The City of Ottawa has received a Zoning By-law Amendment application to permit the reduction in lot size required for back-to-back townhomes. The back-to-back townhomes have always been included as part of the proposed development for the Plan of Subdivision, which received draft approval in 2021.

The subject lands are located on the north side of Fernbank Road, west of Shea Road. Approximately 24 hectares in size, the subject lands are predominantly vacant with trees along the perimeter. Servicing for the subdivision lands is currently taking place.

Zoning By-law Amendment

The proposed Zoning By-law Amendment seeks to amend the Residential Third Density, Subzone Z (R3Z) provisions to permit a reduced minimum lot area to 85m² for the back-to-back townhomes. The proposed rezoning is required to correct an error related to lot area for the back-to-back townhomes proposed as a part of the draft approval.

More information about the proposal is available on the City’s DevApps site: https://devapps.ottawa.ca/en/applications/D02-02-23-0070/details

The City of Ottawa Planning Committee will consider a Zoning By-Law amendment at the addresses of 5957 and 5969 Fernbank Road during their meeting on Thursday, March 10, 2022. The amendment would allow the development of the Shea Village subdivision, between CARDELREC and Fernbank.

The plans include 138 single detached homes, 263 townhomes, a new park, a school site, and a stormwater management pond. This development will also include a new section of Cope Drive, running between Shea Road down to Fernbank at Edenwylde. The subdivision received draft approval in April 2021, and there was a statutory public meeting for the application in June 2018. More information about the proposal is available on the City’s DevApps site.

Here are the comments I provided in advance of the Planning Committee meeting:

“This development has a strong opportunity to evolve into a 15-minute neighbourhood. It will be in walking distance from several schools and the local recreation centre, and a planned commercial development at Fernbank and Shea will bring local retail and services in close proximity.

This new subdivision, along with others in development, will create additional pressure on Fernbank Road—not scheduled to be urbanized until “post-2031.” While we will encourage residents to use transit and active transportation, this part of Fernbank lacks sidewalks, cycling infrastructure, signalized crossings and accessible bus stops. In the upcoming Transportation Master Plan, we will need to accelerate the timeline to modernize Stittsville’s rural roads, including this one.”

The meeting begins at 9:30 am. Residents are welcome to send comments to the committee, or sign up to speak in-person (via Zoom). For details, contact Committee Coordinator Kelly Crozier at Kelly.Crozier@ottawa.ca.

If approved at Planning Committee, the application will go to City Council for final approval.

UPDATE (July 9): Blasting continues near Ferrnbank and Shea, well beyond the expected timeline for completion. I know this blasting can be very disruptive, especially with people working from home. Canavagh says that they’ve encountered a higher volume and density of rock than they originally anticipated, and expect another three or four weeks of work. Current blasting is focused on construction of the new Fernbank Trunk Sewer heading west from Shea Road towards Caribou/Liard.

Even when that work is finished, it won’t mean an end to blasting in the south part of Stittsville. There are still large parcels of land in the Fernbank area that will be developed in the coming years, and many of these developments require blasting to remove rock.

Blasting is regulated by the provincial and federal governments, and not the City of Ottawa. I have a meeting with City staff this month to explore more ways that the City can inform and protect homeowners as this blasting work continues.
For example, I’d like to see an online registry of blasting permits, with clear information about schedules and contact information for residents. I am also exploring options to increase the notification area and eligibility for monitoring and pre-inspections.

-GG.

-Glen Gower

UPDATE (April 9): Cavanagh says that they recently completed more test pits on site and have found more rock than originally anticipated. With the amount of rock discovered they’re are looking at approximately two more months of blasting work.

Cavanagh Construction has advised our office that they have started blasting operations this week at the north-west corner of Shea & Fernbank, the site of the future Shea Village subdivision. Blasting is expected to take 4-6 weeks.

Additional information:

According to provincial regulations, blasting companies are required to complete a detailed survey for structures, and notify property owners of the blasting work within a 75-metre radius of the construction site.

To monitor the level of blasts, blasting companies place monitors around the construction site and nearby structures to ensure that the blasts do not exceed what is permitted by Provincial Regulations.

Blasting operations are not governed by the City of Ottawa – the City does not issue blasting permits. Blasting operations are regulated by the Province of Ontario and the Federal Government with respect to the handling of explosives.

Any homeowner who believes their home may be damaged (or subject to damage) by the blasting should contact Ben Hammoud at Blastek Engineering bhammoud@blastekgroup.com. It’s recommended that you document any suspected damage by taking photos. You can also contact your home insurance provider to initiate a claim. (Please note that the City of Ottawa does not have a mechanism or authority under Provincial law to review suspected damages brought on by blasting.)

A note for residents on Liard Street, John Sidney Crescent, and Caribou Avenue

Our office reached out to Blastek Engineering Group, the contractors involved in the blasting during construction about resident concerns on Liard Street, John Sidney Crescent, and Caribou Avenue. They informed us that residents on those streets were not included in the 75 metres radius pre-blast survey because those homes are over 300 metres away. Due to that distance, the vibrations created are lower than 5mm/s (maximum allowable limit prior to damage is 50mm/s, and concrete and foundation cracks would occur over 100mm/s). That 300m distance will be maintained during the blasting, and so the vibrations should stay at those levels.

That said, people may still be feeling those vibrations at the low level, which is still unpleasant. We are sympathetic to these concerns—especially now during the pandemic where people are staying at home during the day and would find nearby construction more disruptive to their routines. We thank residents for their patience as construction continues in our growing community.

In response to resident concerns, Blastek has added a vibration monitoring unit at the corner of Liard Street and John Sidney Crescent.

Frequently Asked Questions

How long is blasting going to last?

4-6 weeks.

Why wasn’t I notified before the blasting?

Blasting companies are only required to notify property owners within a 75-metre radius of the constructions site. Homes on Liard Street, John Sidney Crescent, and Caribou Avenue, for example, are over 300 metres away.

How severe are the vibrations? How do they measure it?

Blastek has vibration monitors placed halfway between the site and the nearest homes to the west. The maximum allowable limit prior to damage is 50mm/s, and concrete and foundation cracks would occur over 100mm/s. The monitors have recorded vibration levels at 5mm/s and less, so property damage would not occur at these levels at this distance.

I’m feeling vibrations on my street. Is Blastek measuring these levels?

In response to resident concerns Blastek has installed a new vibration monitor at John Sidney Crescent and Liard Street this week.

What if I suspect the blasting is causing damage to my property?

Any homeowner who believes their home may be damaged (or subject to damage) by the blasting should contact Ben Hammoud at Blastek Engineering bhammoud@blastekgroup.com. It’s recommended that you document any suspected damage by taking photos.

Will the City help me out if the blasting has damaged my property?

The City does not advocate on a resident’s behalf with respect to damage caused by blasting. The City is not involved with this development (is not financing it and does not own the land) and does not have the authority under provincial regulations to review suspected damages brought on by blasting. Residents should contact their insurance provider to initiate a claim.

This blasting is very disruptive! What am I supposed to do?

We know the blasting is unpleasant. And it’s especially disruptive since everybody is staying at home more during the pandemic. Unfortunately, it’s the quickest and least disruptive way to get this necessary construction work done. We are sympathetic to these concerns and thank residents for their patience as work continues in our growing community.

We do appreciate all the feedback we’ve been getting on this issue and thank Blastek and Cavanagh for responding quickly to resident concerns.
