City crews will soon be doing maintenance work along the Hazeldean Municipal Drain, just west of Stittsville and south of the Trans Canada Trail. The work is expected to start this week (weather permitting) and will take approximately 3-5 days to complete.

The location of the work is shown on the map. The trail will remain open, and a small tracked excavator will access the location from Fernbank Road. Residents may see or hear the maintenance work from the Trans Canada Trail.

The City of Ottawa Municipal Drainage Unit does yearly maintenance along the Hazeldean Road Municipal Drain as required under Section 74 of the Drainage Act. Work is limited to 5% of the drain length per year. This work covers just under 250 metres of the drain, and is required to keep it flowing clear of obstructions. More information about municipal drains in Ontario…

For more information please contact Brien Devries, Drainage Superintendent, 613-580-2424 ext. 22315 or Brien.devries@ottawa.ca.

There was drilling along the Trans Canada Trail earlier this week, west of Stittsville near the observation deck. The drilling was done to install monitoring wells to provide information on local geology, soils, and groundwater levels.

Glenview Homes is preparing a plan for development of a future neighbourhood west of the Timbermere community. Much of that area naturally drains to the Hazeldean Municipal Drain and the Upper Poole Creek wetland between Hazeldean Road and the Trans-Canada Trail. The City requires Glenview Homes to demonstrate that it can provide an adequate outlet for stormwater runoff without negatively affecting the wetland. In order to do so, Glenview Homes must study the wetland, including an assessment of its supporting geology, soils, and groundwater. The Trans-Canada Trail allows the installation of the monitoring wells with minimal disturbance to the wetland itself.

The Upper Poole Creek Wetland remains identified as a Provincially Significant Wetland (PSW) and is protected from development. It also lies within a core natural area of the City’s natural heritage system where the Official Plan excludes future urban expansion.

(Information provided by Nick Stow, Program Manager, Natural Systems with the City of Ottawa.)

On Thursday, October 27, we commemorated Bob Mills for his contributions to the community of Stittsville and Goulbourn Township by naming a park in his honour. Bob Mills worked for the Township of Goulbourn for 24 years as Director of Parks and Recreation. He helped develop many community and neighbourhood parks, including ball fields, tennis courts, lawn bowling, pathways, and the Goulbourn Recreation Complex, during this time, enhancing recreation in the greater Stittsville area.

Through this commemorative naming of Bob Mills Park, located at 875 Atlas Terrace, Stittsville, all residents will be able to forever remember his contribution to the township and to our city.

You’ve likely seen more and more ebikes in our community over the last couple years. As they’ve increased in popularity, we’ve been getting questions about where people are allowed to ride them. So, can you ride an ebike on a road? Bike lane? What about the Trans Canada Trail? The answer depends what type of ebike you have.

When you hear the word “ebike,” you might picture a variety of different contraptions. But the province does have a legal definition of ebike: it’s a vehicle with handlebars, pedals, two or three wheels, an electric motor, and braking systems. The maximum speed is 32km/hr, the motor can’t exceed 500 watts, and it can’t weigh more than 120kg—including the battery.

There are two types of ebikes that tend to fit this definition: bicycle-style ebikes and scooter-style ebikes. The City of Ottawa has slightly different rules for each about where you can ride them.

Bicycle-style, or conventional ebikes look like a bicycle and you ride them like a bicycle. The only difference is they also have an electric motor, which can make pedalling easier. This type of ebike is allowed anywhere where bicycles are allowed. That includes roads, bike lanes, and multi-use pathways.

Scooter-style ebikes look like Vespas with a step-through open frame and a platform where riders typically rest their feet. Importantly, these ebikes must still have functional pedals. If you remove the pedals, then it becomes a motor vehicle—which requires a licence, insurance and registration to operate. This type of ebike is allowed on roads and bike lanes, but not allowed on multi-use pathways.

Another type of ebike with its own set of rules is the e-cargo bike. These are like conventional electric bicycles with increased storage capacity through a platform, basket, or container. Like the rules for the ebikes above, e-cargo bikes also can’t reach speeds above 32 km/hr, but are allowed to have an electric motor up to 1,000 watts. Any e-cargo bike is allowed on roads and bike lanes, but only personal e-cargo bikes are allowed on multi-use pathways (commercial e-cargo bikes are not).

You can read more about cycling safety on the City’s website.

On Friday, July 8 we welcomed family and friends of the Bradley Family for a commemorative naming ceremony at Bradley Square on Stittsville Main Street. Three generations – Silas, Sid, and Ross – have been longtime business leaders in Stittsville. For over half a century, the Bradley name was prominent on Main Street through Bradley’s Insurance, and they donated their time and money to many local organizations, charities, community groups and minor sports teams. You can see the plaque on the west side of Stittsville Main along the Trans Canada Trail.

