La version française suit

Originally published February 3, 2026

The City of Ottawa has received Plan of Subdivision and Zoning By-law Amendment applications for 1770 and 1820 Shea Road and 5971 Flewellyn Road, located at the northwest corner of the intersection of Shea Road and Flewellyn Road.

The proposal from Caivan is for a residential subdivision that would include a mix of detached homes and townhomes for a total of 309 homes, a new municipal park, a stormwater management facility, and a block reserved for the Faulkner Municipal Drain and its environmental protection buffer.

This land is located entirely within Ward 21 (Rideau-Jock) but given its proximity to Ward 6 (Stittsville) we’re sharing this update for Stittsville residents.

More information about the proposal is available on the City’s DevApps site:

Background

These lands are currently located outside of the City’s Urban Boundary. A separate Official Plan Amendment application for an Urban Boundary Expansion is currently under review and proposes to add the lands in the City’s Urban Boundary and re-designate it to “Neighbourhood” under the Suburban Transect. (See below under “What’s next” for more information.)

West of the site is the Stittsville South Urban Expansion Area (W-4), which was previously included in the Urban Boundary as a new growth area. This area has a recently approved concept plan guiding the future development of the lands, to permit a residential subdivision with approximately 1,700 dwelling units.

While applications for 1770 and 1820 Shea Road and 5971 Flewellyn Road are independent from the Stittsville South Urban Expansion Area (W-4), the concept planning for those lands included consideration for these parcels.

Plan of Subdivision

The applicant is proposing a new low-rise residential subdivision consisting of approximately 309 low-rise, low-density homes. The subdivision also proposes a municipal park, stormwater management facility, and municipal drain block. The proposal includes new local roads, with a connection to Shea Road and the abutting Magnolia (Stittsville South) subdivision.

Zoning By-law Amendment

A zoning by-law amendment application has been submitted to accommodate the proposed land uses for the plan of subdivision. The subject lands are currently zoned Rural Countryside (RU). The application seeks to rezone the lands as follows:

R3YY[XXXX] – Residential Third Density, Subzone YY, with an Urban Exception, to permit low-rise residential uses and address site-specific exceptions

O1 – Open Space Zone, for the Hydro Corridor, stormwater management facility (pond), and park

GM, to permit a mixed-use commercial and residential block.

What’s next

This development has not been approved. The Official Plan Urban Boundary Expansion to add the subject lands to the City’s Urban Boundary is a pre-requisite to the plan of subdivision and zoning by-law amendment applications. A decision will not be rendered on the two applications unless the lands are approved for inclusion into the City’s Urban Boundary.

City staff are reviewing the proposal, as are the Councillor and his team.

Some good news: Yesterday, Planning & Housing Committee rejected the proposal to add land west of Stittsville (along Fernbank Road) to the urban boundary.

It still needs to go to City Council next week, and I’m confident they will reject it as well.

Thank you to residents who wrote in with their feedback and took the time to delegate at committee.

But a heads up: This file isn’t finished. In 2027, the City has to update its Official Plan growth projections and land use planning. It’s a requirement from the province. And it’s likely that it will mean more land has to be added *somewhere* at the edge of the suburbs as new urban expansion land.
So definitely a file that residents will need to stay engaged on heading into 2027.

We’ll continue to share updates at glengower.ca/development/

UPDATE: Committee votes “no” to Stittsville West Urban Boundary Expansion

La version française suit

The Official Plan Amendment application for the Stittsville West Urban Boundary Expansion is on the agenda for Planning and Housing Committee on July 8, 2026.

Claridge Homes has applied to amend the Official Plan and expand the Urban Boundary to include the properties at 6437 Flewellyn Road and 6435 Fernbank Road. The proposed expansion, known as the Stittsville West Urban Expansion Area, could allow for a future development of around 2,400 new homes.

The two land parcels have a combined area of approximately 112 hectares (277 acres). The parcels are separated by Fernbank Road, and stretch to the Trans Canada Trail in the north and Flewellyn Road in the south. The subject lands are currently designated ‘Rural Countryside’ and ‘Greenspace’, with the lands in the Greenspace designation also subject to the ‘Significant Wetland’ sub-designation due to the presence of a provincially significant wetland (PSW).

Planning staff are recommending refusal of the Official Plan Amendment. Staff say that it does not satisfy the requirements of the Official Plan growth management framework, including the demonstration of land need to maintain the minimum 15-year supply of residential land. Staff also do not support the inclusion of the provincially significant wetlands in the proposed urban boundary expansion application.

