<p><em>Janet Stavinga was the final Mayor of Goulbourn Township before amalgamation, and the first City Councillor for Stittsville in the new City of Ottawa. These are the memories that she shared at the <a href="https://glengower.ca/community/photos-celebrating-25-years-at-cardelrec-goulbourn-goulbourn-recreation-complex/">CARDELREC–Goulbourn 25th Anniversary celebration</a> on November 25, 2025.</em></p>
<p>“Goulbourn Township is spending like drunken sailors.”</p>
<p>“Sports Palace approval flawed.”</p>
<p>“A swimming pool is a luxury we can not afford.”</p>
<p>These were some of the headlines in the fall of 1999.</p>
<p>The years 1997–2000 were challenging yet exciting for Goulbourn Township and Council. Our community—especially Stittsville—was growing rapidly, and we were tasked with delivering major projects: the Stittsville Public Library, Fire Station 81, the Abbott and Iber Road extensions to support our Business Park, and new recreational services.</p>
<p>At the same time, we prepared to expand Goulbourn Hydro beyond Richmond through acquiring Hydro One assets—an effort by the Goulbourn Hydro Commission championed by Chair John Curry.</p>
<p>This period also coincided with the movement towards major municipal restructuring. In August 1999, Minister Steve Gilchrist announced a process that would drastically reform municipal government for specific regions, including Ottawa-Carleton. Ultimately, this process would lead to the amalgamated City of Ottawa.</p>
<p>However, the story of the Goulbourn Recreation Complex began many years before. In 1991, through the vision of the former Mayor Anton Wytenburg, his Council, and Goulbourn Parks and Recreation Advisory Committee, a Recreation Master Plan was commissioned. This report set the stage for an arena and indoor aquatic facility.</p>
<p>Between 1995 – 1997, under Mayor Paul Bradley, Council began the implementation of these plans, including the completion of a User Needs Study and determining where best to locate a proposed recreational facility. Ultimately, we selected the Abbott Street West site, securing a conditional offer and a partnership with the Ottawa-Carleton Catholic School Board to co-locate a new high school.</p>
<p>Discussions for the Goulbourn Recreation Complex further evolved with a new Council in 1997. The project was advanced with a strong focus on fiscal responsibility.</p>
<p>We acquired the land in fall 1998—preserving 19 acres of cedar forest, now known as Kemp Woods—some months after the conclusion of an Ontario Municipal Board hearing.</p>
<p>Council held numerous community forums to discuss this proposed initiative, while also exploring avenues to finance this project through private-public partnerships.</p>
<p>Ultimately, Council chose a municipally funded facility as the best value. Community groups, including the Recreation Advisory Committee, Richmond Munster Minor Hockey, Residents for a Pool in Goulbourn, Goulbourn Minor Soccer, amongst many others, helped shape the design and construction phases.</p>
<p>Nearly a decade after the original Recreation Master Plan, we broke ground on November 20, 1999.</p>
<p>Working with the Ottawa-Carleton Catholic School Board, we shared resources to reduce land and servicing costs. Infrastructure was installed to support future expansion, including a second ice pad and multi-purpose space.</p>
<p>Council also approved the reconstruction and 5 km extension of Shea Road to connect the communities of Richmond, Munster and Ashton to our new facility.</p>
<p>We also gratefully accepted an in-kind donation from Thomas Cavanagh Construction Limited for the construction of the parking lot to serve the sports fields.</p>
<p>Just over a year later, we celebrated the opening of Phase 1 of the Goulbourn Recreation Complex on November 25, 2000.</p>
<p>Phase 1 of the Complex featured an NHL-sized sledge-hockey–accessible rink, an Olympic-sized six lane training pool with a play pool and hydrotherapy areas, and new outdoor sports fields.</p>
<p>Phase 2—a multi-purpose space and second ice pad—was later built by the City of Ottawa under Councillor Shad Qadri and Mayor Jim Watson.</p>
