The Ottawa-Gatineau Region is taking bold steps to position itself as Canada’s Defence Innovation Hub, mobilizing government, industry and academia to strengthen national security and grow the local economy.

At an event today at City Hall, Mayor Mark Sutcliffe and Sonya Shorey, President and CEO of Invest Ottawa, hosted defence experts and leaders from industry, academia, government and the investment community to unveil a comprehensive strategy aimed at affirming the National Capital Region as Canada’s centre for defence innovation.

The strategy, created in collaboration between the cities of Ottawa and Gatineau, leverages the region’s unparalleled defence assets, talent, and technology expertise to support Canada’s sovereignty and the federal government’s $150 billion defence spending commitment by 2035. The strategy aims to build on the area’s existing strengths and support new homegrown defence and security capabilities, expand global market opportunities, attract investment, and create local jobs.

Ottawa-Gatineau is uniquely positioned as a region that straddles the border between Canada’s two largest provinces. As a bilingual community, the region is ideally positioned to serve international markets, including the 327 million global members of La Francophonie. And as Canada’s capital region, the area is home to 330 defence companies, 10,000 highly skilled employees, four North Atlantic Treaty Organization (NATO) Defence Innovation Accelerator for the North Atlantic (DIANA) Test Centres including Area X.O and NRC, the Department of National Defence and related agencies, as well as more than 130 embassies and foreign missions.

The strategy identifies ten bold goals and supporting actions designed to unlock Ottawa–Gatineau’s full potential as Canada’s National Defence Innovation Hub. Building on hundreds of consultations across the defence ecosystem, they aim to drive new investment, innovation, and impact, from pursuing and securing more regional defence deals to creating more sovereign companies, IP, infrastructure, and capabilities. They also focus on accelerating innovation, commercialization, global trade and export, investment, and inclusive talent pipelines. Together, these actions will mobilize the full strength of the Capital Region’s defence, technology, and research assets, advancing AI, quantum, cybersecurity, semiconductors, photonics, and dual-use innovation that serve national and allied priorities. It is a practical, actionable plan to turn collaboration into results, building resilience, creating jobs, and driving economic and security impact for our region, country and Forces.

At today’s event, speakers highlighted that the strategy comes at a pivotal time due to heightened geopolitical tensions and Canada’s commitment to spend $150 billion more on defence by 2035 to maintain its standing in the NATO.

The strategy positions Ottawa-Gatineau as a hub for innovation, investment and jobs, reinforcing its role as a critical player in Canada’s defence and security landscape. A task force will implement the strategy, continue work with stakeholders, and drive growth in the local defence sector. Led by Invest Ottawa, in collaboration with the City of Ottawa, City of Gatineau, Ottawa Board of Trade, and other key industry partners, the task force will unite leaders across the defence, aerospace and security sectors.

Our region is home to an unmatched concentration of defence and security expertise, talent, and innovation. Ottawa plays a vital role in our country’s strength and resilience. A strong, thriving national capital is a national asset, and it deserves national investment. We’re ready to rise to this opportunity and work with all our partners, including the federal government, to make this vision a reality.”

Mark Sutcliffe, Mayor of Ottawa

“Gatineau is proud to play an active role with the City of Ottawa in establishing Canada’s Capital Region as the National Defence Innovation Hub. Through our talent, infrastructure, and strategic partnerships, we are building a resilient and collaborative ecosystem and by leveraging our local strengths and regional partnerships, we are helping Canada enhance its ability to anticipate, innovate, and protect.”

Isabelle Veilleux, Director of Economic Development, City of Gatineau

“In this time of global uncertainty, we have a responsibility to act, and an unprecedented opportunity to achieve unprecedented impact. By working together as one community, we can build the sovereign capabilities, jobs, and innovation that will strengthen Canada’s economy, security, and global leadership for decades to come.”

Sonya Shorey, President and CEO, Invest Ottawa, Bayview Yards and Area X.O

Council received an update on the City’s Economic Development Strategy and Action Plan Implementation, including work on the Nightlife Economy Action Plan.

