<p><em>For the past few weeks, Ottawa drivers have experienced very heavy traffic in both directions on the Queensway due to lane changes and reductions in place for installation of a new highway sign. Here’s some information provided by City of Ottawa staff about the work.</em></p>
<p><strong>Q: What is the signage being installed?</strong></p>
<p><strong>A:</strong> To accommodate the construction of the Stage 2 LRT guideway tunnel, the original overhead sign was removed. The westbound sign will direct drivers to Highways 416 and 417 and provide guidance for local exits to Greenbank Road and Pinecrest Road.</p>

<p><strong>Q: What is the actual construction work being done?</strong></p>
<p><strong>A:</strong> The current phase of work involves construction of the sign support foundations, including excavation, drilling, installations of reinforcements, concrete works, reinstatement of the median barrier, asphalt works at the median, underground electrical conduit installation for median lighting continuity and associated traffic staging. Additional activities related to sign structure erection and commissioning will occur in future phases and will take place during an overnight closure to minimize additional disruptions.</p>
<p>&nbsp;</p>
<p><strong>Q: Were there other alternatives analyzed that would have had less impact?</strong></p>
<p><strong>A:</strong> Options were analyzed and developed in coordination with the Ministry of Transportation Ontario (MTO) regarding design and construction options. The design and construction plan that is being implemented is the design that was accepted by the MTO.</p>
<p>&nbsp;</p>
<p><strong>Q: Are there regulatory (mandatory) requirements for this sign or is it a “nice-to-have”? </strong></p>
<p><strong>A:</strong> The sign requirements are in accordance with the MTO’s regulations and standards. As indicated above the original overhead sign was removed to accommodate the Stage 2 tunnel works.</p>
<p>&nbsp;</p>
<p><strong>Q: The construction began in early May – why haven’t we seen very much work at the site?</strong></p>
<p><strong>A:</strong> During the first two weeks, work activities included temporary lighting continuity modifications within the median, asphalt and median barrier removals, utility and drainage investigations, and assessment of potential conflicts between the proposed sign footing and the existing storm sewer system. These activities were necessary prior to commencing major foundation works.</p>
<p>&nbsp;</p>
<p><strong>Q: Have any measurements been done to quantify the amount of traffic congestion and other issues that the lane closures have caused?</strong></p>
<p><strong>A:</strong> Traffic operations and congestion impacts continue to be monitored throughout construction. As part of mitigation efforts, the bus-only ramp from Woodroffe to westbound Highway 417 <a href="https://ottawa.ca/en/city-hall/city-news/newsroom/modified-westbound-417-ramp-woodroffe-now-open-all-traffic">has been temporarily opened to general traffic</a> to help reduce congestion and improve westbound traffic flow. Traffic counts are taken throughout construction so the impact of mitigation measures can be reviewed analytically.</p>
<p>&nbsp;</p>
<p><strong>Q: Why will this take until July to complete?</strong></p>
<p><strong>A:</strong> The median sign foundation consists of a deep foundation system requiring caisson installation. The work involves multiple sequential operations, including excavation, drilling, reinforcement placement, concrete installation, curing periods, and restoration activities, all within a constrained highway environment.</p>
<p>These works involve invasive construction activities within the highway median and require a safe and stable work zone for both workers and the traveling public. Due to the nature of the operations, temporary short-duration closures were not feasible to safely complete the required work activities.</p>
<p><a href="https://ottawa.ca/en/city-hall/city-news/newsroom/highway-417-work-pinecrest-being-accelerated-earlier-completion">Work is now expected to be wrapped up by July 6</a>, three weeks ahead of the original schedule.</p>
<p>We understand the impacts this congestion has on residents. We will continue to look for ways to improve the flow of traffic and accelerate the schedule for this work, where possible. We appreciate your patience during this mandatory work.</p>

<h2>MISE À JOUR : Le chantier de signalisation qui provoque des embouteillages sur le Queensway</h2>
<p><em>Depuis quelques semaines, les automobilistes d&#8217;Ottawa sont confrontés à une circulation très dense dans les deux sens sur le Queensway en raison des changements et des réductions de voies mis en place pour l&#8217;installation d&#8217;une nouvelle signalisation routière. Voici quelques informations fournies par le personnel de la Ville d&#8217;Ottawa concernant ces travaux.</em></p>

<p><strong>R :</strong> Des options ont été analysées et élaborées en collaboration avec le ministère des Transports de l&#8217;Ontario (MTO) en ce qui concerne la conception et la construction. Le plan de conception et de construction actuellement mis en œuvre correspond à la conception qui a été approuvée par le MTO.</p>
<p>&nbsp;</p>
<p><strong>Q : </strong><strong>Cette signalisation fait-elle l&#8217;objet d&#8217;exigences réglementaires (obligatoires) ou s&#8217;agit-il simplement d&#8217;une recommandation?</strong></p>

