<p style="font-weight: 400;">The Public Works and Infrastructure Committee today approved <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6a115c87-82f7-41e9-9b2e-85eb77b508f5&amp;Agenda=Agenda&amp;lang=English&amp;Item=23&amp;Tab=attachments" data-extlink="">its portion of Draft Budget 2026</a>, which calls for a capital investment of $880.7 million to renew and grow transportation infrastructure, including roads, bridges, sidewalks, pathways, culverts and enhanced traffic measures. As part of these investments, the City would commit $557.7 million for projects that reduce greenhouse gas emissions and $307.1 million for projects that build climate resiliency. The City would increase its winter operations budget by $3 million to $103.4 million.</p>
<p style="font-weight: 400;">Investments focus on integrated road projects, rehabilitating and renewing roads, bridges, sidewalks and pathways and bike infrastructure to support all road users. Projects include:</p>
<ul style="font-weight: 400;">
<li>$239.6 million for integrated road, water and sewer projects, including $70 million for road resurfacing</li>
<li>$41.3 million to renew or rehabilitate transportation bridges and structures</li>
<li>$38.1 million to replace vehicles including the continuing transition of Ottawa’s fleet to electric, hybrid and low-emission vehicles</li>
<li>$13.5 million to renew and repair sidewalks and pathways</li>
<li>$2.5 million towards the replacement of parking payment systems</li>
<li>$400,000 to implement additional bike parking programs and infrastructure, including secure bike lockers</li>
</ul>
<p style="font-weight: 400;">The budget invests significant money to support growth and development around the city, ensuring the infrastructure required to meet increasing community needs and improve mobility, including:</p>
<ul style="font-weight: 400;">
<li>$56.1 million to widen and realign Greenbank Road between Chapman Mills Drive and Cambrian Road – requires multi-year funding</li>
<li>$20.4 million to widen Carp Road between Highway 417 and Hazeldean Road – requires multi-year funding</li>
<li>$17.9 million for intersection control measures and network modifications to reduce traffic delays</li>
<li>$11.8 million to upgrade roads and undertake sidewalk projects in developing areas</li>
<li>$8.2 million for measures to improve transit travel speed and reliability</li>
<li>$5.9 million to improve mobility on mainstreets in design priority areas to support intensification and economic development</li>
<li>$3 million to design the widening of Brian Coburn Boulevard between Mer Bleue and Tenth Line roads</li>
</ul>
<p style="font-weight: 400;">The budget also includes projects aimed at building a more connected city   with reliable, safe and accessible mobility options, such as:</p>
<ul style="font-weight: 400;">
<li>$32.1 million for pedestrian and cycling facilities to address missing links, improve connectivity and enhance safety</li>
<li>$5.8 million towards intersections that meet warrants for new traffic control measures, such as signals and roundabouts</li>
<li>Nearly $2.6 million for pedestrian crossovers</li>
<li>$500,000 for new streetlights</li>
</ul>
<p style="font-weight: 400;">The City has also saved almost $3 million through operating efficiencies including:</p>
<ul style="font-weight: 400;">
<li>$1.3 million in fleet efficiencies</li>
<li>$355,000 in discretionary spending savings</li>
<li>$145,000 from streamlining facilities and improving efficiency</li>
</ul>
<p><strong>Committee learns of impacts from Bill 60 on the City’s Transportation network</strong></p>
<p style="font-weight: 400;">Schedule 5 of <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6a115c87-82f7-41e9-9b2e-85eb77b508f5&amp;Agenda=Agenda&amp;lang=English&amp;Item=25&amp;Tab=attachments" data-extlink="">Bill 60, <em>the Fighting Delays, Building Faster Act</em></a>, amends the Highway Traffic Act to prohibit municipalities from reducing car lanes for bicycle lanes or any other purposes set in the Bill. The City will need to review cycling projects in Transportation Master Plan and Road Safety Action Plan, as well as roadway designs for integrated road renewal projects.</p>
<p style="font-weight: 400;">Projects in the 2026 capital budget that will be unable to move forward as a result. Staff will report back to Committee in Q2 2026 with recommendations for how funding allocated in Draft Budget 2026 could be used in other ways. Staff will also provide further assessment of the impacts from Bill 60.</p>
<p style="font-weight: 400;">City Council will consider recommendations from today’s meeting, including the Draft Budget 2026 on Wednesday, December 10.</p>

