<p>What a great day on Robert Grant Avenue last Saturday for our special &#8220;pre-opening&#8221; activities.</p>
<p>In the morning, nearly 200 hockey players took part in a ball hockey tournament and fundraiser organized by the Stittsville Minor Hockey Association. Then in the afternoon, a few hundred residents joined us to ride, roll, walk, and run along the 1.5-kilometre stretch of the road. We saw cyclists, joggers, rollerbladers, skateboarders, dog walkers, and more.</p>
<p>Thank you to all of the volunteers who made this event possible, and a big thanks to Minto, Cavanagh Construction, and Novotech for letting us use the road for the day!</p>
<p>&nbsp;</p>
<p><b>What&#8217;s next: </b></p>
<ul>
<li>There are still some finishing touches, including a final layer of asphalt, signage, road painting, landscaping, and completion of the intersection at Hazeldean and the roundabout at Abbott. We expect the road to open for all users in the next couple of weeks.</li>
<li>The right-of-way for Robert Grant is quite wide, to accommodate future expansion including additional bus-only lanes, as well as additional mixed traffic lanes.</li>
<li>In the future, Robert Grant Avenue will continue north of Hazeldean, connecting with Palladium Drive for access to the Queensway. There&#8217;s no timeline yet but it is a higher-priority road project in the City&#8217;s <a href="http://glengower.ca/development/notebook-transportation-master-plan-comes-to-committee-on-june-26/">Transportation Master Plan</a>.</li>
<li>The future LRT Stage 3 will have its final station at Hazeldean Road, next to Robert Grant Avenue.</li>

<h2>Résumé: « Aperçu exclusif » de l’avenue Robert Grant</h2>
<p>Quelle belle journée sur l’avenue Robert Grant samedi dernier pour nos activités spéciales « avant l’ouverture ».</p>
<p>&nbsp;</p>
<p>Le matin, près de 200 joueurs de hockey ont participé à un tournoi de hockey-balle et à une collecte de fonds organisés par l’Association de hockey mineur de Stittsville. Puis, dans l’après-midi, quelques centaines de résidents se sont joints à nous pour faire du vélo, marcher et courir le long du tronçon de 1,5 kilomètre de la route. Nous avons vu des cyclistes, des joggeurs, des patineurs à roulettes, des planchistes, des personnes promenant leur chien, et plus encore.</p>
<p>Merci à tous les bénévoles qui ont rendu cet événement possible, et un grand merci à Minto, Cavanagh Construction et Novotech de nous avoir permis d’utiliser la route pour la journée!</p>
<p>&nbsp;</p>
<p><b>Prochaines étapes : </b></p>
<ul>
<li>Il reste encore quelques touches finales, notamment une couche finale d’asphalte, de la signalisation, de la peinture routière, l’aménagement paysager et l’achèvement de l’intersection du chemin Hazeldean et du rond-point de la rue Abbott. Nous prévoyons que la route sera ouverte à tous les utilisateurs dans les prochaines semaines.</li>
<li>L’emprise pour l’avenue Robert Grant est assez large, afin de permettre une expansion future, notamment des voies réservées aux autobus supplémentaires, ainsi que des voies mixtes supplémentaires.</li>
<li>À l’avenir, l’avenue Robert Grant continuera au nord du chemin Hazeldean, se connectant à la promenade Palladium pour accéder au Queensway. Il n’y a pas encore de calendrier, mais c’est un projet routier prioritaire dans le <a href="http://glengower.ca/development/notebook-transportation-master-plan-comes-to-committee-on-june-26/">Plan directeur des transports</a> de la Ville.</li>
<li>L’Étape 3 du futur train léger aura sa dernière station sur le chemin Hazeldean, à côté de l’avenue Robert Grant.</li>

We’re opening up the road and inviting residents of all ages to test out the road by bike, on foot, on a skateboard, on a scooter, with a stroller, or with any other mobility device (*Motorized vehicles are not permitted)</p>