<p>Over time, our two ice pads and our gymnasium were dedicated to local sports heroes including:</p>
<p>Matt Bradley in recognition of his excellence in hockey in 2013.</p>
<p>Erica Wiebe, after winning the 2016 Olympic gold for wrestling in Rio.</p>
<p>Katie Xu and Jack Fan, ambassadors for the special needs community, in the sport of figure skating, in 2018.</p>
<p>These plaques can be viewed along with the revived Stittsville Sports Hall of Fame resurrected in 2024 by my former colleague, Councillor Allan Ryan, Bob Mills, our former Parks and Recreation Director, and a dedicated selection committee, with plaques honouring Stittsville’s greatest athletes, coaches, and officials.</p>
<p>In the foyer, check out the names of the many recipients of the Stittsville Volunteer Awards, which began in 1990 under the leadership of Mayor Anton Wytenburg, with the Roger Griffiths Memorial Citizen of the Year and then expanded by future Goulbourn Councils. These awards continued under the leadership of former Councillor Qadri and now Councillor Gower</p>
<p>I extend my deep appreciation to the final Goulbourn Township Council  (1997–2000)—Louise Beggs, Mike Bryan, Stephen Lewis, and the late Dwayne Barkley.</p>
<p>Your voices around the Council table during those challenging years always reflected the interests of your constituents, including holding space for the diversity of views – not always an easy task. You always looked to the future – beyond election cycles.</p>
<p>Dwayne’s advocacy, in particular, ensured our rink accommodated sledge hockey.</p>
<p>As a Council, we were equally grateful for the dedication of our municipal team: Solicitor Jim McInich, Planning and Economic Development Director Danny Page, Recreation Director Bob Mills and his staff, and the late Bob Townend, our Chief Administrative Officer, whose exceptional financial acumen made all of these community investments possible.</p>
<p>Through the collective efforts of Council, staff, volunteers, and residents, we built a facility that strengthens physical and mental well-being and serves as a vital social and cultural gathering place. Twenty-five years on, this facility continues to bring our community together – to connect us, to celebrate our diversity, to build relationships, and to grow together.</p>
<p>Congratulations to all—this 25th anniversary celebration is yours.</p>

<h2>STAVINGA : L’histoire du Complexe récréatif Goulbourn</h2>
<p><em>Janet Stavinga a été la dernière mairesse du canton de Goulbourn avant sa fusion, et la première conseillère municipale de Stittsville, dans la nouvelle ville d’Ottawa. Voici les souvenirs qu’elle a racontés à l’occasion du </em><a href="https://glengower.ca/community/photos-celebrating-25-years-at-cardelrec-goulbourn-goulbourn-recreation-complex/">25<sup>e</sup> anniversaire du Complexe récréatif CARDELREC – Goulbourn</a><em>, le 25 novembre 2025.</em></p>
<p>« Le canton de Goulbourn jette l’argent par les fenêtres. »</p>
<p>« L’approbation du palais des sports contestée. »</p>
<p>« Une piscine est un luxe que nous ne pouvons pas nous permettre. »</p>
<p>Voici quelques-uns des grands titres publiés à l’automne 1999.</p>
<p>La période de 1997 à 2000 a présenté beaucoup de défis, mais aussi beaucoup de possibilités au canton de Goulbourn et au Conseil. Notre communauté – en particulier Stittsville – connaissait alors une croissance rapide, et nous devions livrer de grands projets : la bibliothèque publique de Stittsville, la caserne de pompiers 81, le prolongement de la rue Abbott et du chemin Iber pour soutenir le parc d’affaires, et les nouveaux services récréatifs.</p>
<p>À la même époque, nous nous préparions à prolonger les lignes de transport de l’électricité de Goulbourn au-delà de Richmond grâce à l’acquisition d’immobilisations d’Hydro One – une initiative de la Goulbourn Hydro Commission menée par le président John Curry.</p>
