<p>On Saturday morning we officially unveiled the street signs for &#8220;Roger Griffiths Avenue&#8221; in the Mapleton neighbourhood in Stittsville.  We held a short ceremony at Maize Park, followed by a procession to the new street led by bagpiper Jordan McConnell. Roger&#8217;s daughters Lynn Griffiths and Heather Kristjansson spoke on behalf of the family.</p>

<p>Samedi matin, nous avons officiellement dévoilé les panneaux de rue de l’avenue Roger-Griffiths dans le quartier Mapleton, à Stittsville. Nous avons tenu une brève cérémonie au parc Maize, suivie d’une procession vers la nouvelle rue, menée par Jordan McConnell à la cornemuse. Les filles de M. Griffiths, Lynn Griffiths et Heather Kristjansson, ont pris la parole au nom de la famille.</p>

<h2>About Roger Griffiths</h2>
<p>Arthur Roger Griffiths (always known as Roger) joined the Royal Canadian Armed Forces in August 1942. He served the duration of World War II with no overseas service. He was an instructor and trained Commonwealth pilots at CFB Uplands and the Carp Airport. Mr. Griffiths was commissioned to Flying Officer in October 1943. Mr. Griffiths was awarded the Canadian Volunteer Service Medal and War Medal 1939-1945, as well as the General Service Badge and Royal Canadian Armed Forces Reserve Badge upon discharge.</p>
<p>He was a long-time resident of Stittsville, serving as Councillor for the Township of Goulbourn from 1977 to 1978 and again from 1982 to 1988 until his passing in 1988.  Mr. Griffiths also served as president of the Stittsville Royal Canadian Legion branch for five terms, and played a significant role in the erection of the Stittsville cenotaph. For his many years of involvement, Mr. Griffiths was awarded the Meritorious Service Medal, the Legion’s highest honour.</p>
<p>Every year, the Roger Griffiths Memorial Citizen of the Year award is presented to a Stittsville resident who best exemplifies leadership and long-standing commitment to volunteering and making a difference in our community. The street blade for Roger Griffiths Avenue, located in the Richcraft Homes Mapleton subdivision in Stittsville, features the Poppy symbol, the universal sign of remembrance.</p>
<p>This was made possible through the City’s Veterans Commemorative Street Naming program, a partnership with the City, Veterans Affairs Canada and the Royal Canadian Legion. You can look for these signs installed in newer neighbourhoods all over Ottawa. Roger Griffiths Avenue is the first Veterans Commemorative Street in Stittsville.</p>

<h2>À propos de Roger Griffiths</h2>
<p>Arthur Roger Griffiths (connu sous le nom de Roger) s’est enrôlé dans les Forces armées canadiennes en août 1942. Il a servi au Canada pendant la Seconde Guerre mondiale. <p>Chaque année, le prix commémoratif Roger Griffiths du résident de l’année est remis à un résident de Stittsville qui fait montre d’un leadership exemplaire et d’un engagement de longue date en matière de bénévolat et de contribution significative à la communauté. La plaque de l’avenue Roger-Griffiths, située dans le lotissement Mapleton de Richcraft Homes à Stittsville, porte le coquelicot, symbole universel du souvenir.</p>
<p>Cette initiative a été rendue possible grâce au Programme municipal de désignation de rues en l’honneur d’anciens combattants, un partenariat entre la Ville, Anciens Combattants Canada et la Légion royale canadienne. Ce type de panneaux se trouve un peu partout à Ottawa, dans les quartiers les plus récents. <p>Richcraft Homes Ltd. is starting construction on seven four-storey stacked townhouse blocks with 12 units each for a total of 84 homes located along the west side of Robert Grant in the CRT Westwood subdivision between Bobolink Ridge and Cope Drive.</p>
<p>The development also includes three communal outdoor amenity areas, a single-storey communal accessory building with bicycle parking and waste storage, 129 surface level parking spaces (112 for residents and 17 for visitors), and a network of internal sidewalks. Vehicle access will be from Embankment Street.</p>
<p>Below is information for residents from Richcraft Homes Ltd. about construction plans and how the work will impact residents.</p>
<p>Nearby residents on streets including Embankment, Janka, and Jatoba will also receive a letter about participating in a pre-construction survey. Richcraft is offering this optional pre-construction survey to residents through a third-party geotechnical consultant. Although no blasting is anticipated at this time for the site, they will also be implementing vibration monitoring to measure and monitor any impact from heavy equipment on the site during construction.</p>
<ul>

