<p>Here are 30 things we all can do – big and small, short- and long-term, in your neighbourhood and in our culture at large – to make our streets safer. <em>(This post comes as a response to a resident who asked what she could do to support efforts to improve road safety in the community. It was originally published in my <a href="https://glengower.substack.com/">Substack newsletter</a>.)</em></p>
<p><strong>In no particular order:</strong></p>
<ol>
<li>Tell your Councillor, your Mayor, your MPP that investing in road safety is important to you.</li>
<li>Support lower speed limits.</li>
<li>Support local traffic calming measures. Flex stakes and speed cameras are not perfect solutions, but they do bring down speeds and make streets safer.</li>
<li>Support improvements that prioritize pedestrian safety more than travel time, even if it makes your commute a bit longer.</li>
<li>Recognize that safer roads for pedestrians and cyclists means safer roads for everyone.</li>
<li>Support improvements to accessibility, which improves safety for everyone.</li>
<li>Push back against road widenings in residential neighbourhoods. Wider roads attract more cars and higher speeds, making them even less safe.</li>
<li>If you can, walk to school with your kids.</li>
<li>If you can, avoid driving through school zones during drop-off and pick-up times.</li>
<li>Shop local. Many short trips can be made on foot or by bike, and delivery services like Amazon or Uber Eats add a lot of car traffic (and speeding) on local streets.</li>
<li>Follow the speed limit.</li>
<li>Put your phone away.</li>
<li>Support “no right on red” restrictions, especially in busy pedestrian areas.</li>
<li>Stop at stop signs.</li>
<li>Accept that kids (and sometimes adults) may ride their bikes on the sidewalk if there’s not a safer alternative.</li>
<li>Support technology that limits extreme speed in vehicles.</li>
<li>Consider a more compact car for your next vehicle. Oversize vehicles like SUVs and pickup trucks have a statistically significant impact on serious injury and death when involved in collisions.</li>
<li>Cyclists, ring your bell when passing.</li>
<li>Push for more money for education and advocacy.</li>
<li>Push for more enforcement from police.</li>
<li>Support more funding for better infrastructure and safer road designs.</li>
<li>Stop opposing cycling infrastructure because Ottawa has a winter. Cyclists have a right to safety, even if they don’t ride year-round.</li>
<li>Support data-based decision making, and listen to expert advice.</li>
<li>Treat a death on the road as seriously as any other death in our community.</li>
<li>Lead by example and wear a helmet when you’re cycling.</li>
<li>Celebrate whenever improvements are made &#8211; even if it’s not on your street.</li>
<li>Remember that 27% of residents in Ottawa don’t drive. And that we are all pedestrians, at some point in our travel.</li>
<li>Support more funding for transit, because good transit means fewer cars on the road.</li>
<li>If you see something, say something! Road safety improvements often come from residents who take the time to flag issues with their councillor.</li>
<li>Have patience! Decades of poor road design is going to take some time to fix.</li>
</ol>

<h2>CARNET DE NOTES : 30 moyens de rendre les rues plus sûres</h2>
<p>Voici 30 mesures que nous pouvons tous prendre – petites et grandes, à court et à long terme, dans notre quartier et dans notre culture en général – pour rendre nos rues plus sûres. <em>(Le présent billet vise à répondre à une résidente qui a demandé ce qu’elle pouvait faire pour appuyer les efforts visant à améliorer la sécurité routière dans la collectivité. </em><em>Il a été publié à l’origine dans mon </em><a href="https://glengower.substack.com/"><em>bulletin d’information Substack</em></a><em>.)</em></p>
<p><strong>Sans ordre particulier :</strong></p>
<ol>
<li>Dites à votre conseiller, à votre maire, à votre député provincial que l’investissement dans la sécurité routière vous tient à cœur.</li>
<li>Appuyez la réduction des limites de vitesse.</li>
<li>Appuyez les mesures locales de modération de la circulation. Les piquets flexibles et les radars ne constituent pas des solutions parfaites, mais ils permettent de réduire la vitesse et de rendre les rues plus sûres.</li>
<li>Appuyez des améliorations qui accordent la priorité à la sécurité des piétons plutôt qu’au temps de déplacement, même si cela allonge un peu votre trajet.</li>
<li>Reconnaissez que des routes plus sûres pour les piétons et les cyclistes sont plus sûres pour tous.</li>
<li>Appuyez l’amélioration de l’accessibilité, ce qui améliore la sécurité de tous.</li>
<li>Opposez-vous à l’élargissement des routes dans les quartiers résidentiels. Les routes plus larges attirent plus de voitures et favorisent des vitesses plus élevées, accroissant ainsi le danger.</li>
<li>Si vous le pouvez, marchez jusqu’à l’école avec vos enfants.</li>
<li>Si vous le pouvez, évitez de traverser les zones scolaires aux heures de débarquement et d’embarquement des élèves (avant le début et après la fin des classes).</li>