<p>Cette période coïncidait aussi avec un mouvement en faveur d’une restructuration municipale majeure. En août 1999, le ministre Steve Gilchrist annonçait un processus qui entraînerait des réformes majeures dans les municipalités de certaines régions, notamment Ottawa-Carleton, et qui déboucherait sur la création de la Ville fusionnée d’Ottawa.</p>
<p>L’histoire du Complexe récréatif Goulbourn remonte cependant à plusieurs années plus tôt. En 1991, un plan directeur des infrastructures a été commandé pour concrétiser la vision de l’ancien maire Anton Wytenburg, de son Conseil et du Comité consultatif sur les parcs et les loisirs de Goulbourn. C’est ce rapport qui a jeté les bases de la construction d’un aréna et d’infrastructures aquatiques intérieures.</p>
<p>Entre 1995 et 1997, sous le maire Paul Bradley, le Conseil a commencé la mise en œuvre de ces plans, ce qui nécessitait une étude des besoins des utilisateurs et la recherche du meilleur emplacement pour l’installation récréative proposée. Nous avons finalement opté pour le site de la rue Abbott Ouest et conclu une offre conditionnelle ainsi qu’un partenariat avec l’Ottawa-Carleton Catholic School Board pour l’aménagement conjoint d’une nouvelle école secondaire.</p>
<p>Les discussions entourant le Complexe récréatif Goulbourn ont évolué avec la création d’un nouveau Conseil en 1997. Le projet a progressé avec une priorisation de la responsabilité financière.</p>
<p>Nous avons acquis le terrain – et préservé une forêt de cèdres de 19 acres, qui est maintenant connue sous le nom de boisé Kemp – à l’automne 1998, quelques mois après la conclusion d’une audience de la Commission des affaires municipales de l’Ontario.</p>
<p>Le Conseil a organisé de nombreux forums communautaires pour discuter de l’initiative proposée et exploré des possibilités de financement public-privé avant de déterminer que le modèle d’infrastructure financée par la Ville conviendrait le mieux. Des groupes communautaires, dont le Comité consultatif sur les loisirs, l’Association de hockey mineur de Richmond Munster, le groupe « Residents for a Pool in Goulbourn » et la ligue de soccer mineur de Goulbourn, ont contribué aux phases de conception et de construction. Les travaux ont débuté le 20 novembre 1999, près d’une décennie après la publication du plan directeur original.</p>
<p>En collaboration avec l’Ottawa-Carleton Catholic School Board, nous avons partagé les ressources afin de réduire les coûts fonciers et les coûts de viabilisation. L’infrastructure a été installée pour permettre une expansion future, qui comprendrait une deuxième patinoire et un espace polyvalent.</p>
<p>Le Conseil a également approuvé la reconstruction et le prolongement de 5 km du chemin Shea afin de relier les communautés de Richmond, Munster et Ashton à notre nouvelle infrastructure.</p>
<p>Nous avons aussi accepté avec gratitude un don en nature de Thomas Cavanagh Construction Limited pour la construction du parc de stationnement jouxtant le terrain de sport.</p>
<p>Un an et des poussières après, le 25 novembre 2000, nous avons célébré l’inauguration de la phase 1 du Complexe récréatif Goulbourn, qui comprenait une patinoire aux dimensions réglementaires de la LNH adaptée à la pratique du hockey sur luge, une piscine d’entraînement aux dimensions olympiques comptant six couloirs, une piscine récréative et des zones d’hydrothérapie, et de nouveaux terrains de sport extérieurs.</p>
<p>La phase 2 – l’espace polyvalent et la deuxième patinoire – a ensuite été réalisée par la Ville d’Ottawa sous l’égide du conseiller Shad Qadri et du maire Jim Watson.</p>
<p>Au fil du temps, nos deux patinoires et notre gymnase ont été dédiés à des figures marquantes locales, notamment :</p>
<p>Matt Bradley, en reconnaissance de ses talents en hockey (2013).</p>
<p>Erica Wiebe, médaillée d’or en lutte aux Jeux olympiques de Rio (2016).</p>
<p>Katie Xu et Jack Fan, ambassadeurs des personnes ayant des besoins particuliers pour le patinage artistique (2018).</p>
<p>Ces plaques, de même que celles des plus grands athlètes, entraîneurs et agents de Stittsville, sont exposées au Temple de la renommée du sport de Stittsville. Ce centre est rené de ses cendres en 2024 grâce à mon ancien collègue, le conseiller Allan Ryan, à Bob Mills, ancien directeur des Parcs et des Loisirs, et à un comité de sélection dévoué.</p>
