee recommended today will help put applicants in a position to build 252 new dwellings in Ottawa. To help address the housing challenge, Council committed to providing home builders enough opportunities to build 151,000 quality market homes by 2031. Visit ottawa.ca/residentialdwellings for a graphic showing quarterly progress towards Ottawa’s housing pledge targets.

Recommendations from today’s meeting will rise to Council on Wednesday, November 8.

National Canada Day celebrations

On July 1, enjoy the shows and activities taking place at LeBreton Flats Park in the heart of Ottawa-Gatineau. The Government of Canada has a full list of programing for Canada Day celebrations between 9 am and 10:30 pm at LeBreton Flats Park and activities elsewhere in Ottawa-Gatineau.

Many roads in the downtown core will be closed to regular traffic, so getting around downtown on Canada Day will be challenging. Plan your route ahead of time and expect delays. Public transit is your best option.

For the most current road conditions, visit the City’s interactive traffic map and select both the ‘Events’ and ‘Incidents’ fields.

During Canada Day celebrations a number of fly-pasts are planned and no cause for concern. For information on these fly-pasts follow Royal Canadian Air Force’s social channels and the Canadian Forces Snowbirds on Twitter.

Fireworks regulations and safety

The City reminds residents about the by-law regulations around Canada Day fireworks – including no discharging on public properties, age requirements and maintaining safe operating distances.

Over the past few years, the City has received public complaints and emergency calls about fireworks, including discharging fireworks in parks and debris left behind, firework-related grass fires and displays posing danger to residents and property.

So, before the fuse is lit, here are some things to know in advance:

Purchasing fireworks

The sale of consumer fireworks is prohibited in Ottawa, except on Canada Day and the seven business days leading up to it.

Firecrackers prohibited in Ottawa and Ontario

Under the provincial law and the City’s fireworks by-law, the sale and use of firecrackers are strictly prohibited.

Location and age requirement for discharging fireworks

Fireworks displays must be directly supervised by an adult, 18 years and older, and must take place on private property – with permission from the property owner. Even on private properties, fireworks cannot be discharged if it poses danger to other individuals and properties. This will include any property nearby other homes, apartments, roadways, sidewalks and public spaces.

No discharging fireworks on City parks and sports fields

Discharging fireworks is not allowed on City property – which includes all parks, sports fields and beaches.

School properties and sports fields are out of bounds too

The four local school boards – Ottawa Catholic School Board, Ottawa-Carleton District School Board, Le Conseil des écoles catholiques du Centre-Est and Conseil des écoles publiques de l’Est de l’Ontario – do not allow discharging fireworks on all school premises, including all track and sports field areas.

All vehicles found failing to observe the no-stopping zones will be ticketed and towed. Parking time limits and no parking zones outside the centre core will also be strictly enforced.

Ensuring all other by-laws observed

In addition to parking violations, BLRS Officers will ensure all City of Ottawa by-laws are obeyed by residents and visitors:

The City of Ottawa and the Ottawa Police Service are working together to ensure City by-laws regarding parking, noise, litter and fireworks, are respected during anticipated events in downtown Ottawa this weekend.

Special parking restrictions will be in effect downtown between Friday, January 27 and Sunday, January 29. Residents and visitors are advised to follow posted signage and to park their vehicles accordingly.

City of Ottawa By-law and Regulatory Services (BLRS) will have additional officers in the downtown core, ensuring all parking regulations are observed. All vehicles found violating these regulations will be ticketed and towed.

Ensuring all other by-laws observed

In addition to parking violations, tickets will be issued to any individual or group in violation of any other City of Ottawa By-law, including:

Unnecessary motor-vehicle or other noise, including speakers

Construction or installation of structures on City property

Public urination and defecation

Open air fires

Littering

Lighting and discharging fireworks

It’s important to note that fireworks are only permitted for use two times per year – Canada Day and Victoria Day and the day before and after those days.

OC Transpo and traffic updates

There are no traffic closures planned as a result of this weekend’s events although the Ottawa Police Service may impose temporary closures to manage large volumes of traffic if necessary to ensure the lawful flow of traffic or public safety. Drivers should anticipate delays in the downtown core.

There are no changes planned to transit services. Stay up to date on the latest transit information by visiting octranspo.com/alerts, calling 613-560-5000 or following OC Transpo’s Twitter account.