<li><strong>Timeline:</strong> Site servicing is scheduled to start in July, with building construction scheduled to finish in July 2028.</li>
<li><strong>Blasting and hoe-ramming:</strong> Some rock removal may be required, however the extent of this activity is not yet determined.</li>
<li><strong>Road closures:</strong> No planned road closures, however, this is subject to change if there are site constraints that arise.</li>
<li><strong>Working hours:</strong> Work will occur primarily on the weekdays and will comply with the City of Ottawa’s Noise By-Law. Some weekend work is possible but will not occur regularly.</li>
<li><strong>Street sweeping/dust control:</strong> Mitigation measures for construction impacts will include street sweeping, which will occur on a weekly basis to help control dust and keep debris from being tracked outside the construction site. A mud mat will be installed at the site entrance to mitigate material being tracked off-site. Contractors and trades will be instructed to slow down when driving onsite to help with dust control and frequent watering will occur. Silt fence will also be placed on the site perimeter to protect water quality from sediment and construction debris.</li>
<li><strong>Parking plan:</strong> Workers will park on streets throughout the neighbourhood as well as on the site. All parking is subject to City of Ottawa by-laws.</li>
<li><strong>Tree removal:</strong> No trees are impacted by the development.</li>
<li><strong>Other impacts:</strong> Construction is loud and dirty and disturbing. Disruption to neighours lives can be expected. Individual contractors and sub-contractors do not represent the views of Richcraft Homes Ltd. and cannot accept responsibility for the actions of independent companies. If someone is breaking the law, by-law (3-1-1) and police (9-1-1) should be called before notifying Richcraft.</li>

Une clôture anti-érosion sera installée autour du périmètre du chantier pour préserver la qualité de l’eau et empêcher les sédiments et les débris de la contaminer.</li>
<li><strong>Plan de stationnement :</strong> Les travailleurs se gareront dans les rues du quartier et sur le site. Tous les stationnements sont soumis aux règlements municipaux de la Ville d’Ottawa.</li>
<li><strong>Abattage d’arbres :</strong> Aucun arbre n’est touché par le projet.</li>
<li><strong>Autres répercussions :</strong> La construction est bruyante, salissante et dérangeante. Il faut s’attendre à ce que la vie dans le quartier soit perturbée. <p>In 2021, we hosted an information meeting to discuss Richcraft&#8217;s development proposal for <a href="http://glengower.ca/development/620-bobolink-ridge-site-plan-control-application/"><strong>620 Bobolink Ridge</strong></a>. It’s currently a vacant piece of land, located along the west side of Robert Grant in the CRT Westwood subdivision between Bobolink Ridge and Cope Drive. Richcraft has requested wants to build a planned-unit development (PUD) of seven four-storey stacked townhomes with 12 units each (84 total new homes).</p>
<p>One of the issues that came up in the public information meeting was traffic and pedestrian safety. Because this is a small development, the builder is not required to conduct a Traffic Impact Assessment (TIA). However, due to the number of questions from residents, I requested that the builder provide a more detailed traffic analysis to address common questions, including:</p>
<ol>
<li>Can site access be provided from Cope and/or Bobolink?  There is similar access provided on the east side of Robert Grant for low-rise apartment buildings, for example on Janka Private and Jatoba Private.</li>
<li>What volume of traffic is expected from the 620 Bobolink development on Embankment Street?  Has Embankment Street been designed handle this additional level of traffic safely?</li>
<li>Has the transportation analysis taken into account increased school traffic at the public high school site, and the impact on Embankment? Experience at other high schools is that there is a high amount of parking and kiss-and-ride on side streets near the school. Can Embankment function effectively with this additional traffic?</li>
<li>Why isn’t there a sidewalk planned for the east side of Embankment?</li>
<li>Do the roundabouts on Robert Grant and Bobolink and Cope have sufficient capacity for the increasing development in the area?</li>