<p>Dans le hall, vous pouvez aussi voir les noms des nombreux lauréats et lauréates des Prix de reconnaissance des bénévoles de Stittsville, une initiative lancée en 1990 sous le maire Anton Wytenburg, avec le Prix commémoratif Roger Griffiths du résident de l’année, puis élargie par les futurs conseils de Goulbourn. Ces prix ont continué d’être remis sous l’égide de l’ancien conseiller Qadri, et maintenant du conseiller Gower.</p>
<p>J’aimerais remercier du fond du cœur le dernier Conseil du canton de Goulbourn (1997–2000) : Louise Beggs, Mike Bryan, Stephen Lewis et le regretté Dwayne Barkley.</p>
<p>Vos voix à la table du Conseil durant ces années difficiles ont toujours défendu les intérêts de vos électrices et électeurs et tenu compte de la diversité des points de vue, ce qui n’est pas toujours facile. Vous avez toujours regardé vers l’avenir, au-delà des cycles électoraux.</p>
<p>Ce sont les revendications de Dwayne, en particulier, qui ont fait en sorte que notre patinoire puisse accueillir le hockey sur luge. Le Conseil tient également à remercier notre équipe municipale pour son dévouement : Jim McInich, l’avocat général de la Ville; Danny Page, le directeur de la Planification et du Développement économique; Bob Mills, le directeur, Parcs et loisirs, ainsi que son équipe; et le regretté Bob Townend, notre directeur général, dont le sens aiguisé des affaires a permis la réalisation de tous ces investissements communautaires.</p>
<p>Grâce aux efforts du Conseil, du personnel, des bénévoles et de la population, nous avons bâti un complexe qui améliore le bien-être physique et mental, et qui constitue un lieu de rassemblement social et culturel vital. Vingt-cinq ans plus tard, il continue de rassembler notre communauté, qui peut s’y réunir, célébrer sa diversité, nouer des liens et grandir collectivement.</p>

<p>On November 25, 2025 we marked the 25<sup>th</sup> Anniversary of the opening of the Goulbourn Recreation Complex, now known as CARDELREC–Goulbourn.</p>
<p>Town Crier Daniel Richer Dit Laflêche opened the ceremony with a proclamation, as he did in 2000 for the official opening ceremonies. We were joined by Janet Stavinga, the final Mayor of Goulbourn Township, and the first City Councillor for Stittsville (the ward was then known as Goulbourn Ward) in the amalgamated City of Ottawa, along with her former council colleague Louise Beggs. Janet spoke about <a href="https://glengower.ca/community/stavinga-the-story-of-goulbourn-recreation-complex/">the history of the building and the hurdles they had to overcome</a> to get the facility built.</p>
<p>Guests included Bob Mills, Director of Recreation for Goulbourn Township, current staff from CARDELREC-Goulbourn and the City Parks &amp; Recreation department, former Goulbourn township staff, and many volunteers and community leaders who were part of the planning and construction of the building a quarter-century ago.</p>
<p>Every day, people from all over the city of all ages and backgrounds visit the facility for recreation, programming, community meetings, and social activities. Thank goodness we have CARDELREC-Goulbourn as part of Stittsville, I can’t imagine the community without it. Thank you to everyone who had a hand in its creation and ongoing operation.</p>
<p>A special thank you to Brittney Check and the staff from CARDELREC-Goulbourn; Catherine Musgrove from my office; and everyone who shared memories and memorabilia. A special thanks to Sandra MacDowell who dropped by our office in October with a commemorative towel from the grand opening, and alerted us to this important milestone!</p>

<h2>PHOTOS : Célébration des 25 ans de CARDELREC-Goulbourn (Complexe récréatif de Goulbourn)</h2>
<p>Le 25 novembre 2025, nous avons célébré le 25<sup>e</sup> anniversaire de l’ouverture du Complexe récréatif de Goulbourn, maintenant connu sous le nom de CARDELREC-Goulbourn.</p>