This land is located entirely within Ward 21 (Rideau-Jock) but given its proximity to Ward 6 (Stittsville) we’re sharing this update for Stittsville residents.

Councillor comments

Here are the official comments provided by Councillor Glen in the staff report:

I do not support this urban boundary expansion. Homes on this land would be an isolated enclave of suburban homes with poor access to transit, no connections to schools, and far from neighbourhood retail. Ottawa’s Official Plan policies are intended to encourage walkable neighbourhoods and discourage endless suburban expansion in order protect farmland and natural areas. On top of that, this land on Fernbank/Flewellyn is close to sensitive natural areas, including wetland. It was already evaluated as part of the 2022 Official Plan and council rejected the land for new development.

In Stittsville (and elsewhere in Ottawa) there is still plenty of land closer to existing infrastructure that is available to be developed. We need developers to finish building homes within the existing urban boundary, before we extend it any further.

We’re in a really interesting phase of planning for this new community: we know this neighbourhood will have low and medium density housing, commercial space, parks, a school, and stormwater ponds. But planners are still deciding how to put all the pieces together. Your input is important and can help shape what this new neighbourhood will look like.

UPDATE: City Council voted to reject this application on May 27.

La version française suit

The Official Plan Amendment application for the Stittsville South Urban Boundary Expansion is on the agenda for Planning and Housing Committee on May 20, 2026.

The land is approximately 15.8 hectares and located at the northwest corner of the Shea Road and Flewellyn Road intersection. Caivan has applied to include the land in the City’s urban boundary and to designate the lands as “Neighbourhood” under the Suburban Transect within the City’s Official Plan, in order to permit the development of a residential subdivision. The proposed subdivision could include approximately 360 dwelling units, a park, a stormwater management facility, and space for the Faulkner Drain and its environmental buffer.

Planning staff are recommending refusal of the Official Plan Amendment. Staff say that it does not satisfy the requirements of the Official Plan growth management framework, including the demonstration of land need to maintain the minimum 15-year supply of residential land.

This land is located entirely within Ward 21 (Rideau-Jock) but given its proximity to Ward 6 (Stittsville) we’re sharing this update for Stittsville residents.

You might have heard: Claridge wants to build new homes on 112 hectares of land just west of Stittsville. So they’ve applied to the City for an urban boundary expansion.

In this video I explain what’s happening, and stick to the end – I’ll tell you what you can do.

Ontario Planning Policy requires that cities need to have enough residential land supply to accommodate 15 years of projected growth. So every decade or so, cities do a population study and update the planning maps. The last time Ottawa did this was just a few years ago for our Official Plan.

Population data predicted growth from 1-million people to 1.4-million people. We spent 3 years in the last term of council updating the plans, and after a lot of consultation and debate, we expanded the urban boundary and added a bit of new development land, mostly at the edges of the city. We made sure to keep new development land away from sensitive natural areas, and avoid sprawling into good farmland. The land west of Stittsville was NOT approved for expansion.

But then in 2024, the Province changed the rules on us. Instead of waiting for an Official Plan update every decade or so, landowners can now apply at any time to change the urban boundary to develop land. And that’s exactly what developers are doing. In the last year, a bunch of landowners have applied to add land at the edges of the suburbs, all around Ottawa.

City staff and City Council have consistently said “no” to all of these ad-hoc proposals. And I fully expect we’ll say no to this “Stittsville West” proposal as well.

It’s bad planning: This land from Claridge near Stittsville is isolated from the community: Far from transit, far from shops and services, far from schools. It would be expensive to service with water and sewer. And it’s close to sensitive natural areas, including wetland. Not only that, but there’s a ton of land already designated for growth that hasn’t been developed yet. In fact it’s way more than the 15 year land supply that the province requires.

So what can you do?

Write to your MPP, George Darouze, and write to the Premier, Doug Ford. You can tell them to change the urban boundary expansion policy, and before we sprawl out further into farmland and natural areas, we need to get developers building where there’s already land designated for development.

You can also contact the City planner responsible for this file, Colette Gorni, and share your comments about this proposal.

We’re going to keep pushing back against this proposal. Please share this post with a neighbour, and watch for more updates on my web site: glengower.ca/development/

The City of Ottawa has received an application from Claridge Homes to amend the Official Plan to expand the Urban Boundary by including 6437 Flewellyn Road and 6435 Fernbank Road. The proposed expansion, known as the Stittsville West Urban Expansion Area, would allow for a future development of approximately 2,391 new homes.

