<p>In a <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=df92cccb-c148-4796-808b-41a844a578d0&amp;Agenda=Agenda&amp;lang=English&amp;Item=19&amp;Tab=attachments">report to the Built Heritage Committee</a>, City staff are recommending the approval of an application to demolish the house located at 5897 Fernbank Road.</p>
<p>The property was designated under Part IV of the <em>Ontario Heritage Act</em> on September 17, 2019, and contains a two-storey stone-clad Gothic Revival farmhouse, also known as the Flewellyn/Jones House, constructed in 1886.</p>
<p>The property suffered a fire on March 26, 2025, causing significant structural damage to the house. A <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=df92cccb-c148-4796-808b-41a844a578d0&amp;Agenda=Agenda&amp;lang=English&amp;Item=19&amp;Tab=attachments">structural engineering assessment</a> following the fire found significant structural damage to the foundation, floor assemblies and roof assemblies, in addition to smoke and fire damage to the exterior and interior walls. The assessment identified a collapse risk at the second-floor roof assembly and recommended that the entire structure be demolished due to damage and the risk of collapse.</p>
<p>The property owner has applied for a heritage permit to demolish the property based on the conclusions of the structural engineering assessment.</p>
<p>Applications to demolish properties designated under Part IV of <em>the Ontario Heritage Act</em> are not typically supported. However, given the extensive fire damage and risk of collapse, Heritage Planning staff are recommending the approval of the application to demolish the farmhouse on site.</p>
<p>The staff report will go before the Built Heritage Committee on September 9, 2025 before rising to City Council on September 24, 2025.</p>

<h3>Councillor comments:</h3>
<p>Here are the comments provided by Councillor Glen in the staff report:</p>
<blockquote><p>I’m saddened by the potential loss of Flewellyn-Jones House, which has been a landmark in Goulbourn and Stittsville for nearly 140 years.</p>
<p>Richard and Margaret Flewellyn arrived from Ireland with their young son John in the early 1860s. They purchased 195 acres in December 1869 at Concession X, Lot 26, Goulbourn Township, now known as 5897 Fernbank Road in Stittsville, where they raised 10 children – five girls and five boys. The stone house was built in 1886.</p>
<p>The family and their descendants became community leaders, involved in the founding of what’s now Stittsville United Church, and active in the local school board as trustees. They were probably involved in establishing SS #14, a pioneer schoolhouse on the other side of Fernbank that was demolished more than a decade ago.</p>
<p>The property changed hands several times in the mid-20th century before being purchased by Dorothy and Bill Jones in 1962.</p>
<p>The house is one of several stone buildings in the Stittsville/Goulbourn area that were built in late 19th century in the years following the Great Fire of 1870, that I call “The Stone Cousins”. Flewellyn-Jones is a Gothic Revival farmhouse, similar in style and construction to Boyd House and Patrick Hartin House, both located almost directly north near Huntmar and Maple Grove.</p>
<p>I encourage the current owners to work with City staff to appropriately commemorate the Flewellyn-Jones house and the legacy of the Flewellyn family in any future building or development on the property.</p></blockquote>

<h2>Le personnel recommande la démolition de la maison Flewellyn-Jones, située sur le chemin Fernbank</h2>
<p>Dans un <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=df92cccb-c148-4796-808b-41a844a578d0&amp;Agenda=Agenda&amp;lang=English&amp;Item=19&amp;Tab=attachments">rapport présenté au Comité du patrimoine bâti</a>, le personnel de la Ville recommande d’approuver une demande de démolition de la maison située au 5897, chemin Fernbank.</p>
<p>Cette propriété désignée en vertu de la partie IV de la <em>Loi sur le patrimoine de l’Ontario</em> le 17 septembre 2019 est occupée par une maison de ferme néogothique à parement de pierre de deux étages, connue sous l’appellation de maison Flewellyn-Jones et construite en 1886.</p>
<p>Un incendie survenu le 26 mars 2025 a causé d’importants dommages structurels à cette maison. Une <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=df92cccb-c148-4796-808b-41a844a578d0&amp;Agenda=Agenda&amp;lang=English&amp;Item=19&amp;Tab=attachments">évaluation de l’ingénierie structurale</a> réalisée après l’incendie a révélé des dommages importants aux fondations, aux planchers et à la toiture, en plus de ceux causés par la fumée et le feu aux murs extérieurs et intérieurs. Cette évaluation a permis de déterminer un risque d’effondrement de la toiture du second étage. La démolition de l’ensemble de la structure a donc été recommandée en raison des dommages observés et du risque d’effondrement.</p>
<p>Le propriétaire a présenté une demande de permis patrimonial pour démolir le bâtiment sur la base des conclusions de l’évaluation de l’ingénierie structurale.</p>
<p>Les demandes de démolition de propriétés désignées en vertu de la partie IV de la <em>Loi sur le patrimoine de l’Ontario</em> ne sont généralement pas approuvées. Toutefois, compte tenu des dommages importants causés par l’incendie et au regard du risque d’effondrement, le personnel chargé de la planification du patrimoine recommande d’approuver la demande de démolition de la maison de ferme occupant l’emplacement visé.</p>
<p>Le rapport du personnel sera présenté au Comité du patrimoine bâti le 9 septembre 2025 avant d’être présenté au Conseil municipal le 24 septembre 2025.</p>

