PHOTO: Under construction: A backhoe moves dirt on the site of the new Catholic high school on Cope Drive near the Walmart.

Stittsville is growing, and so is the number of schools! This fall, École élémentaire publique Cassiopée opened for students as the first CEPEO (French public board) school in Stittsville.

Construction is underway for a new Catholic high school (on Cope Drive near the Walmart) and Catholic elementary school (on Triangle Street near Cranesbill), both in the Fernbank area. And earlier this year, the Provincial government approved funding for a future French Catholic elementary school (on Cope Drive at Shinny) – although the construction timeline is still to be determined.

In new neighbourhoods, land is reserved for future schools through the subdivision planning process, and assigned to a specific school board. School boards need to apply to the Province for funding, and it can often take several years before schools are actually built.

For more information about schedule and timelines for new school construction, you can contact a school board trustee. Until November 14, 2026, the contacts are:

Ottawa-Carleton Public School Board: In June 2025, the Ontario government appointed a special supervisor to oversee operations of the school board. Trustee email addresses have been de-activated and there are no board meetings scheduled.

One week after they were removed, compliance fell to 62%.

12 weeks after they were removed, compliance was at 41%.

More speed = less safety. Last winter in Kanata, a driver nearly hit a baby stroller. Last week on Heron Road, a driver was going so fast that they flipped their car. Here in Stittsville, police recently caught a driver traveling at 78 km/h on Abbott Street, in a 40 km/h school zone. All three locations previously had speed cameras.

What about speed bumps? The City will be installing speed bumps in several school zones in Stittsville where the cameras were removed, including near Sacred Heart, St. Stephen’s and Paul Desmarais. (They can’t be installed on Stittsville Main in front of Holy Spirit because it’s a major roadway.) We are also adding speed indicators along Cope Street in front of the three schools: Shingwàkons, St. Bernadette, and Maplewood.

Why haven’t speed bumps been installed yet? First, they can’t be installed during the winter months. And although the provincial government has said they are providing funding for the speed bumps, there’s a convoluted application and approval process through the Ministry of Transportation that is stalling the process. We’re going to discuss this at committee on Thursday and I’m working with my council colleagues to get the safety measures installed ASAP.

How you can help:

Follow the posted speed limit at all times.

Put your phone away and pay attention while you are driving.

Obey all “No Parking” and “No Stopping” signage.

If you can, avoid driving near school zones during pick-up and drop-off times.

Respecter en tout temps la limite de vitesse affichée;

Ranger votre téléphone cellulaire et garder les yeux sur la route;

Respecter tous les panneaux de stationnement interdit et d’arrêt interdit;

Fewer cars and less congestion near schools result in a safer environment for students. For more information and tips, visit the Ottawa Safety Council web site.

Tips & suggestions:

First priority for school zones should be school buses, school vans, school staff, and children and parents with mobility issues who require close access to schools.

For other parents who are driving their kids to school, please park a few blocks away and walk the final distance to school. (Check out the Ottawa Safety Council’s Walk Zone Maps for help.)

For all other residents, if you can, please find an alternate route and avoid school zones during pick-up and drop-off times. We’ve included a list of Stittsville & area schools below.

Remember to slow down, obey the instructions of crossing guards, and follow all posted no parking and no stopping signage.

The City of Ottawa has received a Site Plan Control application for new high school at 5431 Fernbank Road. The site is located between Cope and Fernbank, just west of the Walmart plaza.

The Ottawa Catholic School Board is proposing to build a three-storey school (grades 7 to 12) with approximately 14,771 square metres of gross floor area. The development also includes two sports fields, an outdoor classroom, a parking lot located south of the school to accommodate 175 parking spaces, a separate drop off area and visitor parking.

The building would be located at the corner of Cope Drive and Atlas Terrace with vehicular access from Fernbank Road and Atlas Terrace. A bus-only drop-off access is provided from Fernbank Road. The plan also notes an area for a future addition fronting Cope Drive and for 30 portables to be located adjacent to the sports field.

More information about the proposal is available on the City’s DevApps site…

What’s next

This application has not been approved. City staff will be reviewing the application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing this application with his team.

Note that under Bill 109 enacted by the Provincial government in 2022, City Council no longer has the final say on Site Plan Control approvals. Although councillors can provide feedback and comments, the final decision rests with City staff.

Stay informed and share your feedback

The site plan control process allows the City to influence land development so that it is safe, functional and orderly. It is also used to ensure that the development standards approved by the City and other agencies are implemented and maintained.

UPDATE: The site plan has been approved as of January 14, 2026.

The City of Ottawa has received a Site Plan Control application for 620 Triangle Street, located at the intersection of Honeylocust Avenue and Triangle Street. The Ottawa Catholic School Board is planning to develop a new elementary school.

The new school will be one storey with a play yard at the rear of the building. The proposed parking spaces for staff will be accessed via Triangle Street. The proposed bus and car laybys will be located along Triangle and Honeylocust Avenue.

(Photo: École élémentaire publique Kanata-Stittsville, under construction in June 2025 on Cope Drive.)

The number of schools in Stittsville is set to increase in future years, depending on population growth and provincial funding.

The map below shows current school locations, along with land that has been reserved for future schools. Construction is underway or funding has been announced for only three of these future sites.

Construction for new schools depends on when each school board decides to build them, and requires funding from the provincial government.

In new neighbourhoods, land is put aside for future schools and is often “dual-zoned” for either school or residential use. The school board has a seven-year option from the date the subdivision is registered to use the site for a school. At the end of the 7-year window, there is an option to extend the option period, or offer the site to another school board.

For more information about schedule and timelines for new school construction, you can contact a school board trustee:

(Originally published March 20, 2024.)