The two land parcels have a combined area of approximately 112 hectares (277 acres). The parcels are separated by Fernbank Road, and stretch to the Trans Canada Trail in the north and Flewellyn Road in the south.

The proposed Official Plan Amendment seeks to designate the lands as a “Category 1 – Future Neighbourhood Overlay Urban Expansion Area” of the Official Plan, and to redesignate the lands from “Rural Countryside” under the Rural Transect to “Neighbourhood” under the Suburban Transect, with the addition of a Future Neighbourhood Overlay to guide future development.

This land is located entirely within Ward 21 (Rideau-Jock) but given its proximity to Ward 6 (Stittsville) we’re sharing this update for Stittsville residents.

More information is available on the City’s DevApps site:

A note from Councillor Glen

In 2024, the Provincial Government changed the rules for adding land to the urban boundary. Previously, it could only be done every 5 or 10 years through a comprehensive city-wide review, as part of an Official Plan process. Now, landowners can apply at any time to add land to the urban boundary.

This policy is bad for Ottawa. Any new suburban expansion requires extensive planning for water, sewer, and transportation infrastructure; planning for municipal services like emergency response, libraries, and recreation; and so on. By allowing urban boundary expansion applications at any time, there’s no way cities can plan efficiently and holistically with such a piecemeal approach. In Stittsville (and elsewhere in Ottawa) there is still a ton of land closer to existing infrastructure that is waiting to be developed. We need developers to finish building homes within the existing urban boundary, before we extend it any further.

I do not support this urban boundary expansion. Homes on this land would be an isolated enclave of suburban homes with poor access to transit, no connections to schools, and far from neighbourhood retail. Ottawa’s Official Plan policies are intended encourage walkable neighbourhoods and discourage endless suburban expansion in order protect farmland and natural areas. On top of that, this land on Fernbank/Flewellyn is close to sensitive natural areas, including wetland. It was already evaluated as part of the 2022 Official Plan and council rejected the land for new development.

Several other developers have made applications to add land to the urban boundary over the past year, and staff have recommended refusal for every one.

What’s next

This amendment has not been approved. City staff will be reviewing this revised application to ensure it complies with applicable provincial policy and city policy, and will bring a recommendation to Planning & Housing Committee.

An information meeting was held in the fall for the future neighbourhood known as Stittsville South (W-4) and branded by Caivan as “Magnolia”. This future community has been moving through the City’s development approval process for more than a year.

Caivan, the landowner and applicant, shared new and updated information about what has progressed since the two open house meeting held in 2024, outlining key elements of a draft plan of subdivision application.

Caivan’s presentation

Thanks to everyone who attended the meeting. Caivan has provided written responses to questions from residents at the meeting.

Q: What impacts can we expect from construction and how will you mitigate impacts on our homes from dust, blasting, etc.
A: Caivan is committed to maintaining a safe and clean site. Measures may include regular waste collection, use of bins, and dust control efforts such as watering or street sweeping.

Q: How many homes will be built here?
A: When the entire community is completed, there will be a total of approximately 2000 homes in the community.

Q: What do you have planned for commercial space?
A: Plans for the commercial space are still being developed, with a preliminary location anticipated to be closer to the eastern portion of the community, to allow for access closer to Shea Road.

Q: When is the Shea/Flewellyn intersection being upgraded?
A: The City is finalizing design for the intersection (a round-about or a re-aligned intersection with a traffic light) and work to rebuild the intersection is expected in 2026 or 2027.

Q: How are you going to deal with traffic on Flewellyn, Shea, Fernbank, and other local streets.
A: A traffic impact assessment has been completed and is being reviewed by the City of Ottawa. As the community grows, recommendations from the traffic impact assessment will be implemented.

Q: Will Shea be upgraded? Will Flewellyn be upgraded?
A: The Transportation Master Plan includes urbanization of Shea Road to include sidewalks, a multi-use pathway, and stormwater infrastructure. Design will begin in 2026. The intersection of Shea and Flewellyn is scheduled to be upgraded in the next few years (see above). The City may require additional upgrades on Shea and Flewellyn for this development.

Q: Blasting: Is blasting required? How is this being approved before you have done blasting studies? How will you protect our homes – there are rocks right up to the property line.
A: Caivan is still completing studies and construction plans, and exact details of blasting is still to be determined.