<li>Respectez les limites de vitesse.</li>

<li>Appuyez les restrictions « Pas de virage à droit au feu rouge », en particulier dans les zones piétonnes achalandées.</li>
<li>Arrêtez-vous aux panneaux d’arrêt.</li>
<li>Acceptez que les enfants (et parfois les adultes) puissent faire du vélo sur le trottoir, s’il n’y a aucune solution de rechange plus sûre.</li>
<li>Appuyez les technologies qui empêchent les véhicules d’atteindre des vitesses très élevées.</li>
<li>Envisagez de remplacer votre voiture actuelle par une voiture compacte. Les véhicules surdimensionnés comme les VUS et les camionnettes ont une incidence statistiquement marquée sur les blessures graves et les décès, en cas de collision.</li>
<li>Cyclistes, utilisez votre sonnette lorsque vous dépassez.</li>
<li>Faites pression pour obtenir plus d’argent pour l’éducation et la défense des droits.</li>
<li>Faites pression pour que la police renforce l’application de la loi.</li>
<li>Appuyez l’accroissement du financement pour de meilleures infrastructures et la conception de routes plus sûres.</li>
<li>Cessez de vous opposer à l’infrastructure cyclable parce qu’Ottawa a un hiver. Les cyclistes ont droit à la sécurité, même s’ils n’utilisent pas leur vélo toute l’année.</li>
<li>Appuyez la prise de décisions fondées sur des données et écoutez les conseils des spécialistes.</li>
<li>Accordez la même attention à un décès sur la route qu’à tout autre décès au sein de notre collectivité.</li>
<li>Donnez l’exemple et portez un casque lorsque vous vous déplacez à vélo.</li>
<li>Soulignez chaque amélioration, même si ce n’est pas dans votre rue.</li>
<li>N’oubliez pas que 27 % des résidents d’Ottawa ne conduisent pas. Et que nous sommes tous des piétons, à une étape donnée de notre déplacement.</li>
<li>Appuyez l’accroissement du financement pour le transport en commun, car un transport en commun de qualité permet de réduire le nombre de voitures sur la route.</li>
<li>Si vous voyez quelque chose, dites-le! Les améliorations en matière de sécurité routière découlent souvent des résidents qui prennent le temps de signaler les problèmes à leur conseiller.</li>
<li>Faites preuve de patience! Il faudra un certain temps pour réparer les routes mal conçues pendant des décennies.</li>

<p>Good news: Yesterday City Council approved my request to lower the speed limit from 50km/h to 40km/h on Cope, Rouncey, Abbott, and Cranesbill, between Terry Fox and Robert Grant Avenue.</p>
<p>The change will allow the City to install &#8220;Gateway Speed Limit Signs&#8221; making all of Fernbank Crossing, Blackstone, and Abbottsville crossing a 40km/h zone. These gateway signs are already in place in many neighbourhoods in Stittsville, and they help to establish a consistent 40km/h speed limit on all residential streets, rather than the mish-mash of speed limits that currently exist.  It makes it easier for police to enforce, and is a reminder to motorists that 40km/h is the maximum acceptable speed on residential streets.</p>
<p>Here&#8217;s a map showing the area that will be designated as a 40km/h zone.</p>

