<p>Today was the first council meeting of the new term. Stittsville is known as &#8220;Ward 6&#8221; of the 23 city wards, so I took my seat at 10:00am in between<strong> Eli El-Chantiry</strong> (West Carleton, Ward 5) and <strong>Theresa Kavanagh</strong> (Bay, Ward 7). <p><strong>GOVERNANCE REVIEW</strong><br />
Today&#8217;s agenda included a debate on the governance report, a massive document that sets out the structure and procedure of council and committees over the next four years. It gets into the weeds of municipal governance and can get a bit tedious, but it&#8217;s important to have the right framework in place to allow council to operate and make decisions fairly and responsibly.</p>
<p>There were number of motions approved that I believe will ensure a greater degree of accountability, transparency and more meaningful public participation at City Hall.  One small example was a motion put forward by my colleague <strong>Keith Egli</strong> (Knoxdale-Merivale), to increase the release of reports to <em>7 business days </em>(up from 7 calendar days) in advance of a committee meeting.  This would allow residents and stakeholders more time to review the reports and prepare a response before the item goes to committee. This was the kind of municipal minutiae that we reviewed and discussed for about three hours.</p>
<p><strong>RETAIL CANNABIS</strong><br />
The other major item presented today at council was the tabling of a report on cannabis, and whether or not the city should opt out of retail cannabis sales. This report comes in advance of a special meeting next week entirely devoted to the issue of retail cannabis. On Thursday, December 13, members of the public can address council as a whole and share their questions, comments, and concerns, before council votes on the issue.</p>
<p>I still need to dive in and read the report in greater detail, but I was pleased to see that it includes information about the <strong>Alcohol and Gaming Commission of Ontario&#8217;s (AGCO)</strong> process for evaluating and awarding licenses to cannabis retailers. To be clear, this would be part of a provincial approval process, rather than a municipal one, but it would provide some regulatory oversight and public consultation on the location of retail cannabis stores that many residents, myself included, have been wondering about. This policy is one of many pieces of information included in the report that I will be looking for clarification on over the next week.</p>

<p><strong>COMMITTEE NOMINATIONS</strong><br />
Next up for me from a city council point of view is the nomination process for committees. This week each councillor will fill out  a survey to indicate their preferred committees, such as planning, transportation, transit, public health, and so on. Then on Tuesday, a small group of councillors appointed as the &#8220;nominating committee&#8221; will review all of the requests, and slot people into the many committees, boards, and other positions on council. Stay tuned!</p>

<h2>CARNET DU CONSEILLER</h2>
<p>Aujourd&#8217;hui s&#8217;est tenue la première réunion du nouveau Conseil, mandat 2018-2022. Stittsville est connu pour être le « Quartier 6 » de 23 quartiers municipaux. Je me suis donc installé à mon siège à 10 h entre le conseiller Eli El-Chantiry (Quartier 5, West Carleton) et la conseillère Theresa Kavanagh (Quartier 7, Baie). Sur la photo, je suis du côté gauche, à gauche du drapeau du Canada. Le maire Jim Watson est assis au centre et préside la réunion.</p>
<p><strong>EXAMEN DE LA GESTION PUBLIQUE</strong><br />
À l&#8217;ordre du jour aujourd&#8217;hui, nous avons débattu du Rapport sur l&#8217;examen de la gestion publique, un document imposant qui définit la structure et les procédures du conseil et des comités pour les quatre prochaines années. Il traite des détails de la gouvernance municipale et peut s&#8217;avérer assez fastidieux. Par contre, c&#8217;est important d&#8217;avoir un bon cadre pour permettre au Conseil de fonctionner et de prendre des décisions de manière équitable et responsable.</p>
<p>Plusieurs motions ont été adoptées, lesquelles, à mon avis, assureront un niveau plus élevé de responsabilité, de transparence et de participation citoyenne significative à l&#8217;hôtel de ville. Un petit exemple à cet effet est une motion proposée par mon collègue Keith Egli (Quartier Knowdale-Merivale) de faire passer la publication des rapports avant les réunions des comités à 7 jours ouvrables (plutôt qu&#8217;à 7 jours civils). Ainsi, les résidents et les intervenants concernés auront plus de temps pour examiner lesdits rapports et préparer une réponse avant que le dossier soit étudié par le comité. C&#8217;est le genre de détails que nous avons examinés et discutés pendant trois heures environ.</p>
<p><strong>VENTE AU DÉTAIL DE CANNABIS</strong><br />
L&#8217;autre point important aujourd&#8217;hui au Conseil a été le dépôt d&#8217;un rapport sur le cannabis et sur la décision que doit prendre la Ville d&#8217;accepter ou de refuser la vente au détail de cannabis sur son territoire. Ce rapport précède une réunion spéciale qui se tiendra la semaine prochaine et qui portera uniquement sur la question de la vente au détail du cannabis. Le jeudi 13 décembre 2018, les résidents pourront se présenter devant le conseil siégeant en comité plénier pour poser leurs questions, faire des commentaires et exprimer leurs préoccupations avant que le Conseil passe au vote sur cette question.</p>
<p>Je dois lire le rapport de façon plus détaillée, mais j&#8217;ai été heureux de voir qu&#8217;il contenait des renseignements sur la procédure de la Commission des alcools et des jeux de l&#8217;Ontario pour évaluer et octroyer des licences aux établissements privés de vente au détail de cannabis. À vrai dire, cela l&#8217;octroi de licence ferait partie d&#8217;un processus d&#8217;approbation provincial plutôt que municipal, mais il y aurait un volet de réglementation municipale et de consultation publique entourant l&#8217;emplacement des magasins de vente de cannabis, un aspect sur lequel s&#8217;interrogeaient de nombreux résidents, dont moi-même. Cette politique fait partie des nombreux renseignements contenus dans le rapport et à propos desquels je chercherai des précisions au cours de la semaine.</p>
<p>Dans l&#8217;intervalle, j&#8217;aimerais bien connaître le point de vue des résidents sur cette question. <p><strong>NOMINATIONS AUX COMITÉS</strong><br />
À venir pour moi en ce qui concerne le conseil municipal: le processus des nominations aux comités. Cette semaine, les conseillers rempliront un sondage pour indiquer à quels comités ils souhaitent siéger; p. ex. le Comité de l&#8217;urbanisme, celui des transports, la Commission du transport en commun, le Conseil de santé, etc. Puis mardi, un petit groupe de conseillers nommés au « comité des candidatures » révisera toutes les demandes et affectera des personnes aux différents comités, conseils et autres postes à pourvoir au conseil.
