On Thursday, November 18, Councillor Glen joined MPP Goldie Ghamari, Trustee Lynn Scott, OCDSB officials and parents from the community to officially mark the start of construction of Stittsville’s new public high school.

Located at the corner of Robert Grant and Cope, the school will be within walking distance of 11,000 homes in the Fernbank community and will welcome students from across Stittsville. The first day of school is planned for September 2023.

Thanks to parents, school leaders, and elected officials who have advocated over many years for this!

Le jeudi 18 novembre, le conseiller Glen Gower s’est joint à la députée provinciale Goldie Ghamari, à la commissaire Lynn Scott, aux représentants de l’Ottawa-Carleton District School Board et aux parents de la communauté pour marquer officiellement le début des travaux de construction de la nouvelle école secondaire publique de Stittsville.

Située à l’angle de l’avenue Robert-Grant et de la promenade Cope, l’école sera à distance de marche des 11 000 habitations de la communauté de Fernbank et accueillera des élèves provenant de partout à Stittsville. Le premier jour d’école est prévu en septembre 2023.

Nous remercions les parents, les dirigeants scolaires et les représentants élus qui ont plaidé en faveur de la construction de cette école pendant de nombreuses années!

On Wednesday, I joined The Hon. Stephen Lecce, Minister of Education, MPP Goldie Ghamari and Ottawa-Carleton District School Board Trustee Lynn
Scott for an important announcement about the progress of the new public high school in Stittsville. The provincial government has approved the tender award and additional funding so that construction can begin.

I’ve been following efforts to build a public high school in our Stittsville community ever since I moved here with my family over a decade ago. Yesterday’s announcement is a significant milestone towards the construction of this much-needed school in our community.

This great news for Stittsville, in particular for the growing Fernbank community, where the school will be within walking distance for thousands of young families.

Thank you to the many residents and parents who have helped support this project over the years. The school board is targeting an opening date of September 2023. I can’t wait to see students walk through the doors on the first day of school!

As part of Ontario’s ongoing efforts to build and improve local schools, the province has given Ottawa-Carleton District School Board approval to proceed to award the tender for a new Stittsville Secondary School.

The $48 million investment will provide a new, quality learning environment for the students of Stittsville. This project is part of the province’s capital investment program to support students with better learning spaces.

“The funding for this new school is great news for our community,” said Goldie Ghamari, MPP for Carleton. “This investment will provide a quality learning environment and new opportunities for the children of Stittsville.”

Ontario’s investment in new and updated schools will create the foundation for a modern learning environment for hundreds of students across the province.

“From modernizing our curriculum to revitalizing our classrooms and their facilities, we are investing in our students and giving them every tool to achieve their full potential,” said Education Minister Stephen Lecce. “Progress towards the construction of the new Stittsville Secondary School further demonstrates our government’s historic investment in Ontario’s schools and our overall commitment to supporting our students and families.”

The new school construction will allow for 1,353 classroom spaces for students in grades 7 to 12.

Stittsville Secondary School will be located at 700 Cope Drive in Ottawa.

Mercredi, je me suis joint à l’honorable Stephen Lecce, ministre de l’Éducation, à la députée provinciale Goldie Ghamari et à la commissaire Lynn Scott de l’Ottawa-Carleton District School Board pour une annonce importante concernant l’état d’avancement du projet de la nouvelle école secondaire publique de Stittsville.
Le gouvernement provincial a approuvé l’appel d’offres et l’octroi du contrat ainsi que le financement supplémentaire nécessaire au lancement des travaux de construction.

Je suis les efforts visant à bâtir une école secondaire publique dans notre communauté de Stittsville depuis que j’ai emménagé ici avec ma famille il y a plus de dix ans. L’annonce d’hier constitue un jalon important en vue de la construction de cette école dont notre communauté a tant besoin.

Il s’agit d’une excellente nouvelle pour Stittsville, en particulier pour la communauté en pleine expansion de Fernbank, où l’école sera située à distance de marche pour des milliers de jeunes familles.

