Hazeldean Road is being repaved between Edgewater Street to Kincardine Drive in Kanata. This work is expected to start on August 6 and be completed by September 30.

Weekday and weekend work is anticipated, and there may be traffic interruptions including lane reductions, alternating lane traffic and/or detours. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained.

AVIS DE TRAVAUX : Réfection de la chaussée sur le chemin Hazeldean à Kanata

Le chemin Hazeldean fera l’objet de travaux de réfection de la chaussée entre la rue Edgewater et la promenade Kincardine, à Kanata. Les travaux devraient débuter le 6 août et être achevés d’ici le 30 septembre.

The City of Ottawa has received a Site Plan Control application for the construction of six residential buildings at 319 Huntmar Drive, between Tanger Outlets and the Queensway. Feedmill Creek runs along the north side of the property.

Each of the six buildings would have six storeys, with a total of 472 units, 551 parking spaces through underground and surface parking, and 62 bicycle parking spaces. Access to the site is proposed via Huntmar Drive to the east and to Tanger Outlets in the north.

This land is located entirely within Ward 4 (Kanata North) but given its proximity to Ward 6 (Stittsville) we’re sharing this update for Stittsville residents.

In 2025, a hotel and restaurants were proposed for this location as “Phase 2” of the Tanger Outlets development, but that plan never went forward.

What is Site Plan Control?

The site plan control process allows the City to influence land development so that it is safe, functional and orderly. It is also used to ensure that the development standards approved by the City and other agencies are implemented and maintained. Building location, landscape treatment, pedestrian access, drainage control and parking layout are a few of the items addressed during review. Please note that issues such as building height or building use (residential versus commercial, ownership versus rental, etc.) are not a part of a site plan review.

What’s next

This application has not been approved. City staff will be reviewing the application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing this application with his team.

Note that under Bill 109 enacted by the Provincial government in 2022, City Council no longer has the final say on Site Plan Control approvals. Although councillors can provide feedback and comments, the final decision rests with City staff.

La Ville d’Ottawa a reçu une demande de réglementation du plan d’implantation devant permettre la construction de six immeubles résidentiels au 319, promenade Huntmar, entre le centre commercial Tanger Outlets et le Queensway. Cet emplacement est longé au nord par le ruisseau Feedmill.

Ces six immeubles s’élèveraient sur six étages et abriteraient au total 472 logements. Ils seraient assortis de 551 places de stationnement pour véhicules réparties en sous-sol et en surface, et de 62 places de stationnement pour vélos. On accéderait à l’emplacement par la promenade Huntmar à l’est et par le centre commercial Tanger Outlets au nord.

Ce terrain se trouve entièrement dans le quartier 4 (Kanata-Nord), mais compte tenu de sa proximité avec le quartier 6 (Stittsville), le présent bulletin d’information est également transmis aux résidentes et résidents de Stittsville.

La réglementation du plan d’implantation : de quoi s’agit‑il?

L’approbation du plan d’implantation permet à la Ville d’influer sur l’aménagement du territoire pour que celui-ci soit sécuritaire, fonctionnel et harmonieux. Elle sert également à garantir l’application des normes d’aménagement approuvées par la Ville et d’autres organismes. Sont notamment examinés durant le processus l’emplacement des bâtiments, le traitement du paysage, l’accès piétonnier, la régulation du drainage et la disposition des places de stationnement. Le processus ne porte pas sur les questions relatives à la hauteur ou à l’utilisation du bâtiment (résidentiel ou commercial, propriété ou location, etc.).

Cette demande n’a pas été approuvée. Le personnel de la Ville l’analysera pour veiller au respect des politiques provinciales applicables ainsi que des politiques et règlements municipaux pertinents. Le conseiller Glen Gower l’analysera également avec son équipe. Il convient de noter que, en vertu du projet de loi 109 adopté par le gouvernement de l’Ontario en 2022, les conseils municipaux n’ont plus le dernier mot concernant les demandes d’approbation des plans d’implantation. Les conseillères et conseillers peuvent donner leur avis et faire des commentaires, mais la décision finale relève du personnel municipal.

The City’s Community Services Committee today approved a proposal to rename the Kanata Recreation Complex to the Tony Graham Automotive Group Recreation Complex – Kanata, as part of a corporate sponsorship.

Tony Graham Automotive Group would pay the City $1 million over 10 years, or $100,000 per year, to acquire the naming rights for the complex for the term of the agreement. The City would use up to $35,000 per year to support a free weight and cardio summer program for youth aged 13 to 17 at City facilities and to enhance programming and amenities at the complex. The City would apply the rest of that yearly revenue to its annual sponsorship revenue targets. The contribution for the naming rights of the Kanata Recreation Complex would qualify Tony Graham Automotive Group to be recognized as part of the City’s Community Champions Program. This item will rise to Council on Wednesday, April 12.

The Committee also approved the City’s annual declarations of compliance to Ontario Health with the terms of the Long-Term Care Service Accountability Agreement and the Multi Sector Service Accountability Agreement. In 2022, the City received more than $53 million in provincial funding through these agreements to deliver services at its long-term care homes and adult day programs. The report confirms the City has fulfilled its obligations and met all performance and reporting requirements.

Le Comité approuve la vente des droits d’appellation du Complexe récréatif de Kanata

Le Comité des services communautaires de la Ville a approuvé aujourd’hui la proposition de renommer le Centre récréatif de Kanata « Complexe récréatif Tony Graham Automotive Group – Kanata » dans le cadre d’une commandite d’entreprise.