(Under municipal rules, blasting companies are required to complete a pre-blast survey for all structures within 75 metres of a blasting site, and are required to provide notification about the blasting to everyone within 150 metres of the blasting site. The City of Ottawa requires that the developer/builder has a 3rd party blasting consultant retained to monitor the blasting activities. The blasting monitoring consultant sets up monitors at various locations near the blasting site to monitor the blasts and ensure they are below maximum vibration limits.)

Q: What will the construction fencing look like?
A: A variety of fencing will be used throughout construction on the property. Silt fence will be installed adjacent to the municipal drain, with snow fencing (typically orange in colour) installed to delineate construction areas. As Caivan continues working through approvals with the City of Ottawa, it will be determined if other fencing is required on site.

Q: Will there be a privacy fence? Where will it be built?
A: Caivan is working with the City of Ottawa on finalizing the approvals for the community, which will determine and delineate location of privacy fencing. It is anticipated these recommendations and locations will be finalized early in 2026.

Q: Is there adequate servicing capacity for water and sewer requirements?
A: Servicing capacity is being evaluated as part of the City’s development review process.

Q: What is the height and density of condo blocks
A: The current planning applications, that are being reviewed by City of Ottawa staff, show a height of 4-storey product within the condo blocks, with a density of approximately 45 units per acre.

Q: Will the park be built as part of Phase 1?
A: Caivan is working with the City of Ottawa on finalizing the location of the first phase of development in the community, however, currently it is anticipated that the park will be include in Phase 1 of the community.

Q: What is the timing for the park consultation?
A: Timing is to be determined. Typically the City will conduct a park consultation about one year before start of construction.

Q: Will there be walkout basements on property backing onto Parade Drive or Painted Sky?
A: Caivan will be progressing with detailed engineering design of the phases adjacent to the property backing onto Parade Drive and Painted Sky in early 2026, which will provide further information regarding the grading relationship between the new community and the adjacent properties.

Q: On the Phase 3 lands, in the upper right there is currently a chain link fence near the forest / naturalized area. What does that fence delineate? Will the fence be removed?
A: The fence was determined to be installed by a previous owner to assist with delineation for farming activities. The fence will be removed as part of the construction and restoration of the area.

Q: Will Phase 1 have road access only to Flewellyn? Will it have stop signs?
A: Caivan is working with the City of Ottawa on finalizing the location of the first phase of development in the community, however, it is anticipated vehicular access for Phase 1 will be to Flewellyn Road. Requirements for stop signs will be determined by the recommendations from the traffic impact assessment that is under review with the City of Ottawa.

Q: What is the distance between homes on Parade, and the new fence/new homes?
A: The new homes in the new community will have rear yards of approximately 6 metres, which may be reduced to 4.5 metres for a portion of the lot width of the new home.

Q: I’m concerned about flooding due to grade change. How is that being managed?
A: Caivan is required to design and install stormwater infrastructure so that all water is captured and managed on their site, with no impact to existing homes or properties.

Q: Could all traffic be directed down to Flewellyn, instead of to the north? Was that reviewed?
A: A traffic impact assessment has been completed and is being reviewed by the City of Ottawa. There are road connections planned to Flewellyn, Shea, and Painted Sky. Caivan would restrict vehicle access to Painted Sky while the development is under construction.

Q: How often do stormwater ponds need to be drained? Has that been taken into account for the new homes?
A: Stormwater ponds need regular maintenance every few years including sediment clean-up. The ponds have been designed to accommodate this maintenance.

Q: Has Hydro Ottawa approved this plan?
A: Servicing capacity is being evaluated as part of the City’s development review process.

Q: What will the walkway look like? Asphalt or stone dust?
A: Caivan is working with the City of Ottawa to finalize the detailed design of the walkway, however, currently it is anticipated to be a stone dust pathway.

Q: When will tree removal begin?
A: Tree removal operations will begin starting the week of January 5, 2026. The work is anticipated to take a few weeks to complete.

An information meeting about the future community known as Stittsville South (W-4) is taking place at the Johnny Leroux Arena (10 Warner-Colpitts Lane) on October 7 from 6:30 p.m. to 8:30 p.m.

This future community has been progressing through the City’s development approval process for more than a year. Caivan, the landowner and applicant, will share new and updated information about what has progressed since the two open house meetings held in 2024. The meeting will also provide residents with the opportunity to review the proposed development plans, ask questions, and share feedback.

A presentation will be given outlining key elements of the Draft Plan of Subdivision application, including the proposed layout of residential lots, road network, parkland and stormwater management pond locations, and connections to surrounding infrastructure. The applicant’s representatives will walk through these application details, which will then be followed by a question-and-answer period.