<h2>Le Comité approuve des investissements dans les infrastructures de transport et les initiatives vertes</h2>
<p style="font-weight: 400;">Le Comité de l’infrastructure et des travaux publics a approuvé aujourd’hui <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6a115c87-82f7-41e9-9b2e-85eb77b508f5&amp;Agenda=Agenda&amp;lang=French&amp;Item=23&amp;Tab=attachments" data-extlink="">sa part du budget provisoire de 2026</a>, qui comprend un investissement en immobilisations de 880,7 millions de dollars pour le renouvellement et le développement des infrastructures de transport, comprenant les routes, les ponts, les trottoirs, les sentiers, les ponceaux et les mesures de circulation améliorées. <p style="font-weight: 400;">L’annexe 5 du projet de <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=6a115c87-82f7-41e9-9b2e-85eb77b508f5&amp;Agenda=Agenda&amp;lang=French&amp;Item=25&amp;Tab=attachments" data-extlink="">loi 60, <em>Loi de 2025 visant à lutter contre les retards et à construire plus rapidement</em></a>, modifie le <em>Code de la route</em> pour empêcher les municipalités de réduire le nombre de voies balisées qui peuvent être empruntées par des véhicules automobiles pour les transformer en bandes cyclables ou pour toute autre fin prévue dans le projet de loi. La Ville devra revoir les projets cyclables dans le Plan directeur des transports et le Plan d’action en matière de sécurité routière, ainsi que la conception des routes dans le cadre des projets intégrés de réfection de la chaussée.</p>
<p style="font-weight: 400;">Par conséquent, des projets dans le budget des immobilisations de 2026 ne pourront pas aller de l’avant. Le personnel rendra compte au Comité de l’infrastructure et des travaux publics au début du T2 de 2026 avec des recommandations sur la façon dont le financement alloué dans le budget provisoire de 2026 pourrait être utilisé à d’autres fins. Le personnel fournira également une évaluation plus approfondie des répercussions du projet de loi 60.</p>
<p style="font-weight: 400;">Le Conseil municipal examinera les recommandations de la réunion d’aujourd’hui, y compris le budget provisoire de 2026 le mercredi 10 décembre.</p>

<p>What a great day on Robert Grant Avenue last Saturday for our special &#8220;pre-opening&#8221; activities.</p>
<p>In the morning, nearly 200 hockey players took part in a ball hockey tournament and fundraiser organized by the Stittsville Minor Hockey Association. Then in the afternoon, a few hundred residents joined us to ride, roll, walk, and run along the 1.5-kilometre stretch of the road. We saw cyclists, joggers, rollerbladers, skateboarders, dog walkers, and more.</p>
<p>Thank you to all of the volunteers who made this event possible, and a big thanks to Minto, Cavanagh Construction, and Novotech for letting us use the road for the day!</p>
<p>&nbsp;</p>
<p><b>What&#8217;s next: </b></p>
<ul>
<li>There are still some finishing touches, including a final layer of asphalt, signage, road painting, landscaping, and completion of the intersection at Hazeldean and the roundabout at Abbott. We expect the road to open for all users in the next couple of weeks.</li>
<li>The right-of-way for Robert Grant is quite wide, to accommodate future expansion including additional bus-only lanes, as well as additional mixed traffic lanes.</li>
<li>In the future, Robert Grant Avenue will continue north of Hazeldean, connecting with Palladium Drive for access to the Queensway. There&#8217;s no timeline yet but it is a higher-priority road project in the City&#8217;s <a href="http://glengower.ca/development/notebook-transportation-master-plan-comes-to-committee-on-june-26/">Transportation Master Plan</a>.</li>
<li>The future LRT Stage 3 will have its final station at Hazeldean Road, next to Robert Grant Avenue.</li>

<h2>Résumé: « Aperçu exclusif » de l’avenue Robert Grant</h2>
<p>Quelle belle journée sur l’avenue Robert Grant samedi dernier pour nos activités spéciales « avant l’ouverture ».</p>
<p>&nbsp;</p>
<p>Le matin, près de 200 joueurs de hockey ont participé à un tournoi de hockey-balle et à une collecte de fonds organisés par l’Association de hockey mineur de Stittsville. Puis, dans l’après-midi, quelques centaines de résidents se sont joints à nous pour faire du vélo, marcher et courir le long du tronçon de 1,5 kilomètre de la route. Nous avons vu des cyclistes, des joggeurs, des patineurs à roulettes, des planchistes, des personnes promenant leur chien, et plus encore.</p>
<p>Merci à tous les bénévoles qui ont rendu cet événement possible, et un grand merci à Minto, Cavanagh Construction et Novotech de nous avoir permis d’utiliser la route pour la journée!</p>

<p><b>Prochaines étapes : </b></p>
<ul>
<li>Il reste encore quelques touches finales, notamment une couche finale d’asphalte, de la signalisation, de la peinture routière, l’aménagement paysager et l’achèvement de l’intersection du chemin Hazeldean et du rond-point de la rue Abbott. Nous prévoyons que la route sera ouverte à tous les utilisateurs dans les prochaines semaines.</li>
<li>L’emprise pour l’avenue Robert Grant est assez large, afin de permettre une expansion future, notamment des voies réservées aux autobus supplémentaires, ainsi que des voies mixtes supplémentaires.</li>
<li>À l’avenir, l’avenue Robert Grant continuera au nord du chemin Hazeldean, se connectant à la promenade Palladium pour accéder au Queensway. Il n’y a pas encore de calendrier, mais c’est un projet routier prioritaire dans le <a href="http://glengower.ca/development/notebook-transportation-master-plan-comes-to-committee-on-june-26/">Plan directeur des transports</a> de la Ville.</li>
<li>L’Étape 3 du futur train léger aura sa dernière station sur le chemin Hazeldean, à côté de l’avenue Robert Grant.</li>

You can access the road from either Hazeldean Road or Abbott Street. We’re encouraging residents to leave their cars at home. The site is served by OC Transpo Route 61 (Hazeldean Road) or Route 163 (Abbott Street)</p>