A bit of family history from StittsvilleCentral.ca:

“Silas Bradley was born in 1898 and married Mary Jean (nee Argue) on September 24, 1930. They had four children: Sid, Helen, Beth and Grace. Silas’ commitment to the community all started back in 1956, when Silas, (a mover and shaker of his day), was seeking a new challenge after retiring from dairy farming. This new chapter in his life would see him founding Bradley’s Insurance and working from a rented one-room property on Main Street. Bradley’s Insurance went on to be an institution in our community for 63 years.

Silas was well-known and greatly respected for his hard work in our community – having been an elected officer for the Hazeldean Loyal Orange Lodge No. 246; prior to serving as Reeve of Stittsville, Silas served as a member of the South Carleton School Board and served as Chairman in 1958; Master of the Hazeldean Masonic Lodge; elected Warden of St. Thomas Anglican Church; Justice of the Peace for Carleton County; and a charter member of the Stittsville and District Lion’s Club. He also served as Reeve for eight years when Stittsville became incorporated in 1961 after having been a police village for five years in the Township of Goulbourn – the first and only of two reeves of the incorporated Village of Stittsville from 1961 until 1968. As Reeve, Silas saw Stittsville established as a municipality on a solid financial footing. He also presided over a period of time when there was considerable new building taking place in Stittsville. So you see, Silas was not just any dairy farmer, he was smart and extremely involved in our community – always in leadership roles.

Silas’ son Sid joined his father at Bradley’s Insurance in 1959. With politics playing an interest in Silas’ life, he passed the business to his son Sid who took over the reins and grew the business. Sid in a lot ways followed in his father’s footsteps. He, too, was always looking for a challenge. He is a chartered member of the Stittsville and District Lions Club. His interest in and ownership of race horses (pacers specifically) brought much activity to his life in earlier years and to the Bradley farm. He started a real estate company and was an enthusiastic outdoorsman being a member of the Lake St. Patrick Hunting and Fishing Club for several decades. Sid has always been community-minded and through Bradley’s Insurance could always be counted on to support our many local sports teams, charities, service organizations, special events and golf tournaments. Sid played on the local hockey teams and spent hours playing 18 holes at the local golf club, the Glen-Mar at the time…

…Ross took over from Sid by purchasing the business in 1998 and was instrumental in branching the business out to the various locales in the Ottawa Valley, further east and beyond. He is the third-generation of the family to enter into the business. There is a fourth-generation too, Ross’ son Branden, joined the business to follow in the footsteps of his Dad, Granddad, and Great-Granddad.

When Bradley’s Insurance was sold to Brokerlink in September, 2019, the personal service Stittsville residents have experienced for years continued. Ross sent a personal note to all of his loyal customers, past and present, thanking them for ‘their patronage over the past six decades’. He also thanked his employees for ‘the work and dedication which has contributed to our success’.

City staff have published a draft of the new Public Realm Plan for Stittsville Main Street. The plan covers the public right-of-way (roads, sidewalks and boulevards) from Hazeldean Road to Bobcat Way, and introduces sidewalks and separate bike paths for the full length of the street. There are also proposed upgrades to intersections to improve safety and flow of vehicles, pedestrians, and cyclists.

Besides transportation, the plan also recommends enhancements to street lighting, benches, street trees, waste receptacles, and greenspace. The plan will give a blueprint to guide future improvements and growth along the street.

The plan was prepared with input of the Stittsville Main Street Public Working Group and Technical Advisory Committee, as well as feedback received from residents including at a public meeting held on April 27. City staff will continue to collect your feedback for the next few weeks, before presenting an updated plan to City Council for approval in June. Thanks to everyone who has shared feedback and questions and contributed so far!

Here’s how you can see the plan and share your feedback:

Potential Public Realm Investments
The current state of the underground infrastructure beneath Stittsville Main Street does not warrant an integrated road, water and sewer reconstruction project in the near future. Ideally, this would be the easiest way to implement the Public Realm Plan all at once. Instead, the plan supports an incremental approach to its implementation. The following are specific Public Realm Investments that can achieve the objectives of the plan over time, as funding becomes available (in no particular order):

North and South Gateway Landscaping & Signage Enhancements

Street Tree Plantings and Greening Initiatives

Street Beautification and Furnishings Upgrades

Active Transportation Improvements and Protected Intersections (pedestrians, cyclists, etc.)

Priority Bus Stops

Poole Creek Trail and Crossing Enhancements

Abbott Street and TransCanada Trail Crossing Improvements

Decorative Lighting Display Installations

Pedestrian Street Light Upgrades – The installation of new street lights in the Village Core (between Wintergreen Drive and Brae Crescent) has the potential to be the first component of this plan to be implemented. A conceptual mock-up of the new fixtures is currently in development and aims be posted on this website in spring 2022.

amélioration de l’aménagement paysager et de la signalisation des points d’accès nord et sud;

plantation d’arbres de rue et initiatives d’écologisation;

amélioration de l’embellissement et du mobilier de rue;

amélioration du transport actif et des intersections protégées (piétons, cyclistes, etc.);

arrêts d’autobus prioritaires;

amélioration du sentier et du passage du ruisseau Poole;

amélioration de la rue Abbott et du passage du sentier transcanadien;

installation de dispositifs d’éclairage décoratif;

City crews will be doing maintenance work along the Trans Canada Trail in the coming weeks, with some closures planned that will impact to trail users.