You can access the road from either Hazeldean Road or Abbott Street. We’re encouraging residents to leave their cars at home. The site is served by OC Transpo Route 61 (Hazeldean Road) or Route 163 (Abbott Street)</p>

<p>-Bring a bottle of water for hydration<br />
-For those under 18 years of age, helmet use is mandatory<br />

<p>Here&#8217;s the latest update on construction of Robert Grant Avenue, between Abbott and Hazeldean, as of late August 2025.</p>
<ul>
<li>Work has been progressing well this summer. Paving and concrete work at Robert Grant and Abbott has wrapped up, which means the end of lane closures and traffic disruptions, just in time for the start of the school year.</li>
<li>The entire road could open as early as mid-October, from Abbott Street to Hazeldean Road in both directions.</li>
<li>Residents will see some additional finishing work and minor disruptions at the roundabout over the next couple of weeks including:
<ul>
<li>Final Pavement Markings &amp; Signage</li>
<li>Final Electrical connections and activation of PXO flashers</li>
<li>Final Street Light Installations and activation</li>
<li>Landscaping</li>
</ul>
</li>
<li>New bus stops (eastbound and westbound) will be added near the roundabout, for customers who use Route 163.</li>
</ul>

<h2>MISE À JOUR : Travaux de prolongement de l’avenue Robert-Grant (août 2025)</h2>
<p>Voici la dernière mise à jour concernant les travaux sur l’avenue Robert-Grant, entre la rue Abbott et la rue Stittsville Main, à la fin août 2025.</p>
<ul>
<li>Les travaux ont bien avancé cet été. Le tronçon complet entre la rue Abbott et le chemin Hazeldean pourrait ouvrir aussi tôt que la mi-octobre, et ce, dans les deux sens.</li>
<li>Les travaux de pavage et de bétonnage à l’angle de l’avenue Robert-Grant et de la rue Abbott sont terminés, mettant fin aux fermetures de voies et aux perturbations de la circulation juste à temps pour la rentrée scolaire.</li>
<li>Il reste encore des travaux de finition à faire qui occasionneront des perturbations mineures au carrefour giratoire durant les deux prochaines semaines, notamment :
<ul>
<li>le marquage final de la chaussée et l’installation de panneaux indicateurs;</li>
<li>la connexion électrique et l’activation de feux clignotants au passage pour piétons;</li>
<li>l’installation et l’activation de lampadaires permanents;</li>
<li>l’aménagement paysager.</li>
</ul>
</li>
<li>De nouveaux arrêts d’autobus seront ajoutés près du carrefour giratoire (en direction est et ouest) pour la clientèle du circuit 163.</li>

<p>Here&#8217;s the latest update on construction of Robert Grant Avenue, between Abbott and Hazeldean.</p>
<ul>
<li>Construction is on track for an opening this fall, possibly as early as Thanksgiving weekend in October. The opening date depends on a number of factors including weather conditions.</li>
<li>All sewer, watermain, and non-hydro utility infrastructure has been built.</li>
<li>The north half of the road was paved last fall and the south half will be paved in July. Despite being paved, the roadway will still not be complete. Hydro Ottawa is installing new infrastructure in the corridor, and after that there is still work to finalize the grading and installing the remaining sidewalks, cycle tracks and landscaping along the roadway.</li>
<li>Work to upgrade the Robert Grant-Abbott roundabout to current active transportation standards are planned to being in early July. Cavanagh has secured a noise by-law exemption for overnight work July 2-4 at the roundabout in order to get some of the major excavation removal works completed. Work at the intersection is scheduled to be completed by Labour Day.</li>
<li>École Paul-Desmarais has constructed their new bus loop with access to Robert Grant Avenue. This should help alleviate congestion on Abbott during drop -off and pick-up, once Robert Grant Avenue is fully open this fall.</li>
<li>There is some additional paving and final works at the Hazeldean intersection that should be complete by Labour Day.</li>
</ul>