<p><strong>R :</strong> Au cours des deux premières semaines, les travaux ont consisté à apporter des modifications temporaires au maintien de l&#8217;éclairage dans le terre-plein central, à retirer l&#8217;asphalte et les barrières du terre-plein central, à effectuer des études sur les services publics et le drainage, ainsi qu&#8217;à évaluer les conflits potentiels entre les fondations des panneaux de signalisation prévues et le réseau de gestion des eaux pluviales existant. Ces activités étaient indispensables avant d’amorcer les travaux de fondation majeurs.</p>
<p>&nbsp;</p>
<p><strong>Q : </strong><strong>A-t-on procédé à des mesures pour évaluer l&#8217;ampleur des embouteillages et des autres problèmes provoqués par la fermeture des voies?</strong></p>
<p><strong>R :</strong> Les répercussions sur la circulation et les embouteillages continuent d&#8217;être surveillées tout au long des travaux. Dans le cadre des mesures d&#8217;atténuation, la bretelle réservée aux autobus reliant l’avenue Woodroffe à l&#8217;autoroute 417 en direction ouest <a href="https://ottawa.ca/fr/hotel-de-ville/sujets-de-lheure/salle-de-presse/bretelle-dacces-modifiee-vers-lautoroute-417-ouest-lavenue-woodroffe-est-maintenant-ouverte-toute-la-circulation">a été temporairement ouverte à la circulation générale</a> afin de réduire les embouteillages et d&#8217;améliorer la fluidité de la circulation en direction ouest. Des comptages de circulation sont effectués tout au long des travaux afin de pouvoir évaluer de manière analytique l&#8217;impact des mesures d&#8217;atténuation.</p>
<p>&nbsp;</p>
<p><strong>Q : </strong><strong>Pourquoi ce projet durera-t-il jusqu’en juillet?</strong></p>
<p><strong>R :</strong> La fondation de la signalisation sur le terre-plein central consiste en un système de fondations profondes nécessitant la mise en place de caissons. Les travaux comprennent plusieurs opérations successives, notamment l&#8217;excavation, le forage, la mise en place de l&#8217;armature, le coulage du béton, les périodes de prise et les travaux de remise en état, le tout dans un environnement routier soumis à des contraintes.</p>
<p>Ces travaux impliquent des activités de construction invasives dans le terre-plein central de l&#8217;autoroute et nécessitent la mise en place d&#8217;une zone de chantier sûre et stable, tant pour les ouvriers que pour les usagers de la route. En raison de la nature des opérations, il n&#8217;était pas possible de procéder à des fermetures temporaires de courte durée pour mener à bien les travaux requis en toute sécurité.</p>
<p><a href="https://ottawa.ca/fr/hotel-de-ville/sujets-de-lheure/salle-de-presse/les-travaux-sur-lautoroute-417-la-hauteur-du-chemin-pinecrest-sont-acceleres-pour-etre-acheves-plus-tot">Les travaux devraient désormais être achevés d&#8217;ici le 6 juillet</a>, soit trois semaines avant la date initialement prévue.</p>
<p>Nous sommes conscients des répercussions que ces embouteillages ont sur les résidents. Nous continuerons de chercher des moyens d&#8217;améliorer la circulation et d&#8217;accélérer le calendrier de ces travaux, dans la mesure du possible. <p>Last fall, the Ontario Government <a href="https://glengower.ca/information/changes-coming-to-automated-speed-enforcement/">banned the use of Automated Speed Enforcement (speed cameras)</a> anywhere in the province, including school zones.</p>
<p>As a replacement, they’ve created a new <a href="https://news.ontario.ca/en/release/1006726/ontario-launching-road-safety-initiatives-fund">“Road Safety Initiatives Fund (RSIF)”</a> with $210-million for municipalities to increase road safety in school zones and community safety zones where cameras were previously located. Cities can apply to use this funding for things like speed bumps, raised crosswalks, roundabouts, and signage.</p>
<p>Ottawa has applied for funding to pay for safety infrastructure in several school zones across Ottawa.</p>
<ul>
<li><strong>St. Stephen Catholic School</strong> <em>(Stittsville Main Street in Jackson Trails)<br />

<p>These locations are approximate and may be adjusted slightly if impacts are identified during the detailed design stage. Other site-specific constraints identified during detailed design may also affect the feasibility of the proposed measures. Timing of installation depends on when the provincial government approves Ottawa’s request for funding.</p>

<h2>Des « coussins berlinois » proposés près de l’école St. Stephen et de Sacred Heart High School</h2>
<p>L’automne dernier, le gouvernement de l’Ontario <a href="https://glengower.ca/information/changes-coming-to-automated-speed-enforcement/">a interdit l’utilisation du contrôle automatisé de la vitesse (radars photographiques)</a> partout dans la province, y compris dans les zones scolaires.</p>
<p>En remplacement, un nouveau <a href="https://news.ontario.ca/fr/release/1006726/lontario-lance-le-fonds-pour-les-initiatives-en-matiere-de-securite-routiere">« Fonds d’aide aux initiatives pour la sécurité routière »</a> a été créé, avec 210 millions de dollars destinés aux municipalités afin d’accroître la sécurité routière dans les zones scolaires et les zones de sécurité communautaire où des caméras étaient auparavant installées. Les villes peuvent demander à utiliser ce financement pour des infrastructures comme les dos d’âne, les passages piétons surélevés, les ronds-points et la signalisation.</p>
<p>Ottawa a demandé des fonds pour financer les infrastructures de sécurité dans plusieurs zones scolaires dans toute la ville.</p>

D’autres contraintes propres au site, repérées lors de l’étude détaillée, peuvent également avoir une incidence sur la faisabilité des mesures proposées. Le calendrier de l’installation dépendra du moment où le gouvernement provincial approuvera la demande de financement d’Ottawa.</p>

<p>After a long, cold and storm-packed winter, spring has finally sprung and with seasonal transition now in our rearview, our pavement markings artists are back and are gearing up for the start of our pavement markings season!</p>
<p><strong>Seasonal Prep</strong></p>
<p>Over the winter, our Supervisors managed and coordinated the annual maintenance of all our pavement marking equipment. They also took the season to reevaluate the pavement markings program and ensured that any new sidewalk, road or pathway was captured in the upcoming painting season – this included taking note of every new crosswalk, stop bar, intersection and any other new marking that will need to be painted.</p>
<p>Now, our trucks are back in town and are going through their annual spring calibration. Did you know that each truck is equipped with a (control system) which regulates paint flow and line application? Before the start of the season – and throughout the season, too! – this device gets adjusted to ensure that line width, thickness and placement all meet safety standards and specifications. Our teams then test and fine-tune spray nozzles, pressure levels and vehicle speed to make sure markings come out clean and consistent.</p>
<p><strong>Pavement Markings Begin Next Week</strong></p>
<p>Mark your calendars because May 4<sup>th</sup> marks the start of the pavement markings season! Our artists will begin with centre line and edge line painting on arterial roads, along with refreshing key transverse markings – like crosswalks and stop bars – in areas with higher volumes of cyclists, pedestrians and vehicular traffic. Segregated bike lane painting will also be a focus in May, with work – weather permitting – expected to be completed before the end of the month.</p>
<p>Traffic pro tip: don’t ignore the signs of our working artists! When lights are flashing and a large “WET PAINT” sign is up, follow from a safe distance and never pass our working vehicles. Fresh paint can splatter as it’s applied, so staying back helps protect your vehicle.</p>
<p><strong>Factors that affect pavement markings</strong></p>
<p>So much planning goes into our pavement markings season, but there are still factors beyond our control that can impact operations – so let’s talk about them:</p>
<ul>
<li><strong>Colder temperature:</strong> Any of our durable markings (think school zones and temporary traffic calming markings) can only be applied when outdoor temperature rises above 10 degrees Celsius; this helps ensure the marking properly adheres to the asphalt!</li>
<li><strong>Precipitation:</strong> markings can only be performed in dry climates as rain can wash away fresh paint.</li>
<li><strong>Vehicular traffic: </strong>parked cars or traveling vehicles make it difficult and sometimes, even unsafe for our teams to work – so in certain cases (like when painting bike lanes, for example), work will be scheduled overnight to avoid closing down a road and prevent congestion.</li>
</ul>
<p><strong>Look Ahead</strong></p>
<p>Once arterial work, transverse marking in high-traffic areas and bike lane markings are complete, teams will move onto major collector roads to refresh their centrelines. Painting at non-signalized intersections, school zones and lower-volumed intersections will also begin before moving onto the Transitway.</p>
<p>We are asking residents to allow time for seasonal pavement marking work to be completed as part of our planned program. More than 6,000 kilometres of roads, thousands of stencils, hundreds of cycle lanes and much, much more need painting but we will do our best to get to them as quickly as operationally possible. However, issues that pose an immediate safety concern should be reported right away – these include conflicting markings, faded crosswalks, missing stop bars or locations with known compliance challenges. To report an urgent issue with a pavement marking, please contact 311.</p>