Merci aux nombreux résidents et parents qui ont contribué à soutenir ce projet au fil des ans. Le conseil scolaire vise une date d’ouverture en septembre 2023. J’ai très hâte de voir les élèves franchir les portes au premier jour de classe!

Voici le communiqué de presse d’hier de la députée provinciale Ghamari.

Dans le cadre des efforts continus de l’Ontario visant à bâtir de nouvelles écoles et à améliorer des écoles dans la localité, la province a donné à l’Ottawa-Carleton District School Board l’autorisation de procéder à l’appel d’offres et à l’octroi du contrat pour la construction d’une nouvelle école secondaire à Stittsville.

Cet investissement de 48 millions de dollars permettra d’offrir un nouvel environnement d’apprentissage de qualité aux élèves de Stittsville. Ce projet fait partie du programme provincial d’immobilisations visant à soutenir les élèves grâce à de meilleurs espaces d’apprentissage.

« Le financement de cette nouvelle école est une excellente nouvelle pour notre communauté », a affirmé Goldie Ghamari, députée provinciale de Carleton. « Cet investissement permettra d’offrir un environnement d’apprentissage de qualité et de nouvelles possibilités aux enfants de Stittsville. »

L’investissement de l’Ontario dans la construction et l’agrandissement d’écoles jettera les bases d’un milieu d’apprentissage moderne pour des centaines d’élèves de toute la province.

« De la modernisation de notre curriculum à la revitalisation de nos classes et de leurs installations, nous investissons dans nos élèves et leur donnons tous les outils dont ils ont besoin pour atteindre leur plein potentiel », affirme Stephen Lecce, ministre de l’Éducation. « Les progrès réalisés en vue de la construction de la nouvelle école secondaire de Stittsville démontrent une fois de plus l’investissement historique de notre gouvernement dans les écoles de l’Ontario ainsi que notre engagement global à soutenir nos élèves et nos familles. »

La construction de la nouvelle école permettra d’accueillir 1 353 salles de classe destinées aux élèves de la 7^e à la 12^e année.

Following the Ministry of Education announcement of capital funding in March 2018, the Stittsville Community will be welcoming a new secondary school (1,353 pupil places) to serve grade 7-12 students in the area. The new school will be located at the southwest corner of Robert Grant Avenue and Cope Drive. The opening date for the school is currently scheduled for September 2022.

A local study working group was formed in the Fall of 2019 in order to consider possible attendance boundaries, the school’s opening grade structure, and also other associated changes.  The working group has now completed its part of the process, and supports moving forward to the next stage of the study process, public consultation which began on May 11th,  2020.

Given the impact of the Covid-19 pandemic, a standard format Public Consultation Meeting held in a school setting is not possible. An alternate online public consultation format is therefore being employed.

I’ve been following efforts to build a public high school in this community ever since I moved here with my young family nearly ten years ago.  At the time our oldest daughter was entering Junior Kindergarten, and we thought for sure that by the time she was in high school, she would have a local public secondary school to attend.  Well, she’s starting Grade 9 this fall and the new Stittsville public high school is still three years away, scheduled to open in 2022.

But plans are in definitely in progress, and I am very happy to see a significant step forward this month with the Ottawa-Carleton District School Board submitting its formal site plan to the City of Ottawa for approval.  With provincial funding for the school confirmed (and strong support from our local MPP Goldie Ghamari), the site plan approval is the next step in the process. What is a site plan?
Site Plan Control helps the City ensure that land development is designed appropriately, safe, functional and minimizes potential impacts on neighbouring properties.  It applies to both private projects and public facilities like the new high school. All site plans include a description of things like the location of buildings, landscaping, vehicle and pedestrian access, parking lot layout, municipal servicing (water and sewer), etc.  Some of the diagrams from the school board’s site plan are included below and you can read all of the documents submitted by the school board here…

Where will the school be located?
The high school’s address will be 700 Cope Drive, located at the corner of Robert Grant Avenue. The land is already zoned institutional which allows for a school, so no zoning change is required. The land is one of several areas earmarked for future schools in the Fernbank Community Design Plan (see map below).