<h3>Commentaires du conseiller municipal:</h3>
<p>Voici les commentaires formulés par le conseiller Glen Gower dans le rapport du personnel :</p>
<blockquote><p>Je suis attristé par la perte éventuelle de la maison Flewellyn-Jones, lieu emblématique de Goulbourn et de Stittsville depuis près de 140 ans.</p>
<p>Richard et Margaret Flewellyn sont arrivés d’Irlande avec leur jeune fils John au début des années 1860. Ils ont fait l’acquisition en décembre 1869 de 195 acres de terres sur la concession X, lot 26, canton de Goulbourn, un bien-fonds qui porte aujourd’hui pour adresse municipale le 5897, chemin Fernbank à Stittsville, où ils ont élevé leurs dix enfants, cinq filles et cinq garçons. La maison de pierre a été construite en 1886.</p>
<p>La famille et ses descendants sont devenus des leaders communautaires, s’investissant dans la fondation de ce qui est aujourd’hui l’Église unie de Stittsville et participant activement au conseil scolaire local en tant qu’administrateurs. Ils ont probablement participé à la création de l’école secondaire de rang n<sup>o</sup> 14, une école pionnière située de l’autre côté de Fernbank, démolie il y a plus de dis ans.</p>
<p>La propriété a changé de mains à plusieurs reprises au milieu du XX<sup>e</sup> siècle, avant d’être rachetée par Dorothy et Bill Jones en 1962.</p>
<p>La maison figure au nombre des quelques bâtiments en pierre construits dans la région de Stittsville/Goulbourn à la fin du XIX<sup>e</sup> siècle, dans les années qui ont suivi le grand incendie de 1870, et que j’appelle les « cousins en pierre ». La maison Flewellyn-Jones, d’inspiration néogothique, rappelle par son style et ses éléments architecturaux la maison Boyd et la maison Patrick-Hartin, toutes deux situées presque directement au nord, près de Huntmar et Maple Grove.</p>
<p>J’encourage les propriétaires actuels à collaborer avec le personnel de la Ville afin de commémorer de manière appropriée la maison Flewellyn-Jones et l’héritage de la famille Flewellyn dans tout projet de construction ou d’aménagement sur cette propriété.</p></blockquote>

<p>In recent months several serious collisions have occurred at the intersection of Shea Road and Flewellyn Road just south of Stittsville, including two this week alone. The intersection is just south of Stittsville in Ward 21 (Rideau-Jock) and Councillor David Brown is working with City staff to implement short-term and more permanent safety measures.</p>
<h3>Safety enhancements on the way</h3>
<p>As Councillor Brown <a href="https://www.ward21.ca/news/update-flewellyn-and-shea">shared back in April</a>, there are several measures that will be installed this summer, including:</p>
<ul data-rte-list="default">
<li>
<p class="">Flashing beacons with red lights on Shea and amber lights on Flewellyn will be added to alert drivers to the approaching intersection</p>
</li>
<li>
<p class="">Intersection warning signs will be relocated to further in advance of the intersection to provide greater notice of the intersection</p>
</li>
<li>
<p class="">Speed boards have been ordered to be added to Flewellyn Road on the approaches to Shea to encourage drivers to abide by the speed limit</p>
</li>
<li>
<p class="">Edge line pavement markings will be added to encourage speed reductions on approach to the intersection</p>
</li>
</ul>
<p>There&#8217;s repaving scheduled for Flewellyn Road starting July 22, and the safety measures will be installed after that work is done.</p>
<h3>Can&#8217;t you install stop signs on Flewellyn?</h3>
<p>Unfortunately no.</p>
<p>An all-way stop at the intersection is not possible because the intersection is offset, with more than 100 feet between the two sides of Shea Road. Ottawa, like all 444 municipalities in the province adheres to the Highway Traffic Act and associated Ontario Traffic Manuals to sign roadways. In the case, OTM Book 5 page 25 states the following.  (Emphasis is mine.)</p>
<p><em><strong>&#8220;All-Way Stop Controls:</strong> </em><em>In some circumstances, it may be appropriate to install STOP signs on all approaches to an intersection. This results in an all-way stop condition. All-way stop controls disrupt the flow of traffic and introduce delays to all drivers using the intersection and should only be considered at the intersection of two relatively equal roadways having similar traffic volume demand and operating characteristics (see Minimum Volume Warrants below). <strong><u>The approaches should be directly opposing (i.e., not offset), should preferably approach at right angles (i.e. no skewed approaches)</u></strong><u> </u>and have an equal number of lanes. For the vehicle volume counts, bicycles are considered vehicles under the HTA.&#8221;</em></p>
<p>Implementing stop signs with such a large offset could make the intersection even more hazardous.</p>
<h3>What about a permanent fix?</h3>
<p>The permanent fix would be to properly align the intersection so that a four-way stop, traffic signals, or a roundabout could be installed. This would involve acquiring land from one of the adjacent farms. It is possible, but it&#8217;s a process that unfortunately takes time and budget. This intersection is in the queue with several others across Ottawa and Councillor Brown and I will be working through the budget process to fund this and other intersections where safety upgrades are warranted.</p>