<h2>Services de la circulation: Le marquage de la chaussée asphaltée commence lundi le 4 mai</h2>
<p>Après un hiver long et froid caractérisé par de nombreuses tempêtes, le printemps est enfin de retour et la transition saisonnière est maintenant terminée. Nos artistes du marquage de la chaussée sont de retour, et ils se préparent au début de la saison de marquage de la chaussée asphaltée!</p>
<p><strong>Préparation saisonnière</strong></p>
<p>Au cours de l’hiver, nos superviseurs ont géré et coordonné les activités d’entretien annuelles de tout notre équipement de marquage de la chaussée. Ils en ont aussi profité pour réévaluer le programme de marquage de chaussée et s’assurer que tout nouveau trottoir et sentier et toute nouvelle route seront marqués au cours de la prochaine saison de marquage, notamment tous les nouveaux passages pour piétons ainsi que toutes les nouvelles lignes d’arrêt, intersections et marques qui doivent être peintes.</p>
<p>Nos camions sont maintenant de retour en ville et font l’objet de leur mise au point printanière. Saviez-vous que chaque camion est muni d’un système de contrôle qui maîtrise le débit et l’application de la peinture? Avant le début de la saison – et tout au long de celle-ci – ce dispositif est calibré afin de veiller à ce que la largeur, l’épaisseur et l’emplacement de la ligne respectent les normes de sécurité et les spécifications. Nos équipes mettent ensuite à l’essai les buses de pulvérisation, les niveaux de pression et la vitesse du véhicule et apportent des modifications afin de s’assurer que les marques sont nettes et uniformes.</p>
<p><strong>Le marquage de la chaussée asphaltée commence la semaine prochaine</strong></p>
<p>Inscrivez la date à votre calendrier, car le 4 mai marque le début de la saison de marquage! Nos artistes commenceront par la peinture des lignes médianes et des lignes de bordure sur les grandes artères et rafraîchiront les marques transversales clés, comme les passages pour piétons et les lignes d’arrêt dans les zones empruntées par un grand volume de cyclistes, de piétons et de véhicules, en plus de s’attaquer au marquage des voies cyclables séparées. Les travaux devraient être terminés avant la fin du mois de mai, si les conditions météorologiques le permettent.</p>
<p>Conseil de pro de la circulation : portez attention aux panneaux de nos artistes à l’œuvre! Lorsque les feux clignotent et que la mention « PEINTURE FRAÎCHE » est affichée, roulez à bonne distance du camion et ne tentez jamais de le dépasser. L’application de la peinture peut provoquer des éclaboussures; rester à bonne distance du camion aide à protéger votre véhicule.</p>
<p><strong> </strong><strong>Facteurs ayant une incidence sur le marquage de la chaussée asphaltée</strong></p>
<p>Nous consacrons de nombreuses heures à la planification de notre saison de marquage de la chaussée. Cependant, des facteurs indépendants de notre volonté peuvent avoir une incidence sur ces activités, notamment les facteurs suivants :</p>
<ul>
<li><strong>Température plus froide :</strong> L’application de toute marque durable (songez aux zones scolaires et aux balisages temporaires de modération de la circulation) peut uniquement être effectuée lorsque la température extérieure est au-dessus des 10 degrés Celsius, ce qui veille à ce que le marquage adhère correctement à la chaussée!</li>
<li><strong>Précipitation :</strong> Les marques doivent être peintes par temps sec, car la pluie peut laver la peinture fraîche.</li>
<li><strong>Circulation de véhicules : </strong>Lorsque des véhicules sont stationnés ou circulent dans une zone où des marques doivent être appliquées, il est difficile, voire non sécuritaire, pour nos équipes de travailler. Ainsi, dans certains cas (par exemple, lors du balisage des voies cyclables), les travaux sont effectués la nuit pour éviter des fermetures de routes et des embouteillages.</li>
</ul>
<p><strong>Regard vers l’avenir</strong></p>
<p>Une fois que les grandes artères, les passages piétonniers dans les zones de circulation très dense et les voies cyclables auront été balisés, les équipes passeront au rafraîchissement des lignes médianes des routes collectrices. Le marquage des intersections sans feux, des zones scolaires et des intersections à plus faible volume de circulation commencera aussi avant le balisage du Transitway.</p>
<p>Nous demandons aux résidents d’accorder le temps nécessaire à la réalisation des activités de marquage de la chaussée asphaltée saisonnières dans le cadre de notre programme planifié. Plus de 6 000 kilomètres de chaussée, des milliers de pochoirs, des centaines de voies cyclables et de très nombreux autres éléments doivent être peints et nous ferons de notre mieux pour y arriver dès que cela sera possible sur le plan opérationnel. Cependant, les problèmes qui présentent un risque évident pour la sécurité doivent être signalés sans tarder, notamment les marques conflictuelles, les passages pour piétons défraîchis, les lignes d’arrêt manquantes ou les emplacements qui posent des défis de conformité connus. Pour signaler un problème urgent en lien avec le marquage de la chaussée, veuillez communiquer avec la Ville (au 3-1-1).</p>

