<h3>Background</h3>
<p>This data was on the agenda for Ottawa&#8217;s Planning and Housing Committee meeting of June 19, 2024. The <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=d8db8344-97fd-46fe-9a8e-b41f5abc0fe4&amp;Agenda=Agenda&amp;lang=English">staff report</a> accompanying the graphics notes:</p>
<ul>
<li>The Ministry of Municipal Affairs and Housing’s (MMAH) annual housing targets for the city of Ottawa will ramp up annually to meet the 151,000 units required by 2031, with 12,583 dwellings targeted for 2024.</li>
<li>When measuring Canadian Mortgage and Housing Corporation (CMHC) housing starts for Q1 2024, the city of Ottawa is currently at 1,080 housing starts or 8.6 per cent of the annual target required to be eligible for the Building Faster Fund. However, according to new information from the MMAH’s housing tracker as of May 10, 2024, through the inclusion of ‘additional residential units’ and long-term care beds, the total 2024 housing progress to date is 1,188 new dwellings or 9.4 per cent of the annual target (the City would have to meet the set threshold of 80 per cent of the housing target in order to be eligible for funding.<br />
To date, the Province has not released the unit breakdown for these ‘additional residential units’ and long-term care beds.</li>
<li>Building permits are up 4.5 per cent from 1,635 dwellings issued permits in Q4 2023 to 1,709 dwellings issued permits in Q1 2024. During the same time period, housing starts are down 57.2 per cent from 2,521 to 1,080.</li>
<li>For year-over-year data, Q1 2024 building permit counts are down by 46.4 per cent, from 3,188 dwellings issued permits in Q1 2023 to 1,709 dwellings issued permits in Q1 2024.</li>
<li>Between Q1 2023 and Q1 2024, housing starts are also down 33.6 per cent from 1,626 to 1,080.</li>

<p style="font-weight: 400;">Ces données faisaient partie de l’ordre du jour de la réunion du Comité de la planification et du logement d’Ottawa qui s’est tenue le 19 juin 2024. Le <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=d8db8344-97fd-46fe-9a8e-b41f5abc0fe4&amp;Agenda=Agenda&amp;lang=English">rapport du personnel</a> accompagnant les graphiques indique ce qui suit :</p>
<ul style="font-weight: 400;">
<li>Les cibles annuelles de logement du ministère des Affaires municipales et du Logement (MAML) pour la Ville d’Ottawa seront haussées chaque année afin d’atteindre les 151 000 logements nécessaires d’ici 2031; l’objectif de 2024 est fixé à 12 583 logements.</li>
<li>En s’en remettant aux données de la Société canadienne d’hypothèques et de logement (SCHL) sur les mises en chantier de logements pour le premier trimestre de 2024, la Ville d’Ottawa comptabilise aujourd’hui 1 080 mises en chantier de logements, soit 8,6 % de la cible annuelle obligatoire pour avoir droit au financement offert dans le cadre du Fonds pour l’accélération de la construction. Cependant, selon de nouvelles informations provenant du système de suivi du logement du MAML, en <em>date</em> du <em>10</em><em> </em>mai <em>2024</em>, en tenant compte des « logements supplémentaires » et des lits de soins de longue durée, le nombre <em>total</em><em> </em>de logements construits depuis le début de <em>2024</em><em> </em>s’élève à 1 188, soit 9,4 % de la cible annuelle. (La Ville doit atteindre le seuil établi de 80 % de la cible fixée pour les logements afin d’avoir droit au financement offert.)<br />
Le gouvernement provincial n’a pas encore publié la répartition unitaire de ces « logements supplémentaires » et des lits de soins de longue durée.</li>
<li>Le nombre de permis de construire a augmenté de 4,5 % : le nombre de permis délivrés pour des habitations est passé de 1 635 au quatrième trimestre de 2023 à 1 709 au premier trimestre de 2024. Durant la même période, le nombre de mises en chantier de logements a baissé de 57,2 %, passant de 2 521 à 1 080.</li>
<li>Pour les données sur un an, le nombre de permis de construire délivrés au premier trimestre de 2024 a fléchi de 46,4 % : le nombre de permis délivrés pour des logements est passé de 3 188 au premier trimestre de 2023 à 1 709 au premier trimestre de 2024.</li>