<p>Here&#8217;s the latest update on construction of Robert Grant Avenue, between Abbott and Hazeldean, as of late August 2025.</p>
<ul>
<li>Work has been progressing well this summer. Paving and concrete work at Robert Grant and Abbott has wrapped up, which means the end of lane closures and traffic disruptions, just in time for the start of the school year.</li>
<li>The entire road could open as early as mid-October, from Abbott Street to Hazeldean Road in both directions.</li>
<li>Residents will see some additional finishing work and minor disruptions at the roundabout over the next couple of weeks including:
<ul>
<li>Final Pavement Markings &amp; Signage</li>
<li>Final Electrical connections and activation of PXO flashers</li>
<li>Final Street Light Installations and activation</li>
<li>Landscaping</li>
</ul>
</li>
<li>New bus stops (eastbound and westbound) will be added near the roundabout, for customers who use Route 163.</li>
</ul>

<h2>MISE À JOUR : Travaux de prolongement de l’avenue Robert-Grant (août 2025)</h2>
<p>Voici la dernière mise à jour concernant les travaux sur l’avenue Robert-Grant, entre la rue Abbott et la rue Stittsville Main, à la fin août 2025.</p>
<ul>
<li>Les travaux ont bien avancé cet été. Le tronçon complet entre la rue Abbott et le chemin Hazeldean pourrait ouvrir aussi tôt que la mi-octobre, et ce, dans les deux sens.</li>
<li>Les travaux de pavage et de bétonnage à l’angle de l’avenue Robert-Grant et de la rue Abbott sont terminés, mettant fin aux fermetures de voies et aux perturbations de la circulation juste à temps pour la rentrée scolaire.</li>
<li>Il reste encore des travaux de finition à faire qui occasionneront des perturbations mineures au carrefour giratoire durant les deux prochaines semaines, notamment :
<ul>
<li>le marquage final de la chaussée et l’installation de panneaux indicateurs;</li>
<li>la connexion électrique et l’activation de feux clignotants au passage pour piétons;</li>
<li>l’installation et l’activation de lampadaires permanents;</li>
<li>l’aménagement paysager.</li>
</ul>
</li>
<li>De nouveaux arrêts d’autobus seront ajoutés près du carrefour giratoire (en direction est et ouest) pour la clientèle du circuit 163.</li>

<p>Starting the week of August 25, a field crew will start borehole drilling for soil investigations at selected locations along Carp Road and Hazeldean. This is another step marking progress on the <a href="http://glengower.ca/information/carp-road-construction-update/">upgrade of Carp Road</a> to include two lanes in each direction and safe pedestrian and cycling infrastructure on both sides of the road.</p>
<p>It is expected that any drilling/excavations at any particular location will last only one day before the operation moves to a different location. To minimize traffic disruptions, the field crew will only be allowed to implement a temporary lane closure (with flagging) at a drilling location during “off peak” vehicle travel hours.</p>
<p>Work is expected to be completed by late September.</p>
<p>City staff are also finalizing an update to the final design of the road based on the <a href="https://ottawa.ca/en/parking-roads-and-travel/transportation-planning/environmental-assessment-completed-projects/carp-road-widening-environmental-assessment">2015 Carp Road Widening Environmental Assessment (2015)</a>, with updates to reflect newer accessibility requirements and safety designs. City staff will be holding a meeting this fall with more information about the final design and construction timelines and impacts. Stay tuned!</p>

<h2>Mise à jour sur les travaux du chemin Carp</h2>
<p>À partir de la semaine du 25 août, l’équipe sur le terrain commencera à forer des trous de sonde pour prélever des échantillons de sol à des endroits déterminés le long du chemin Carp, à partir de l’intersection avec le chemin Hazeldean et jusqu’à l’autoroute 417. Il s’agit d’une autre étape importante du <a href="http://glengower.ca/information/carp-road-construction-update/">projet d’amélioration du chemin Carp</a>, qui comporte la création de deux voies dans chaque direction et d’infrastructures sécurisées pour les piétons et les cyclistes des deux côtés du chemin.</p>
<p>Le forage à chaque endroit ne devrait durer qu’une seule journée. Pour réduire au minimum les perturbations de la circulation, l’équipe sur le terrain pourra seulement fermer des voies temporairement (avec la présence de signaleurs) en dehors des périodes de pointe.</p>
<p>Les travaux devraient être terminés fin septembre.</p>
<p>Le personnel municipal met la dernière main au plan de conception final, conformément à <a href="https://ottawa.ca/fr/stationnement-routes-et-deplacements/planification-des-transports/projets-acheves-devaluation-environnementales/zone-devaluation-environnementale-de-lelargissement-du-chemin-carp">l’évaluation environnementale de l’élargissement du chemin Carp (2015)</a> et aux nouvelles exigences en matière d’accessibilité et de sécurité.</p>