All 10 recommendations in the Nightlife Economy Action Plan are underway. As part of the inaugural Capital Music Week, the Nightlife Commissioner Office will host the Canada After Dark forum. This two-day event in May will bring together national and local officials, industry leaders and subject matter experts to discuss best practices for the growth and management of nightlife across Canada. The Nightlife Commissioner Office is also supporting work to establish new nightlife attractions and developing a nightlife website and safety plan that will be delivered later this year.

On the other initiatives, Council heard that:

The Province is providing the City with $18.5 million over three years as part of the Ontario-Ottawa Agreement to support economic development objectives and downtown revitalization.

The City is working with Bloomberg Associates to identify solutions to overcome challenges and capitalize on new opportunities to drive economic growth and prosperity.

The City is addressing challenges and barriers faced by main-street businesses and Indigenous, racialized and Francophone businesses through a small business needs assessment.

City staff are working on two significant milestones: the 200th Anniversary of the founding of Bytown in 2026 and the ByWard Market in 2027.

City staff are developing strategies to better attract, develop and retain a diverse workforce.

Council received the second draft of a new Zoning By-law for Ottawa. The report’s focus is on explaining key issues identified last year, during consultations on the first draft, and providing options to address them. The most significant changes proposed in the report address five key issues identified during public consultations on the first draft:

Minimum parking rates in villages: While the second draft continues to propose no minimum parking rates, it also includes options for staff to consult on this spring which would require some minimum parking in rural villages.

Maximum building heights in N1 and N2 Neighbourhood zones: The second draft reinstates three-storey height limits in suburban neighbourhoods to avoid reducing existing development rights.

Conversion of R4 zones to N3 and N4 zones: In the first draft, all R4 zones were proposed to be zoned N4. The second draft proposes converting some R4 zones to N3 zones, to better correspond to existing zoning standards.

Building-height transition framework: The new proposed approach provides a more user-friendly framework that would permit high-rise development as-of-right on lots large enough to ensure adequate transition. It would also ensure mid-rises are feasible on smaller lots.

Communal parking lot permissions in all Neighbourhood zones: The first draft only permitted communal parking lots for developments with more than one residential building on one lot. The second draft includes options for a more permissive approach.

Consultations on the second draft will continue through June. Visit engage.ottawa.ca/zoning for more information about timelines and how to provide feedback.

Council approved the 2025 Tax Policy and Other Revenue Matters, addressing property tax classes, tax ratios and by-laws affecting property taxes or other revenues that determine the tax burden on the various property tax classes. Highlights include:

The parking lot and commercial vacant land tax classes will be eliminated to incentivize development and encourage transit ridership, supporting Council’s goal of a greener city.

58,500 tenants in multi-unit apartment buildings will receive an automatic rent reduction of approximately one per cent in 2026.

Small businesses will continue to pay 15 per cent less in taxes than regular commercial properties, with 10,000 businesses benefitting from up to $18.5 million in tax savings.

Industrial businesses (manufacturing and production sectors most impacted by tariffs) will benefit from an 8.1 per cent decrease in municipal taxes.

The City will continue tax deferral programs for low-income seniors and people with disabilities, as well as the Charitable Rebate Program, the Farm Grant Program and various tax reductions for subclasses.

Council approved amending residential boulevard gardening rules to allow growing food, alternative groundcovers and placing planters in the residential boulevard. The residential boulevard is located on the right of way, the City-owned portion of land that includes roadways, shoulders, sidewalks, and boulevards beside your property. The changes will allow more residents to undertake gardening projects, support residents’ access to food and increase plant diversity.

Council received the Disposition of 2024 Tax and Rate Supported Operating Surplus/Deficit. Citywide tax-supported services ended the year with a $55.7 million surplus. The Citywide surplus is primarily a result of investment income revenues. Rate-supported services ended the year with a $6.2 million surplus which will be allocated to the rate reserves. Transit Services finished 2024 with a $21.7 million deficit, which will be funded from the Tax Stabilization Reserve. The City will transfer $32.7 million in 2024 operating surplus to that reserve.