What amenities will the school include?
Here’s the official description of the school from the Site Plan Control application:

The City of Ottawa has received a Site Plan Control application to permit the development of a four-storey secondary school approximately 8,415 square metres in size. The school will include 64 classrooms, an outdoor track, two football/soccer fields, a surface parking lot and a bus loop within the site. Space has been reserved for future portables. The school will serve grades 7 to 12.

The development includes the provision of 118 surface parking spaces and a bus loop within the site. Bicycle parking in accordance with the by-law will also be provided. Landscaping is proposed along the street frontages and the southern and western edges of the property.

What will the school look like?
The school is designed by Edward J. Cuhaci And Associates Architects, Inc. They’re the same firm that designed the Algonquin Centre for Construction Excellence at Algonquin College on Baseline Road. Local projects include a number of schools across the city including Sacred Heart High School and Stittsville Public School in our community.

Some of their design renderings of the buildings are included below. They’ve also shared this overview:

The proposed location of the new secondary school building will help to create an urban street front at the intersection of Robert Grant Avenue and Cope Drive. The urban design and building massing will strive to reflect the following urban design and building massing principles:

• Gateway for the neighbourhood: main entrance and school sign visible from both streets (Robert Grant Avenue and Cope Drive)
• New school building features will build upon rich history of Ottawa’s public schools and the site’s rural heritage
• Active 21st century learning zones will be visible from the streets
• Materiality of the building will reflect the “dignity of the public building” as well as youthful, energetic, progressive image appropriate for middle/high schools. “biophilic” design influences will be incorporated into the design vocabulary.
• The building and the site will be fully accessible.

This school is designed to support the 21st century learning and is organized around the indoor atrium and outdoor areas, which will act as “social spaces” for students and the community. Special attention is paid to the development of the active indoor/outdoor learning areas and the “gardens” which will promote healthy living.

The school is set at the corner of the property, close to the intersection of Robert Grant Avenue and Cope Drive. The main entrance is visible from both streets and is accentuated by the extension of the library and building’s main stairs. The building location on site, the architectural forms, use of colours, and building materials will animate the intersection of robert grand avenue and cope drive and will form a neighbourhood gateway. The transparent corner facades will “reveal” the life of the building while creating an active “urban street edge”. The “entrance plaza” will be located in front of the main entrance of the school. The school building and the entry plaza will be integrated with high quality landscaping and create the “community focal point”.

Where will vehicle entrances be located?
The site would have three accesses onto Cope Drive and no access to Robert Grant Avenue. The most westerly access is inbound-only into the main parking lot; the middle access will be all- movement with access to the parking lot and bus loop access; and the easterly access is outbound-only to primarily serve the accessible parking spaces.  Current and future OC Transpo routes will serve this location.

What about a public elementary school for the area?
The public school board says that an elementary school for the Fernbank area is their top-ranked capital priority. The provincial government recently released a call for proposals for new school funding, and I’m supporting our local MPP Goldie Ghamari to make this project a reality. What’s next?
Residents can comment on the proposal or ask questions to Kathy Rygus, Planner Development Review, West by phone (613-580-2424, ext. 28318) or email Kathy.rygus@ottawa.ca.  Deadline for comments is September 13, 2019.

Once comments are received, the planner will work with the applicant to resolve any issues, and work towards the target date for “on time approval” of this application as part of the City’s planning process is December 12, 2019.  Approval would allow the school board to obtain a building permit and start construction of the facility.

Premier coup d’œil à la future école secondaire publique de Stittsville : le plan d’implantation a été soumis

Je suis les efforts pour construire une école secondaire publique locale depuis que j’ai emménagé dans le quartier avec ma petite famille, il y a de cela 10 ans. À l’époque, notre fille cadette commençait la maternelle, et nous étions persuadés que, le temps venu, elle pourrait fréquenter une école secondaire publique dans le quartier. Eh bien, elle commence sa 9^e année cet automne, et la construction de la nouvelle école ne sera pas terminée avant trois ans encore, l’ouverture étant prévue en 2022.