<p>Here&#8217;s the latest update on construction of Robert Grant Avenue, between Abbott and Hazeldean.</p>
<ul>
<li>Construction is on track for an opening this fall, possibly as early as Thanksgiving weekend in October. The opening date depends on a number of factors including weather conditions.</li>
<li>All sewer, watermain, and non-hydro utility infrastructure has been built.</li>
<li>The north half of the road was paved last fall and the south half will be paved in July. Despite being paved, the roadway will still not be complete. Hydro Ottawa is installing new infrastructure in the corridor, and after that there is still work to finalize the grading and installing the remaining sidewalks, cycle tracks and landscaping along the roadway.</li>
<li>Work to upgrade the Robert Grant-Abbott roundabout to current active transportation standards are planned to being in early July. Cavanagh has secured a noise by-law exemption for overnight work July 2-4 at the roundabout in order to get some of the major excavation removal works completed. Work at the intersection is scheduled to be completed by Labour Day.</li>
<li>École Paul-Desmarais has constructed their new bus loop with access to Robert Grant Avenue. This should help alleviate congestion on Abbott during drop -off and pick-up, once Robert Grant Avenue is fully open this fall.</li>
<li>There is some additional paving and final works at the Hazeldean intersection that should be complete by Labour Day.</li>

<h3>MISE À JOUR : Construction du prolongement de l’avenue Robert-Grant</h3>
<p>Voici la dernière mise à jour sur la construction de l’avenue Robert-Grant, entre les rues Abbott et Hazeldean.</p>
<ul>
<li>Les travaux de construction sont sur la bonne voie pour une ouverture cet automne, peut-être dès la fin de semaine de l’Action de grâce en octobre. La date d’ouverture dépend de multiples facteurs, dont les conditions météorologiques.</li>
<li>Toutes les infrastructures d’égouts, de conduites d’eau principales et de services publics non hydroélectriques ont été construites.</li>
<li>La moitié nord de la route a été asphaltée l’automne dernier et la moitié sud le sera en juillet. Même si elle sera asphaltée, la route ne sera toujours pas terminée. Hydro Ottawa installe de nouvelles infrastructures dans le corridor, et il faudra encore, par la suite, niveler la route et faire les trottoirs, les pistes cyclables et l’aménagement paysager le long de la chaussée.</li>
<li>Les travaux de mise à niveau du carrefour giratoire Robert Grant-Abbott aux normes actuelles de transport actif sont prévus pour le début de juillet. Cavanagh a obtenu une exemption au Règlement sur le bruit pour effectuer des travaux de nuit du 2 au 4 juillet au carrefour giratoire afin de terminer certains des principaux travaux d’enlèvement des excavations. Les travaux à l’intersection devraient être terminés d’ici la fête du Travail.</li>
<li>L’école Paul-Desmarais a construit sa nouvelle boucle pour autobus avec accès à l’avenue Robert-Grant. Cette solution devrait aider à réduire la congestion sur la rue Abbott au moment du débarquement et de l’embarquement des élèves, une fois que l’avenue Robert-Grant sera entièrement ouverte cet automne.</li>
<li>D’autres travaux de pavage et de finition à l’intersection du chemin Hazeldean devraient être terminés d’ici la fête du Travail.</li>

<p>The Public Works and Infrastructure Committee approved the <a class="ext" href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=84617c22-faa6-429e-a676-4bc22ae4d05a&amp;Agenda=Agenda&amp;lang=English&amp;Item=7&amp;Tab=attachments" target="_blank" rel="noopener noreferrer" data-extlink="">Transportation Master Plan (TMP) Capital Infrastructure Plan</a>, which will guide the development of the City’s transportation system to 2046.</p>
<p>The TMP is a supporting document of the Official Plan (OP) which projects an increase of more than 400,000 residents in the next 20 years. The TMP identifies transportation policies and infrastructure investments to support that growth. It informs annual budgets, the development charges background study and the City’s long-range financial plans.</p>
<p>The TMP includes the following two networks for both transit and road projects:</p>
<ul>
<li>The <strong>Needs-Based Networks</strong> identify all projects needed to address City mobility needs to 2046, based on the OP’s population and employment growth projections.</li>
<li>The <strong>Priority Networks</strong> identify a subset of needs-based projects that should be prioritized for implementation and that are expected to be delivered by 2046, depending on funding and affordability constraints. Projects were prioritized using a Council-approved framework.</li>
</ul>
<p>The TMP also includes the prioritized list of Council-approved active transportation projects, identifying sidewalk and cycling improvements for the first phase of implementation in the next seven to 10 years. Projects were prioritized with a “transit first” approach to ensure that road investments were only considered where transit would not be sufficient to meet demand. They were also prioritized based on coordination opportunities, potential to support new trips by active transportation, cost and ease of implementation, and equity impacts.</p>
<p>The Priority Road and Transit Networks include approximately $3.9 billion in City-led capital projects, with $2.3 billion in transit projects and $1.6 billion in road projects. <p><strong>Bruce Timmermans cycling awards                                          </strong></p>
<p>As part of the meeting, the City presented the <a href="https://ottawa.ca/en/parking-roads-and-travel/cycling/bruce-timmermans-cycling-awards">Bruce Timmermans cycling awards</a> that recognize the contributions of individuals and organizations committed to advancing cycling in Ottawa. This year’s Individual award winner was Hans Moor while the organizational winner was Helping with Bikes.</p>
<p>Hans Moor is the former leader of Bike Ottawa and a previous Bruce Timmermans Cycling Awards winner. He was recognized for his continuing cycling advocacy. His cycling blog (hansonthebike.com) advocates for safer conditions for active transportation, with posts on topics ranging from best practices for infrastructure design to cycling into old age. He has developed a series of routes for Ottawa cyclists based on his extensive experience as a tour guide. The routes are available on his website and have helped many people discover the region by bike. He has been influential in elevating public interest about biking and walking around Merivale Road, highlighting the diversity of restaurants in this area and elevating the ways in which it can be seen as an active transportation centre.</p>
<p>Helping with Bikes is a division of Helping with Furniture and aims to provide client families with functional bikes as an affordable means of transportation, exercise and recreation. Since its founding in 2014, a small, dedicated team of volunteers has refurbished and distributed more than 3,000 bikes to those who might not otherwise be able to afford the joy and utility of owning one. Donated bikes are fully refurbished by a team of experienced mechanics, ensuring all the bikes people receive are in good working order.</p>
<p>Items considered at this meeting will rise to Council on Wednesday, July 23.</p>

