La version française suit

In late September 2026, the City of Ottawa will begin installation of speed cushions along Maple Grove Road between Leveche and Santolina. This installation will reduce vehicle speeds, and increase pedestrian and cyclist safety. The work will be completed by early December 2026.

The City has retained the contractor, Laurent Leblanc Ltd., to complete the work. To accommodate the proposed construction, temporary lane reductions may be required along with on-street parking restrictions. Access to private properties including pedestrian and cycling access, will be maintained throughout the construction period unless otherwise communicated.

As part of this contract, the contractor is assuming full responsibility for the construction work until it is entirely complete as well as any damages to private property resulting from these construction activities. In the event of such occurrences, all claims for damages should be immediately reported both verbally and in writing to the contractor and to the City on-site Representative. This will ensure prompt notification of appropriate authorities to complete the claim investigations.

For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255). Under the by-law, construction is permitted Monday to Saturday, 7am to 10pm and Sundays/holidays from 9am to 10pm. Any required night work will need a Noise by-law exemption and will be communicated in advance to the community.

Contact information

Speed humps vs. speed cushions

Speed humps are a continuous raised section that extends across the full width of the travel lane, typically used on residential streets with less traffic.

Speed cushions include separate raised sections with gaps (wheel cut-outs) between them, so that larger vehicles (fire trucks, ambulances, buses) can straddle the cushion and pass with less slowing.

Both types are designed so that all vehicle types can cross over safely at lower speeds, and they do not interfere with snow plows or other service vehicles like garbage trucks, buses, etc. All locations are reviewed and approved by emergency services staff prior to installation.

In mid-June, a contractor removed most of the vegetation at Hydro One’s Alexander Distribution Centre at 1888 Maple Grove Road. The trees and vegetation that were removed provided a visual and sound buffer between homes and the hydro station, along with shade and tree canopy for the community.

We met on-site with neighbours on August 5 to provide an update on our conversations with Hydro One, and potential options going forward.

At the meeting, we shared a general background including a summary of meetings and correspondence we’ve received from Hydro One, including:

1. My office has had two virtual meetings with representatives from Hydro One’s Community Relations department, once on June 25 and another on July 10. In both of those meetings, we requested additional context about why the vegetation clearing occurred; we asked for more clarity around their processes for maintenance and communication with residents; we asked Hydro One to meet directly with affected residents to address questions and concerns; and we have advocated for appropriate mitigation measures to address the tree loss, including the planting of new trees in the buffer zone.

2. We also consulted with the City of Ottawa’s forestry department to check if the vegetation and tree clearing violated any city regulations or by-laws.

Hydro One has broad authority under Ontario’s Electricity Act (1998) to manage vegetation around critical infrastructure, including a statutory right to maintain infrastructure and remove obstructions at their discretion. There is no appeal or review process.

The City of Ottawa’s Tree Protection By-Law exempts tree removal that is required for maintenance of a transmission or distribution system.

3. Hydro One provided the following rationale to my office by e-mail:

Technical rationale and safety standards

The specific scope of vegetation management work at Alexander DS was governed by critical operational and safety considerations:

Electrical Safety Authority (ESA) and safety codes: Hydro One is legally required to comply with provincial safety standards to prevent public climbing hazards, fire risks and arc flashing. Encroaching vegetation directly compromises these standards.

Subsurface and security requirements: This clearance is essential not just for overhead lines, but to protect underground ground wires and mats buried beneath the surface. Furthermore, the perimeter fence line must remain entirely clear of vegetation to ensure it is fully visible for routine security and structural integrity inspections.

Site-specific hazards: The vegetation removal was also prompted by direct community and Ombudsman complaints regarding thick overgrowth contributing to severe rodent/rat activity affecting neighboring properties. Because the site was heavily overgrown with hazardous wild parsnip and poison ivy, the cleanup could not safely be done by hand, requiring the use of mechanical clearing equipment to safely eliminate the rodent habitats and safety hazards for both the public and field personnel.

4. Hydro One has not been willing to participate in a community meeting – virtual or on-site – with residents: “To ensure all resident feedback is properly logged, tracked and addressed individually, we ask that residents continue to be directed to our Customer Relations team at CustomerRelations@HydroOne.com.”

