(press release via City of Ottawa / La version française suit)

The City encourages you to participate in the Ward Boundary Review 2020, either through the online public engagement survey at ottawa.ca/wardboundary or through any of the nine public consultations taking place between Tuesday, March 10 and Wednesday, April 1.

In June 2019, City Council directed staff to retain an independent consultant to conduct a comprehensive review and establish the city’s ward boundaries that could be used in at least the 2022, 2026 and 2030 municipal elections. Beate Bowron Etcetera Inc., in association with The Davidson Group and Hemson Consulting Ltd., will lead the review and ensure an objective and impartial process.

The last major ward boundary review was conducted 15 years ago, and Ottawa’s population has grown significantly since – especially in suburban wards. There are now significant population imbalances between wards that could affect fair and equal representation for you, the voter. That’s why it is important to get involved and have your say.

There will be two rounds of public consultation. Round one is underway, collecting your input on existing ward boundaries. Once the first phase is finished, the consultant team will prepare an information report that will set out options for revised ward boundaries, to be considered this spring by the Finance and Economic Development Committee and City Council. Round two will be later this year, and will seek opinions and feedback on those ward boundary options.

How to participate

Getting involved is easy and convenient. You can provide your input as part of round one either from the comfort of your own home by completing a survey or submitting comments at ottawa.ca/wardboundary, or by attending one of the following consultation sessions:

THIS MORNING AT COUNCIL
Two main items on the agenda today: committees and budget. Here are the committees that I’ll be serving on:

Chair of Built Heritage Sub-Committee (BCSC). I’m thrilled for this leadership opportunity in an area where I can continue my advocacy work from the past few years. Heritage is a key component of building healthy communities, and it is of particular importance in the context of Stittsville Main Street.

Vice-Chair of Agriculture and Rural Affairs (ARAC). Although strictly speaking Stittsville is not a rural ward, we are surrounded by farmland. One of the files that will likely come to this committee in this term will be the Carp Road landfill. Specifically, the Host Municipal Responsibility Agreement (HMRA) between the City of Ottawa and Waste Management. Eli El-Chantiry from West Carleton is the chair of this committee and this is an issue that both of us are watching very closely.

Member of Planning Committee and Transit Commission. Healthy development and better transit service were two key parts of my election platform. Both of these committees will give me an opportunity to help shape the “big picture” direction for our city in these areas, and have a vote on the many active development files in Stittsville. I am also very happy to see all three councillors in our area on the Transit Commission: me, Jenna Sudds (Kanata North) and Allan Hubley (Kanata South). I’ve spoken to both of them already about the need for a strong and united voice on transit in our communities.

Member of the Ottawa Board of Health. Members of this committee have a responsibility work to improve and advocate for the health and well-being of residents. In the last term of council this committee tackled a number of high-profile public health files and I expect that to continue in this term, for example with public education around cannabis use.

Member of the Mississippi Valley Conservation Authority (MVCA) board. Both the Poole Creek and Carp River are part of the Mississippi Valley watershed, so this was a natural fit for me (pardon the pun).

It’s a heavy committee schedule but I am looking forward to it. I signed up for this job to be a leader and a strong voice for Stittsville, and this mix of committees will give me that opportunity.

BUDGET DIRECTION
The other big piece on the agenda today was approving the guidelines and timelines for staff to prepare the 2019 draft budget. We set a target of no more than 3% for a tax increase, including significant investment of $9.8-million in infrastructure renewal (translation: roads, sidewalks, paths, bridge repair); improving transit reliability and capacity; and additional funding for the Ottawa Police. You can read a full press release with the details here…

Several councillors highlighted the need to keep Ottawa affordable, by continuing to find efficiencies, and focusing on delivering high-value services to residents. The draft budget gets tabled in early February, following which the various committees will meet to review, revise and approve budgets in their respective areas. I’ll be focused on ensuring our community gets its fair share of funding in the new budget.

SPECIAL MEETING ON CANNABIS
Usually Council only meets once every two weeks, but we’ll be back in council chambers again on Thursday, December 13 for the third time in eight days. We’ll hear from senior city staff about the implications should Ottawa decide to opt-in or opt-out of private retail cannabis sales. As of Wednesday afternoon, 13 public delegations had already registered to present. Anyone can make a 5-minute presentation to council during the meeting, and it will continue from 9:30am in the morning until everyone has had a chance to speak. I’m anticipating a long day at City Hall!

Today was the first council meeting of the new term. Stittsville is known as “Ward 6” of the 23 city wards, so I took my seat at 10:00am in between Eli El-Chantiry (West Carleton, Ward 5) and Theresa Kavanagh (Bay, Ward 7). You can see me on the left side of this photo, just to the left of the Canadian flag. Mayor Jim Watson sits up high in the middle, and chairs the meeting.

GOVERNANCE REVIEW
Today’s agenda included a debate on the governance report, a massive document that sets out the structure and procedure of council and committees over the next four years. It gets into the weeds of municipal governance and can get a bit tedious, but it’s important to have the right framework in place to allow council to operate and make decisions fairly and responsibly.

There were number of motions approved that I believe will ensure a greater degree of accountability, transparency and more meaningful public participation at City Hall. One small example was a motion put forward by my colleague Keith Egli (Knoxdale-Merivale), to increase the release of reports to 7 business days (up from 7 calendar days) in advance of a committee meeting. This would allow residents and stakeholders more time to review the reports and prepare a response before the item goes to committee. This was the kind of municipal minutiae that we reviewed and discussed for about three hours.

RETAIL CANNABIS
The other major item presented today at council was the tabling of a report on cannabis, and whether or not the city should opt out of retail cannabis sales. This report comes in advance of a special meeting next week entirely devoted to the issue of retail cannabis. On Thursday, December 13, members of the public can address council as a whole and share their questions, comments, and concerns, before council votes on the issue.

I still need to dive in and read the report in greater detail, but I was pleased to see that it includes information about the Alcohol and Gaming Commission of Ontario’s (AGCO) process for evaluating and awarding licenses to cannabis retailers. To be clear, this would be part of a provincial approval process, rather than a municipal one, but it would provide some regulatory oversight and public consultation on the location of retail cannabis stores that many residents, myself included, have been wondering about. This policy is one of many pieces of information included in the report that I will be looking for clarification on over the next week.

In the meantime I would be interested to hear from residents on this issue. <del>The full report will be posted shortly, and when it’s available I’ll share the link here</del>. Click here to read the reports and appendices. You can share your feedback with me any time at glen.gower@ottawa.ca.

COMMITTEE NOMINATIONS
Next up for me from a city council point of view is the nomination process for committees. This week each councillor will fill out a survey to indicate their preferred committees, such as planning, transportation, transit, public health, and so on. Then on Tuesday, a small group of councillors appointed as the “nominating committee” will review all of the requests, and slot people into the many committees, boards, and other positions on council. Stay tuned!
