<p>As part of the City’s assumption process, the developer of the Davidson stormwater pond is responsible for removing accumulated sediment within the forebay of the pond.  (The Davidson pond is located south of Aridus Crescent and is highlighted in red in the image above.)</p>
<p>Pre-construction work is scheduled to start August 25 (site set-up and pump testing) and then the sediment cleanout is scheduled to begin September 2.  A section of pathway will need to be closed to complete the work. The work will last two to three weeks. Residents will see lower water levels in the pond, and construction equipment performing cleaning and maintenance.</p>
<p>This work is being led by the developer and the contractor is DSEL. You can contact Clint Weiher from DSEL at <a href="mailto:cweiher@dsel.ca">cweiher@dsel.ca</a> or 613-836-0856 with any questions or concerns.</p>

<h2>L’entretien de l’installation de gestion des eaux pluviales Davidson débute le 2 septembre</h2>
<p>Dans le cadre du processus de prise en charge de la Ville, le promoteur du bassin de rétention des eaux pluviales Davidson est responsable du retrait des sédiments accumulés dans le bassin d’admission. (Le bassin Davidson se trouve au sud du croissant Aridus et est surligné en rouge dans l’illustration ci-dessus.)</p>
<p>Des travaux préparatoires devraient débuter le 25 août (aménagement sur le site et essai de pompes). Quant au nettoyage des sédiments, il devrait débuter le 2 septembre. Une section de voie sera fermée pour permettre l’exécution des travaux, qui devraient durer de deux à trois semaines. Les résidents noteront des niveaux d’eau moindres dans le bassin et verront du personnel utiliser de l’équipement de construction pour effectuer le nettoyage et l’entretien.</p>

<p><em>La version française suit </em></p>
<p>The City of Ottawa has received a Zoning By-law Amendment for the property at 1650 Shea Road, located northwest of the intersection Fernbank Road and Cosanti Drive.</p>
<p>The applicant is proposing to build 118 back-to-back townhomes, arranged in blocks of six, eight, ten and twelve units and would be accessed from three separate entrances: two from Shea Road and one from Cosanti Drive. These access points would transition into private laneways serving the community.</p>

<h3>Zoning By-law Amendment</h3>
<p>The site is currently zoned Residential Fourth Density, Subzone Z, Urban Exception 2415 (R4Z [2415]).</p>
<p>The proposed Zoning By-law Amendment seeks relief from the following provisions through a new site-specific zoning exception:</p>
<ul>
<li>Increase the number of attached dwellings for townhomes from ten to 12; and</li>
<li>Increase the number of townhomes in a row from five to six</li>
</ul>

<h3>Background</h3>
<p>In <a href="http://glengower.ca/tag/1650-shea/">July 2023</a>, the City received a Site Plan Control application and a Common Elements Condominium application for this development.</p>
<p>The site plan control process allows the City to influence land development so that it is safe, functional and orderly. It is also used to ensure that the development standards approved by the City and other agencies are implemented and maintained. Building location, landscape treatment, pedestrian access, drainage control and parking layout are a few of the items addressed during review. This Site Plan Control application has not been approved.</p>
<p>A Common Elements Condominium application was submitted in order to establish shared ownership and maintenance for the shared elements on the site including the private roads, services and landscaping.</p>

<h2>1650, chemin Shea : Demande de modification du Règlement de zonage</h2>
<p>La Ville d’Ottawa a reçu une modification du <em>Règlement de zonage</em> pour la propriété située au 1650, chemin Shea, qui est au nord-ouest de l’intersection du chemin Fernbank et de la promenade Cosanti.</p>
<p>Le requérant propose de construire 118 maisons en rangée dos à dos, disposées en îlots de six, huit, dix ou douze unités, qui seraient accessibles par trois entrées distinctes : deux à partir du chemin Shea et une à partir de la promenade Cosanti. Ces points d’accès se transforment ensuite en allées privées desservant la communauté.</p>