<h2>620, côte Bobolink : analyse de la circulation et de la sécurité des piétons</h2>
<p>En 2021, nous avons organisé une réunion d’information pour discuter de la proposition d’aménagement de Richcraft au <a href="http://glengower.ca/development/620-bobolink-ridge-site-plan-control-application/"><strong>620, côte Bobolink</strong></a>. Il s’agit actuellement d’un terrain vacant situé le long du côté ouest de l’avenue Robert-Grant, dans le lotissement Westwood de CRT, entre la côte Bobolink et la promenade Cope. Richcraft souhaite construire un complexe immobilier composé de sept maisons de quatre étages, superposées en rangée, comprenant chacune 12 unités (84 nouveaux logements au total).</p>
<p>L’une des questions soulevées lors de la réunion d’information publique concernait la circulation et la sécurité des piétons. Étant donné qu’il s’agit d’un petit aménagement, le constructeur n’est pas tenu d’effectuer une évaluation des répercussions sur la circulation. Cependant, en raison du nombre de questions posées par les résidents, je lui ai demandé de fournir une analyse plus détaillée de la circulation afin de répondre aux questions courantes, notamment les suivantes :</p>
<ol>
<li>L’accès au site peut-il se faire depuis la promenade Cope ou la côte Bobolink?  Des accès semblables sont prévus du côté est de l’avenue Robert-Grant pour les immeubles d’appartements de faible hauteur, par exemple sur les privés Janka et Jatoba.</li>
<li>Quel est le volume de circulation prévu avec l’aménagement du 620, côte Bobolink, dans la rue Embankment?  La rue Embankment a-t-elle été conçue pour absorber ce volume de circulation supplémentaire de façon sécuritaire?</li>
<li>L’étude de la circulation a-t-elle pris en compte l’augmentation de la circulation dans la zone scolaire de l’école secondaire publique et les répercussions sur la rue Embankment? Autour des autres écoles secondaires, on constate qu’il y a un grand nombre de places de stationnement et de zones dépose-minute dans les rues secondaires. Pourra-t-on circuler normalement dans la rue Embankment avec cette circulation supplémentaire?</li>
<li>Pourquoi n’a-t-on pas prévu de trottoir du côté est de la rue Embankment?</li>

<p>If you&#8217;ve passed by the Bradley-Craig barn on Hazeldean Road on recent months, you may have noticed a lot of activity.</p>
<p>The farmstead, including the barn and farmhouse, is owned by Richcraft. After considering moving the barn several years ago, the company has decided to restore the barn on site and adapt it for a new use. The new use has not yet been determined, but heritage stonemasons have been busy since last fall repairing and re-pointing the stone foundation and work has begun to repair and restore areas of rotten wood and missing barn board.</p>
<p>Repairs and re-pointing of the red brick and waterproofing of the stone foundation of the farmhouse will begin soon. The rehabilitation and restoration work will ensure that the Bradley Craig farmstead continues to serve as a landmark in former Goulbourn township and reminder of the area’s agricultural history for years to come. All of the work is monitored and inspected by City inspectors to ensure that heritage elements of the barn are not damaged. <em> (Councillor Glen attended a site visit with heritage staff and by-law inspectors in April 2021 to review the work in progress.)</em></p>