<p><em>La version française suit</em></p>
<p>This week I introduced a notice of motion at Public Works and Infrastructure Committee that would lower the speed limits from 50 km/h to 40 km/h on Abbott, Fernbank, and in the Westwood neighbourhood.</p>
<ul>
<li>Abbott: A standard 40km/h speed limit from Terry Fox to West Ridge. (Currently it varies from 40km/h to 50hkm/h depending on the neighbourhood and school zones.)</li>
<li>Fernbank: 40km/h from Shea to West RIdge.  (Currently it&#8217;s signed as 60km/h between Shea and Cope.)</li>
<li>Cope: 40km/h all the way from Terry Fox to Fernbank, including the future section between Angel Heights/Goldhawk and Shea</li>
<li>A 40km/h &#8220;Gateway Zone&#8221; for the Westwood neighbourhood. (Currently 50km/h by default.)</li>
</ul>
<p>I&#8217;ve proposed the changes based on frequent feedback from Stittsville residents. Simply changing the speed signs won’t be enough on its own to change driver behaviour, but data from other areas shows that it does help lower speeds. It also reinforces that high speeds are not acceptable in a residential neighbourhood. We&#8217;re looking at adding additional traffic calming and safety infrastructure in the future as well.</p>

<h3>Text of my notice of motion</h3>
<blockquote><p><strong>WHEREAS staff have completed a review of the Speed Zone Policy to develop a new framework that aligns with the Safe Systems Approach and road safety best practices, reflects Ottawa’s local context and roadway functions, integrates all existing Council</strong><strong>‑</strong><strong>approved speed</strong><strong>‑</strong><strong>related policies, and supports a cultural shift in road safety;</strong></p>
<p><strong>WHEREAS validation of staff’s preferred speed</strong><strong>‑</strong><strong>limit setting approach is underway, including assessment of corridors identified through Councillor consultations; and</strong></p>
<p><strong>WHEREAS the updated Speed Zone Policy is anticipated to be brought forward for approval in the next Term of Council; and</strong></p>
<p><strong>WHEREAS a continuous 40 km/h speed limit is desired along Abbott Street East from Terry Fox Drive to West Ridge Drive, and on Fernbank Road, from Shea Road to West Ridge Drive; and</strong></p>
<p><strong>WHEREAS Cope Drive functions as a major collector from Robert Grant Avenue to Angel Heights/Goldhawk Drive, and as a collector roadway between Shea Road to Fernbank Road, with speed limits of 50 km/h, and there is community interest in incorporating these two corridor sections into adjacent 40 km/h Gateway Zones;</strong></p>
<p><strong>WHEREAS the desired speed limit changes would align with staff’s preferred speed limit setting approach, and</strong></p>
<p><strong>WHEREAS staff do not have the required delegated authority to make speed limit changes outside of the Council-approved Speed Zone Policy, and other speed-related policies.</strong></p>
<p><strong>THEREFORE BE IT RESOLVED that the Public Works and Infrastructure Committee recommend Council approve reducing the speed limit to 40 km/h on Abbott Street East from Robert Grant Avenue to Stittsville Main Street, and on Fernbank Road from Shea Road to Cope Drive, to provide continuous speed limits on these corridors;</strong></p>
<p><strong>BE IT FURTHER RESOLVED that the speed limit on Cope Drive, from Robert Grant Avenue to Angel Heights/Goldhawk Drive and from Shea Road to Fernbank Road, be reduced from 50 km/h to 40 km/h;</strong></p>

<h2>CARNET DE NOTES : Avis de motion visant à réduire la limite de vitesse sur la rue Abbott Est, le chemin Fernbank et la promenade Cope</h2>
<p>Cette semaine, j’ai présenté au Comité de l’infrastructure et des travaux publics un avis de motion visant à faire passer la limite de vitesse de 50 à 40 km/h sur la rue Abbott et le chemin Fernbank et dans le quartier Westwood.</p>
<ul>
<li>Rue Abbott : Limite de vitesse standard de 40 km/h de la promenade Terry Fox à la promenade West Ridge. (Actuellement, les limites vont de 40 à 50 km/h selon le quartier et les zones scolaires.)</li>
<li>Chemin Fernbank : Limite de 40 km/h du chemin Shea à la promenade West Ridge. (Elle est en ce moment de 60 km/h du chemin Shea à la promenade Cope.)</li>
<li>Promenade Cope : Limite de 40 km/h de la promenade Terry Fox au chemin Fernbank, y compris sur le futur tronçon qui ira du plateau Angel et de la promenade Goldhawk au chemin Shea.</li>
<li>Zone de limitation de vitesse de 40 km/h dans le quartier Westwood. (La limite actuelle est fixée par défaut à 50 km/h.)</li>
</ul>
<p>Mes propositions découlent de commentaires fréquents des résidentes et résidents de Stittsville. Un simple changement de la signalisation de vitesse ne suffira pas à changer les comportements, mais selon des données sur d’autres secteurs, cela contribue à diminuer la vitesse. Cette mesure montre également le fait qu’il est inacceptable de circuler à grande vitesse dans un quartier résidentiel. Nous envisageons également d’installer d’autres infrastructures de modération de la circulation et de sécurité routière.</p>