<h3>Modification du Règlement de zonage</h3>
<p>Le site est actuellement zoné Zone résidentielle de densité 4, sous-zone Z, exception urbaine 2415 (R4Z [2415]).</p>
<p>La modification proposée au Règlement de zonage vise à déroger aux dispositions suivantes au moyen d’une nouvelle exception de zonage propre au site :</p>
<ul>
<li>Augmenter de 10 à 12 le nombre de logements reliés des habitations en rangée; et</li>
<li>Augmenter de cinq à six le nombre d’habitations formant une rangée.</li>
</ul>

<h3>Contexte</h3>
<p>En <a href="http://glengower.ca/tag/1650-shea/">juillet 2023</a>, la Ville a reçu une demande de réglementation du plan d’implantation et une demande d’approbation d’un plan de copropriété (parties communes) pour cet aménagement.</p>
<p>Le processus de réglementation du plan d’implantation permet à la Ville d’influer sur l’aménagement du territoire afin de veiller à ce que celui-ci soit sécuritaire, fonctionnel et harmonieux. Il sert également à garantir l’application et le respect des normes d’aménagement approuvées par la Ville et d’autres organismes. L’examen porte notamment sur l’emplacement des bâtiments, le traitement du paysage, l’accès piétonnier, la régulation du drainage et la disposition des stationnements. Cette demande de réglementation du plan d’implantation n’a pas été approuvée.</p>
<p>Une demande d’approbation d’un plan de copropriété (parties communes) a été soumise afin d’établir la propriété commune et l’entretien des parties communes du site, notamment les rues privées, les services et l’aménagement paysager.</p>

<p>On Sunday, July 28, family, friends and neighbours gathered for a special naming ceremony at Silas Bradley Park at 910 Orvieto Way in the Edenwylde neighbourhood in Stittsville. Several generations of the Bradley family joined us to pay tribute to the life and community contributions of Silas Christopher &#8220;SC&#8221; Bradley.</p>
<p>&#8220;SC&#8221; was a long-time resident of Stittsville who was deeply involved in his community, including eight years of service as Stittsville&#8217;s first Reeve upon its inception in 1961. He was also the founder of Bradley&#8217;s Insurance.</p>
<p>Well-known as a strong community leader, Silas took on many leadership roles and is renowned for his work as an elected officer for the Hazeldean Loyal Orange Lodge No. 246., Chairman of the South Carleton School Board, Master of the Hazeldean Masonic Lodge, elected Warden of St. Thomas Anglican Church, Justice of the Peace for Carleton County, and as a charter member of the Stittsville District Lion’s Club.</p>
<p>Mayor Mark Sutcliffe was on hand for the ceremony, and Bradley&#8217;s granddaughter Ellen Faulkner spoke at the event.</p>

<h2>Cérémonie officielle de dénomination du parc Silas-Bradley</h2>
<p>Le dimanche 28 juillet, la famille, les amis et les voisins se sont réunis pour une cérémonie spéciale de dénomination au parc Silas-Bradley, situé au 910, chemin Orvieto, dans le quartier Edenwylde de Stittsville. Plusieurs générations de la famille Bradley se sont jointes à nous pour rendre hommage à la vie et aux contributions communautaires de Silas Christopher « SC » Bradley.</p>
<p>« SC » a longtemps vécu à Stittsville et s’est beaucoup investi dans sa communauté, notamment en étant pendant huit ans le premier préfet de Stittsville lors de sa création en 1961. Il est également le fondateur de Bradley’s Insurance.</p>
<p>Reconnu comme un leader de la communauté hors pair, Silas a assumé de nombreux rôles de leadership et est réputé pour son travail en tant que représentant élu de la Loyal Orange Lodge n<sup>o</sup> 246, Hazeldean, président du conseil scolaire de South Carleton, maître de la loge maçonnique Hazeldean, marguillier élu de l’église anglicane St. Thomas, juge de paix pour le comté de Carleton et membre fondateur du Club Lions du district de Stittsville.</p>
<p>Le maire Mark Sutcliffe était présent à la cérémonie et la petite-fille de M. Bradley, Ellen Faulkner, a pris la parole à cette occasion.</p>