<p>This data is on the agenda for Ottawa&#8217;s Planning and Housing Committee meeting of March 28, 2024. The <a href="http://glengower.ca/wp-content/uploads/2024/03/8.1-ACS2023-PRE-EDP-0029-Residential-Dwelling-Approval-Pipeline.pdf">staff report</a> accompanying the graphics notes:</p>
<ul>
<li>Building permits were down 46% from Q3 2023. Housing starts were also down 10%. There was a 31% decrease in dwellings granted land use permissions and a 28% decrease in dwellings approved as a result of significant decrease in apartment units granted land use permissions or approvals (down 38% from Q3).</li>
<li>Of the approved and permitted 31,494 dwellings year-to-date, only 3,165 units or 10% have been issued building permits as of Q4 2023. This leaves approx. 28,325 of these units remaining to be built or go through further approvals in the pipeline.</li>
<li>The Ministry of Municipal Affairs and Housing (MMAH) set an annual housing target of 11,073 new dwellings in 2023 for the city of Ottawa. When measuring CMHC housing starts only, the City of Ottawa is just shy of 80 per cent of the annual target required to be eligible for the Building Faster Fund at 8,632 housing starts or 78% of the annual target.</li>
<li>However, according to new information from the MMAH’s housing tracker as of February 22, 2024, the City of Ottawa has met the 80% funding threshold through the inclusion of ‘additional residential units’ and long-term care beds, totalling 10,313 new dwellings or 93 per cent of the annual target which makes the City eligible to receive funding.</li>

<p style="font-weight: 400;">Ces données sont à l’ordre du jour de la réunion du Comité de la planification et du logement d’Ottawa du 28 mars 2024. Voici le <a href="http://glengower.ca/wp-content/uploads/2024/03/8.1-ACS2023-PRE-EDP-0029-Residential-Dwelling-Approval-Pipeline.pdf">rapport du personnel</a> accompagnant les notes graphiques :</p>
<ul style="font-weight: 400;">
<li>Les permis de construire ont baissé de 46 % par rapport au troisième trimestre de 2023. Les mises en chantier ont également baissé de 10 %. Le nombre de logements ayant obtenu une autorisation d’utilisation du sol a diminué de 31 % et celui des logements approuvés de 28 %, en raison d’une baisse importante du nombre d’appartements ayant obtenu une autorisation d’utilisation du sol ou une approbation (moins 38 % par rapport au troisième trimestre).</li>
<li>Sur les 31 494 logements approuvés et autorisés depuis le début de l’année, seules 3 165 unités, soit 10 %, ont reçu un permis de construire au quatrième trimestre de 2023. Il reste donc environ 28 325 de ces unités à construire ou à soumettre à d’autres approbations dans le cadre du processus.</li>
<li>Le ministère des Affaires municipales et du Logement (MAML) a fixé un objectif annuel de 11 073 nouveaux logements en 2023 pour la Ville d’Ottawa. Si l’on ne tient compte que des mises en chantier de la Société canadienne d’hypothèques et de logement, la Ville d’Ottawa est tout près de 80 % de l’objectif annuel requis pour être admissible au Fonds pour l’accélération de la construction, avec 8 632 mises en chantier, soit 78 % de l’objectif annuel.</li>
<li>Cependant, selon de nouvelles informations provenant du système de suivi du logement du MAML en date du 22 février 2024, la Ville d’Ottawa a atteint le seuil de financement de 80 % grâce à l’inclusion d’« unités résidentielles supplémentaires » et de lits de soins de longue durée, totalisant 10 313 nouveaux logements ou 93 % de l’objectif annuel qui rend la Ville admissible à recevoir un financement.</li>

<p>This data is on the agenda for Ottawa&#8217;s Planning and Housing Committee meeting of November 29. The staff report accompanying the graphics notes:</p>
<ul>
<li>Construction is picking up on apartments.</li>
<li>Building permits are up 129 per cent from 1,327 dwellings issued permits in Q2 2023 to 3,040 dwellings issued permits in Q3.</li>
<li>Housing starts are also up 66 per cent from 1,688 to 2,797.</li>
<li>There was a 9 per cent increase in dwellings granted land use permissions (from 5,400 to 5,886).</li>
<li>There was an 18 per cent increase in dwellings approved (from 3,841 to 4,545), driven by an increase in apartment units granted land use permissions or approvals (up 28 per cent from Q2).</li>
<li>Year-to-date in 2023, there have been 24,686 dwellings granted permissions or approved through development applications, excluding duplicate applications for the same project.</li>
<li>Of those 24,686 units, only 2,343 units or 9 per cent have been issued building permits as of Q3 2023.</li>
</ul>