Cela dit, le projet a vraiment progressé, et je constate avec bonheur qu’une grande étape a été franchie ce mois-ci : l’Ottawa-Carleton District School Board a officiellement présenté son plan d’implantation à la Ville d’Ottawa pour qu’elle l’approuve. Maintenant que le gouvernement provincial a confirmé le financement pour l’école (grâce au soutien indéfectible de Goldie Ghamari, notre députée provinciale), l’approbation du plan d’implantation est la prochaine étape logique. Qu’est-ce qu’un plan d’implantation?
Par son processus d’approbation du plan d’implantation, la Ville peut veiller à ce que les terrains soient aménagés de façon appropriée, sécuritaire, fonctionnelle, et de manière à réduire au minimum l’incidence sur les propriétés voisines. Ce processus s’applique tant aux projets privés qu’aux installations publiques, comme la nouvelle école secondaire. Un plan d’implantation traite par exemple de l’emplacement des bâtiments, de l’aménagement paysager, des accès pour les véhicules et les piétons, de la configuration du parc de stationnement, et des services municipaux (réseaux d’aqueduc et d’égouts). Où l’école sera-t-elle située?
L’école secondaire se trouvera au 700, promenade Cope, à l’angle de l’avenue Robert Grant. Comme il s’agit déjà d’une zone institutionnelle, qui permet la construction d’une école, aucun changement de zonage n’est requis. Le terrain figure parmi plusieurs emplacements réservés pour une future école dans le plan de conception communautaire de Fernbank (voir la carte plus loin).

Quelles seront les caractéristiques de l’école?
Voici la description officielle de l’école, selon la demande d’approbation du plan d’implantation :

La Ville d’Ottawa a reçu une demande d’approbation du plan d’implantation visant à autoriser la construction d’une école secondaire de quatre étages d’une superficie d’environ 8 415 mètres carrés. L’école comprendra 64 salles de classe, une piste extérieure, deux terrains de football et de soccer, un parc de stationnement en surface et une boucle pour autobus. Des espaces ont été réservés pour les futures classes portatives. L’école accueillera des élèves de la 7^eà la 12^e année.

Le projet prévoit l’aménagement de 118 places de stationnement en surface et d’une boucle pour autobus sur le site. Il y aura aussi un stationnement pour bicyclettes, conformément à la réglementation municipale. Un aménagement paysager est proposé en façade, le long de la rue, et aux extrémités sud et ouest de la propriété.

À quoi ressemblera l’école?
L’école a été conçue par la firme Edward J. Cuhaci And Associates Architects, Inc., la même que celle qui s’est occupée du Centre for Construction Excellencedu Collège Algonquin, sur le chemin Baseline. Elle est aussi responsable de divers projets d’écoles à Ottawa, dont la Sacred Heart High School et la Stittsville Public School, dans notre quartier.

Vous trouverez certains de ses rendus plus loin. Voici maintenant un aperçu du projet fourni par elle :

L’emplacement de la nouvelle école secondaire favorisera la création d’une voie urbaine à l’angle de l’avenue Robert Grant et de la promenade Cope. Le design urbain et la volumétrie du bâtiment respecteront autant que possible les principes suivants en la matière :

• • Porte d’entrée du quartier : l’entrée principale et le panneau d’affichage de l’école seront visibles depuis les deux rues (l’avenue Robert Grant et la promenade Cope).
  • Les caractéristiques de la nouvelle école s’inscriront dans la riche histoire des écoles publiques d’Ottawa et le patrimoine rural du site.
  • Des espaces d’apprentissage actif conçus pour le XXI^esiècle seront visibles depuis les rues.
  • Les matériaux utilisés refléteront la « dignité de tout bâtiment public » et projetteront une image jeune, énergique et progressive qui convient à une école intermédiaire ou secondaire. Les influences du design « biophilique » seront incorporées au vocabulaire.
  • Le bâtiment et le site en général seront entièrement accessibles.