<p>Each of the four streets that will change from 50km/h to 40km/h have common characteristics, with several schools and parks; homes fronting the streets on both sides; and on-street parking<br />

<p>The new speed limit signage will be installed later in 2024. I know that simply changing the signs won&#8217;t be enough to completely change driver behaviour, but I do think they are an important reminder to drivers to slow down in the neighbourhood. We&#8217;re also working with City staff on temporary and permanent traffic calming infrastructure on these streets to reduce speeds; as well as more crossing guards near local schools. And police are making changes to put more focus on traffic enforcement in residential communities like this one.</p>
<p>Slower speeds have a big impact on pedestrian safety. Here&#8217;s data from the World Health Organization.</p>

<h3 style="font-weight: 400;">Carnet de notes : le Conseil municipal approuve la réduction des limites de vitesse sur la promenade Cope, la rue Abbott et les chemins Rouncey et Cranesbill</h3>
<p style="font-weight: 400;">Bonne nouvelle : hier, le Conseil municipal a approuvé ma demande d’abaisser la limite de vitesse de 50 km/h à 40 km/h sur la promenade Cope, la rue Abbott et les chemins Rouncey et Cranesbill, entre la promenade Terry Fox et l’avenue Robert Grant.</p>
<p style="font-weight: 400;">Grâce à ce changement, le personnel de la Ville pourra installer des panneaux de limite de vitesse à l’entrée des secteurs résidentiels, faisant de l’ensemble des zones de Fernbank Crossing, Blackstone et Abbottsville Crossing une zone à 40 km/h. Ces panneaux à l’entrée des secteurs résidentiels sont déjà en place dans de nombreux quartiers de Stittsville. Ils contribuent à établir une limite de vitesse cohérente de 40 km/h dans toutes les rues résidentielles, plutôt que le méli-mélo de limites de vitesse qui existe actuellement. Ce changement facilite le contrôle par la police et rappelle aux automobilistes que la vitesse maximale acceptable dans les rues résidentielles est de 40 km/h.</p>

Je suis conscient que le simple fait de changer les panneaux ne suffira pas à modifier complètement le comportement des automobilistes, mais je pense qu’ils constituent un rappel important de ralentir dans le quartier. Nous travaillons également avec le personnel de la Ville pour établir des infrastructures temporaires et permanentes de modération de la circulation dans ces rues afin de réduire les vitesses, ainsi que pour augmenter le nombre de brigadiers scolaires près des écoles locales. En outre, la police procède à des changements afin de mettre davantage l’accent sur l’application des règlements de la circulation dans les communautés résidentielles comme celle-ci.</p>
<p style="font-weight: 400;">Le ralentissement de la vitesse a une incidence importante sur la sécurité des piétons. Voici des données de l’Organisation mondiale de la Santé.</p>