The number of schools in Stittsville could double in future years, depending on population growth and provincial funding.

The map below shows twelve sites that have been reserved for future schools. There are twelve sites in Stittsville, but construction is underway at only two of those sites.

Construction for new schools depends on when each school board decides to build them, and requires funding from the provincial government.

*On June 7, 2024, the Ontario government announced funding for two new Catholic schools in Stittsville: A high school at Cope & Atlas (C-7), and an elementary school at Cranesbill & Triangle (C-9). We still don’t have a timeline for when the school will be ready to open.

In new neighbourhoods, land is put aside for future schools and is typically “dual-zoned” for either institutional or residential use. The school board has a seven-year option from the date the subdivision is registered to use the site for a school. At the end of the 7-year window, there is an option to extend the option period. If school boards decide not to proceed with a school, the developer can proceed with development of homes instead.

For more information about schedule and timelines for new school construction, you can contact a school board trustee:

(Photo: Homes under construction in the Westwood subdivision in Stittsville.)

Here’s a sample of your feedback so far about community amenities:

“There aren’t enough community services, such as schools, doctors, community activities.”

“The schools in the area are already at capacity and adding this many new residents would not help this problem.”

“There are no family doctors in Stittsville [so this] will only overburden the already taxed Queensway-Carleton Hospital’s emergency department.”

“Where will the kids go to school? Area schools are full.”

“A development of 431 units … may strain local services, schools, and transportation networks, negatively affecting residents’ quality of life.”

Whether it’s over 400 new apartments, or 400 new homes in a low-rise neighbourhood, these are all valid concerns.

Every year in Ottawa, more people are competing for existing services. Swimming lessons fill up faster, classrooms get more crowded, and emergency room wait times get longer.

There is a clear need for more housing in our province but we have seen very little commitment from the provincial and federal governments to support the growth that they demand from municipalities. We need more funding for infrastructure and amenities but provincial and federal leaders are explicitly telling cities that they will be cut off from funding if they don’t allow growth.

Ottawa urgently needs another source of money to help build the roads, transit, libraries, recreation centres and everything else that makes a healthy community. We’re falling behind and rising construction costs are making the problem worse.

In Ontario, city infrastructure in new communities is funded primarily through Development Charges (DCs) added to every new home and apartment. A new single home in the suburbs gets a development charge of $51,376; a townhome $40,296; a two-bedroom apartment $27,615. This is the equivalent of nearly ten years of property taxes on the average home.

These charges are paid up front by new home owners and carried on their mortgages for years. Older neighborhoods have their own infrastructure deficits but increasing property taxes to pay for growth-related infrastructure is not only unpopular, it creates its own equity and affordability problems.

At current DC rates, 431 new apartments in Stittsville would contribute at least $10-million towards new roads, transit, libraries, emergency services and so on.

The builder will also be required to pay a “Cash-in-Lieu of Parkland” fee to be used towards upgrades of local parks and recreation services, and a Community Benefits Charge to be used on local improvements, for example upgrades to Stittsville Main Street. These fees combined will amount to several hundred thousand dollars.

So what else can be done?

Ottawa is joining other cities in this call for more money. The Federation of Canadian Municipalities is advocating for a new Municipal Growth Framework to ensure healthy, equitable, and thriving communities. The Association of Municipalities of Ontario is also pushing the provincial government for changes.

Your voice makes a difference! I encourage residents to call or email their MP and MPP and ask: “How will your government help fund cities so that they can support population growth with the required infrastructure and community services?

It is possible!

Toronto just received a ton of money from the provincial and federal governments to help with its budget shortfall. Ottawa – a city of over a million people, growing soon to be 1.5-million people – also needs federal and provincial support for things like transit, climate change, emergency services, social services, schools, and healthcare.

Over the past week or so I’ve had the opportunity to talk to OSTA management, MPP Goldie Ghamari, and school trustees Lynn Scott and Scott Phelan. We’re all looking for ways to help find transportation for thousands of students in Ottawa. At this point we need to be focused on working together to find a solution, rather than where to lay blame.

The crux of the problem is the driver shortage. OSTA needs to fill 130 driver positions. If you know someone who is looking for part-time work, send them to DriveYellow.ca for more info.

OSTA says they’ll be sending an update to parents about potential short-term solutions, including:

Private coach buses for high school students

Re-designing routes to combine/lengthen routes

Reassigning students to another route at a stop further from home

Using ParaTranspo for wheelchair service

Reassigning students to OC Transpo

Reassigning students to vans

As Chair of the Transit Commission in Ottawa, I’ve also asked OC Transpo staff to provide any assistance they can. OC Transpo has 76 city buses dedicated to school routes (grades 7-12), and 20,000 students in the public and catholic boards have PRESTO bus passes from OSTA.

This school bus shortage means there are many more parents driving to school every day. I’m really concerned about safety and congestion and we have been working with the City’s traffic staff, Ottawa By-law, and Ottawa Police to look for solutions to help.

If you’re driving to a school, please help ease the congestion if you can by parking a few blocks away and walking the last few blocks. And all residents should try to avoid unnecessary trips through school zones during the drop-off and pick-up times. (We’re compiling a list of school times for all Stittsville schools that we’ll share with residents soon.)

For the latest updates, please visit the Ottawa Student Transportation Authority (OSTA) web site: www.ottawaschoolbus.ca

L’OSTA a 130 postes à pourvoir.

Transporter les élèves du secondaire en autocars privés;

Modifier les trajets pour les combiner ou les allonger;

Diriger des élèves vers un autre trajet (arrêt plus loin de leur résidence);

Utiliser les autobus de Para Transpo pour les personnes en fauteuil roulant;

Diriger des élèves vers OC Transpo;