<p>Le crieur public Daniel Richer dit Laflêche a ouvert la cérémonie par une proclamation, comme il l’avait fait en 2000 pour les cérémonies d’inauguration. Janet Stavinga, dernière mairesse du canton de Goulbourn et première conseillère municipale de Stittsville dans la ville fusionnée d’Ottawa, ainsi que son ancienne collègue Louise Beggs, se sont jointes à nous. Janet a parlé de <a href="https://glengower.ca/community/stavinga-the-story-of-goulbourn-recreation-complex/">l’histoire du bâtiment et des obstacles qu’ils ont dû surmonter</a> en vue de la construction de l’installation.</p>
<p>Parmi les invités figuraient Bob Mills, directeur des loisirs du canton de Goulbourn, le personnel actuel de CARDELREC-Goulbourn et de Parcs et Loisirs de la Ville, d’anciens employés du canton de Goulbourn, ainsi que de nombreux bénévoles et dirigeants de la communauté qui ont participé à la planification et à la construction du bâtiment il y a un quart de siècle.</p>
<p>Chaque jour, des résidents des quatre coins de la ville, de tous âges et de tous horizons se rendent à l’installation pour prendre part à des activités récréatives, des programmes, des réunions communautaires et des activités sociales. Heureusement que CARDELREC-Goulbourn fait partie de Stittsville, car je ne peux pas imaginer cette communauté sans cette installation. Merci à toutes les personnes qui ont participé à sa création et à son exploitation.</p>
<p>Je remercie tout particulièrement Brittney Check et le personnel de CARDELREC-Goulbourn, Catherine Musgrove, membre de mon Bureau, ainsi que tous ceux qui ont partagé leurs souvenirs. Je tiens également à remercier Sandra McDowell, qui est passée à notre bureau, en octobre, avec une serviette commémorative de l’inauguration, et qui nous a informés de cette étape importante!</p>

<p>&#8220;Protect, restore, regenerate, and rewild Stittsville’s Wetlands for future generations.”  The mission of the Friends of Stittsville Wetlands (FoSW) is building momentum as the new volunteer, community-based organization receives its first grant from another local environmental non-profit.</p>
<p>FoSW are thrilled to announce that they have received a major grant of $3500 from the <a href="https://www.ottawastewardship.org/">Ottawa Stewardship Council (OSC)</a>. This funding will help the newly created not-for-profit organization build its capacity to protect a provincially significant wetland that is on the doorstep of Stittsville and threatened by continuing development pressures as well as policy changes by the Province of Ontario in late 2022.</p>
<p>This unique ecological treasure is less than one kilometre from Stittsville’s Village Square Park. It is accessible by the <a href="https://tctrail.ca/">TransCanada Trail</a> – Canada’s national trail and the longest network of multi-use recreational trails in the world.</p>
<p>This wetland, known as the Goulbourn Wetland Complex, covers over 906 hectares, and provides a home to Species at Risk including <a href="https://www.ontario.ca/page/blandings-turtle">Blanding Turtles</a>, <a href="https://www.ontario.ca/page/snapping-turtle">Snapping Turtles</a>, and over 150 species of birds <a href="https://ebird.org/barchart?r=L11944219&amp;yr=all&amp;m=">(eBird)</a>, including four Species at Risk. This wetland also serves as a habitat for a variety of species, including Northern Spring Peeper, bullfrog, muskrat, raccoon, beaver, mink, red fox, coyote, white-tailed deer, and red squirrel.</p>
<p>The portion of the wetland of particular interest to the Friends of Stittsville Wetlands is located immediately west of the urban boundary of Stittsville and north and south of the TransCanada Trail.</p>
<p>This portion also includes the headwaters of Poole Creek, which runs through the heart of Stittsville. The upper portion of Poole Creek, west of Stittsville Main Street, is considered a cold or cool water stream – and one of only two in Ottawa. It is recognized as a crucial and rare aquatic habitat. The long-term health of Poole Creek is dependent on the overall health of its headwaters, found within the Goulbourn Wetland Complex.</p>