<p>City heritage staff have reviewed plans for the restoration and so far have issued permits for work including:</p>
<ul>
<li>Repair and replacement of portions of the barn’s existing sill beam.</li>
<li>Installation of timber planks on north exterior elevation of barn to match planks removed due to deteriorated condition.</li>
<li>Replacement of deteriorated steel window lintels with matching lintels on stone portion north elevation.</li>
<li>Reinstatement of large barn doors on north elevation.</li>
<li>Removal of two wooden outbuildings located at the northwest and southwest corners of the barn.</li>
<li>Removal of rear addition to existing farmhouse.</li>
<li>Removal of porch enclosure, retention of existing porch posts.</li>
<li>Re-pointing of exterior bricks and stone foundation, brick and stones to be replaced where significantly deteriorated. Partial excavation around perimeter of home required to re-point portions of foundation.</li>
<li>Repair and partial reconstruction of existing chimney using existing bricks.</li>

<p><strong>About the barn</strong><br />
The Bradley Craig Barn, 590 Hazeldean Road was constructed in 1873 by local carpenter, John Cummings for the Bradley family who settled this land in 1821. Cummings built four similar barns in Goulbourn Township in the 19<sup>th</sup> century, and this barn is the last remaining example of his work. The huge red barn is an unusually large and rare example of a timber dairy barn in Ontario, it is constructed completely of wood with no metal fasteners. The joinery is secured with wooden pegs instead of nails. The large dairy barn and accompanying red brick farmhouse were designated under the Ontario Heritage Act by City Council for their cultural heritage value in 2010.</p>

<h2>Mise à jour : la restauration de la grange Bradley-Craig se poursuit</h2>
<p>Si, ces derniers mois, vous êtes passé devant la grange Bradley-Craig sur le chemin Hazeldean, vous avez peut-être remarqué l’effervescence qui y règne.</p>
<p>La ferme, y compris la grange et la maison de ferme, est la propriété du promoteur Richcraft. Après avoir envisagé de déménager la grange il y a plusieurs années, l’entreprise a décidé de la restaurer et de l’adapter à un nouvel usage. Ce nouvel usage n’a pas encore été établi, mais des experts en maçonnerie traditionnelle s’affairent depuis l’automne dernier à réparer et à rejointoyer les fondations en pierre de la grange. De plus, des travaux de remplacement des pièces de bois pourries et des planches manquantes vont bientôt commencer.</p>
<p>Les réparations et la réfection des joints du parement de briques rouges ainsi que l’imperméabilisation des fondations en pierre de la maison de ferme vont bientôt commencer. Les travaux de réfection et de restauration feront en sorte que la ferme Bradley-Craig continuera à servir de point de repère dans l’ancien canton de Goulbourn et à rappeler le passé agricole de la région. Des inspecteurs de la Ville surveillent et inspectent tous les travaux pour s’assurer que les éléments patrimoniaux de la grange ne sont pas endommagés. (<em>Le conseiller Glen a participé à une visite des lieux avec du personnel du patrimoine et des inspecteurs de la réglementation municipale en avril 2021 pour passer en revue les travaux en cours.</em>)</p>

<p>Le personnel de la Ville responsable du patrimoine a examiné les plans de restauration et a jusqu’à présent délivré des permis pour les travaux suivants :</p>
<ul>
<li>réparation et remplacement de certaines parties de la lisse d’assise de la grange;</li>
<li>installation de planches sur l’élévation extérieure nord de la grange, là où des planches avaient été enlevées en raison de leur mauvais état;</li>
<li>remplacement de linteaux de fenêtre en acier détériorés par des linteaux assortis sur la partie en pierre de la façade nord;</li>
<li>remise en place des grandes portes sur la façade nord de la grange;</li>
<li>démolition de deux dépendances en bois situées aux angles nord-ouest et sud-ouest de la grange;</li>
<li>démolition de l’annexe arrière de la maison de ferme;</li>
<li>démantèlement de la clôture du porche; conservation des poteaux du porche;</li>
<li>réfection des joints du parement de briques et de la fondation en pierre; remplacement des briques et des pierres fortement endommagées. Une excavation partielle autour du périmètre de la maison est requise pour que l’on puisse refaire le jointoiement de certaines parties de la fondation;</li>
<li>réparation et reconstruction partielle de la cheminée à l’aide de briques récupérées sur les lieux.</li>