<h3>Le Comité approuve le Plan directeur des transports</h3>
<p style="font-weight: 400;">Le Comité de l’infrastructure et des travaux publics a approuvé le <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=84617c22-faa6-429e-a676-4bc22ae4d05a&amp;Agenda=Agenda&amp;lang=French&amp;Item=7&amp;Tab=attachments" data-extlink="">Plan des infrastructures du Plan directeur des transports (PDT)</a>, qui servira de guide pour la conception du réseau de transport de la Ville jusqu’en 2046.</p>
<p style="font-weight: 400;">Le PDT est une pièce justificative du Plan officiel (PO), qui prévoit une augmentation de plus de 400 000 résidents au cours des 20 prochaines années. Le PDT fait état des politiques des infrastructures de transport pour soutenir cette croissance. Il sert de base aux budgets annuels, aux études du contexte des redevances d’aménagement et aux plans financiers à long terme de la Ville.</p>
<p style="font-weight: 400;">Le PDT comprend les deux réseaux suivants pour les projets routiers et de transport en commun :</p>
<ul style="font-weight: 400;">
<li>Les <b><strong>réseaux d’après les besoins</strong></b> font état de tous les projets nécessaires pour répondre aux besoins de mobilité de la Ville jusqu’en 2046, sur la base des prévisions de croissance du PO concernant la population et les emplois.</li>
<li>Les <b><strong>réseaux prioritaires</strong></b> font état d’un sous-ensemble de projets d’après les besoins dont la mise en œuvre devrait être prioritaire et qui devraient être réalisés d’ici à 2046, en fonction des contraintes de financement et d’abordabilité. Les projets ont été classés par ordre de priorité conformément au cadre approuvé par le Conseil.</li>
</ul>
<p style="font-weight: 400;">Le PDT comprend également la liste prioritaire des projets de transport actif approuvés par le Conseil, qui identifie les améliorations des trottoirs et des pistes cyclables pour la première phase de mise en œuvre au cours des sept à dix prochaines années. Les projets ont été classés par ordre de priorité selon l’approche des « transports en commun d’abord » afin de veiller à ce que les investissements routiers ne soient envisagés que lorsque le transport en commun ne suffit pas à répondre à la demande. Ils ont également été classés par ordre de priorité en fonction des activités de coordination, de la possibilité de promouvoir les nouveaux déplacements grâce au transport actif, du coût et de la facilité de mise en œuvre, ainsi que des répercussions en matière d’équité.</p>
<p style="font-weight: 400;">Les réseaux routiers et de transport en commun prioritaires comprennent environ 3,9 milliards de dollars pour des projets d’immobilisations entrepris par la Ville, dont 2,3 milliards de dollars pour les projets de transport en commun et 1,6 milliard de dollars pour les projets routiers. <p style="font-weight: 400;"><b><strong>Prix du cyclisme Bruce-Timmermans                                       </strong></b></p>
<p style="font-weight: 400;">Dans le cadre de la réunion, la Ville a remis les <a href="https://ottawa.ca/fr/stationnement-routes-et-deplacements/cyclisme/prix-du-cyclisme-bruce-timmermans">Prix du cyclisme Bruce-Timmermans</a>, qui soulignent les contributions de personnes et d’organismes engagés dans l’avancement du cyclisme à Ottawa. Cette année, le prix individuel a été décerné à Hans Moor et le prix collectif à Aidons avec des vélos.</p>
<p style="font-weight: 400;">Hans Moor est l’ancien président de Bike Ottawa et un ancien lauréat du Prix du cyclisme Bruce-Timmermans. Il a été récompensé pour son implication sans relâche dans la promotion du cyclisme. Son blogue sur le cyclisme (hansonthebike.com) prône de meilleures conditions pour le transport actif, avec des articles sur des sujets allant des meilleures pratiques pour la conception des infrastructures à la pratique du vélo en vieillissant. Il a conçu une série d’itinéraires pour les cyclistes d’Ottawa en tirant parti de sa grande expérience en tant que guide touristique. Les itinéraires sont disponibles sur son site Web et ont permis à de nombreuses personnes de découvrir la région à vélo. Il a contribué à susciter l’intérêt du public pour les déplacements à vélo et à pied le long du chemin Merivale, à faire connaître la diversité des restaurants de cette partie de la ville et à mettre en valeur la façon dont elle peut être considérée comme un centre de transport actif.</p>
<p style="font-weight: 400;">Le programme Aidons avec des vélos est une division de l’organisme Aidons avec des meubles et vise à fournir aux familles clientes des vélos fonctionnels afin de leur offrir un moyen de transport, une activité physique et un loisir abordable. Depuis sa création en 2014, une petite équipe de bénévoles dévoués a réparé et distribué plus de trois mille vélos à des personnes qui n’auraient peut-être pas eu les moyens de s’en procurer un et de jouir de son utilité. Les bicyclettes données sont entièrement réparées par une équipe de mécaniciens expérimentés, ce qui garantit qu’elles sont bien fonctionnelles avant d’être distribuées aux familles.</p>
<p style="font-weight: 400;">Les points examinés lors de cette réunion seront soumis au Conseil le mercredi 23 juillet.</p>