<h2>Mise à jour : sécurité à l’intersection des chemins Shea et Flewellyn</h2>
<p>&nbsp;</p>
<p>Ces derniers mois, l’intersection des chemins Shea et Flewellyn a été le théâtre de plusieurs accidents graves, dont deux sont survenus dans la dernière semaine. L’intersection se trouve juste au sud de Stittsville dans le quartier 21 (Rideau-Jock), et le conseiller David Brown travaille avec le personnel de la Ville pour mettre en œuvre des mesures de sécurité à court terme et d’autres plus permanentes.</p>
<h3>Amélioration de la sécurité à venir</h3>
<p>Comme l’a annoncé le conseiller David Brown <a href="https://www.ward21.ca/news/update-flewellyn-and-shea">en avril dernier</a>, plusieurs mesures seront mises en place cet été, notamment :</p>
<p>&nbsp;</p>
<ul>
<li>Des feux rouges clignotants et des feux orange seront installés sur les chemins Shea et Flewellyn, respectivement, pour avertir les automobilistes de l’approche de l’intersection;</li>
<li>Les panneaux avertisseurs de l’intersection seront relocalisés plus en amont pour informer plus tôt les automobilistes qu’une intersection approche;</li>
<li>La Ville a ordonné que des tableaux électroniques d’affichage de la vitesse soient posés sur le chemin Flewellyn à l’approche du chemin Shea pour inciter les automobilistes à respecter la limite de vitesse;</li>
<li>Des lignes de bordure seront peintes sur la chaussée afin d’inciter les automobilistes à ralentir à l’approche de l’intersection.</li>
</ul>
<p>La réfection du chemin Flewellyn commencera le 22 juillet et les mesures de sécurité seront mises en place après ces travaux.</p>
<h3>Ne pouvez-vous pas installer des panneaux d’arrêt sur le chemin Flewellyn?</h3>
<p>Malheureusement, non.</p>
<p>Il est impossible d’installer des panneaux d’arrêt toutes directions à cette intersection puisqu’elle est décalée; plus de 100 pieds séparent les deux côtés du chemin Shea. Comme les 444 municipalités de la province, Ottawa adhère au <em>Code de la route</em> de l’Ontario et aux manuels sur le contrôle de la circulation en Ontario (<em>Ontario Traffic Manuals</em>) en ce qui concerne la pose des panneaux sur ses routes. Dans le cas qui nous concerne, la page 25 du manuel 5 sur le contrôle de la circulation en Ontario décrit ce qui suit (C’est moi qui ai fait la mise en relief.) :</p>
<p><strong><em> </em></strong></p>
<p><strong><em>« Panneaux d’arrêt toutes directions :</em></strong><em> Dans certaines circonstances, il peut être approprié d’installer des panneaux ARRÊT dans toutes les directions d’une intersection. Cette situation impose alors un arrêt toutes directions. Les panneaux d’arrêt toutes directions perturbent le flot de la circulation et occasionnent des retards pour l’ensemble des automobilistes qui utilisent l’intersection. Ils devraient donc être envisagés seulement à l’intersection de deux routes relativement équivalentes en matière de débit de circulation et de caractéristiques fonctionnelles (voir les Critères de débit minimum ci-dessous). <strong><u>Les deux côtés d’une même rue doivent être directement opposés (et non décalés) et les deux rues de l’intersection doivent idéalement être perpendiculaires (pas d’intersections obliques)</u></strong> et posséder le même nombre de voies. Pour ce qui est du calcul du débit de circulation, les vélos sont considérés comme des véhicules selon le </em>Code de la route<em>. »</em></p>

<p>Ainsi, la mise en place de panneaux d’arrêt à une intersection aussi décalée rendrait la situation encore plus dangereuse.</p>
<p>&nbsp;</p>
<h3>Et si vous trouviez une solution permanente?</h3>
<p>La solution permanente serait d’aligner correctement l’intersection de sorte que la Ville puisse installer des panneaux d’arrêt toutes directions, des feux de circulation ou un rond-point. Cette démarche impliquerait d’acheter une partie des terres des fermes adjacentes. C’est possible, mais c’est un processus qui demande malheureusement temps et argent. Cette intersection, de même que plusieurs autres dans tout Ottawa, est sur la liste des situations à corriger et le conseiller David Brown et moi-même allons poursuivre le processus d’obtention d’un budget pour financer ce projet et celui d’autres intersections qui exigent des améliorations de sécurité.</p>