<h3>MISE À JOUR : Construction du prolongement de l’avenue Robert-Grant</h3>
<p>Voici la dernière mise à jour sur la construction de l’avenue Robert-Grant, entre les rues Abbott et Hazeldean.</p>
<ul>
<li>Les travaux de construction sont sur la bonne voie pour une ouverture cet automne, peut-être dès la fin de semaine de l’Action de grâce en octobre. La date d’ouverture dépend de multiples facteurs, dont les conditions météorologiques.</li>
<li>Toutes les infrastructures d’égouts, de conduites d’eau principales et de services publics non hydroélectriques ont été construites.</li>
<li>La moitié nord de la route a été asphaltée l’automne dernier et la moitié sud le sera en juillet. Même si elle sera asphaltée, la route ne sera toujours pas terminée. Hydro Ottawa installe de nouvelles infrastructures dans le corridor, et il faudra encore, par la suite, niveler la route et faire les trottoirs, les pistes cyclables et l’aménagement paysager le long de la chaussée.</li>
<li>Les travaux de mise à niveau du carrefour giratoire Robert Grant-Abbott aux normes actuelles de transport actif sont prévus pour le début de juillet. Cavanagh a obtenu une exemption au Règlement sur le bruit pour effectuer des travaux de nuit du 2 au 4 juillet au carrefour giratoire afin de terminer certains des principaux travaux d’enlèvement des excavations. Les travaux à l’intersection devraient être terminés d’ici la fête du Travail.</li>
<li>L’école Paul-Desmarais a construit sa nouvelle boucle pour autobus avec accès à l’avenue Robert-Grant. Cette solution devrait aider à réduire la congestion sur la rue Abbott au moment du débarquement et de l’embarquement des élèves, une fois que l’avenue Robert-Grant sera entièrement ouverte cet automne.</li>
<li>D’autres travaux de pavage et de finition à l’intersection du chemin Hazeldean devraient être terminés d’ici la fête du Travail.</li>

<p>There are temporary sidewalk closures planned for May 12-22 near the new apartment development at the corner of Bobolink and Robert Grant.</p>
<ul>
<li>Part 1: The sidewalk in front of the project site on the east side of Robert Grant Avenue, between Bobolink and Abbott, will be closed for installation of a stormwater infiltration trench.</li>
<li>Part 2: The sidewalk in front of the project site on the north side of Bobolink Ridge, between Shinny and Robert Grant, will be closed for installation of a second stormwater infiltration trench.</li>
</ul>
<p>Taggart Construction Ltd., on behalf of the developer/builder, will be setting up signage for temporary pedestrian detours, and notices will be provided to nearby residents and high schools. Only one segment of sidewalk will be closed at a time, and only during working hours of 7:00am-5:00pm.</p>