Council approved declaring eight properties as surplus land, and to transfer them to not-for-profit housing providers for a nominal fee. The land will be earmarked for affordable housing. The sites include 40 Beechcliffe Street, 1770 Heatherington Road, 687 Somerset Street West, 2548 Cléroux Crescent, 185 Hawthorne Avenue, land abutting 287 Loretta Avenue South, 2 Pretty Street and 261A Hinchey Avenue. Ottawa Community Housing Corporation has been selected to build the first two buildings at 1770 Heatherington Road and to manage construction of a public road, with funding from the Province’s Building Faster Fund and the City.

Council also approved Official Plan and zoning amendments to protect the South Bear Brook Wetland. The Province has identified 561.5 hectares of land in Ottawa’s southeast, located generally south of Highway 417 and north of Mitch Owens Road, between Boundary Road and Farmers Way, as provincially significant, requiring the City to provide protection through its Official Plan and Zoning By-law. The amendments would not limit existing agricultural uses nor any other activities aside from site alteration and development. Wetlands provide multiple environmental, social, and economic benefits, including for wildlife habitat, fish spawning and nursery areas, water quality protection, carbon storage and sequestration, and flood risk reduction. Wetland benefits are particularly significant for maintaining resilience to the impacts of climate change, such as drought and extreme rain events.

The Finance and Corporate Services Committee today received an Economic Development Strategy and Action Plan Implementation Update.

Among the updates, the Committee heard that:

The Province is providing the City with $18.5 million over three years as part of the Ontario-Ottawa Agreement to support its economic development objectives and downtown revitalization, with funding for downtown public realm improvements to enhance public spaces, ByWard Market Public Realm Plan streetscape renewal projects, and marketing of the downtown area to promote economic activity.

The City is working with Bloomberg Associates to identify solutions to overcome challenges and capitalize on new opportunities to drive economic growth and prosperity.

The City is focusing on addressing the challenges and barriers faced by main-street businesses and Indigenous, racialized and Francophone businesses through a small business needs assessment.

The City has a tariff toolkit to help residents and businesses understand the implications of new tariffs. In March, the Conference Board of Canada indicated that Ottawa’s economy, relative to other Canadian cities, would not be overly impacted by U.S. tariffs, given the city’s economic activity is largely concentrated in services. However, impacts to the technology and construction sectors are evolving.

City staff is working on two significant milestones: the 200th Anniversary of the founding of Bytown in 2026 and the ByWard Market in 2027.

City staff is developing strategies to better attract, develop and retain a diverse workforce.

City staff is developing an Economic Development dashboard that will be available in Q2 2025.

All 10 recommendations in the Nightlife Economy Action Plan are underway. As part of the inaugural Capital Music Week, the Nightlife Commissioner Office will host the “Canada After Dark” forum – a two-day event in May that will bring together national and local officials, industry leaders and subject matter experts to discuss best practices for growth and management of nightlife across Canada. The Nightlife Commissioner Office is supporting several organizations and entrepreneurs working to establish new nightlife attractions and developing a nightlife website and safety plan that will be delivered later this year.

The Committee approved declaring eight properties as surplus land, and to transfer them to not-for-profit housing providers for a nominal fee.

The Committee approved the 2025 Tax Policy and Other Revenue Matters report that presents property tax classes, tax ratios and by-laws affecting property taxes or other revenues that determine the tax burden on the various property tax classes.

The recommendations support renters, businesses, farms and Ottawa’s local economic development. Highlights include:

Elimination of the parking lot and commercial vacant land tax classes to incentivize development and encourage transit ridership and support Council’s goal of a greener city.

58,500 tenants in multi-unit apartment buildings receiving an automatic rent reduction of approximately 1 per cent in 2026.

Small businesses continuing to pay 15 per cent less in taxes than regular commercial properties, with 6,000 properties or 10,000 businesses benefitting from up to $18.5 million in tax savings.

Industrial businesses (manufacturing and production sectors most impacted by tariffs) benefitting from an 8.1 per cent decrease in municipal taxes.

Continuation of the City’s tax deferral programs for low-income seniors and people with disabilities, as well as the Charitable Rebate Program, the Farm Grant Program and various tax reductions for subclasses.

A new by-law was approved to set tax relief parameters to support residents with damaged properties, that are either substantially unusable or undergoing repairs and renovations which prevent normal use for a period of at least three months.