<blockquote><p><strong>ATTENDU QUE le personnel a examiné la Politique sur les zones de limitation de vitesse en vue de préparer un nouveau cadre conforme à l’Approche des systèmes sécuritaires et aux pratiques exemplaires de sécurité routière, tient compte du contexte local et des fonctions des routes d’Ottawa, intègre les politiques en place sur la vitesse approuvées par le Conseil et favorise un changement de culture au chapitre de la sécurité routière; et</strong></p>
<p><strong>ATTENDU QUE la méthode de fixation de la limite de vitesse privilégiée par le personnel est en cours de validation, laquelle implique une évaluation des corridors ciblés dans le cadre de consultations auprès des conseillères et conseillers; et</strong></p>
<p><strong>ATTENDU QUE la nouvelle version de la Politique sur les zones de limitation de vitesse devrait être soumise à l’approbation du Conseil au cours de son prochain mandat; et</strong></p>
<p><strong>ATTENDU QU’une limite de vitesse continue de 40 km/h est souhaitée sur la rue Abbott Est, de la promenade Terry Fox à la promenade West Ridge, et sur le chemin Fernbank, du chemin Shea à la promenade West Ridge; et</strong></p>
<p><strong>ATTENDU QUE la promenade Cope est une route collectrice principale de l’avenue Robert Grant au plateau Angel et à la promenade Goldhawk, et une route collectrice du chemin Shea au chemin Fernbank, deux tronçons ayant des limites de vitesse de 50 km/h, et que la population souhaite intégrer ces deux tronçons aux zones adjacentes de limitation de vitesse de 40 km/h; et</strong></p>

<p>When the Provincial government banned Automated Speed Enforcement (speed radar cameras) last fall, we all predicted an increase in speeding. New data confirms that&#8217;s exactly what has happened.</p>
<p><b>City staff measured before-and-after speeds at the eight original speed camera locations in Ottawa:</b></p>
<ul>
<li>Before the cameras were removed, 87% of drivers followed the speed limit in school zones.</li>
<li>One week after they were removed, compliance fell to 62%.</li>
<li>12 weeks after they were removed, compliance was at 41%.</li>
</ul>
<p><b>More speed = less safety.</b> Last winter in Kanata, a driver nearly hit a baby stroller. Last week on Heron Road, a driver was going so fast that they flipped their car. Here in Stittsville, police recently caught a driver traveling at 78 km/h on Abbott Street, in a 40 km/h school zone. All three locations previously had speed cameras.</p>
<p><b>What about speed bumps? </b>The City will be installing speed bumps in several school zones in Stittsville where the cameras were removed, including near Sacred Heart, St. Stephen&#8217;s and Paul Desmarais. (They can&#8217;t be installed on Stittsville Main in front of Holy Spirit because it&#8217;s a major roadway.) We are also adding speed indicators along Cope Street in front of the three schools: Shingwàkons, St. Bernadette, and Maplewood.</p>
<p><b>Why haven&#8217;t speed bumps been installed yet?</b> First, they can&#8217;t be installed during the winter months. And although the provincial government has said they are providing funding for the speed bumps, there&#8217;s a convoluted application and approval process through the Ministry of Transportation that is stalling the process. We&#8217;re going to discuss this at committee on Thursday and I&#8217;m working with my council colleagues to get the safety measures installed ASAP.</p>
<p><b>How you can help: </b></p>
<ul>
<li>Follow the posted speed limit at all times.</li>
<li>Put your phone away and pay attention while you are driving.</li>
<li>Obey all &#8220;No Parking&#8221; and &#8220;No Stopping&#8221; signage.</li>
<li>If you can, avoid driving near school zones <a href="https://glengower.ca/information/stittsville-school-drop-off-and-pick-up-times/" data-cke-saved-href="https://glengower.ca/information/stittsville-school-drop-off-and-pick-up-times/">during pick-up and drop-off times</a>.</li>

<h2>CARNET DE NOTES : Des nouvelles sur les radars photographiques et la sécurité en zone scolaire</h2>
<p>Lorsque le gouvernement provincial a interdit le contrôle automatisé de la vitesse (radars photographiques), l’automne dernier, tout le monde prédisait une hausse des excès de vitesse. Et c’est exactement ce que les données confirment aujourd’hui.</p>
<p><strong>Le personnel municipal a mesuré la vitesse des véhicules aux emplacements des huit anciens radars d’Ottawa, avant et après l’interdiction :</strong></p>
<ul>
<li>Avant le retrait des radars, 87 % des automobilistes respectaient la limite de vitesse en zone scolaire.</li>
<li>Une semaine après leur retrait, ce taux a baissé à 62 %.</li>
<li>Douze semaines après leur retrait, il avait chuté à 41 %.</li>
</ul>
<p><strong>Plus de vitesse = plus de danger.</strong> L’hiver dernier, à Kanata, un automobiliste a failli frapper une poussette. La semaine dernière, sur le chemin Heron, une autre personne roulait si vite que sa voiture a fait un tonneau. Ici, à Stittsville, la police a récemment arrêté une personne qui roulait à 78 km/h sur la rue Abott – une zone scolaire de 40 km/h. À ces trois endroits, on trouvait auparavant un radar photo.</p>
<p><strong>Et les dos d’âne? </strong>La Ville aménagera des dos d’âne dans plusieurs zones scolaires de Stittsville, là où des radars ont été retirés, notamment près de l’école secondaire Sacred Heart, de l’école St. Stephen et de l’école secondaire catholique Paul-Desmarais. (On ne peut faire de même sur la rue Stittsville Main en face de l’école Holy Spirit, étant donné que c’est une route principale. Des indicateurs de vitesse seront aussi installés sur la promenade Cope en face des trois écoles : Shingwàkons, Sainte-Bernadette et Maplewood.</p>
<p><strong>Pourquoi les dos d’âne ne sont-ils pas déjà aménagés?</strong> Tout d’abord, on ne peut les aménager en hiver. Et bien que le gouvernement provincial ait dit qu’il les financera, le projet est actuellement ralenti par un processus compliqué de demande et d’approbation du ministère des Transports. Nous en parlerons à la réunion du Comité ce jeudi, et je travaille avec mes collègues du Conseil à faire aménager les dispositifs de sécurité dès que possible.</p>
<p><strong>Ce que vous pouvez faire :</strong></p>
<ul>
<li>Respecter en tout temps la limite de vitesse affichée;</li>
<li>Ranger votre téléphone cellulaire et garder les yeux sur la route;</li>
<li>Respecter tous les panneaux de stationnement interdit et d’arrêt interdit;</li>
<li>Si possible, éviter de circuler près d’une zone scolaire <a href="https://glengower.ca/information/stittsville-school-drop-off-and-pick-up-times/">durant les heures d’arrivée et de départ des élèves</a>.</li>