<p style="font-weight: 400;">Ce point est à l’ordre du jour de la réunion du Comité de la planification et du logement du 29 novembre. Le rapport du personnel accompagnant les graphiques souligne ce qui suit :</p>
<ul style="font-weight: 400;">
<li>La construction d’appartements reprend.</li>
<li>Le nombre de permis de construire a augmenté de 129 pour cent : le nombre de permis délivrés pour des habitations est passé de 1 327 au deuxième trimestre de 2023 à 3 040 au troisième trimestre de 2024.</li>
<li>Les mises en chantier de logements augmentent elles aussi de 66 pour cent pour passer de 1 688 à 2 797.</li>
<li>On a comptabilisé une augmentation de 9 pour cent du nombre de permissions d’aménagement foncier concédées pour des habitations (qui est passé de 5 400 à 5 886).</li>
<li>On a enregistré une augmentation de 18 pour cent des habitations approuvées (nombre qui est passé de 3 841 à 4 545) en raison de la hausse du nombre de permissions ou d’approbations concédées pour l’aménagement d’immeubles d’appartements (augmentation de 28 pour cent par rapport au deuxième trimestre).</li>
<li>En cumulé depuis le début de 2023, 24 686 permissions ou approbations ont été concédées pour des habitations dans le cadre des demandes d’aménagement, en excluant les logements comptés plus d’une fois en raison des différentes demandes déposées pour le même projet d’habitation.</li>
<li>Parmi ces 24 686 logements, seulement 2 343, soit 9 pour cent, ont reçu un permis de construire au troisième trimestre de 2023.</li>

<p>This data is on the agenda for Ottawa&#8217;s Planning and Housing Committee meeting of September 20. The staff report accompanying the graphics notes:</p>
<ul>
<li>While there was a 99 percent increase in dwellings granted land use permissions in Q2 2023 from Q1 2023 (5,400 dwellings from 2,716 dwellings), there was also a 17 percent decrease in dwellings approved (3,841 from 4,621) and a 58 percent decrease in dwellings issued building permits (1,327 from 3,187).</li>
<li>These decreases are largely due to a decline in apartment dwelling approvals (down 35 percent from 4,379 to 2,829) and fewer permits issued for rowhouse and apartment dwellings (down 50 percent from 539 to 268 and 65 percent from 2,457 to 870, respectively).</li>
<li>A decrease in building permits coincides with other external factors such as rising interest rates, limited resources in the construction sector, and a decrease in housing sales year-over-year.</li>
<li>Regarding Ottawa housing starts, a 4 percent increase from 1,626 to 1,688 was observed from Q1 to Q2 2023, despite a 39 percent decrease in apartment starts from 1,316 to 801. Apartment starts made up 47 percent of all starts in the quarter, with 65 percent intended as rental units and 35 percent as condominium. The share of intended rental apartment starts in Q2 2023 was higher than what was observed in Q2 2022 (39 percent).</li>
<li>Q2 2023 saw a 2 per cent decrease in dwellings under construction compared to Q1 from 14,945 to 14,646. Completed dwellings were almost 8% less than in Q1 from 2,135 to 1,972.</li>
<li>For the first six months of 2023, the City granted land use permissions and development application approvals for 16,237 new dwellings and issued building permits for 4,514 net new dwellings. To date, the City is fulfilling its role to the annual 15,100 target by providing ample opportunities to issue building permits for the housing industry to build new houses; however, only 30 per cent of the target has resulted in issued building permits.</li>
<li>Fulfilling Ottawa’s municipal housing pledge of issuing 15,100 building permits annually will require additional contributions from other stakeholders and supportive economic conditions to build this many houses.</li>
</ul>