The Committee received the Disposition of 2024 Tax and Rate Supported Operating Surplus/Deficit. City-Wide Tax-Supported services ended the year with a $55.7 million surplus and Rate Supported services ended the year with a $6.2 million surplus. The surplus is primarily a result of investment income revenues. Transit Services finished 2024 with a $21.7 million deficit, which will be funded from the Tax Stabilization Reserve. As a result, a total of $32.7 million in 2024 operating surplus will be transferred to the Tax Stabilization Reserve.

The Committee also received the French Language Services 2024 Annual Report. French Language Services continues to work with departments to create annual French-language operational plans to improve services provided in French and help create a culture of bilingualism in the City. Last year, French Language Services received 33 complaints regarding the quality and provision of French-language services, a decrease from the 47 complaints received in 2023 and below the five-year average of 38 complaints per year.

These items will rise to Council on Wednesday, April 16.

The Planning and Housing Committee today received two land-survey reports showing Ottawa has ample lands to support growth projections set out in Ottawa’s Official Plan.

The Official Plan categorizes Ottawa’s urban area as either built-up area or greenfield area, which are urban lands that have not been developed previously. The Greenfield Residential Land Survey(link is external) monitors the residential land supply within that greenfield area. The report received today indicates that Ottawa has enough supply to allow for more than 15 years of development. The new Official Plan that came into effect in 2022 also introduced additional lands to Ottawa’s urban area. With those lands, Ottawa can accommodate growth well beyond the 15-year horizon required by the Province.

The Committee also received the Vacant Industrial and Business Park Land Survey(link is external), which outlines the supply of vacant industrial and business park lands in Ottawa. The report shows the existing inventory would be enough to accommodate roughly 31 years of industrial development in the urban area and 33 years in the rural area. This satisfies the Province’s intent that the City accommodate industrial development throughout the time horizon of the Official Plan, or beyond 2046.

To help address the housing challenge, Council committed to providing home builders enough opportunities to build 151,000 quality market homes by 2031. Visit ottawa.ca/residentialdwellings for a graphic showing quarterly progress towards Ottawa’s housing pledge targets.

Recommendations from today’s meeting will rise to Council on Wednesday, January 24.

The Finance and Corporate Services Committee today approved the City’s first nightlife economy action plan to develop and promote nightlife activities and experiences between 6 pm and 6 am, and create a more vibrant, diverse, inclusive, viable, safe and well-managed nightlife across the city.

Ottawa’s nightlife economy accounted for more than $1.5 billion in spending in 2019, compared to daytime spending totalling $5.5 billion, almost 30 per cent of daytime spending. Vibrant nightlife economies improve job creation, attract talent and investment, economic growth, tourism and city brand building. The plan comes at a perfect time as the city is in the midst of projects like LeBreton Flats, Lansdowne 2.0, and both the ByWard Market and Sparks Street public realm plans.

In 2023, the action plan will:

Establish the framework for a Nightlife Commissioner Office for implementation in 2024;

Promote citywide and neighbourhood-by-neighbourhood participation of residents, visitors and businesses in the nightlife economy; and

Consider changes to support the nightlife economy through reviews of City by-laws, policies, procedures and services.

Additional action plan recommendations will be delivered through the Nightlife Commissioner Office. Staff will provide an update on the progress of the action plan by the end of 2024.

The Committee also received the 2021 and 2022 Lansdowne Annual Report. The report outlines the use of delegated authority at Lansdowne and meetings between the City and the Ottawa Sports and Entertainment Group (OSEG). It also provides updates on the partnership site operations and the urban park programming.

Operationally, the last two years have been challenging for Lansdowne due to COVID-19. While attendance and revenues have started to increase again, they remain below pre-pandemic levels. The updated 2022/2023 projections show a decrease to $326 million in waterfall distributions over the 40-year period, compared to the 2021/2022 projection. This is higher than projections from the outset of the project, but the City is still not anticipated to receive any distributions from the partnership over the 40-year term of the agreement as OSEG is not expected to recover all the equity it has contributed to date.

Items from today’s meeting will rise to Council on Wednesday, May 10.

