La version française suit

(This post originally appeared in my Substack newsletter.)

The Vacant Unit Tax declaration portal is once again open on ottawa.ca. If you’re an Ottawa property owner, remember to take a few minutes to complete your declaration ahead of the deadline. (Declarations are required annually.)

Email reminders, using declaration contact information from the previous year, and paper notices are scheduled to be distributed soon to property owners. The declaration deadline is March 19, 2026.

Introduced in 2022, the Vacant Unit Tax is meant to encourage homeowners to maintain, occupy, or rent their properties, thereby increasing the housing supply. It’s one of the tools the City of Ottawa is using to address the affordable housing crisis. Revenue from this tax is used to support affordable housing initiatives.

And so far, it appears to be working.

The City publishes an annual report each fall on the program, but because of the long timeline allowing for audits and appeals, there’s a lag in reporting. The report published in 2025 includes data for the 2023 occupancy year, and it’s the first time we have year-over-year data to compare.

There were 4,140 vacant units identified in 2023 – about 1.2% of all homes in Ottawa.

“Units” includes single and semi-detached homes, townhomes, condos, and multi-family buildings up to six units. (Larger apartment buildings are not included.)

Between 2022 and 2023, at least 1,602 previously-vacant units were returned to the housing market, increasing housing supply.

The declarations identified 2,067 properties that remained vacant for two consecutive years in 2022 and 2023.

The VUT program generated $14.3 million in 2023, an increase of $2.5 million from 2022. After administrative expenses of $1.85 million, net proceeds were directed to the Affordable Housing reserve.

In Stittsville, 87 of 17,435 homes were vacant, or 0.84%, a bit lower than in 2022.

Another data point that’s significant: In 2024, the third year of the program, 99.7% of property owners completed their declaration. An excellent response rate.

Graduated tax rate

Properties that are vacant for consecutive years will be charged an increased VUT rate after the first year. For each additional consecutive year, the rate increases by one per cent, to a maximum of five per cent.

VUT helps more residents to have a place to call home

The intent of the VUT is to help address Ottawa’s current housing supply shortage. It incentivizes residential property owners to keep homes occupied, increasing our housing supply and helping to stabilize market prices and rents.

Revenues generated from the VUT are directly invested in the City’s affordable housing budget, to construct more affordable and supportive housing. It is all about giving more people in Ottawa an opportunity to have a place to call home. See the report on the first-year results online at ottawa.ca/vut.

Alternate and accessible declaration options available

The City has set up declaration options for residents who require accessibility related supports, and for those without access to the internet or digital devices – like computers, tablets and other hand-held devices:

Telephone option

Call 613-580-2444 where an agent will help complete your declaration over the phone

Call 613-580-2400 to contact the City using Canada Video Relay Service

In-person option at Client Service Centres

City’s Client Service Centres can provide in-person assistance for completing the declaration. Priority will be given to scheduled appointments. Visit ottawa.ca/csc for locations and appointments. the hours of operation are Monday to Friday, 8:30 am to 4:30 pm. The three rural centres are open one day a week from 8:30 am to 4 pm.

All property owners must declare

Even though the VUT does not apply to principal residences, it is mandatory for all residential property owners to complete the declaration every year. Principal address property owners only need to provide their name, contact information, select principal address and click submit. Full participation ensures the City’s data is up-to-date and accurate.

Helping make housing more affordable

The intent of the VUT is to help address Ottawa’s current housing supply shortage. It acts as an incentive for residential owners to either rent or sell vacant properties, adding more units helps stabilize and lower marke tprices and rents. Revenues generated from VUT will go directly to City’s budget for constructing more affordable and supportive housing.

Residential properties vacant 184 or more days may be subject to tax

Properties that are not used as a principal residence and were vacant 184 or more days in the previous calendar year could be subject to the one per cent tax on the final property tax bill.