<p>Stavinga, President of FoSW, former Mayor of Goulbourn, and former Ottawa City Councillor stated, “This funding from the Ottawa Stewardship Council will help the Friends of Stittsville Wetlands increase public awareness and build community action to protect our wetlands and reverse the impact of the changes made by the Province of Ontario in 2022. These policy changes rolled back decades of progressive environmental protection measures and we are already seeing adverse impacts on the health of our wetlands.”</p>
<p>&#8220;The OSC shares FoSW’s mission of protecting these wetlands, which provide ecosystem services like carbon sequestration, water storage and release during drought and flooding, and improving water quality,” said OSC Chair Janet Mason.</p>
<p>“This funding from the Ottawa Stewardship Council is a great step in supporting this new organization dedicated to advocating for the protection of our wetlands,” said Stittsville Councillor Glen Gower. “It is also recognition of all the hard work that Janet Stavinga, Steve Klein, and the community have put into establishing the Friends of Stittsville Wetlands since last Spring. Congratulations!”</p>
<p>Funds for FoSW came from a reserve held by OSC that it received in 2014 from Waste Management as part of its community compensation for the landfill on Carp Road. “OSC is glad that the compensation funds continue to be used for environmental stewardship in Stittsville that benefits all residents and wildlife,” stated Mason.</p>

<p style="font-weight: 400;">La partie de la zone humide qui intéresse particulièrement Friends of Stittsville Wetlands est située immédiatement à l’ouest de la limite urbaine de Stittsville et au nord et au sud du Sentier transcanadien.</p>
<p style="font-weight: 400;">Cette partie comprend également le cours supérieur du ruisseau Poole, qui traverse le cœur de Stittsville. La partie supérieure du ruisseau Poole, à l’ouest de la rue principale de Stittsville, est considérée comme un ruisseau d’eau froide ou tempérée et l’un des deux seuls à Ottawa. Il est reconnu comme un habitat aquatique crucial et rare. La santé à long terme du ruisseau Poole dépend de la santé générale de son cours supérieur, qui se trouve dans le complexe de milieux humides de Goulbourn.</p>

<p>The community meeting, hosted on June 26 by Steve Klein and Janet Stavinga, was a great success with over 130 attendees. The objectives of the meeting were to: 1) present a summary of the research since <a href="http://glengower.ca/information/protecting-our-wetlands-meeting-recap/">the June 8th meeting</a> hosted by Councillor Glen Gower; 2) provide a second forum for more discussion about the future of the wetlands; 3) determine the interest in establishing a unified, community group to advocate for the wetlands; and 4) present a compelling vision and a bold, audacious goal for their future.</p>
<p>Presentations were made by Janet Mason, Chair of the <a href="https://carphills.com/">Friends of the Carp Hills</a> and Diane Downey, Executive Director of the <a href="https://www.rvcf.ca/">Rideau Valley Conservation Foundation</a> followed by a Q&amp;A session. Don Johnston, Past President, Mississippi Madawaska Land Trust and Bob Stearns, Secretary-Treasurer, Mississippi Madawaska Land Trust and Donna DuBreuil, President, Ottawa-Carleton Wildlife Centre were also in attendance.</p>

<p>The following vision was presented to the attendees: <strong>“To protect, restore, regenerate and rewild Stittsville’s Wetlands for future generations.”</strong></p>
<p>Steve Klein also spoke to the goal of forming a committed and active community group to: 1) help create and lead a new Public and Private Sector and Community Partnership; 2) acquire that portion of the Goulbourn Wetlands Complex within proximity to the western urban boundary of Stittsville, and 3) establish the structure and resources needed to successfully manage these wetlands going forward.</p>