<h2>CARNET DE NOTES : Visite au Centre de régulation de la circulation</h2>
<p>À la fin novembre, notre équipe est allée voir le Centre de régulation de la circulation d’Ottawa, sur l’avenue Loretta. C’est dans ce vieux bâtiment industriel longeant le Queensway que le personnel surveille et ajuste les feux de circulation, fabrique les plaques de rue, organise le traçage des lignes sur la chaussée et plus encore.</p>

<p>The City of Ottawa has started a study along West Ridge Drive in response to traffic and pedestrian safety concerns raised by residents and outlined in the Transportation Master Plan. The purpose of this study is to recommend permanent roadway modifications between intended to improve safety, primarily by reducing vehicular speeds, adding bike lanes, and enhancing pedestrian connectivity through the addition of a new sidewalk.</p>
<h3>Public engagement session</h3>

<h3>Proposed new safety and accessibility measures</h3>
<ul>
<li>1.7m wide painted bike lanes with 0.3m painted buffer on both sides of West Ridge Drive from Beverly Street to Stittsville Main Street.</li>
<li>Vertical traffic calming measures (ex. Speed humps) along West Ridge Drive between Hazeldean Road and Abbott Street West.</li>
<li>A raised pedestrian crossing (PXO) with bulb-outs at West Ridge Drive and Alfred McCoy Park.</li>
<li>A sidewalk on the west side of West Ridge Drive between Alfred McCoy Park and Sable Run Drive.</li>
<li>Upgrade of the existing PXO near Delamere Drive to a raised PXO and if feasible, narrowing of the road with a bulb-out to reduce the crossing distance for pedestrians. These are practices taken to lower the risk of collisions and improve visibility.</li>

<h2>Promenade West Ridge &#8211; Modération de la circulation, pistes cyclables et trottoir</h2>
<p>La Ville d’Ottawa a entrepris une étude de la promenade West Ridge en réponse aux préoccupations exprimées par les résidents concernant la sécurité routière et piétonnière, ainsi qu’aux orientations énoncées dans le Plan directeur des transports. L’objectif de cette étude est de recommander des modifications permanentes à la chaussée visant à améliorer la sécurité – principalement en réduisant la vitesse des véhicules, en ajoutant des pistes cyclables désignées et en améliorant la connectivité piétonnière grâce à l’ajout d’un nouveau trottoir.</p>

<p class="x">The City’s Transportation Committee today approved its portion of <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=8a362387-f06c-4df1-8b1e-1c460c9bc6b0&amp;Agenda=Agenda&amp;lang=English&amp;Item=42&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">Draft Budget 2024<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(link is external)</span></span></span></a>, which includes $454.8 million in capital funding for transportation infrastructure to improve and renew roads, sidewalks, pathways, bridges, culverts and intersections. The budget also includes a net operating budget of $295 million to support the City’s roads, parking, traffic, transportation and fleet services.</p>
<p class="x">The City is committed to keeping Ottawa’s roads safe for all users and the capital budget includes $98.7 million to improve and renew roads with $76.5 million for road resurfacing alone. The City would also invest $10.9 million to renew and repair sidewalks and pathways, with an additional $3.9 million for new sidewalks.</p>
<p class="x">The 2024 budget includes $31 million to replace municipal vehicles and equipment. Of those investments, $4.6 million will go toward continuing the transition of the City’s fleet to electric, hybrid and low-emission vehicles. Other highlights of capital investments include:</p>
<ul>
<li>$38.7 million to renew structures and bridges</li>
<li>$2.6 million to design ByWard Market public realm projects, including the William Street revitalization, ByWard Market Square and redevelopment of the municipal parking garage at 70 Clarence Street</li>
<li>$50.4 million toward new roads and intersections</li>
<li>$10.3 million for new cycling infrastructure and multi-use pathways</li>
<li>$32.2 million in transportation network assets</li>
</ul>
<p class="x">The budget commits $20.5 million to fund Road Safety Action Plan initiatives such as traffic-calming measures, awareness campaigns, enforcement and engineered solutions to reduce collisions and prevent injuries and fatalities. The City would invest $4.4 million to establish a new automated speed enforcement processing centre. This centre would improve processing and increase funds generated by the program to be reinvested in road safety measures. Other investments in road safety include:</p>
<ul>
<li>$2.6 million for stand-alone neighbourhood traffic-calming measures across the city</li>
<li>$75,000 per ward for additional temporary traffic calming measures</li>
<li>$2.4 million to install automated speed enforcement cameras at 20 locations to reinforce speed limits and promote greater safety – especially near school zones.</li>
</ul>
<p class="x">The winter operations budget would increase by $6.7 million to $92.5 million in 2024. This increase of nearly eight per cent will help the City continue to maintain Ottawa’s roads, sidewalks and pathways throughout the winter.</p>
<p>The Committee also received an <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=8a362387-f06c-4df1-8b1e-1c460c9bc6b0&amp;Agenda=Agenda&amp;lang=English&amp;Item=35&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">update on the City’s winter maintenance quality standards<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(link is external)</span></span></span></a> and ongoing work to improve the condition of roads, sidewalks and other facilities in winter. Ottawa provides a high level of winter maintenance service relative to other municipalities, and while there is no planned change to the existing standards at this time, the report highlights how the City has continued to enhance winter maintenance by:</p>
<ul>
<li>Deploying resources strategically</li>
<li>Providing 24/7 sidewalk maintenance</li>
<li>Responding more proactively and aggressively to all weather events</li>
<li>Alternating start points for residential plow routes</li>
<li>Replacing sand with grit on sidewalks and most roads</li>
<li>Replacing steel plow blades with rubber blades</li>
<li>Using GPS to improve performance and reduce fuel usage</li>
<li>Setting consistent parking bans and providing more off-street parking during bans</li>
<li>Communicating proactively before, during and after weather events</li>
<li>Training staff on accessibility awareness and challenges for people with disabilities</li>
</ul>
<p>Further improvements are planned for the current season, including providing City Councillors access to GPS tracking for winter operations equipment, increasing parking options during winter weather parking bans and piloting a project to maintain more stairways.</p>
<p>The Committee received the Strategic Road Safety Action Plan <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=8a362387-f06c-4df1-8b1e-1c460c9bc6b0&amp;Agenda=Agenda&amp;lang=English&amp;Item=36&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">annual report<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(link is external)</span></span></span></a> for 2023. The report provides a progress update on initiatives undertaken in 2023 with a budget of more than $6.3 million. The report also provides an overview of initiatives planned for 2024, with a draft budget of $20.5 million. Those initiatives include engineering-related safety improvements, the installation of 20 new automated speed enforcement cameras, the continued pilot of new technologies, and pedestrian accessibility enhancements.</p>
<p>Recommendations from today’s meeting will rise to Council on Wednesday, November 22, except for the budget report, which Council will consider on Wednesday, December 6.</p>