Residential property owners need to indicate if their property was vacant 184 or more days during 2023 calendar year. The owner can select any of the specified exemptions – such as legal or estate issues, hospitalization or death of owner, or renovations – that is applicable for their reason for the vacancy. The owner must also provide relevant information, like a building permit or application number, court order number, date of death or the name of the person in care and name of the health or senior care facility.

False claims could receive fine

If a declaration is not filed – even if it is a principal residence – it will be deemed vacant and the VUT will be applied. All declarations will be eligible for an audit and false claims could result in a fine up to $10,000.

Today at City Council I introduced a motion, seconded by Mayor Sutcliffe, directing staff to tweak some of the administration and process around the Vacant Unit Tax (VUT).

I supported the VUT when it was introduced by City Council last year. The goal of the program is to encourage property owners to rent out vacant homes or put them on the real estate market. As it stands, the Vacant Unit Tax applies to most secondary residences that are unoccupied for more than 6 months in a year. (There are a number of exceptions.) Vacant properties are taxed the equivalent of one per cent of its assessed value, with revenue from the tax going towards affordable housing.

The preliminary results are encouraging. In Stittsville and elsewhere in the City, we’ve seen long-vacant properties returned to market, and some eyesore buildings finally demolished. It’s likely that the VUT had some affect – although we won’t have a clear picture for another year or two.

City-wide, 99.1% of property owners – 333,824 out of 336,855 property owners – made their property declaration prior to the deadline. That’s an astounding level of participation for the first year of a new program like this, and is far higher than the participation rate in Toronto and Vancouver.

City staff project that this year’s VUT will contribute $10.5-million in net revenue towards Ottawa’s affordable housing budget. (There’s an appeal and audit process underway to ensure that the VUT has been properly assessed, and final numbers will be available this fall.)

The VUT is an important and significant policy and funding tool to address the housing crisis, and has had an immediate impact.

Council approved my motion 15-8. The full text is included below.

Re: Vacant Unit Tax – Amendments

Moved by / Motion de: Councillor G. Gower
Seconded by / Appuyée par: Mayor M. Sutcliffe

WHEREAS on March 23, 2022, Council approved adopting the Vacant Unit Tax program beginning on January 1, 2023, which included direction to the Deputy City Treasurer, Revenue Services, to apply to the provincial Minister of Finance requesting that Ottawa be designated as an eligible municipality to levy a residential vacant unit tax, in accordance with section 338.1 of the Municipal Act, 2001; and

WHEREAS the provincial Minister of Finance subsequently designated the City of Ottawa, by way of Ontario Regulation 458/22, as an eligible municipality to implement a residential vacant unit tax by-law; and

WHEREAS the net revenue from the VUT will be directed toward affordable housing initiatives as outlined in the Housing Services Long Range Financial Plan; and

WHEREAS the financial impact of a VUT incentivizes owners to return vacant properties to the housing market or to redevelop properties to help improve the housing rental supply; and

WHEREAS during the first year of the VUT, additional benefits have been realized such as the updating of outdated property assessment information, updated contact information for property owners, and a threefold increase in enrollment in the paperless billing through MyServiceOttawa; and

WHEREAS in the Vacant Unit Tax report approved by Council in 2022, the document establishing the Vacant Unit Tax in Ottawa, stated that staff:

Until the program begins, and the first annual declaration is in, the City will not have concrete data on how many vacant properties are subject to the residential vacant unit tax. Staff have, however, attempted to estimate the number of properties that would be vacant using various approaches and data sources. These approaches all suggest that the number of vacant properties in Ottawa subject to the residential vacant unit tax would be between 0.5% and 0.75% of the 330,000 eligible units. In Vancouver, 1% of the eligible properties are subject to the tax. Toronto expects the tax to apply to 1% of their units. Using Vancouver’s results as a proxy for measurement, staff adjusted the results for multiple factors, such as the balance between condo apartment units and single dwellings; and