<p><strong>À propos de la grange</strong></p>
<p>La grange Bradley-Craig, située au 590, chemin Hazeldean, a été construite en 1873 par le charpentier de la place, John Cummings, pour le compte de la famille Bradley qui s’est installée sur ces terres en 1821. Cette grange est le dernier témoin du savoir-faire de John Cummings, qui a construit quatre granges similaires dans le canton de Goulbourn au XIX<sup>e</sup> siècle. L’imposante grange rouge, qui est une construction exceptionnellement grande et rare pour une grange en bois de ferme laitière en Ontario, est entièrement en bois, sans aucune fixation métallique, ses composants étant fixés avec des chevilles de bois au lieu de clous. En 2010, la valeur pour le patrimoine culturel de l’imposante grange et de la maison de ferme en briques rouges qui l’accompagne a été reconnue par le Conseil municipal en vertu de la <em>Loi sur le patrimoine de l’Ontario</em>.</p>

<p>We&#8217;ve had a few inquiries from residents about the condition of the old red barn at the Bradley-Craig Farm.</p>
<p>The City&#8217;s heritage staff have confirmed that the barn doors have been open due to ongoing <a href="http://glengower.ca/information/upcoming-repair-work-on-the-bradley-craig-barn/">foundation restoration work</a> happening inside. Richcraft has been doing this work in conjunction with a heritage architect and with the required permits from the City. Staff are reviewing the work and I hope to be able to do a site visit once COVID-19 restrictions allow.</p>
<p>The barn remains a designated building under the Ontario Heritage Act and is on the City&#8217;s Heritage Watch List. This means that a by-law officer inspects the building regularly for any damage or potential issues that need addressed. Residents can also call 3-1-1 or contact my office with any concerns and we can send an inspector to have a look.</p>

<h2>Mise à jour : Travaux de réfection sur la fondation de la grange Bradley-Craig</h2>
<p>Quelques questions nous ont été posées par des résidents au sujet de l’état de la vieille grange rouge de la ferme Bradley-Craig.</p>
<p>L’équipe responsable du patrimoine à la Ville confirme que les portes de la grange sont ouvertes en raison des <a href="http://glengower.ca/information/upcoming-repair-work-on-the-bradley-craig-barn/">travaux de restauration des fondations</a> (en anglais) effectués à l’intérieur. Richcraft, qui détient les permis requis par la Ville, mène ces travaux en collaboration avec un architecte spécialisé en patrimoine. Le personnel évalue les travaux en question et j’espère être en mesure d’effectuer une visite sur le site lorsque les restrictions liées à la COVID-19 le permettront.</p>
<p>La grange est un bâtiment désigné en vertu de la Loi sur le patrimoine de l’Ontario et figure sur la liste de surveillance des biens à valeur patrimoniale de la Ville. Cela signifie qu’un agent des règlements procède régulièrement à des inspections de ce bâtiment pour y déceler d’éventuels dommages ou problèmes nécessitant une attention particulière. Les résidents ayant des questions peuvent également composer le 3-1-1 ou communiquer avec mon bureau et nous pourrons demander à un inspecteur d’y répondre.</p>

<p>The City of Ottawa has received a Zoning By-law Amendment application to permit back-to-back townhomes in a Richcraft development at 1620 Maple Grove Road.</p>
<p>The site is located south of Maple Grove Road between Huntmar Drive and Terry Fox Drive. The proposed back-to-back townhomes are within the approved Richcraft subdivision and will be surrounded by other low-rise residential homes within the same subdivision.</p>
<p>As part of the original approved plan of subdivision and zoning by-law amendment applications, back-to-back townhomes were always planned. However, accompanying zoning provisions to permit these homes were missed in the original zoning by-law amendment. This application is to correct this technical error.</p>