<p>Des fermetures temporaires de trottoirs sont prévues du 12 au 22 mai près du nouvel aménagement des immeubles d’appartements à l’angle de Bobolink et Robert Grant.</p>
<ul>
<li>Partie 1 : Le trottoir devant le site du projet, du côté est de l’avenue Robert Grant, entre la côte Bobolink et la rue Abbott, sera fermé pour l’installation d’une tranchée d’infiltration des eaux pluviales.</li>
<li>Partie 2 : Le trottoir devant le site du projet, du côté nord de la côte Bobolink, entre les avenues Shinny et Robert Grant, sera fermé pour l’installation d’une deuxième tranchée d’infiltration des eaux pluviales.</li>
</ul>
<p>Taggart Construction Ltd., au nom du promoteur et constructeur, installera des panneaux de signalisation pour les détours temporaires pour les piétons, et des avis seront envoyés aux résidents et aux écoles secondaires des environs. <p>Here’s a quick update on the status of construction for the Robert Grant Avenue extension. Overall, the project is now on track to be finished in the last half of 2025.</p>
<p><strong>Hazeldean Road intersection:</strong></p>
<ul>
<li>Work continues on the intersection but is nearly complete. Final work is underway to complete the medians along Hazeldean Road with a target of late November to have all civil works completed and the intersection put into its new configuration. The City’s signals crew will return likely in early December to install and initialize their infrastructure.</li>
<li>Construction crews will be returning next year to complete resurfacing, as well as completion of a few other areas.</li>
<li>The connection from Robert Grant into Hazeldean has been made and crews will be paving portions of Robert Grant. <strong>It may look like the roadway is open, but it is not.</strong> There will be increased signage/demarcation to this effect and jersey barriers will be installed to prevent public access prior to the winter.</li>
</ul>
<p><strong>Abbott Street intersection:</strong></p>
<ul>
<li>The Abbott Street roundabout is scheduled to be cleaned up in the next few weeks before the winter. This will include backfilling of the excavation in the centre circle, removal of fencing and touching up the road cut paving that has started to settle.</li>
<li>Remaining works at Abbott are scheduled for summer 2025.</li>
</ul>
<p><strong>Within the future Abbott’s Run subdivision, between Hazeldean and Abbott:</strong></p>
<ul>
<li>Construction of underground services (sanitary, storm and water) along the Robert Grant right-of-way and adjacent subdivision is largely complete.</li>
<li>The underground electrical infrastructure along the majority of Robert Grant is installed.</li>
<li>As noted above, paving along the north half of Robert Grant to Hazeldean is scheduled for this week.</li>
</ul>

<h3 style="font-weight: 400;"><strong>Mise à jour : Construction du prolongement de l’avenue Robert-Grant</strong></h3>
<p style="font-weight: 400;">Voici une mise à jour rapide sur l’état de la construction du prolongement de l’avenue Robert-Grant. Dans l’ensemble, le projet est maintenant en voie d’être achevé au cours du dernier semestre de 2025.</p>
<p style="font-weight: 400;"><strong>Carrefour du chemin Hazeldean :</strong></p>
<ul style="font-weight: 400;">
<li>Les travaux se poursuivent au carrefour, mais ils sont presque achevés. Les derniers travaux sont en cours pour achever les terre-pleins centraux le long du chemin Hazeldean avec un objectif de fin novembre pour que tous les travaux de génie civil soient terminés et que le carrefour soit fonctionnel dans sa nouvelle configuration. L’équipe chargée des feux de circulation de la Ville reviendra probablement au début de décembre pour installer et amorcer son infrastructure.</li>
<li>Les équipes de construction seront de retour l’année prochaine pour terminer le réasphaltage, ainsi que l’achèvement de quelques autres zones.</li>
<li>La jonction de l’avenue Robert-Grant au chemin Hazeldean a été faite et les équipes seront en train de paver des parties de l’avenue Rober-Grant. <strong>Il peut sembler que la route est ouverte, mais ce n’est pas encore le cas.</strong> Il y aura une augmentation de la signalisation et de la démarcation à cet effet et des murets de sécurité seront installés afin d’empêcher l’accès du public avant l’hiver.</li>
</ul>
<p style="font-weight: 400;"><strong>Carrefour giratoire de la rue Abbott :</strong></p>
<ul style="font-weight: 400;">
<li>Le carrefour giratoire de la rue Abbott devrait être nettoyé au cours des prochaines semaines avant l’hiver. Cela comprendra le remblayage de l’excavation dans le cercle central, l’enlèvement des clôtures et les retouches du pavage coupé par la route qui a commencé à se stabiliser.</li>
<li>Les travaux restants sur la rue Abbott sont prévus pour l’été 2025.</li>
</ul>

<p>The Fernbank Landowner’s Group will start major construction on the Robert Grant Avenue extension from Abbott Street to Hazeldean Road. Prep work and pre-construction work was completed last fall. Here’s information about construction plans and how the work will impact residents.</p>
<ul>