<p class="x">Le Comité des transports de la Ville a approuvé aujourd’hui sa portion du <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=8a362387-f06c-4df1-8b1e-1c460c9bc6b0&amp;Agenda=Agenda&amp;lang=French&amp;Item=42&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">Budget provisoire 2024<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(lien externe)</span></span></span></a>, qui comprend 454,8 M$ en financement des immobilisations accordé aux infrastructures de transport pour l’amélioration et la réfection de routes, de trottoirs, de sentiers, de ponts, de ponceaux et d’intersections. Le budget comprend aussi un budget de fonctionnement net de 295 M$ pour appuyer les services des routes, du stationnement, de la circulation, des transports et du parc automobile de la Ville.</p>
<p class="x">La Ville s’est engagée à garder les routes d’Ottawa sécuritaires pour tous les usagers, et le budget des immobilisations comprend 98,7 M$ pour l’amélioration et la réfection de routes, dont 76,5 M$ serviront uniquement au resurfaçage. La Ville investirait aussi 10,9 M$ pour la réfection et la réparation de trottoirs et de sentiers, et ajouterait 3,9 M$ pour la construction de nouveaux trottoirs.</p>
<p class="x">Le budget de 2024 comprend 31 M$ pour le remplacement de véhicules et de biens d’équipement municipaux. Une partie de cet investissement, soit 4,6 M$, sera allouée à la poursuite de la transition du parc automobile municipal vers des véhicules électriques, hybrides et à faibles émissions. Parmi les autres investissements dans les immobilisations, notons :</p>
<ul>
<li>38,7 M$ pour la réfection de structures et de ponts;</li>
<li>2,6 M$ pour la conception de projets touchant le domaine public du marché By, notamment la revitalisation de la rue William, la place du marché By et le réaménagement du garage de stationnement municipal situé au 70, rue Clarence;</li>
<li>50,4 M$ pour de nouvelles routes et intersections;</li>
<li>10,3 M$ pour de nouvelles infrastructures cyclables et des sentiers polyvalents;</li>
<li>32,2 M$ dans des actifs du réseau de transport.</li>
</ul>
<p class="x">Le budget prévoit 20,5 M$ pour le financement d’initiatives du Plan d’action en matière de sécurité routière, comme des mesures de modération de la circulation, des campagnes de sensibilisation, l’application des règlements et des solutions reposant sur l’ingénierie, afin de réduire les collisions et de prévenir les blessures et les décès. La Ville investirait 4,4 M$ dans la mise en place d’un nouveau centre de traitement du contrôle automatisé de la vitesse. Ce centre améliorerait le traitement et accroîtrait les revenus générés par le programme, qui seraient réinvestis dans des mesures pour rehausser la sécurité routière. Parmi les autres investissements relatifs à la sécurité routière, notons :</p>
<ul>
<li>2,6 M$ pour des mesures indépendantes de modération de la circulation dans les quartiers, d’un bout à l’autre de la ville;</li>
<li>75 000 $ par quartier pour d’autres mesures temporaires de modération de la circulation;</li>
<li>2,4 M$ pour l’installation de caméras de contrôle automatisé de la vitesse à 20 endroits, afin d’inciter au respect des limites de vitesse et de promouvoir une plus grande sécurité – surtout près des zones scolaires.</li>
</ul>
<p class="x">Le budget des opérations hivernales, en hausse de 6,7 M$, atteindrait 92,5 M$ en 2024. Cette augmentation de près de 8 % aidera la Ville à poursuivre l’entretien des routes, des trottoirs et des sentiers d’Ottawa tout au long de l’hiver.</p>
<p>Le Comité a aussi reçu un <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=8a362387-f06c-4df1-8b1e-1c460c9bc6b0&amp;Agenda=Agenda&amp;lang=French&amp;Item=35&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">compte rendu sur les Normes de qualité pour l’entretien hivernal de la Ville<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(lien externe)</span></span></span></a> et sur les travaux en cours pour améliorer l’état des routes, des trottoirs et d’autres installations en hiver. Ottawa fournit un haut niveau de service d’entretien hivernal comparativement à d’autres municipalités. Même si aucun changement aux normes actuelles n’est prévu pour l’instant, le rapport souligne comment la Ville a continué de bonifier l’entretien hivernal comme suit :</p>
<ul>
<li>déployer stratégiquement les ressources;</li>
<li>assurer l’entretien des trottoirs 24 heures sur 24 et sept jours sur sept;</li>
<li>réagir de manière plus proactive et ambitieuse à tous les événements météorologiques;</li>
<li>alterner les points de départ des trajets des chasse-neige dans les secteurs résidentiels;</li>
<li>remplacer le sable par de la grenaille sur les trottoirs et sur la plupart des routes;</li>
<li>remplacer les pales de chasse-neige en acier par des pales en caoutchouc;</li>
<li>utiliser des GPS pour améliorer le rendement et réduire la consommation de carburant;</li>
<li>définir des périodes d’interdiction de stationner cohérentes et offrir plus de places de stationnement hors rue durant ces périodes;</li>
<li>communiquer de manière proactive avant, durant et après les événements météorologiques;</li>
<li>offrir aux membres du personnel une formation les sensibilisant à l’accessibilité et aux difficultés vécues par les personnes en situation de handicap.</li>
</ul>
<p>D’autres améliorations sont prévues pendant la saison actuelle, notamment donner aux conseillères et conseillers municipaux l’accès au système de géolocalisation GPS des véhicules servant aux opérations hivernales, offrir des options supplémentaires de stationnement pendant les interdictions hivernales de stationner et piloter un projet ayant pour but d’entretenir plus d’escaliers.</p>
<p>Le Comité a reçu le <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=8a362387-f06c-4df1-8b1e-1c460c9bc6b0&amp;Agenda=Agenda&amp;lang=French&amp;Item=36&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">rapport annuel<span class="fa-ext extlink"><span class="fas fa-external-link-alt"><span class="visually-hidden">(lien externe)</span></span></span></a> pour 2023 sur le Plan d’action stratégique en matière de sécurité routière. <p>Dès le 13 novembre, le chemin Shea sera réduit à une voie entre les chemins Fernbank et Flewellyn. Le personnel de Taggart Construction gérera la fermeture de voie et des équipes seront sur place pour contrôler la circulation. <p>Starting November 6, Abbott Street will be temporarily closed to vehicles east of Robert Grant Avenue for construction work. The work is to connect services (water, sewer, etc.) for <a href="http://glengower.ca/development/5618-hazeldean-construction-contacts-and-timelines-mintos-abbotts-run/">Minto’s Abbott’s Run</a> development.</p>
<p><strong>Things to know:</strong></p>
<ul>
<li>Work is estimated to take 4-6 weeks. The multi-use pathway and sidewalk along Abbott will remain open and unobstructed for the duration of the work.</li>
<li>This will be a disruptive road closure, particularly for local residents and students and staff at École Paul-Desmarais. The area around the high school is already very congested during school drop-off and pick-up times.</li>
<li>City traffic staff have evaluated the road closure, and are implementing notification, signage, and safety measures to be followed by Minto’s contractors. A traffic inspector will monitor the area around the worksite during the closure to ensure all conditions are being followed, and to monitor traffic patterns near the closure.</li>
<li>Several measures will be in place to alert residents and drivers to the closure including variable message board signs (electronic signage) and detour signage, and written notification to affected residents, businesses, and schools. Local school bus providers have been notified and are altering their routes where necessary.</li>
<li><strong>Detour signage will indicate that Abbott Street is closed between Rouncey and Robert Grant, except for local traffic. Residents in Abbottsville Crossing who live on or near streets including Abbott, Lift, Triangle, Twist, Malahat, Lanceleaf, Ponderosa, etc. will have full access to their homes and driveways.</strong></li>
<li>We are asking residents to use an alternate route during the closure, and especially to avoid the area around Abbott/Robert Grant during drop-off time (8:45am-9:15am) and pick-up time (3:30pm-4:00pm) if they can.</li>