<h2>Modification du règlement de zonage visant le 1620, chemin Maple Grove</h2>
<p>La Ville d’Ottawa a reçu une demande de modification du Règlement de zonage en vue de permettre l’aménagement de maisons en rangée adossées dans le cadre d’un projet d’aménagement de Richcraft prévu pour le 1620, chemin Maple Grove.</p>
<p>L’emplacement est situé au sud du chemin Maple Grove, entre les promenades Huntmar et Terry-Fox. Les maisons en rangée adossées proposées, qui font partie du lotissement de Richcraft approuvé, seront entourées d’autres maisons résidentielles de faible hauteur qui seront construites dans ce même lotissement.</p>
<p>L’aménagement de maisons en rangée adossées était prévu dans le plan de lotissement et les demandes de modification du Règlement de zonage initialement approuvés. Toutefois, les dispositions de zonage connexes qui visaient à permettre l’aménagement de ces maisons n’ont pas été prises en compte dans la demande de modification du Règlement de zonage originale. La présente demande vise à corriger cette erreur technique.</p>

<p><em>Le français suit</em></p>
<p>Richcraft, the owners of the Bradley-Craig Farm, have received approval from the City to proceed with temporary shoring of the north foundation wall of the Bradley-Craig barn. This work is in response to a Property Standards Order issued to the owner for repairs to the barn. The temporary shoring will be in place until the full foundation repairs are completed.</p>
<p>The barn and the farmhouse on Hazeldean Road are both designated properties under the <em>Ontario Heritage Act</em>, and as such all work that would affect heritage attributes needs approval from City staff before proceeding.</p>
<p>Heritage staff and property standards officers continue to monitor the building closely. The barn are listed on the city&#8217;s <a href="https://ottawa.ca/en/city-hall/planning-and-development/heritage-conservation/heritage-watch-list">Heritage Watch List</a> of vacant heritage buildings. The list includes all vacant heritage buildings as well as occupied buildings that are deemed to be at risk due to neglect or deterioration. A Property Standards Officer visits each property on this list quarterly and issues orders for board-up, graffiti removal, repair, restoration or property maintenance as required.</p>

<h2>Réparations prochaines des fondations de la grange Bradley-Craig</h2>
<p>La société Richcraft, propriétaire de la ferme Bradly-Craig, a reçu le feu vert de la Ville pour l’étayage du mur de fondation nord de la grange. Ces travaux font suite à une ordonnance concernant les normes de biens-fonds qui enjoignait au propriétaire de réparer la grange. Les étais demeureront en place jusqu’à la fin des rénovations des fondations.</p>
<p>La grange et la ferme du chemin Hazeldean étant toutes deux désignées aux termes de la <em>Loi sur le patrimoine de l’Ontario</em><em>, les travaux qui risquent d’avoir une incidence sur leurs caractéristiques patrimoniales doivent d’abord être approuvés par la Ville.</em></p>
<p>Le personnel responsable du patrimoine et les agents des normes foncières continueront de surveiller la grange de près. Elle figure sur la <a href="https://ottawa.ca/fr/hotel-de-ville/urbanisme-et-amenagement/conservation-du-patrimoine/liste-de-surveillance-des-biens-valeur-patrimoniale">liste de surveillance des biens à valeur patrimoniale</a>, qui recense tous les édifices historiques, inoccupés et occupés, considérés à risque pour cause de négligence ou de détérioration. Tous les trimestres, un agent des normes foncières visite chaque propriété de la liste et émet, au besoin, des ordonnances de condamnation, d’élimination des graffitis, de rénovation, de restauration ou d’entretien.</p>