<p>The Transportation Master Plan (TMP) is nearing the finish line. Back in 2023, City Council approved <a href="http://glengower.ca/notebook/notebook-moving-forward-on-transportation-master-plan-part-1/">TMP Part 1 &#8211; Policies</a>. On Thursday, the Public Works and Infrastructure Committee will consider <strong><a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=84617c22-faa6-429e-a676-4bc22ae4d05a&amp;Agenda=Agenda&amp;lang=English&amp;Item=7&amp;Tab=attachments">TMP Part 2 – Capital Infrastructure Plan</a>.</strong></p>
<p>The TMP sets out how the city will plan, develop and operate, its walking, cycling, transit and road networks over the next few decades. It’s meant to reflect the City’s new <a href="https://ottawa.ca/en/planning-development-and-construction/official-plan-and-master-plans/official-plan">Official Plan (2022)</a> by accommodating population growth to 2046, and supporting a shift to sustainable transportation modes (walking, cycling, transit).</p>
<p>There are many much-needed projects for Stittsville included in the first phase, and I want to thank Stittsville residents for all your feedback over the past few months. It has made a difference!</p>
<p>I&#8217;m still reviewing all the documents in preparation for Thursday&#8217;s meeting. I&#8217;ll be focused on how we can move faster on the recommended projects, particularly transit. In 2022 the sustainable mode share was 43.4% and Official Plan sets a target mode share of 50% by 2046 – but the planned investments in the TMP would only get us to 48%. We need to be more aggressive in our investments in transportation, especially sustainable modes, in order to keep our city moving effectively and efficiently.</p>

<h3>Recommended projects for Stittsville</h3>
<p><strong>Committed projects – already underway or very close to start of construction.</strong></p>
<ul>
<li>Carp Road South widening from two to four lanes between Highway 417 and Hazeldean Road, plus an upgrade of the Carp-Hazeldean intersection. Construction starts in 2025.</li>
<li>Robert Grant Avenue Extension: from Abbott Street to Hazeldean Road. Currently under construction, with completion expected in Fall 2025.</li>
</ul>

<li><strong>Carp Road,</strong> between Hazeldean and Stittsville Main: has been identified as a candidate project in the future</li>

<p>Le Plan directeur des transports (PDT) se rapproche du fil d’arrivée. En 2023, le Conseil municipal a approuvé la <a href="http://glengower.ca/notebook/notebook-moving-forward-on-transportation-master-plan-part-1/">Partie 1 (Politiques) du PDT</a>. Ce jeudi 26 juin 2025, le Comité de l’infrastructure et des travaux publics se penchera sur la <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=84617c22-faa6-429e-a676-4bc22ae4d05a&amp;Agenda=Agenda&amp;lang=French&amp;Item=7&amp;Tab=attachments"><strong>Partie 2 (Plan des infrastructures) du PDT</strong></a>. Le PDT fait état des moyens grâce auxquels la Ville planifiera, aménagera et exploitera dans les prochaines décennies ses réseaux de déplacements à pied, à vélo, dans les transports en commun et ses réseaux routiers. Ce plan, qui s’inscrit dans le cadre du nouveau <a href="https://ottawa.ca/fr/urbanisme-amenagement-et-construction/plans-officiel-et-directeurs/nouveau-plan-officiel">Plan officiel de la Ville (2022)</a>, vise à adapter ces réseaux à la croissance de la population jusqu’en 2046 et à privilégier les déplacements qui font appel aux modes de transport durables (soit les déplacements à pied, à vélo et dans les transports en commun).</p>
<p>La première phase comprend de nombreux projets absolument nécessaires pour Stittsville. Je tiens à remercier les résidents de Stittsville de tous les commentaires qu’ils nous ont adressés dans les derniers mois. Ces commentaires ont vraiment été utiles!</p>
<p>Je suis toujours en train de revoir tous les documents en prévision de la réunion de ce jeudi. Je vais consacrer mon attention aux moyens d’accélérer les projets recommandés, surtout ceux qui se rapportent aux transports en commun. En 2022, la part des modes de transport durables s’élevait à 43,4 %, et le Plan officiel fixe à 50 % d’ici 2046 la cible à atteindre pour la part de ces modes de transport; or, les investissements planifiés dans le PDT ne nous permettront d’atteindre que 48 % de cette cible. Nous devons être plus ambitieux dans les investissements que nous consacrons au transport, surtout les modes durables, afin de veiller à ce que nos déplacements à Ottawa se déroulent avec efficacité et efficience.</p>