<li><strong>Timeline: </strong>Construction within the Hazeldean Road intersection is tentatively scheduled throughout fall 2023 and will be mostly completed prior to the end of 2023. Some intersection work, including temporary streetlight and traffic signals works are currently underway. Construction as part of the roadway extension from Abbott Street to Hazeldean Road is scheduled to continue in late Fall 2023 and extend for a period of two years, to be completed by Fall 2025.</li>
<li><strong>Blasting and hoe-ramming:  </strong>Minor blasting and/or hoe-ramming may be required throughout late fall 2023 and winter 2024. More information will be provided once details are confirmed.</li>
<li><strong>Road closures: </strong>No road closures are anticipated. Lane reductions along Hazeldean Road can be expected in Fall 2023. Lane reductions along Robert Grant Avenue (south of Abbott Street) and at Abbott Street will also be required in 2024. Full details will be communicated once known.</li>
<li><strong>Working hours: </strong>Working within the City of Ottawa’s Noise By-law. Most works will be weekdays 7:00 a.m. to 6:00 p.m. Some Saturdays are possible, but not on a regular basis.</li>
<li><strong>Street sweeping/dust control: </strong>Regular street cleaning will be in effect when trucking or as required. Dust and garbage control will be monitored and addressed accordingly.</li>
<li><strong>Parking plan: </strong>Parking for all contractors and employees will be on site.</li>
<li><strong>Tree removal:</strong> Minor tree removals will be required along Hazeldean Road as part of the intersection modification. Substantial tree planting is included in the project scope along Robert Grant Avenue – similar to the planting layouts along Robert Grant Avenue from Fernbank Road to Abbott Street. Ongoing consultation with City Forestry has been held throughout the pre-construction phase to confirm required removals and proposed tree species.</li>

<p>Le Fernbank Landowner’s Group va entamer d’importants travaux de construction sur le prolongement de l’avenue Robert Grant de la rue Abbott jusqu’au chemin Hazeldean. Les travaux préparatoires et les travaux préliminaires de construction ont été achevés l’automne dernier. Voici des renseignements sur les plans de construction et les répercussions que les travaux auront sur les résidents.</p>

On prévoit que les travaux de construction concernant le prolongement de la route de la rue Abbott jusqu’au chemin Hazeldean continueront jusqu’à la fin de l’automne 2023 et qu’ils se poursuivront sur deux ans pour s’achever d’ici l’automne 2025.</li>
<li><strong>Dynamitage et excavation à la rétrocaveuse :</strong> Des travaux mineurs de dynamitage et d’excavation à la rétrocaveuse pourraient être nécessaires jusqu’à la fin de l’automne 2023 et pendant l’hiver 2024. Des renseignements supplémentaires seront fournis dès que des précisions sur ces travaux seront confirmées.</li>
<li><strong>Fermetures de route :</strong> Aucune fermeture de route n’est prévue. On peut toutefois s’attendre à des réductions de voies le long du chemin Hazeldean à l’automne 2023. De telles réductions le long de l’avenue Robert Grant (au sud de la rue Abbott) et de la rue Abbott seront aussi nécessaires en 2024. Des renseignements complets seront communiqués dès que nous les connaîtrons.</li>
<li><strong>Horaire des travaux :</strong> Travaux dans le cadre du <em>Règlement sur le bruit de la Ville d’Ottawa</em>. La plupart des travaux se dérouleront en semaine, entre 7 h et 18 h. Certains travaux pourraient avoir lieu le samedi, mais uniquement de façon exceptionnelle.</li>
<li><strong>Balayage des rues/contrôle des poussières :</strong> Un nettoyage régulier des rues sera effectué lors du transport par camion ou selon les besoins. La gestion de la poussière et des déchets sera surveillée et effectuée de manière appropriée.</li>
<li><strong>Plan de stationnement :</strong> Tous les entrepreneurs et travailleurs se stationneront sur le chantier.</li>
<li><strong>Enlèvement d’arbres : </strong>Il sera nécessaire d’enlever quelques arbres le long du chemin Hazeldean dans le cadre de la modification de l’intersection. Une plantation importante d’arbres le long de l’avenue Robert Grant fait partie de la portée du projet. Cette plantation est semblable à l’aménagement prévu pour le long de l’avenue Robert Grant, du chemin Fernbank à la rue Abbott. Des consultations avec le personnel des Services forestiers de la Ville ont eu lieu tout au long de la phase préliminaire de construction afin de confirmer les enlèvements nécessaires et les espèces d’arbres proposées.</li>