L’école sera conçue pour les apprentissages du XXI^e siècle, et s’articulera autour de l’atrium et des espaces extérieurs, qui deviendront des « lieux sociaux » pour les élèves et l’ensemble de la communauté. Une attention particulière sera portée aux espaces d’apprentissage intérieurs et extérieurs ainsi que sur les « jardins », qui feront la promotion d’une vie saine.

L’école sera construite dans un coin de la propriété, près de l’angle de l’avenue Robert Grant et de la promenade Cope. L’entrée principale, qui sera visible depuis ces deux voies, sera mise en valeur par le prolongement de la bibliothèque et l’escalier principal du bâtiment. L’emplacement du bâtiment sur le terrain, l’architecture, de même que les couleurs et les matériaux dynamiseront l’intersection et feront de l’endroit une porte d’entrée du quartier. Les façades en coin, par leur transparence, « révéleront » la vie à l’intérieur et créeront une « voie urbaine » active. Le bâtiment et son « esplanade », qui se trouvera devant l’entrée principale, seront agrémentés d’un aménagement paysager de haute qualité et formeront un « pôle d’attraction ».

Où se trouvera l’entrée pour véhicules?
Le site comprendra trois accès sur la promenade Cope, et aucun sur l’avenue Robert Grant. Celui le plus à l’ouest ne sera qu’une entrée pour le parc de stationnement principal, celui du centre, une entrée et une sortie donnant aussi accès au parc de stationnement et à la boucle pour autobus, et celui à l’est, une sortie destinée surtout aux véhicules qui utiliseront les places de stationnement accessibles. L’endroit est déjà desservi par le transport en commun, et OC Transpo ajoutera d’autres circuits.

Construira-t-on une école élémentaire publique dans le secteur?
Selon le conseil scolaire public, la construction d’une école élémentaire est une priorité absolue pour le secteur de Fernbank. Le gouvernement de l’Ontario a récemment lancé un appel de propositions pour le financement de nouvelles écoles, et j’appuie Goldie Ghamari, notre députée provinciale, dans ses démarches pour faire de ce projet une réalité. De plus amples renseignements sur l’état du projet d’école élémentaire se trouvent ici.

Many of you are asking how our new Stittsville public high school is coming along.  The OCDSB has acquired the site, at the intersection of Robert Grant Avenue and Cope Drive.  We have also engaged the architectural firm of Edward Cuhaci & Associates to design the school.  OCDSB staff are busy engaging with the architects and with City of Ottawa staff to prepare a site plan and get it through the city’s approval process, a process that will be ongoing for many months to come.

Preliminary work with the architects is underway to match up what we would like to see as essential components in the school design with the character of the site and with the amount of capital funding from the province.

OCDSB Planning staff are preparing for a large-scale accommodation review that will involve consultation with all our school communities in Stittsville, Goulbourn and Rideau to establish a sustainable attendance boundary for the new high school.  The school configuration is still expected to include Grades 7 to 12, and the accommodation review will therefore also include potential changes to programs and attendance boundaries for our existing elementary schools and for South Carleton High School.

Historically it has taken at least two years to build a high school, but with some processes now taking more time than they used to require, we are hoping for the high school to open in 2021, and expect that its enrolment will begin with the lower grades and phase to a full Grades 9 to 12 over several years.

In the meantime, the OCDSB is proceeding as of this month, February 2019, with a small-scale boundary study to establish an attendance boundary for a new elementary school in the Fernbank lands.  This elementary school is currently the OCDSB’s number one capital priority, but it has not yet been funded by the provincial government.  This school will be in the southern part of the Blackstone development, and its boundary will mean changes to attendance boundaries for specific programs at John Young ES, Bridlewood ES, Westwind PS, A. Lorne Cassidy ES.  These school communities and local community associations have representatives in the working group just established for this boundary study.  At least one public consultation meeting is planned for May 2019, before the working group sends its report to the Board in June.