WHEREAS staff noted in the report that they had no concrete data on vacancy in Ottawa and estimated a vacancy rate of 0.5% and 0.75%; and

WHEREAS the preliminary vacancy rate for Ottawa is 1.8% but that vacancy rate will fluctuate until the appeal and audit phase is complete; and

WHEREAS the preliminary vacancy rate for Vancouver, the city in which Ottawa’s VUT is based on, was 1.8% as well and their final vacancy rate, after the appeal and audit phase, was 1.2%; and

WHEREAS the preliminary vacancy rate for Toronto was 6.1%, mainly attributable to a declaration rate of 95% compared to 99.1% for Ottawa; and

WHEREAS Ottawa had the highest percentage of declarations received and the lowest operating costs for a VUT in Canada; and

WHEREAS some residents have raised concerns about the declaration process including the requirement to report annually and that declarations are required to be made primarily online; and

WHEREAS the development industry representatives have been seeking clarification on the application of the VUT to new builds and the impact on housing affordability; and

WHEREAS two to three years of data would be required to analyze trends and the possibility of moving towards an effective targeted or periodic declaration approach;

THEREFORE BE IT RESOLVED that the Vacant Unit Tax (By-Law No. 2022-135) continue to be administered, and staff be directed to:

Improve and further simplify the declaration process

Increase access by allowing declarations to be completed at Client Service Centres

Open the declaration portal earlier in December with notices to declare going out in January

Moved by / Motion de : Conseiller G. Gower
Seconded by / Appuyée par : Maire M. Sutcliffe

ATTENDU QUE le 23 mars 2022, le Conseil a approuvé l’adoption du programme d’impôt sur les logements vacants dont la date d’entrée en vigueur a été fixée au 1<sup>er</sup> janvier 2023, programme qui ordonnait au trésorier municipal adjoint, Services des recettes, de demander au ministre provincial des Finances qu’Ottawa soit désignée comme une municipalité admissible à percevoir un impôt sur les logements vacants, conformément à l’article 338.1 de la Loi de 2001 sur les municipalités;

ATTENDU QUE le ministre provincial des Finances a par la suite désigné la Ville d’Ottawa, en vertu du Règlement de l’Ontario 458/22, comme une municipalité ayant le pouvoir d’appliquer un règlement municipal sur l’impôt sur les logements vacants;

ATTENDU QUE les recettes nettes de l’ILV seront réinvesties dans des initiatives de construction de logements abordables, conformément au Plan financier à long terme des Services du logement;

ATTENDU QUE les répercussions financières d’un ILV incitent les propriétaires à remettre des biens vacants sur le marché du logement ou à réaménager des biens afin d’améliorer l’offre de logements locatifs;

ATTENDU QUE durant la première année de l’ILV, il y a eu des bénéfices supplémentaires, tels que la mise à jour des renseignements désuets sur les évaluations foncières, la mise à jour des coordonnées des propriétaires et le triplement du nombre d’inscriptions à la facturation électronique par l’intermédiaire de MonServiceOttawa;

Jusqu’à ce que le programme commence et que la première déclaration annuelle soit soumise, la Ville n’aura pas de données concrètes sur le nombre de propriétés vacantes assujetties à l’impôt sur les logements vacants. Cependant, le personnel a tenté d’estimer le nombre de propriétés qui seraient vacantes à l’aide de diverses approches et sources de données. Ces approches suggèrent toutes que le nombre de propriétés vacantes à Ottawa assujetties à l’impôt sur les logements vacants serait compris entre 0,5 % et 0,75 % des 330 000 unités admissibles. À Vancouver, 1 % des propriétés admissibles sont assujetties à l’impôt. Toronto s’attend à ce que l’impôt s’applique à 1 % de ses unités. En se basant sur les résultats de Vancouver, le personnel a ajusté les résultats en fonction de plusieurs facteurs, tels que l’équilibre entre les appartements ou logements en copropriété et les logements unifamiliaux;