<h3>Les projets recommandés pour Stittsville</h3>

<p>There&#8217;s lots of activity in the works in and around the Connections community in the northern part of Stittsville. Here&#8217;s a summary of ongoing development and transportation files.</p>
<p><strong>Crossway Terrace Park</strong><br />
In May, parks and recreation staff collected resident feedback on <a href="http://glengower.ca/development/crossway-terrace-park-connections-community-new-playground-concept-design/">a proposed park design for Crossway Terrace Park</a>.  The park is located fronting Crossway Terrace with access from both Allied Mews and Curraglass Walk. The new play area will be located within the circular grass area which already exists in the park. The play area will include a play structure for the use of both younger children aged 18 months to 4 years and older children aged 5 to 12 years. The play area will also include a swing with two belt swings, one baby swing and one accessible swing. There will also be a covered sand box for sand play. The area will be complete with accessible benches and pathway with accessible ramps. Six new trees will be planted on the south side of the park to provide shade to the play area. A new park sign will also be installed. Construction should start later in 2025 with completion in 2026.</p>
<p><strong>Transportation Master Plan</strong><br />
In the next few weeks, City Council will be reviewing the final Transportation Master Plan which sets timelines and priorities for new roads, transit, pedestrian, and cycling infrastructure. The <a href="http://glengower.ca/development/deep-dive-recommended-transportation-projects-for-stittsville/">recommended projects include</a> completing <strong>Robert Grant Avenue</strong> from Palladium Drive to Hazeldean Road, and connecting <strong>Stittsville Main Street</strong> between Connections and Jackson Trails. Longer-term projects may include upgrades to Huntmar Road to include sidewalks and bike lanes over the highway; and an east-west collector road between Connections and Carp Road. Stay tuned for more info about these projects in the coming weeks.</p>
<p><strong>Proposed hotel and aquatic centre<br />
</strong>We hosted a virtual information meeting on June 10 to discuss a development proposal for 2775 and 2785 Palladium Drive. The property is located on both sides of the north end of Culdaff Road, between Palladium Drive and the stormwater management pond. The proponent is seeking input and comments from residents on a proposal that includes an indoor aquatic centre, two 6-storey hotels, a restaurant and a family entertainment centre. The indoor aquatic centre is expected to be situated close to Palladium Drive at the east end of the site. <p><strong>425 Culdaff Road apartment building</strong><br />
Broadstreet Properties Inc. is proposing to build a six-storey, U-shaped apartment building with 177 apartments, including a mix of studio, one-bedroom, two-bedroom, and three-bedroom units. A total of 212 parking spaces is provided, including 177 residential parking spaces and 35 visitor parking spaces, located in both an underground parking garage and a surface parking lot. A total of 108 bicycle parking spaces are also provided. The site would be accessed via a driveway along Derreen Avenue. City planning staff is currently reviewing the applicant&#8217;s site plan. <a href="http://glengower.ca/development/425-culdaff-road-site-plan-control-application/">More information&#8230;</a></p>
<p><strong>MTO Highway Maintenance Patrol Yard<br />
</strong>The Province of Ontario, through the Ministry of Transportation Ontario (MTO), is completing a “Site Selection, Preliminary Design, and Class Environmental Assessment (EA) Study” for a Highway Maintenance Patrol Yard. A Maintenance Patrol Yard is a facility that houses the staff, equipment, and materials used to maintain highways. One of the options includes building a maintenance yard near the highway north of Connections. This week the MTO provided additional information about noise, environmental impact, traffic, and next steps. <a href="http://glengower.ca/development/provincial-highway-maintenance-patrol-yard-update/">More information&#8230;</a></p>
<p><strong>Parking and traffic safety</strong><br />
We&#8217;ve had requests from several residents for a review of parking and traffic safety concerns, including requests for additional stop signs, pedestrian crosswalks, and parking restrictions (including winter parking restrictions). Several parking studies are underway at various locations and we will share additional information once these studies are complete.</p>