<p><em>La version française suit</em></p>
<p>The City of Ottawa has received a Site Plan Control application to build 13 three-story buildings with back-to-back townhomes. The buildings will have 6, 8, or 10 townhomes each, with a total of 116 homes being proposed for the site. The buildings are to be configured in eight blocks, and the proposal will include six private roads. Each townhome will include a driveway and a garage accessed by a private internal road. Vehicle access is to be provided from three site accesses, two from Shea Road to the east and one from Cosanti Drive to the south.</p>
<p>A Common Elements Condominium application has also been submitted in order to establish shared ownership and maintenance for the shared elements on the site including the private roads, services and landscaping.</p>
<p>The  property is located to the northwest of the intersection of Cosanti Drive and Shea Road within the Edenwylde subdivsion. The 2.48-hectare site is currently vacant and is irregularly shaped with approximately 100 metres of frontage onto Cosanti Drive and 275 metres of frontage onto Shea Road.</p>
<p>Surrounding land uses include the residential Edenwylde subdivision to the south and west, as well as a vacant property zoned General Mixed use to the north. To the east are agricultural lands. Immediately abutting the site on its west is a hydro corridor, with the corridor lands being under City ownership. There is a portion of the development proposal that is within the Hydro corridor lands, with a request to dispose of the land being reviewed simultaneously with this proposal.</p>

<h2>1650, CHEMIN SHEA : RÉGLEMENTATION DU PLAN D’IMPLANTATION ET DEMANDE DE PLAN DE COPROPRIÉTÉ</h2>
<p>La Ville d’Ottawa a reçu une demande de réglementation du plan d’implantation pour la construction de 13 immeubles de trois étages avec des habitations en rangée dos à dos. Les immeubles compteront 6, 8 ou 10 habitations en rangée chacun, pour un total de 116 habitations proposées pour le site. Ces immeubles seraient configurés en huit îlots, et le projet comprendra la construction de six voies privées. Chaque habitation en rangée comprendra une entrée privée et un garage accessibles par une voie privée interne. Les véhicules accéderont à l’emplacement par trois entrées de cour, deux donnant sur le chemin Shea à l’est et une donnant sur la promenade Cosanti au sud.</p>
<p>Une demande de copropriété de parties communes a également été présentée afin d’établir la propriété commune et l’entretien des parties communes du site, notamment les rues privées, les services et l’aménagement paysager.</p>
<p>La propriété est située au nord-ouest de l’intersection de la promenade Cosanti et du chemin Shea, dans le lotissement Edenwylde. Ce terrain vacant de 2,48 hectares et de forme irrégulière présente des façades d’environ 100 mètres sur la promenade Cosanti et de 275 mètres sur le chemin Shea.</p>
<p>Aux alentours, on retrouve le lotissement résidentiel Edenwylde au sud et à l’ouest ainsi qu’un terrain vacant désigné Zone d’utilisations polyvalentes générale au nord. Des terres agricoles s’étendent à l’est. Un couloir de transport d’électricité aménagé sur des terrains appartenant à la Ville jouxte l’emplacement à l’ouest. Une partie de l’aménagement proposé serait réalisé dans ce couloir de transport d’électricité, et une demande d’utilisation de ce terrain sera examinée en même temps que la présente proposition.</p>

<p>A temporary road detour will be constructed and implemented at Fernbank Road between Liard Street and Shea Road to facilitate the installation of a trunk sanitary sewer via open cut.</p>
<p><strong>What:<br />
</strong>The work involves the construction of a temporary road detour and the installation of a trunk sanitary sewer and two watermain stubs at Fernbank Road.</p>
<p><strong>Why:<br />
</strong>This work is required to extend the City’s wastewater collection network and provide watermain connections for future development.</p>
<p><strong>When:<br />
</strong>The temporary road detour construction has been completed. Opening of the temporary road detour and installation of the trunk sanitary sewer is planned to begin on <span style="text-decoration: line-through;">Tuesday May 31, 2022 and be completed by Friday July 22, 2022. Fernbank Road reinstatement and re-opening will occur in August 2022.</span> <strong>Work began in October 2022 and is expected to be complete with roads re-opened by end of November 2022.</strong></p>
<p><strong>Where:<br />
</strong>Work will occur in the Fernbank Road right of way, approximately 210 metres east of Liard Street / Hartsmere Drive and 300 metres west of Shea Road.</p>
<p><strong>Who:<br />
</strong>Thomas Cavanagh Construction Ltd. will be completing the work.</p>
<p><strong>Accessibility<br />
</strong>Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. <p><strong>Traffic Impacts<br />
</strong>In order to accommodate the proposed construction, a temporary road closure will be required at the Fernbank Road and Edenwylde Drive intersection between Tuesday May 31, 2022 and Friday June 17, 2022. Access shall be provided for local residents affected in the closure area by Cosanti Drive and Hickstead Way during this period.</p>
<p>The affected roads will have information and construction signs installed and maintained throughout the construction sites for the duration of the replacements to keep you informed of the changing conditions. Significant effort is being made to reduce the duration of the construction impacts in your community. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will maintained.</p>