Tony Graham Automotive Group versera à la Ville 1 M$ sur 10 ans (soit 100 000 $ par année) pour acquérir les droits d’appellation du complexe pendant la durée de l’entente conclue. La Ville utilisera jusqu’à 35 000 $ par année pour soutenir l’accès gratuit des jeunes de 13 à 17 ans aux installations de conditionnement physique durant l’été et améliorer des programmes et des infrastructures au complexe. La Ville utilisera le solde de ce montant annuel afin d’atteindre les objectifs établis pour les recettes de commandites. La contribution pour les droits d’appellation du complexe récréatif rend le Tony Graham Automotive Group admissible à une reconnaissance dans le cadre du programme Champions communautaires de la Ville. Ce point sera présenté au Conseil municipal le mercredi 12 avril.

Le Comité a également approuvé les déclarations de conformité exigées aux termes de l’Entente sur la responsabilité en matière de services liés aux soins de longue durée et de l’Entente multisectorielle sur la responsabilité en matière de services conclues avec Santé Ontario. En 2022, la Ville a reçu plus de 53 M$ du gouvernement provincial dans le cadre de ces ententes pour offrir des services dans ses établissements de soins de longue durée et ses programmes de jour pour adultes. Le rapport confirme que la Ville respecte toutes les obligations et les exigences de rendement et de production de rapports.

La version française suit

On Friday I took part in the groundbreaking for the Campeau Drive extension along with Mayor Jim Watson and Councillors Jenna Sudds and Jeff Leiper. The road will extend Campeau Drive all the way from Terry Fox to Huntmar, crossing the Carp River near the Arcadia neighbourhood in Kanata.

A few quick facts:

• Cost of the project is $32-million
• The extension includes a four-lane road, segregated cycling lanes, sidewalks, a roundabout at Winterset Road, two signalized intersections at Kanata Commons and Didsbury Road and a new bridge over the Carp River.
• Construction is expected to finish in fall 2021.

This is a very important transportation link for anyone living in Kanata or Stittsville, because it will add a new connection to help move people to places like Tanger Outlets, Kanata Centrum, Canadian Tire Centre, and Arcadia. It will also finally give the Arcadia neighbourhood a safe walking and cycling route to shops and services in the community.

Carnet du conseiller : Cérémonie d’inauguration des travaux sur la promenade Campeau

Vendredi dernier, j’ai participé à la cérémonie d’inauguration des travaux sur la promenade Campeau avec le maire Jim Watson et les conseillers Jenna Sudds et Jeff Leiper. Le projet vise à prolonger cette promenade entre les promenades Terry-Fox et Huntmar, en traversant la rivière Carp près du secteur d’Arcadia à Kanata.

Voici quelques faits en bref :

• Le projet coûte 32 millions de dollars.
• Il prévoit l’aménagement d’une chaussée à quatre voies, de voies cyclables séparées, de trottoirs, d’un carrefour giratoire au chemin Winterset, de deux intersections à feux à la hauteur du centre commercial Kanata Commons et du chemin Didsbury, et d’un nouveau pont au-dessus de la rivière Carp.
• Les travaux devraient se terminer à l’automne 2021.

Il s’agit d’un lien routier des plus importants pour les résidents de Kanata et de Stittsville, car celui-ci facilitera les déplacements vers les centres commerciaux Tanger Outlets et Kanata Centrum, le Centre Canadian Tire et le secteur d’Arcadia, notamment. De plus, il dotera enfin Arcadia de voies pédestres et cyclables sécuritaires vers les magasins et les services du quartier.

Unfortunately the good news ended there. The last item on the agenda was a report recommending designation of Scissons House at 910 March Road, an old stone farmhouse constructed in the last decade of the 19th century in the old March Township, just north of present-day Kanata.  (Here’s a copy of the heritage survey that was going to be considered by the committee: Heritage Survey – 910 March Road).

But the house was demolished on Sunday, the day before the report came to committee. Instead of staff presenting a report recommending heritage designation, they could only give a verbal update to confirm that the building was gone. If you listen to the audio recording from the committee, you can hear the shock and surprise in the voices of the members.

What happened?  The property owner applied for a demolition permit on September 13. The Ontario Building Code says that the City has 10 business days to either issue or refuse a demolition permit. There’s no legal authority for the City’s Chief Building Official to withhold a permit as long as the owner complies with the Building Code Act.

The house did not yet have heritage designation, so when City staff found out the owner had applied for a demolition permit, they tried to intervene to convince the owner to put the demolition on hold to find an alternative solution to demolition. When the owner refused to withdraw the permit, we initiated a process to get a last-minute designation report onto Monday’s BHSC agenda. The hope was to get Council to officially designate the building on Wednesday to prevent demolition. (The City’s Official Plan says that “The City will give immediate consideration to the designation of any cultural heritage resources under the Ontario Heritage Act if that resource is threatened with demolition.”)

The demolition permit was issued last Thursday, construction fencing went up on Friday, and then the house was torn down on Sunday, before our committee could even consider it.

Could we have done more? The demolition was done legally. This building was actually supposed to be added to the City’s heritage register last spring, but was delayed until this fall due to flooding in West Carleton. Had it been added to the register, it would have at least extended waiting time for a demolition permit to 60 days, to allow more time for Council to consider a formal heritage designation.

By-and-large, most property owners are willing to work with the City to find a solution before resorting to demolition. (The last time something like this happened was in 2013 with Boyd House in Stittsville – and that building was successfully saved.) This time we were in a race against time against an unwilling owner, and we lost.

It is an absolute shame that this beautiful stone building has been lost to the wrecking ball. I’ve worked to save several rural and suburban heritage properties because I know how important they are to our community. I will be doing absolutely everything I can to ensure we don’t end up in this situation again.
