La version française suit

A Site Plan Control application has been submitted by the Ottawa Catholic School Board to build two one-storey additions to Guardian Angels Elementary School, located on the south side of Baywood Drive.

The proposal will add six new classrooms with an additional 846 square metres in floor area. A reconfiguration of the parking lot is also proposed to add 13 new parking spaces. An existing play structure will be relocated, some tree removal will be required, and additional tree planting will occur.

More information about the proposal is available on the City’s DevApps site…

What is Site Plan Control?

The site plan control process allows the City to influence land development so that it is safe, functional and orderly. It is also used to ensure that the development standards approved by the City and other agencies are implemented and maintained. Building location, landscape treatment, pedestrian access, drainage control and parking layout are a few of the items addressed during review. Please note that issues such as building height or building use (residential versus commercial, ownership versus rental, etc.) are not a part of a site plan review.

What’s next

This application has not been approved. City staff will be reviewing the application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing this application with his team.

Note that under Bill 109 enacted by the Provincial government in 2022, City Council no longer has the final say on Site Plan Control approvals. Although councillors can provide feedback and comments, the final decision rests with City staff.

Stay informed and share your feedback

Please join us on Monday, August 30 at 6:00pm for a virtual info meeting about the proposed pedestrian upgrades for the pathways that link Guardian Angels school with Brightside Avenue and Hopetown Street.

Zoom link: https://us02web.zoom.us/j/89698642094
Meeting ID: 896 9864 2094
Passcode: 122392

The pathways that cross through Brightside and Hopetown are used by many children and parents walking to school, but they do not meet current accessibility and safety standards.

The Federal government is funding accessibility and safety upgrades across the City through the Investing in Canada Infrastructure plan (ICIP) to support active transportation. This location stems from meetings with staff at Guardian Angels School to review parent concerns about traffic safety around school drop-off and pick-up times.

Two pedestrian crossings (PXOs) will be constructed on Brightside Avenue at Hopetown Street, and on Brightside Avenue at 75m south of Baywood Drive, connecting to the existing pathways. Work will involve removal and replacement of sidewalk including TWSIs (Tactile Surface Walking Indicators), upgraded streetlighting at Brightside/Hopetown, additional streetlighting at Brightside/Baywood, asphalt and landscaping reinstatement, and signs and pavement markings.

We’ve had a lot of questions from residents about the proposed upgrades, so we’ve invited City staff and subject matter experts to provide an update an answer questions. City staff will be sharing an updated design based on resident feedback.

If you can’t attend and you have comments or questions, please contact us.

UPDATE (August 24): At the meeting, staff will be presenting two updated options based on feedback and concerns from residents.

Option #1

Implement a shift in the pathway, by angling the pathway on the approach to the crossing such that the pathway aligns with the depressed curb and TWSI.

Although the resulting concrete extension is smaller, this option extends the construction impact further up the pathway as opposed to staying curbside.

The pathway shift would be constructed in asphalt. The resulting concrete extension to house the TWSI and depressed curb would be approximately 2.4m x 1.8m.

Existing hedges will not be impacted, and we can maintain appropriate clearance to the existing utility pedestals (hydro transformer at Hopetown location, and telecommunications pedestals at Baywood location.

Option#2

Maintain the original pathway connection geometry, whereby the pathway continues straight and then the concrete extension runs curbside and would require users to make two 90 degree turns.

We have been able to reduce the size of the concrete extensions per the following:

Adjacent to 64 Brightside: original planned geometry 6.7m x 2.0m, revised geometry 4.3m x 1.8m.

Adjacent to 22 Brightside: original planned geometry 5.7m x 2.0m, revised geometry 5.0m x 1.8m.

These options are illustrated in the following PDF files. Please note that only the “Geometry” portion of the drawing has been updated at this time (not the “Removals”).

Lien Zoom : https://us02web.zoom.us/j/89698642094
Identifiant : 896 9864 2094

Option no 1

Option no 2