<p>Ce point est à l’ordre du jour de la réunion du Comité de la planification et du logement du 20 septembre. Le rapport du personnel accompagnant les graphiques souligne ce qui suit :</p>
<ul>
<li>Bien que le nombre de logements ayant fait l’objet d’autorisations d’aménagement ait augmenté de 99 % au deuxième trimestre 2023 par rapport au premier trimestre 2023 (5 400 logements contre 2 716), le nombre de logements approuvés a diminué de 17 % (3 841 contre 4 621) et le nombre de logements ayant fait l’objet de permis de construire a diminué de 58 % (1 327 contre 3 187).</li>
<li>Ces baisses sont en grande partie dues à une diminution des approbations d’immeubles d’appartements (baisse de 35 %, soit de 4 379 à 2 829) et à une baisse des permis délivrés pour les maisons en rangée et les immeubles d’appartements (baisse de 50 %, soit de 539 à 268, et de 65 %, soit de 2 457 à 870, respectivement).</li>
<li>La baisse des permis de construire coïncide avec d’autres facteurs externes tels que la hausse des taux d’intérêt, le manque de ressources dans le secteur de la construction et la diminution des ventes de maisons d’une année à l’autre.</li>
<li>En ce qui concerne les mises en chantier à Ottawa, une augmentation de 4 %, soit de 1 626 à 1 688 mises en chantier, a été observée entre le premier et le deuxième trimestre de 2023, malgré une diminution de 39 % des mises en chantier d’immeubles d’appartements, soit de 1 316 à 801. Les mises en chantier d’immeubles d’appartements ont représenté 47 % de l’ensemble des mises en chantier du trimestre, 65 % d’entre elles étant destinées à la location et 35 % à la copropriété. La part des mises en chantier d’immeubles locatifs envisagées au deuxième trimestre 2023 est supérieure à celle observée au deuxième trimestre 2022 (39 %).</li>
<li>Au deuxième trimestre 2023, le nombre de logements en construction a diminué de 2 % par rapport au premier trimestre, passant de 14 945 à 14 646. Le nombre de logements achevés a diminué de près de 8 % par rapport au premier trimestre, passant de 2 135 à 1 972.</li>
<li>Pour les 6 premiers mois de 2023, la Ville a accordé des autorisations d’utilisation du sol et approuvé des demandes d’aménagement pour 16 237 nouveaux logements, et a délivré des permis de construire pour 4 514 nouveaux logements nets. À ce jour, la Ville remplit son rôle dans la réalisation de l’objectif annuel de 15 100 permis de construire en offrant de nombreuses possibilités de délivrer des permis pour que l’industrie du logement puisse construire de nouvelles maisons; cependant, seuls 30 % des 15 100 permis potentiels ont été délivrés.</li>
<li>Pour respecter la garantie municipale d’Ottawa en matière de logement, à savoir délivrer 15 100 permis de construire par an, il faudra des contributions supplémentaires de la part d’autres intervenants et des conditions économiques favorables à la construction d’autant de maisons.</li>

<p>This week Ottawa&#8217;s Planning and Housing Committee received the first Residential Dwelling Approval Pipeline report. This report covers activity in Q1 2023 (January, February, and March.)</p>
<p>The pipeline provides an update on housing unit approvals, building permits issued, and other residential development indicators on a quarterly and year-to-date basis, to help track progress towards municipal and provincial housing supply targets for the city of Ottawa. (The provincial government wants to see 151,000 homes built in Ottawa over the next ten years.)</p>
<p>For housing starts in the quarter, 81% (1,316 dwelling units) were for apartments. Of those 1,316 starts, 51 per cent were intended rental and 49 per cent were condominium. The share of apartment starts by tenure in Q1 2023 is similar to the share observed throughout 2022.</p>

<p>Cette semaine, le Comité de la planification et du logement d’Ottawa a reçu le premier rapport sur le Processus d’approbation des projets d’habitation. Ce rapport vise les activités du premier trimestre de 2023 (janvier, février et mars).</p>
<p>Le processus offre une mise à jour sur les approbations de projets d’habitation, la délivrance de permis de construction et d’autres indicateurs liés aux projets d’aménagement résidentiel pour chaque trimestre et depuis le début de l’année, afin d’aider à suivre les progrès réalisés pour atteindre les cibles municipale et provinciale en matière d’offres de logements pour la Ville d’Ottawa. (Le gouvernement provincial souhaite que 151 000 logements soient construits à Ottawa au cours des dix prochaines années.)</p>