<p>Shovels should be in the ground later this year for the next section of Robert Grant Avenue, from Abbott Street to Hazeldean Road.</p>
<p>Council today authorized the City to enter into a front-ending agreement with Fernbank Landowners Group Ltd. for the design and construction of the transportation corridor. The front-ending agreement is a financing arrangement that will allow construction to start ahead of schedule.</p>
<p>It’s hard to overstate the importance of Robert Grant Avenue to Stittsville’s transportation network. This 1.5-km portion will provide much-needed access to the growing Fernbank community, including the first contiguous sidewalk and cycle paths between Fernbank and Hazeldean. When the road opens, it will also allow for more efficient routing of OC Transpo buses.</p>
<p>When the full project is completed, it will be the primary north-south route from Fernbank to the 417 for vehicles, buses, pedestrians, and cyclists. It will serve residents in Stittsville, Kanata, and Rideau-Jock. We will continue to work with City staff and stakeholders to advance construction on the remaining portion of Robert Grant Avenue north of Hazeldean Road as soon as possible.</p>
<p>This section of the north-south arterial is part of the development at <a href="http://glengower.ca/development/january-20-public-meeting-for-5618-hazeldean-road-plan-of-subdivision/">5618 Hazeldean Road</a>, known as the Kizzel lands. Upon the completion of the roadway construction and prior to public usage, the applicant will have to dedicate the roadway as part of the subdivision registration.</p>
<p>The costs have been identified as $20,334,800 plus applicable taxes and indexing. Upon completion of work and fulfillment of the agreement conditions, the City will reimburse Fernbank Landowners Group Ltd. with an estimated $5 million in 2023, and the remainder in 2024.</p>

<h2 style="font-weight: 400;">Carnet : Le Conseil donne le feu vert au prochain tronçon de l’avenue Robert-Grant</h2>
<p style="font-weight: 400;">Plus tard cette année, on devrait donner les premiers coups de pelle pour l’aménagement du prochain tronçon de l’avenue Robert-Grant, de la rue Abbott au chemin Hazeldean.</p>

Ce tronçon de 1,5 km fournira un accès plus que nécessaire à Fernbank, une collectivité en pleine expansion, en plus de prévoir l’aménagement des premiers trottoirs et pistes cyclables contigus entre les chemins Fernbank et Hazeldean. Une fois ouvert, le tronçon permettra également des circuits plus efficaces pour les autobus d’OC Transpo.</p>
<p style="font-weight: 400;">Le tronçon, une fois terminé, deviendra le principal axe nord-sud du chemin Fernbank à la route 417 pour les véhicules, autobus, piétons et cyclistes. Il desservira les résidents de Stittsville, Kanata et Rideau-Jock. Nous continuerons de travailler avec le personnel de la Ville et les parties prenantes de sorte à faire avancer le plus vite possible le dossier de l’aménagement du tronçon restant de l’avenue Robert-Grant, au nord du chemin Hazeldean.</p>
<p style="font-weight: 400;">Ce tronçon de l’artère nord-sud fait partie du projet d’aménagement du <a href="http://glengower.ca/development/january-20-public-meeting-for-5618-hazeldean-road-plan-of-subdivision/">5618, chemin Hazeldean</a>, connu sous le nom des terres Kizzel. À la fin des travaux d’aménagement de la chaussée et avant l’ouverture du tronçon à la population, le requérant devra l’officialiser dans le cadre de l’enregistrement du lotissement.</p>