<p>The attendees were provided with an Interest Form to complete to help move forward in mobilizing and formalizing this community-based group. Of the 130 people in attendance, over 80 people committed to be part of the group which is now tentatively named Friends of Stittsville’s Wetlands.</p>

<h2>RÉCAPITULATION : PROTÉGEONS LES MILIEUX HUMIDES DE STITTSVILLE – RÉUNION COMMUNAUTAIRE DU 26 JUIN 2023</h2>
<p>Organisée par Steve Klein et Janet Stavinga, la réunion communautaire du 26 juin dernier a été couronnée de succès. Plus de 130 personnes y ont participé. Les objectifs de la réunion étaient de : 1) présenter un résumé des recherches effectuées depuis<a href="http://glengower.ca/information/protecting-our-wetlands-meeting-recap/"> la réunion du 8 juin</a><u> qui a été</u> organisée par le conseiller Glen Gower; 2) fournir un deuxième forum permettant de discuter davantage de l’avenir des milieux humides; 3) déterminer l’intérêt envers la création d’un groupe communautaire uni pour défendre les milieux humides; et 4) présenter une vision convaincante ainsi qu’un objectif audacieux pour l’avenir de ces terres.</p>
<p>Les faits ont été présentés par Janet Mason, présidente de <a href="https://carphills.com/">Friends of the Carp Hills</a>, et Diane Downey, directrice générale de l’organisme <u>Rideau Valley Conservation Foundation</u>. Une période de questions et de réponses a suivi. <p>Steve Klein a également parlé de l’objectif de former un groupe communautaire engagé et actif pour : 1) aider à créer et diriger un nouveau partenariat entre les secteurs public et privé et la communauté; 2) acquérir la partie du complexe des milieux humides de Goulbourn qui se trouve à proximité de la limite urbaine ouest de Stittsville; et 3) établir la structure et les ressources nécessaires pour, à l’avenir, gérer avec succès ces milieux humides.</p>
<p>On a remis des formulaires d’intérêt aux personnes présentes. Elles pourront les remplir si elles souhaitent participer à ce groupe communautaire et le formaliser. Sur 130 personnes présentes, plus de 80 se sont engagées à faire partie du groupe qui porte maintenant le nom temporaire de « Friends of Stittsville’s Wetlands » (Les amis des milieux humides de Stittsville).</p>

<p>Bill 23 and provincial government amendments to Ottawa’s Official Plan mean that natural areas near Stittsville like the Goulbourn wetlands may be threatened by future development. Changes to how wetlands are evaluated and protected could put many of our favourite greenspaces at risk. New rules for land use planning are shifting oversight away from local authorities. This is a huge step backwards in the conservation of wetlands in our city and our province.</p>
<p>Last week, we held a public meeting to bring residents up to speed about what’s happening and how we can advocate to ensure the wetlands remain protected from development.</p>

<h3>Recap</h3>
<p>I kicked off the evening by explaining the process City of Ottawa staff and City Council went through when updating the city’s <a href="http://glengower.ca/notebook/city-approves-new-official-plan/">Official Plan</a>. During this process, one of my priorities was to ensure that land near the Goulbourn wetlands west of Stittsville remained protected from new development. Despite the efforts of City Council, the province overruled our decision and added two new urban expansion areas near Stittsville to the Official Plan:</p>
<ul>
<li>65 hectares were added between Fernbank Road and the Trans Canada Trail, west of the Deer Run community. Council did not include these in the original Official Plan because of the difficulty in servicing the land (water and sewer, etc.); poor connectivity (roads and pathways); and most important, its proximity to the Goulbourn wetland and protected species habitat.</li>
<li>14 hectares were added near Flewellyn and Shea Road. Council did not include this parcel because the land is subject to an active court case related to alleged unauthorized tree clearing.</li>
</ul>

<h3>Next steps</h3>
<ul>