5. Hydro One says they will not plant new trees on the site: “While we have heard from some in the neighborhood who have expressed concerns regarding the work and loss of visual screening, Hydro One will not be planting new trees or vegetation on the station property. Doing so would reintroduce the same safety, operational and pest-control risks that this maintenance was required to eliminate.”

6. In the past week, Hydro One sent this letter to property owners who back onto the facility, which includes an offer for a landscaping voucher for trees, shrubs, or landscaping on private property.

7. Some residents have lodged a formal complaint with the Hydro One ombudsman, who has concluded that “Hydro One did not act unreasonably when it chose to remove the vegetation on the station property and offer compensation in the form of nursery vouchers”.

What’s next?

We made two recommendations to residents:

Our office will continue to pursue new tree planting on site as mitigation for the vegetation loss, on behalf of residents.

Residents should documenting any property damage to retaining walls, fencing, etc. on individual property due to the maintenance work, and seeking legal advice.

There were also several questions at the meeting that we will follow up on, including:

Who owns the retaining walls and who is responsible for maintenance?

Are there any agreements within the subdivision plan, or easement rights, etc. that could apply to the buffer zone around the hydro site.

What are the requirements for buffer zones and/or mitigation around new electrical stations?

Can Hydro One be required to build a taller fence as a mitigation measure?

UPDATE (July 10):

Our office met virtually with Hydro One on Friday morning and they provided the following updates:

They are not planning any new tree planting on the site.

They will be contacting neighbouring residents with an information letter and a voucher to purchase trees for their own backyards, as a “goodwill gesture” to mitigate the loss of trees.

They are not planning to add any additional fencing on the site.

The remaining trees will continue to be maintained and will not be removed.

They are not planning to expand the current footprint of the electrical equipment.

They are asking residents with questions or concerns contact their Customer Relations team directly at CustomerRelations@hydroone.com.

I’m still not satisfied with this response and will continue advocating for trees to be replanted along the edges of the property. I’ve asked Hydro One to provide my office with a copy of the letter to residents and a written summary that we can post to this page. Hydro One is also unwilling to participate in a meeting with residents.

Published June 23, 2026:

Last week, Hydro One cut down all the vegetation at their power station site on Maple Grove Road in the Fairwinds community, including several mature trees.

There was no notification to residents, and no notification to my office. We contacted Hydro One, who say that the work was to protect critical infrastructure, and there’s no tree permit required. I’ve included their response below.

I understand the need to do maintenance and protect equipment, but why did they have to clear everything? And why wasn’t there advance notification to my office and to neighbours?

We’re continuing to push Hydro One for answers, and for some mitigation to offset the loss of trees, which provided shade and privacy for residents, as well as habitat for wildlife.

Response from Hydro One on June 19

Thank you for reaching out regarding the recent vegetation work near the hydro substation in the Maple Grove Road and Santolina Street area. We appreciate you sharing the concerns raised by residents.

The work in question was carried out on Hydro One–owned property as part of planned vegetation maintenance around the station. This work is required to maintain safe and reliable operation of the facility, ensure clear access to infrastructure, and address vegetation that was encroaching on the station and its perimeter fencing.

In this instance, vegetation was cleared along the full perimeter of the site, including the removal of dead or declining trees and additional growth that was interfering with the station or posed a potential risk to the equipment. While we understand this has resulted in a noticeable change to the surrounding vegetation, the work was necessary to meet our safety, maintenance, and operational requirements.

With respect to notification, this type of routine maintenance work is conducted on Hydro One property and does not typically involve advance notice to adjacent residents. That said, our crews did engage with a number of residents onsite during the work and responded to questions where possible.

We recognize the importance of maintaining a positive relationship with the surrounding community and understand that the removal of vegetation, particularly where it has provided screening, can be concerning. The work is not yet fully complete, and follow-up activities are planned, including site clean-up and restoration measures such as reseeding, which will help improve the overall condition of the area.

We are happy to continue working with your office to address any outstanding questions or concerns from residents. Please reach out if you require any additional information.

In March 2025 we hosted an information meeting about proposed speed humps on Maple Grove Road in Stittsville. Here’s a summary of the feedback, action items, and next steps.

Your feedback

We received a range of opinions on the proposed installation of speed humps, and questions and suggestions about alternative safety measures. Here’s an overview of feedback by topic.