<p>The Finance and Corporate Services Committee today approved establishing a City-managed <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6ebdb431-18bd-4511-a968-ce870c1a54a4&amp;Agenda=Agenda&amp;lang=English&amp;Item=29&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">administrative penalty system<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(link is external)</span></span></span></a>. An administrative penalty system allows municipalities to transition adjudication of certain infractions, such as parking by-law and automated enforcement infractions from the provincial courts system to a City-controlled dispute resolution authority.</p>
<p>The new approach aims to deliver a more efficient, streamlined process for resolving disputes over tickets. No new or tax funding would be required to run the program as all costs would be funded by gross revenues from parking, red-light camera, and automated speed enforcement tickets, including start-up costs to cover renovations, equipment, training and initial staffing. The new system would begin processing parking infractions in 2025 Q2. Processing of automated speed enforcement and red-light camera infractions would start later in 2025.</p>
<p>The Committee approved <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6ebdb431-18bd-4511-a968-ce870c1a54a4&amp;Agenda=Agenda&amp;lang=English&amp;Item=28&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">eight asset management plans<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(link is external)</span></span></span></a>, representing about 20 per cent of City-owned assets. The plans are organized by the services they support and include assets related to community and social services, emergency and protective services, government services and information technology, greenspace and forest services, library services, recreation and cultural services, solid waste services and transit. While the plans approved today indicate that City assets are in good to fair condition, they highlight the challenges that Ottawa and other Canadian municipalities face related to aging infrastructure, climate change and rising renewal and replacement costs.</p>
<p>The Committee received the <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6ebdb431-18bd-4511-a968-ce870c1a54a4&amp;Agenda=Agenda&amp;lang=English&amp;Item=25&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">annual update on the City&#8217;s Municipal Accessibility Plan<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(link is external)</span></span></span></a>. Under the Accessibility for Ontarians with Disabilities Act, the City is mandated to establish and maintain a multi-year accessibility plan. The update received today shows the City continues to reduce accessibility barriers across services, programs, communications and public spaces. Efforts are also being made to address the significant, continued impacts of emergency situations on people with disabilities.</p>
<p>The Committee approved transferring the City-owned property at 250 Forestglade Crescent to the Ottawa Aboriginal Coalition, to develop transitional housing. The transfer aligns with City policies that encourage using surplus City-owned land for affordable housing. The disposal and transfer considered today also supports the goals of the City’s <a href="https://ottawa.ca/en/family-and-social-services/housing#section-e3581651-cd0e-496e-9636-3696faf3d81c" target="_blank" rel="noopener">10-Year Housing and Homelessness Plan</a> and reflects a meaningful step towards reconciliation with Ottawa’s Indigenous communities.</p>
<p>Recommendations from today’s meeting will rise to Council on Wednesday, May 15.</p>

<p>Le Comité des finances et des services organisationnels a approuvé aujourd’hui la mise en place d’un <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6ebdb431-18bd-4511-a968-ce870c1a54a4&amp;Agenda=Agenda&amp;lang=French&amp;Item=29&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">Régime de sanctions administratives pécuniaires<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(lien externe)</span></span></span></a> géré par la Ville. Un tel système permet aux municipalités de transférer le jugement de certaines infractions, comme les infractions liées aux règlements sur le stationnement et au contrôle automatisé de la vitesse, du système judiciaire provincial à une autorité de résolution des litiges gérée par la Ville.</p>
<p>La nouvelle approche vise à instaurer un processus simplifié et plus efficace pour régler les différends relatifs aux contraventions. Aucun financement nouveau ou par l’impôt ne serait nécessaire pour exploiter le programme, car tous les coûts seraient financés à même les recettes brutes provenant des contraventions relatives au stationnement, aux appareils photo reliés aux feux rouges et au contrôle automatisé de la vitesse, y compris les coûts de démarrage pour couvrir les rénovations, l’équipement, la formation et la dotation initiale. Le nouveau régime commencerait à traiter les infractions liées au stationnement au deuxième trimestre de 2025. Le traitement des infractions relatives au contrôle automatisé de la vitesse et aux appareils photo reliés aux feux rouges débuterait plus tard, dans le courant de 2025.</p>

<p>A few updates to Frequently Asked Questions:</p>
<ul>
<li>These signs are approved under Ontario&#8217;s Highway Traffic Act. They are new and not familiar to residents today, but as more neighbourhoods and cities introduce them they will become the norm.</li>
<li>Cost &#8211; for converting new neighbourhoods the City is spending roughly $50,000 city-wide, which works out to just under $2,200 per ward. (For comparison, our yearly budget in Stittsville for temporary traffic calming &#8212; all the flex stakes and speed boards etc. &#8212; is $50,000.)</li>
<li>There&#8217;s also an ongoing cost savings by limiting the number of signs that have to be produced and maintained in neighbourhoods. For example in West Ridge the number of signs required shrinks from &gt;100 to just 22.</li>
<li>Signs alone won&#8217;t stop people from speeding, but combined with better enforcement, road design, and education, we can start to make a difference.</li>