Stage 1 is planned to commence Tuesday, August 24 and will include ditch cleaning (removal of excess sediment from the bottom of the drain) between Henry Walker Drive (walking trail) and the Trans-Canada Trail. Work is expected to take a day to complete and will require the temporary closure of the Trans-Canada Trail and Henry Walker Drive (trail) for safety precautions, given that heavy equipment is necessary to complete this exercise.

Stage 2 is planned to start in September/October (weather permitting) and will include brushing along the drain for future equipment access and the removal of beaver dams. This section of work will be completed between the Trans Canada Trail and the Trail-Lookout. The work is expected to be completed over the course of a few days and will require the temporary closure of the Trans-Canada Trail for safety precautions. It is not expected that the closure of the Henry Walker Drive trail will be needed for this stage.

Barricades and signage will be posted on site at the trailheads to indicate that the trail will be temporarily closed during both stages.

Detailed consultation has been conducted between environmental consultants, MVCA, DFO and MNRF, and all necessary permits/approvals have been obtained for this maintenance exercise. Kilgour & Associates has been retained by the City as an environmental consultant to assist with the project and a representative will be present during both stages of maintenance.

The City of Ottawa Municipal Drainage Unit completed a segment of maintenance on the Hazeldean Road Municipal Drain last fall, as required under Section 74 of the Drainage Act. Work is limited to 5% of the drain length per year.

The City is conducting public consultation on proposals to commemoratively rename parks across the City. In Stittsville, there are three parks considered for commemorative naming: Bradley Commons Park (to Bradley-Craig Park), Atlas Park (to Bob Mills Park), and the unnamed new trailhead on Stittsville Main Street (to Bradley Square).

If you would like to submit written comments regarding these proposals or obtain further information, please contact the commemorative naming team at namingottawa@ottawa.ca and copy Glen Gower at glen.gower@ottawa.ca. Comments must be made in writing and received no later than Friday, August 27.

To find more information about commemorative naming in Ottawa, as well as the details for each proposal across the City, click here.

Bradley-Craig Park (currently Bradley Commons Park, 331 Cranesbill Road)

In recognition of the historical significance of the Bradley-Craig family, the City has been asked to name the Bradley Commons Park, located at 331 Cranesbill Road, Bradley-Craig Park. The family operated the farm in Stittsville for more than 180 years and their farmstead was an agricultural model for dairy farmers throughout the region. The farmland was fertile, well-watered and largely stone-free. The heritage designated, large, red barn and brick farmhouse, known as the Bradley-Craig farm, still stands and can be seen off Hazeldean Road.

Bob Mills Park (currently Atlas Park, 875 Atlas Terrace)

In recognition of extensive community service, the City has been asked to name Atlas Park, located at 875 Atlas Terrace, Bob Mills Park. Bob Mills worked for 25 years as the Director of Parks and Recreation for Goulbourn Township. He developed numerous parks, ball fields and hockey arenas during this time, enhancing recreation in the Stittsville community.

Bradley Square (Trailhead on Stittsville Main Street, currently unnamed)

In recognition of extensive community service, the City has been asked to name the new Stittsville Main Street sitting area, located across from Village Square Park at 6000 Abbott Street East, Bradley Square. Ross Bradley and the Bradley Family have been long-time residents and business leaders in the Stittsville community. Ross is a philanthropist that has donated time and money to many local organizations, charities, community groups and minor sports teams.

le parc de Bradley Commons, situé au 331, chemin Cranesbill, « parc Bradley-Craig »;

le parc Atlas, situé au 875, terrasse Atlas, « parc Bob-Mills »;

la nouvelle aire de repos de la rue Main à Stittsville, située en face du parc Village Square, au 6000, rue Abbott Est, « place Bradley »;

Parc Bradley-Craig (quartier 6 – Stittsville)

Parc Bob-Mills (quartier 6 – Stittsville)

Place Bradley (quartier 6 – Stittsville)

Maintenance is planned next Monday for a small section of the Hazeldean Road Municipal Drain, from West Ridge Drive. Part of the Trans Canada Trail immediately west of West Ridge Drive will be closed during this period. The work is expected to last two days.

The maintenance involves brushing along one side of the drain followed by a minor clean-out to remove excess sediment from the bottom of the drain. Heavy equipment will be used so it’s necessary to restrict access along the trail to ensure public safety. As such, part of the Trans Canada Trail, immediately west of West Ridge Dr., will be closed during this period. Click here for more information about the work being done…

The required permits and authorizations have been received from the Mississippi Valley Conservation Authority (MVCA), Ministry of Natural Resources and Forestry (MNRF), and the Federal Department of Fisheries and Oceans. An environmental consultant has conducted an environmental assessment of the proposed work, including the assessment of local butternut trees, and a biologist will be on-site for the duration of the work.