<li>The meeting was an opportunity for residents to become more aware of provincial changes and what they could mean for our wetlands. As Janet said during her presentation, we must anticipate and be ahead of the curve when it comes to any possible future development on our wetlands. It was encouraging to see so many residents wanting to get involved.</li>
<li>To be clear, <strong>there are no immediate development applications submitted or planning proposals</strong>. There are still additional approvals that the landowners will need before they can start building on the land included as part of the provincial changes to the Official Plan.</li>
<li>Residents spoke of the need and willingness to form a community group to help mobilize and inform residents. They are planning a follow up meeting in <strong>late June</strong>. Stay tuned to my web site for details.</li>

<h2>RÉCAPITULATION : RÉUNION « PROTÉGER NOS MILIEUX HUMIDES »</h2>
<p>Selon le projet de loi 23 et les changements apportés au Plan officiel d’Ottawa par le gouvernement provincial, les zones naturelles près de Stittsville, comme les milieux humides de Goulbourn, pourraient être menacées par les projets d’aménagement. En raison des changements apportés dans le mode d’évaluation et les moyens de protection des milieux humides, de nombreux espaces verts de prédilection pourraient être à risque. Les nouvelles règles entourant l’aménagement du territoire retirent la responsabilité de surveillance aux autorités locales. Il s’agit là d’un énorme recul dans la protection des milieux humides dans notre ville et de notre province.</p>
<p>La semaine dernière, nous avons organisé une réunion publique pour informer les résidents de ce qui se passe et de la manière dont nous pouvons défendre les milieux humides pour qu’ils restent protégés contre les projets d’aménagement.</p>

<h3><strong>RÉCAPITULATIF</strong></h3>
<p>J’ai commencé la soirée en expliquant le processus suivi par le personnel de la Ville d’Ottawa et le Conseil municipal lors de la mise à jour du <a href="http://glengower.ca/notebook/city-approves-new-official-plan/"><strong>Plan officiel</strong></a> de la Ville. Au cours de ce processus, l’une de mes priorités était de veiller à ce que les terres près des milieux humides de Goulbourn à l’ouest de Stittsville demeurent protégées contre les nouveaux aménagements. Malgré les efforts du Conseil municipal, la province a annulé notre décision et a ajouté au Plan officiel deux nouvelles zones d’expansion urbaine près de Stittsville :</p>
<ul>
<li>65 hectares ont été ajoutés entre le chemin Fernbank et le Sentier transcanadien, à l’ouest de la communauté de Deer Run. Le Conseil n’en avait pas fait état dans la version originelle de son Plan officiel original parce qu’il était difficile de viabiliser ce terrain (du point de vue de l’aqueduc et des égouts, entre autres), que la connectivité était médiocre (routes et sentiers) et, surtout, à cause de la proximité du milieu humide de Goulbourn et de l’habitat des espèces protégées.</li>
<li>Quatorze hectares ont été ajoutés près du chemin Flewellyn et du chemin Shea. Le Conseil municipal n’avait pas tenu compte de cette parcelle parce que le terrain fait l’objet d’une affaire en instance devant les tribunaux relativement à un présumé projet de déboisement non autorisé.</li>
</ul>
<p>Ces modifications du gouvernement provincial sont définitives et ne peuvent faire l’objet d’aucun recours. <li>La réunion a été l’occasion pour les résidents de mieux connaître les changements apportés par le gouvernement provincial et ce qu’ils pourraient signifier pour nos milieux humides. Comme l’a dit Janet lors de sa présentation, nous devons anticiper et prendre de l’avance en ce qui concerne tout aménagement futur possible sur nos milieux humides. Il était encourageant de voir autant de résidents qui veulent s’impliquer.</li>
<li>Soyons clairs, <strong>aucune demande d’aménagement n’a été déposée dans l’immédiat et aucune proposition de planification n’a été faite</strong>. Les propriétaires fonciers auront encore besoin d’approbations supplémentaires avant de pouvoir commencer à construire sur les terres incluses dans les modifications provinciales apportées au Plan officiel.</li>