<p>Almost every day, my office receives messages from residents with concerns about speeding on residential streets in Stittsville. The concerns come from all parts of the community, in new neighbourhoods and older ones.</p>
<p>I&#8217;m working with my team to push for improvements in three areas: <strong>enforcement,</strong> <strong>road design</strong>, and <strong>education</strong>. A big part of education is making drivers aware of the impact that speed can have in our communities.</p>
<p>When you&#8217;re driving, please obey all speed limits, and concentrate on your driving – not cell phones or other electronic devices. Take responsibility for your actions. Your behaviour behind the wheel affects the lives of others and the health of our community.</p>

Une grande partie de l’activité de sensibilisation consiste à faire prendre conscience aux conducteurs des répercussions potentielles de la vitesse dans les collectivités.</p>

<p><em>Keep an eye out for these new Area Speed Limit signs, coming soon to several neighbourhoods in Stittsville.  The signs are already up in the Fernbank area, and later this summer signs will go up in the West Ridge area between Fernbank and Hazeldean. The signs help establish a consistent 40km/h speed limit on all residential streets, rather than the mish-mash of speed limits that currently exist.  It makes it easier for police to enforce, and is a reminder to motorists that 40km/h is the maximum speed on residential streets.  I&#8217;m looking forward to seeing these two projects underway. Here&#8217;s more info from the city&#8217;s traffic safety team. -GG.</em></p>

<p>Residential neighbourhoods in Ottawa built after 2009 often have reduced speed limits of 40 km/h. Many older neighbourhoods don’t. That’s about to change.</p>
<p>Last fall, a new type of speed limit sign started to be posted at the entrances and exits of some older Ottawa neighbourhoods to designate speed limits lower than 50 km/h. These signs look like any other speed limit signs, with one exception: they have an “Area” panel attached.</p>
<p>When entering a neighbourhood with an ”Area” speed limit sign, motorists should be aware that the lower speed limit is in effect for all streets within that area. The limit only changes after road users pass a sign indicating the end of the reduced speed limit.</p>
<p>By placing signs at only the entrance and exit points of select areas, residents will be able to enjoy neighbourhoods that aren’t cluttered with speed limit signs on every street.</p>
<p>Reducing speeds will also help to make the neighbourhood safer for pedestrians, cyclists and children playing in the area.</p>
<p>Additional neighbourhoods will be added each year.</p>

<p><em>Soyez à l’affût : de nouveaux panneaux de limite de vitesse de secteurs feront bientôt leur apparition dans plusieurs quartiers de Stittsville. On en trouve déjà près du chemin Fernbank, et d’autres seront installés cet été près de la promenade West Ridge, entre les chemins Fernbank et Hazeldean. Ces panneaux fixent une limite uniforme de 40 km/h pour toutes les rues résidentielles, éliminant la confusion actuelle. Il est ainsi plus facile pour les autorités de faire respecter la limite de vitesse dans les rues résidentielles et pour les automobilistes de ne pas la dépasser. <p>Les quartiers résidentiels d’Ottawa construits après 2009 ont généralement une limite de vitesse réduite de 40 km/h, mais on ne peut pas en dire autant de beaucoup de quartiers plus anciens… pour le moment.</p>
<p>L’automne dernier, un nouveau type de panneau a fait son apparition à l’entrée et à la sortie de quartiers plus anciens, annonçant une limite de vitesse inférieure à 50 km/h. Les nouveaux panneaux sont identiques aux anciens, à une exception près : la mention « Secteur ».</p>
<p>Cette mention indique aux automobilistes que la limite de vitesse s’applique à l’entièreté des rues du secteur. Elle ne cesse d’être valide que lorsqu’un autre panneau indique la fin du secteur à vitesse réduite.</p>
<p>L’installation de panneaux à l’entrée et à la sortie de certains secteurs seulement permettra aux résidents de profiter d’un paysage dégagé, sans panneaux de limite de vitesse à tous les coins de rue.</p>
<p>La réduction de la limite de vitesse contribuera aussi à faire des quartiers des endroits plus sûrs pour les piétons, les cyclistes et les enfants qui jouent dehors.</p>
<p>De nouveaux quartiers seront ajoutés au projet chaque année.</p>