établira le cadre du Bureau du commissaire de la vie nocturne qui sera lancé en 2024;

fera la promotion de la participation des résidents, des visiteurs et des entreprises à l’économie de la vie nocturne dans chaque quartier et dans l’ensemble de la ville;

Update: I introduced a motion at the City Council meeting on April 12 to reduce the duration of the tax grant to 10 years. Despite the significant change, the application was defeated by City Council by a vote of 18-7.

Moved by / Motion de: Councillor Gower
Seconded by / Appuyée par: Councillor Curry

WHEREAS the Ottawa International Airport Community Improvement Plan (YOW CIP) supports the development of the Ottawa Airport lands and provides both direct and indirect economic benefits to the City of Ottawa and to the local business community; and

WHEREAS the YOW CIP was intended to help kickstart development projects near the airport in order to mitigate the ongoing effects of the COVID-19 pandemic on travel and tourism, and to allow the Ottawa Airport to effectively compete with airports in other Canadian and North American municipalities; and

WHEREAS the Ottawa International Airport Community Improvement Plan (YOW CIP) allows for tax differential grants of up to 25 years, while many City of Ottawa CIPs have a maximum eligibility period of ten years; and

WHEREAS the applicant, HAC OTTAWA AIRPORT, LP (“Germain Hotels”), has indicated via a letter to the Mayor dated April 6, 2023 that they would accept a ten-year eligibility period; and

WHEREAS over 25 years, the applicant’s grant would total approximately $3.74-million over 25 years while the City’s net tax would total $13.7-million over 25 years;

THEREFORE BE IT RESOLVED THAT the report recommendations be approved, as amended as follows:

“Approve the grant application submitted by HAC OTTAWA AIRPORT, LP (“Germain Hotels”), in respect to 1085 Airport Parkway Private, in accordance with the Ottawa International Airport Community Improvement Plan, not to exceed $3,740,000 over a maximum period of 10 years, subject to the establishment of, and in accordance with, the terms and conditions of a Community Improvement Plan Agreement.”

Delegate authority to the General Manager, Planning, Real Estate and Economic Development, to finalize and execute an Ottawa International Airport Community Improvement Plan Agreement with HAC OTTAWA AIRPORT, LP, establishing the terms and conditions governing the payment of a grant for the development of 1085 Airport Parkway Private, to the satisfaction of the General Manager, Planning, Real Estate and Economic Development Department, the City Solicitor, and the Chief Financial Officer.

***

On April 12, City Council will vote on an application to provide a tax grant to a new hotel at the airport. Here’s why I’ll be supporting it.

Summary

The hotel will pay a lease to the airport each year that allows the airport to incentivize new routes in and out of Ottawa.

The airport has said it urgently needs a hotel connected to the terminal as an essential component of a “hub” airport, so that it can compete with other Canadian municipalities to attract new airlines and service.

More routes and services directly benefits the City due to higher passenger taxes; and indirectly benefits the local economy.

Some background

It’s no surprise that COVID-19 travel restrictions have had a major negative effect on the airport, and they’re continuing to struggle to regain passengers. Other municipalities in Canada like Edmonton, Winnipeg and Halifax are making direct multi-million dollar contributions to help their airports.

In Ottawa, we decided to support the airport via a CIP (Community Improvement Program) instead. In July 2022, City Council voted 20-4 to establish the YOW CIP to encourage development on land around the Ottawa Airport. The CIP has strong support from groups like Invest Ottawa, Ottawa Tourism, the Board of Trade, local Business Improvement Associations, and many other businesses and organizations in the community.

The program allows eligible projects to receive a City grant in the form of a partial refund on their taxes. Eligible businesses include hotels, warehouses, hangars, restaurants, retail and so on, and the grant helps kickstart these projects despite the ongoing impacts the pandemic continues to have on travel and tourism.

The airport benefits directly because they earn lease revenue from any new development on their land. The goal is to help the airport generate up to $10-million in additional lease revenue per year that can be used to improve airport services and incentivize more flights in and out of Ottawa. (You can read more about the CIP and the benefits here…)

The current project

The application in front of us now meets every criteria established for the CIP grant. It’s a 180-room hotel that includes a restaurant, meeting rooms, and a covered pedestrian connection between the hotel and airport. It fits in with the airport’s vision of becoming an international hub with more North American and international connections.