<h3>Mises à jour sur l&#8217;aménagement et les transports pour le quartier Connections</h3>
<p>Il y a beaucoup d&#8217;activités en cours dans la communauté Connections et les alentours, dans la partie nord de Stittsville. Voici un résumé des dossiers d&#8217;aménagement et de transport en cours.</p>
<p><strong>Parc Crossway</strong><br />
En mai, le personnel des parcs et des loisirs a recueilli les commentaires des résidents sur un <a href="http://glengower.ca/development/crossway-terrace-park-connections-community-new-playground-concept-design/">plan de conception d&#8217;une nouvelle aire de jeux au parc Crossway</a>. Le parc donne sur la terrasse Crossway et on peut y accéder depuis la placette Allied Mews et le cours Curraglass. La nouvelle aire de jeux sera située à l&#8217;intérieur de la zone gazonnée circulaire qui existe déjà dans le parc. L&#8217;aire de jeux comprendra une structure de jeu destinée à la fois aux enfants âgés de 18 mois à 4 ans et à ceux âgés de 5 à 12 ans. L&#8217;aire de jeu comprendra également un module de balançoires avec deux balançoires souples, une balançoire pour bébé et une balançoire accessible. Il y aura également un bac à sable couvert. La zone sera dotée de bancs accessibles et d&#8217;un sentier avec des rampes d&#8217;accès. Six nouveaux arbres seront plantés du côté sud du parc pour apporter de l&#8217;ombre à l&#8217;aire de jeux. Un nouveau panneau de parc sera par ailleurs installé. La construction devrait commencer plus tard en 2025 et se terminer en 2026.</p>
<p><strong>Plan directeur des transports</strong><br />
Au cours des prochaines semaines, le Conseil municipal examinera la version finale du Plan directeur des transports, qui établit les échéanciers et les priorités pour les nouvelles infrastructures routières, de transport en commun, piétonnières et cyclables. Les <a href="http://glengower.ca/development/deep-dive-recommended-transportation-projects-for-stittsville/">projets recommandés comprennent</a> l&#8217;achèvement de l&#8217;avenue <strong>Robert Grant</strong>, de la promenade Palladium au chemin Hazeldean, et le raccordement de la <strong>rue Stittsville Main</strong> entre les quartiers Connections et Jackson Trails. <p><strong>Entrepôt de sels pour l&#8217;entretien des routes du ministère des Transports de l&#8217;Ontario</strong><strong><br />
</strong>La Province de l&#8217;Ontario, par l&#8217;intermédiaire du ministère des Transports de l&#8217;Ontario (MTO), effectue une sélection d&#8217;emplacements, les travaux de conception préliminaire et une Étude d&#8217;évaluation environnementale de portée générale (EE) pour un entrepôt de sels pour l&#8217;entretien des routes. Un entrepôt de sels pour l&#8217;entretien des routes est une installation qui abrite le personnel, l&#8217;équipement et le matériel utilisés pour entretenir les autoroutes. L&#8217;une des options consiste à construire une cour d&#8217;entretien près de l&#8217;autoroute au nord de Connections. <p><strong>Stationnement et sécurité routière</strong><br />
Plusieurs résidents nous ont demandé d&#8217;examiner les préoccupations liées au stationnement et à la sécurité routière, y compris des demandes de panneaux d&#8217;arrêt supplémentaires, de passages pour piétons et de restrictions de stationnement (y compris les restrictions de stationnement en hiver). Plusieurs études sur le stationnement sont en cours à divers endroits et nous vous communiquerons des renseignements supplémentaires lorsque ces études seront terminées.</p>

<p style="font-weight: 400;">The Public Works and Infrastructure Committee today approved the City’s <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=a644bb30-d23b-4fda-aa4f-709cc8dae9b0&amp;Agenda=Agenda&amp;lang=English&amp;Item=27&amp;Tab=attachments" data-extlink="">Green Fleet Strategy</a>, which outlines City efforts to reduce greenhouse gas (GHG) emissions from its vehicles. The strategy adopts an agile framework for incorporating new and emerging vehicle technologies and industry trends with the Council-approved goal to reduce GHG emissions by 2040 to 100 per cent below 2012 levels.</p>
<p style="font-weight: 400;">The strategy is based on a comprehensive assessment of low-carbon technologies and identifies battery electric vehicles as the most favorable technology. Fuel cell electric vehicles are also seen as a strong contender for heavy-duty vehicles, pending further technology and market advancements. The strategy includes short-term and long-term plans, along with regular reviews, to ensure the City remains current with improvements in zero-emission vehicle technologies.</p>
<p style="font-weight: 400;">Overall, the switch to greener vehicles is expected to save the City more than $6 million by 2040.</p>
<p style="font-weight: 400;">Items considered at this meeting will rise to Council on Wednesday, March 26.</p>

<h3>Le Comité approuve la Stratégie de verdissement du parc automobile</h3>
<p style="font-weight: 400;">Le Comité de l’infrastructure et des travaux publics a approuvé aujourd’hui <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=a644bb30-d23b-4fda-aa4f-709cc8dae9b0&amp;Agenda=Agenda&amp;lang=French&amp;Item=27&amp;Tab=attachments" data-extlink="">la Stratégie municipale de verdissement du parc automobile</a>, laquelle décrit les efforts de la Ville pour réduire les émissions de gaz à effet de serre (GES) générées par ses véhicules. Cette stratégie adopte un cadre agile pour intégrer les technologies automobiles nouvelles et émergentes et les tendances de l’industrie dans l’objectif approuvé par le Conseil de réduire les émissions de GES de 100 pour cent par rapport aux niveaux de 2012, et ce, d’ici 2040.</p>
<p style="font-weight: 400;">Cette stratégie repose sur une évaluation détaillée de différentes technologies à faibles émissions de carbone et établit les véhicules électriques à batterie comme la technologie la plus favorable. Les véhicules électriques à pile à combustible représentent un sérieux rival pour les véhicules utilitaires lourds, dans l’attente de nouvelles avancées technologiques et commerciales. La stratégie comprend des plans à court et à long terme, ainsi que des examens réguliers, afin de veiller à ce que la Ville reste au fait des améliorations apportées aux technologies des véhicules à émission zéro.</p>
<p style="font-weight: 400;">Dans l’ensemble, on prévoit que le verdissement du parc automobile devrait permettre à la Ville d’économiser plus de 6 millions de dollars d’ici 2040.</p>
<p style="font-weight: 400;">Les points examinés lors de cette réunion seront soumis au Conseil le mercredi 26 mars.</p>