Automated speed enforcement (speed cameras): Residents inquired about the possibility of installing speed cameras. The city uses a data-driven approach for selecting locations, considering factors like speed limit compliance, high-end speeders, pedestrian and cyclist activity, and traffic exposure. Currently, most speed cameras are in school zones.

Effectiveness of Speed Humps/Cushions: Concerns were raised about the effectiveness of speed humps compared to speed bumps. City representatives clarified the design of speed humps (80-90mm height, sloped) and their effectiveness in reducing speeds when driven over at the recommended 30-40km/h. Speed bumps are no longer the preferred option due to their jarring effect, noise, and impact on snow plowing. Opinions on speed pillows (cushions) varied, with some believing drivers can avoid them, while city staff clarified their design intends to require most vehicles to slow down.

Location constraints for speed humps: There are specific criteria for the placement of speed humps and cushions, including minimum distances between driveways (7 meters), proximity to bus stops (20 meters each side), avoidance of slopes, catch basins, manholes, and intersections (6 meters). These constraints can limit potential locations.

Crosswalks and all-way stops: Requests were made for a four-way stop at Maple Grove and Montserrat, and for crosswalks at various intersections, including Leveche. City representatives explained the warrant system for stop signs, which is data-driven and considers vehicle and pedestrian volumes, sight lines, and collision history. Stop signs are primarily used for right-of-way designation, not traffic calming. The intersection of Maple Grove and Montserrat was previously studied and did not meet the warrant requirements. However, increased development in the area may warrant a future review. A crosswalk at Leveche is planned for study in spring 2025.

Flex stakes: Feedback indicated that residents do not find the flex stakes effective on the wider Maple Grove Road. While studies suggest they can reduce speeds by an average of 5 km/h, they are seasonal and less effective than permanent measures. OC Transpo buses hitting the stakes and causing noise were also mentioned.

Alternative traffic calming measures (bulb-outs): A resident suggested curb extensions (bulb-outs) to narrow the roadway and slow traffic. City staff acknowledged their potential effectiveness, particularly at intersections, but noted the significantly higher cost and construction involved compared to speed humps, making them less likely to be implemented through the temporary ward traffic calming budget.

Impact of new development: Residents highlighted the anticipated increase in traffic due to new housing developments along Maple Grove.

Opposition to speed humps: One resident expressed the opinion that most people drive at a reasonable speed on Maple Grove and that adding speed bumps or humps would unnecessarily slow down traffic, potentially damage vehicles, and hinder emergency vehicle response times. They suggested the existing flex stakes in the summer are sufficient.

Action items

Conduct an additional speed study in Spring 2025 to evaluate current speeds and traffic volume.

Conduct a PXO (crosswalk) study at Maple Grove and Leveche in spring 2025.

Conduct an AWSC (stop sign) study at Maple Grove and Montserrat in spring 2025, considering recent development.

Determine specific locations for potential speed hump or speed cushion installations based on speed data, resident feedback, and technical constraints. (Final design will be reviewed by emergency services, public works, and OC Transpo.)

Next steps

Complete all action items – Spring 2025

Provide a draft plan to community for feedback – Summer 2025

We’re hosting an information meeting on Wednesday, March 5 at 7:00pm to discuss proposed temporary traffic calming measures on Maple Grove Road, between Huntmar Drive and Alon Street.

In response to resident concerns about speeding on Maple Grove, City staff in the Public Works Department have recommended potential locations for speed humps. We are seeking community feedback before finalizing a plan to move forward. Cost for the speed humps is still to be determined and would be implemented through our Stittsville ward temporary traffic calming budget in a future year.

This meeting will be of interest to residents in neighbourhoods including Fairwinds, Bryanston Gate and Poole Creek.

This week Mattamy is starting renovation and repair work on the heritage buildings, including the smaller stone cottage so that it can be used as a “country style” small house. The scope of work includes raking out and repointing of mortar and reconsolidating deteriorated portions of the façade. They will be temporarily removing the wood porch structure to access the stones behind it. The City has issued a permit for this work.

Over the past three weeks, Councillor Glen has been meeting with the City Forester and City planning staff to review options for remediating the loss of the three trees that Mattamy removed without permission. After several iterations from Mattamy, the City Forester has accepted a new landscaping plan with significantly more trees being planted than before, and enhanced landscaping along on the north edge buffer.