The grant would be funded through the increase in municipal property taxes attributable to new assessment created by the development. For example, in Year 1, the City would collect $393,796 in new municipal property taxes from the hotel, and refund up to 75% of that amount. Spread out over 25 years, that means the City would collect $17.4-million in new taxes, and return $13.0-million to the hotel as a grant for a net tax revenue of $4.4-million. After 25 years, the City would continue to collect the full amount of taxes every year and the grant would end.

Why I support this project

I’m supportive of this project because of the many direct and indirect public benefits, including:

Increased revenue to the City, including one-time building permit and development charge revenue of $3.7-million; $4.4-million in net new property tax per year over 25 years.

Increase in lease revenue to the airport, to the tune of hundreds of thousands of dollars per year that can be used to improve services and incentivize new routes.

Creation of additional passenger revenue to the City through the PILT (Payment In Lieu of Taxes) program. The City earns $1.08 per incoming and outgoing passenger so any increase in air traffic directly benefits the City. The City earns several million dollars in revenue each year from the PILT program.

50 new long-term jobs created at the hotel.

$55-million in construction investment.

Benefits to local business and the economy via additional visits and spending from tourists and other visitors.

Guests at the hotel contribute to the Municipal Accommodation Tax which funds Ottawa Tourism marketing initiatives to attract more travellers.

…and all of this is accomplished through a 100% self-funded program with zero risk to the City.

At Committee on Tuesday, I shared a story: When I was a kid, my favourite board game was called “Hotels”. A bit like Monopoly, the object was to build hotels – but with a catch. Even if you had enough money to build your hotel, you had to roll a dice for permission. Roll green, and you can build. Roll red, and you can’t. Those were the rules of the game.

These rules make for a fun board game – but rolling the dice is not a fair way to manage economic development in the City of Ottawa.

We set up the CIP last year to encourage economic development around the airport. This hotel is exactly the kind of investment we envisioned and hoped for. The hotel owners applied in good faith for the funding and spent considerable time and resources making their application. It would be completely unfair to reject this application, and to deprive the airport and our City of the associated revenue and benefits.

Création de 50 nouveaux emplois à long terme à l’hôtel.

I was out in Carp earlier this week, listening to Steve Willis (GM of the City’s Planning, Infrastructure and Economic Development) and Peter Kenyon (Director at Bank of I.D.E.A.S) talk about how to encourage economic development in rural areas. Peter is visiting from Australia and had some really interesting observations into what makes communities successful. (I didn’t take notes so I’m paraphrasing.)

Kenyon said the motto in his hometown is “everyone matters, everyone belongs, everyone contributes”. The “contributes” part is incredibly important – and he talked quite a bit about the importance of getting people more involved. He says he’s seen communities invest in developing local leaders — community associations, BIA’s, etc. — and have seen excellent results in terms of community & economic development.

I spoke with him afterwards and he expanded on this idea, offering an analogy: a lot of time cities are like a soccer game. You have a few people on the field doing all the work and 20,000 just watching. Communities need fewer spectators and more players to be successful.

So, invest in building communities by encouraging involvement: putting programs and tools and support in place support leaders; reduce bureaucracy and red tape to let different community groups actually do the work and take on meaningful projects

He said citizenship is not about the city or the state doing everything for residents. Citizenship is a two-way street and requires people to get involved. (Yes!)

Willis talked a lot about the uniqueness of rural communities, and how you can’t talk about rural as on homogeneous place. Ottawa’s rural area includes many different communities, industries, geographies. He wants to see the new Official Plan reflect the diversity of communities and have flexibility. Hard to create a “one rule for everyone” in such a large municipality. This holds true as much in urban and suburban areas as it does in the rural region.

Another topic that Kenyon discussed was the importance of welcoming new people to communities. People move to a place because of the “village feel” but then have trouble connecting with existing residents. In the worst cases, established residents can be resentful of population growth and newcomers in general – no matter where they may come from. Unfortunately, I’ve seen that from time to time in our community. Kenyon said it’s important to find ways to proactively reach out to newcomers and get them involved in community activities, to foster healthy community development, and by extension, stronger economic development as well.

CARNET DU CONSEILLER : Peter Kenyon parle d’engagement communautaire