<p>The City is looking for your help to design a new park in Stittsville South. <strong>Silas Bradley Park</strong> is a proposed new park in Tartan Homes’ new <strong>EdenWylde</strong> subdivision. The park will be almost two hectares at the intersection of Hickstead and Orvieto ways, next to the hydro corridor.</p>
<p>You can help by <a href="https://engage.ottawa.ca/silas-bradley-park">giving your feedback</a> on the park’s final design details and recreation amenities, which you can <a href="http://glengower.ca/wp-content/uploads/2020/01/16617-1-Silas-Bradley-Concept_-_EN_FINAL-s.pdf">download here</a>. The proposed amenities were chosen to complement two other proposed parks in the area that the City is currently planning: Howard A. Maguire Park and Ray McCaffrey Park. The deadline for comments is January 17.</p>

<p>The City of Ottawa has received a Zoning By-law Amendment to re-zone a residential block in the future <strong>EdenWylde</strong> adult lifestyle community to permit a private community centre. The EdenWylde subdivision located southwest of Fernbank and Shea was approved in April of 2017 and is proceeding towards final approval and registration. <a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=en&amp;appId=__AC4NFF">The application summary can be found here.</a></p>
<p>Ottawa&#8217;s Zoning By-law determines what is allowed to be built in a certain area. Currently, the area of the subdivision where the community centre is to be built is zoned R3, meaning &#8220;Residential third density&#8221;. R3 zoning allows the development of townhomes, duplex, triplex and other higher density residential dwellings. A community centre is considered a &#8220;place of assembly&#8221; under the Zoning By-law and not currently permitted in this location.</p>
<p>The application also requests the removal of required parking spaces as the centre will only serve residents living within walking distance.</p>

<p><span lang="FR-CA">La Ville d’Ottawa a reçu une demande de modification au <i>Règlement de zonage </i>visant le rezonage d’un îlot résidentiel dans le futur ensemble d’habitations <b>EdenWylde </b>réservé aux adultes pour permettre la construction d’un centre communautaire privé. Le lotissement EdenWylde situé au sud-ouest des chemins Fernbank et Shea, qui a été approuvé en avril 2017, en est à l’étape de l’approbation finale et de l’enregistrement du plan de lotissement.<span class="apple-converted-space"> </span></span><a href="https://app01.ottawa.ca/postingplans/appDetails.jsf?lang=fr&amp;appId=__AC4NFF"><span lang="FR-CA">On trouvera ici le sommaire de la demande.</span></a></p>
<p><span lang="FR-CA">Le <i>Règlement de zonage </i>d’Ottawa détermine les constructions autorisées dans un secteur donné. À l’heure actuelle, la parcelle du lotissement où doit être construit le centre communautaire est zoné R3, ce qui signifie « zone résidentielle de densité 3 ». Ce zonage autorise la construction de maisons en rangée, de duplex, de triplex et d’autres ensembles résidentiels de plus forte densité. La construction d’un centre communautaire, considéré comme un « lieu de rassemblement » en vertu du <i>Règlement de zonage</i>,<i></i>n’est actuellement pas autorisée à cet endroit.  </span></p>
<p><span lang="FR-CA">La demande porte également sur la suppression des places de stationnement requises puisque le centre serait réservé aux résidents vivant à une distance de marche.</span></p>