We shared these plans with the community at a meeting on Monday, April 4 for feedback and questions. The City Forester is doing a final review and is planning to give approval for tree removal work to continue on Monday, April 11. (The landscaping and tree replacement plans are included below.) New trees and additional landscaping elements will be planted when the new homes are constructed. City staff will also be working with Mattamy to review and refine final landscaping plans over the coming months

Councillor Glen’s comments:
“This is a situation where there really is no “win”. There’s no way to fully compensate for the trees that were lost. I did ask staff about pursuing the option to issue a fine to Mattamy, but based on advice from legal staff there is very little chance the City would be successful in winning a case. Even if we were successful, the amount of the fine would be small and would not directly benefit the Fairwinds community. The new landscaping plan from Mattamy is worth more than a potential fine, and will mean substantially more tree canopy. On balance, it’s a reasonable – if imperfect – way to compensate for the lost trees.

I’m never happy to see the loss of trees and forests in our community and I wish that we could save more of these natural areas. There will always be trees planted in new communities, but that doesn’t fully compensate for the loss of mature trees. It’s a loss that we can’t get back. Developers must follow the rules and have the proper permits when it comes to removing trees, and the City’s new Tree Protection By-law that came into effect last year is helping, but there is still a long way to go, and in most cases provincial policy prioritizes home construction over retention of trees. I’ve shared some additional ideas about what we should be doing to protect the tree canopy in our neighbourhoods here: http://glengower.ca/notebook/notebook-saving-trees-from-development/

Thank you to residents who have provided feedback on this, especially the residents who first alerted us to the tree cutting in March.

-GG.

UPDATE (March 14): Tree removal on the site started on Friday, March 11, 2022. After been alerted by area residents that some trees were improperly removed, I visited the site and asked the tree clearing company to cease work, and notified City staff. After conversations with the land owner and tree clearing company, the City Forester advised Mattamy to halt all tree removal work until further notice.

The landowner has advised that they failed to update the Tree Conservation Report after completion of the detailed grading analysis and has provided a rationale as to why the three trees in question were removed. City staff are meeting internally this week to review options which may include charges under the Tree By-law, various forms of compensation related to the trees that were lost and in consideration of the procedural missteps on the part of the landowner.

This matter will take time to resolve, but until it is resolved, no further tree clearing will take place.

UPDATE: Planning and Housing Committee has approved this application. It will now rise to City Council for final approval on May 29, 2024.

La version française suit

The Zoning By-Law Amendment for 1927 Maple Grove Road is on the agenda at the Planning and Housing Committee meeting on May 22, 2024. The developer is Maple Grove Towns Inc.

A Plan of Subdivision application was draft approved in 2023 to subdivide the property into six townhouse blocks containing between six and seven units per block, for a total of 38 homes. All proposed homes will front onto a future public street, which will connect Maple Grove Road to a future subdivision north of the property.

Summary of requested zoning by-law amendment

The site is currently zoned Development Reserve, which is a zone intended to recognize lands intended for future urban development. The proposed zoning is Residential Third Density, Subzone YY, Urban Exception [XXXX] (R3YY [XXXX]). The purpose of the R3 zone is to allow a mix of residential building forms, including townhomes, in urban areas. The application has requested relief as follows for the proposed development:

A reduced corner side yard setback of 2.5 metres (from 4.5 metres)

A reduced lot width of 5.75 metres (from 6 metres)

A reduced front yard setback of 5.2 metres (from 6 metres).

Councillor Glen’s thoughts:

Here are the comments from Councillor Glen in the staff report:

This is one of several infill developments along the western portion of Maple Grove Road that was on “hold” pending the completion of upgrades to the Huntmar-Maple Grove intersection to provide more capacity for vehicle traffic in the area. I continue to have concerns about the slow pace of completion of the Maple Grove – Stittsville Main connection since this is another necessary piece of transportation infrastructure to support growth in this area.

réduction du retrait de cour latérale d’angle de 2,5 mètres (au lieu de 4,5 mètres);

réduction de la largeur de lot à 5,75 mètres (au lieu de 6 mètres);

Starting in July 2023, a contractor will be upgrading the Huntmar and Maple Grove intersection. The new design will expand capacity for vehicles through the addition of turn lanes in all directions and enhance safety for pedestrians and cyclists with a “protected intersection” design. (Note – the design shown above may not reflect the final configuration.)