<p><strong>Exploring alternatives</strong></p>
<p>City staff have looked at alternatives to a full closure to mitigate the impact, including:</p>
<ul>
<li>Single-lane closures</li>
<li>Temporary road construction around the construction area</li>
<li>Overnight and weekend work</li>
</ul>
<p>The full closure is the preferred option. It allows the work to be completed as quickly as possible with the least noise and impact to nearby residents. It is important to start the work now so that the work can be finished, and the road can be re-paved before winter.</p>

<h2>FERMETURE TEMPORAIRE DE LA RUE ABBOTT À L’EST DE L’AVENUE ROBERT GRANT</h2>
<p>À partir du 6 novembre, la rue Abbott sera temporairement fermée aux véhicules à l’est de l’avenue Robert Grant pour des travaux de construction. Les travaux consistent à raccorder les services (eau, égouts, etc.) pour le projet de développement <a href="http://glengower.ca/development/5618-hazeldean-construction-contacts-and-timelines-mintos-abbotts-run/">Abbott’s Run</a> de Minto.</p>
<p><strong>Ce qu’il faut savoir :</strong></p>
<ul>
<li>Les travaux devraient durer environ de quatre à six semaines. Le chemin d’accès et le trottoir le long de la rue Abbott resteront ouverts et dégagés pendant toute la durée des travaux.</li>
<li>Cette fermeture de route sera perturbante, notamment pour les résidents locaux, les élèves et le personnel de l’école Paul-Desmarais. La zone autour de l’école secondaire est déjà très congestionnée aux heures de débarquement et d’embarquement des élèves.</li>
<li>Le personnel de la Ville responsable de la circulation a évalué la fermeture de la route et met en place des mesures de notification, de signalisation et de sécurité à l’intention des entrepreneurs de Minto. Un inspecteur de la circulation surveillera la zone autour du chantier pendant la fermeture pour s’assurer que toutes les conditions sont respectées et pour surveiller les configurations de circulation à proximité de la fermeture.</li>
<li>Plusieurs mesures seront mises en place pour avertir les résidents et les conducteurs de la fermeture, notamment des panneaux à messages variables (signalisation électronique) et des panneaux de déviation, ainsi qu’une notification écrite aux résidents, aux entreprises et aux écoles concernés. Les transporteurs scolaires locaux ont été informés et modifient leurs itinéraires si nécessaire.</li>
<li><strong>Des panneaux de déviation indiqueront que la rue Abbott est fermée entre le chemin Rouncey et l’avenue Robert Grant, sauf pour le trafic local. Les résidents d’Abbottsville Crossing qui habitent dans les rues Abbott, Lift, Triangle, Twist, Malahat, Lanceleaf, Ponderosa, etc. ou à proximité, auront accès à leur maison et à leur entrée.</strong></li>
<li>Nous demandons aux résidents d’utiliser un autre itinéraire pendant la fermeture, et en particulier d’éviter la zone autour de la rue Abbott et de l’avenue Robert Grant pendant l’heure de débarquement (de 8 h 45 à 9 h 15) et l’heure d’embarquement (de 15 h 30 à 16 h), et ce, s’ils le peuvent.</li>

<p><strong>Possibilités à envisager</strong></p>
<p>Le personnel de la Ville a envisagé d’autres solutions que la fermeture complète pour atténuer les conséquences, notamment :</p>
<ul>
<li>Fermetures d’une seule voie</li>
<li>Construction d’une route temporaire autour de la zone de construction</li>
<li>Travaux de nuit et de fin de semaine</li>
</ul>
<p>La fermeture complète est l’option privilégiée. Elle permet d’achever les travaux le plus rapidement possible en limitant au maximum le bruit et les répercussions sur les résidents du secteur. Il est important de commencer les travaux maintenant pour qu’ils puissent être terminés et que la route puisse être repavée avant l’hiver.</p>