This is welcome news and a much-needed project. The Huntmar/Maple Grove intersection—which not so long ago was just two rural roads and a stop sign—was never built to handle the amount of traffic it’s seeing today. Fixing the bottleneck here will be a big step to improving the congestion Stittsville residents experience when travelling to and from Palladium Drive and the Queensway. Construction is expected to be completed by summer 2024.

What to expect

Work will to take place within the following street segments:

Huntmar Drive – between 300 metres north of Maple Grove Road and Vendevale Avenue / Harmattan Avenue

Maple Grove Road – between Rosehill Avenue and Leveche Way

Accessibility
Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. If you require a disability-related accommodation, please contact the undersigned. Accessible formats and communication supports are available, upon request, at the following link: www.ottawa.ca/accessibleformat

Traffic Management
Residents can expect construction traffic and activity along Huntmar Drive and Maple Grove Road. Traffic lanes are to remain open during peak periods. Lane restrictions during off-peak periods are permitted. Pedestrian and cyclist access will be maintained through the work zone at all times during construction. OC Transpo impacts are expected to be minor.

Construction Disruptions
The Contractor will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but, as you can appreciate, there may be some inconvenience during the course of the work, such as traffic delays, noise and dust. We would like to thank you for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s Noise By-law (2017-255).

Contact Information
For any emergency outside normal working hours, please call the City at 3-1-1. For general project information, please contact the City’s Project Manager, Kyle Delaney, at 613-580-2424, ext. 26856 or kyle.delaney@ottawa.ca

For construction related questions or concerns, please contact the Contractor Representative, Adam Astleford, C.E.T. Project Manager, Green Infrastructure Partners Inc. at 613-839-2816 or aastleford@gipi.com

What’s a “protected intersection”?

To improve safety for all road users, Huntmar and Maple Grove is being upgraded to what’s called a “protected intersection,” which is based on designs from the Netherlands.

The idea is to provide each road user—vehicle drivers, cyclists, pedestrians—with their own space. The benefits for safety are a result of:

More controlled right-turning movements for vehicles

Two-stage left turns for cyclists so that they can avoid crossing multiple lanes of oncoming traffic

Shorter crossing distances for pedestrians

You can watch a video on what protected intersections look like in action here:

While this is a new concept in Stittsville, the City has built several protected intersections at over the last few years—with some more in construction right now, and many more to come.

promenade Huntmar – entre 300 mètres au nord du chemin Maple Grove et les avenues Vendevale et Harmattan;

virages à droite mieux contrôlés des automobilistes;

virages à gauche en deux étapes pour les cyclistes, ce qui leur évite de traverser plusieurs voies de véhicules venant en sens inverse;

I know that many residents who live with homes that back onto Maple Grove use the shoulder of the road for temporary parking. Several residents have contacted me recently with questions, so I’d like to take this opportunity to provide some additional information.

The City of Ottawa has long-term plans to “urbanize” Maple Grove between Huntmar and Terry Fox. This means upgrading the road with stormwater drains, curbs, landscaping, and a sidewalk for the full length. The current configuration is only temporary.

The shoulder along your stretch of Maple Grove was not intended for parking, but for many years the City has allowed vehicles to park on the gravel shoulder. I have asked staff to continue to allow this, as long as vehicles are parked safely.

At my request, there were some improvements made last fall to clean up the shoulder, to reduce the amount of dirt and mud with gravel and asphalt.

Currently, the City does not clear snow along the shoulder. They will not run city plows on gravel, but I have asked them to plow a wider width along the paved shoulder to improve safety.

In the meantime, I am looking for ways to speed up the permanent improvements to Maple Grove. Currently the upgrade isn’t scheduled until after 2031 – that’s too long.

It has always been a mystery to me as to why Mattamy was not required to upgrade this section of Maple Grove as part of their subdivision plans from more than 15 years ago. They did it on the west side of Huntmar – why not on the east side? Thank you for your patience and co-operation as I continue to work with City staff to find a better solution.