ATTENDU QUE le personnel a indiqué dans le rapport qu’il ne disposait pas de données concrètes sur le nombre de propriétés vacantes à Ottawa et qu’il estimait le taux d’inoccupation entre 0,5 % et 0,75 %;

ATTENDU QUE le taux d’inoccupation préliminaire pour Ottawa est de 1,8 %, mais que ce taux fluctuera jusqu’à ce que la phase d’appel et de vérification soit terminée;

ATTENDU QUE le taux d’inoccupation préliminaire pour Vancouver, la ville sur laquelle l’ILV d’Ottawa est basé, était également de 1,8 % et que son taux d’inoccupation définitif, après la phase d’appel et de vérification, était de 1,2 %;

ATTENDU QUE le taux d’inoccupation préliminaire pour Toronto était de 6,1 %, principalement attribuable à un taux de déclaration de 95 %, contre 99,1 % pour Ottawa;

ATTENDU QU’Ottawa a le pourcentage de déclarations reçues le plus élevé et les coûts de fonctionnement les plus bas pour un ILV au Canada;

ATTENDU QUE certains résidents ont exprimé des préoccupations concernant le processus de déclaration, notamment l’obligation de fournir un rapport annuel et le fait que les déclarations doivent être effectuées principalement en ligne;

ATTENDU QUE les représentants de l’industrie de l’aménagement ont demandé des éclaircissements sur l’application de l’ILV aux nouvelles constructions et sur les répercussions concernant l’abordabilité des logements;

ATTENDU QU’il faudrait deux à trois années de données pour analyser les tendances et envisager la possibilité d’évoluer vers une approche efficace de déclaration ciblée ou périodique;

améliorer et simplifier davantage le processus de déclaration;

accroître l’accès en donnant la possibilité de remplir les déclarations dans les centres du service à la clientèle;

ouvrir le portail de déclaration plus tôt au mois de décembre et envoyer les avis de déclaration en janvier;

exploiter les données relatives au numéro de téléphone et au courrier électronique obtenues la première année afin d’améliorer le service à la clientèle et de réduire le nombre des déclarations tardives les années suivantes;

IL EST EN OUTRE RÉSOLU qu’après une année supplémentaire de collecte des données sur les logements vacants dans le cadre du programme de l’ILV, le personnel envisage de réduire la fréquence de la déclaration et étudie d’autres moyens de rationaliser les déclarations ciblées ou périodiques et fasse un rapport au Conseil d’ici la fin du troisième trimestre 2024;

Ottawa homeowners can now complete the required Vacant Unit Tax (VUT) declaration online at ottawa.ca/vut for each residential property they own. The deadline is Thursday, March 16, and it takes less than five minutes to complete.

All residential property owners must provide some basic information on the occupancy of their property, even if it is their principal residence. Visit ottawa.ca/vut, click Submit Declaration, and input the roll number and access code found on the latest VUT notice, or last year’s property tax bill.

A second notice will be sent to residential property owners this week – which will include your roll number, access code and more information on how to declare. If you have already completed the declaration, you can disregard the second information notice.

Residents registered with MySeviceOttawa can go directly to the declaration from their property tax account.

Alternate and accessible declarations options available

The City has set up declaration options for residents who require accessibility related supports, and for those without access to the internet or digital devices – like computers, tablets and other hand-held devices:

Call Revenue Services at 613-580-2444 and select option 3 to complete a declaration over the phone, or to book an in-person appointment at the Mary Pitt Centre at 100 Constellation Drive.

Call 613-580-2400 to contact the City using Canada Video Relay Service. The service uses internet and mobile phone technologies to connect the caller with real-time sign language interpretation.

All property owners must declare

Even though the VUT does not apply to principal residences, it is mandatory for all residential property owners to complete the declaration every year. Principal address property owners only need to provide their name, contact information, select principal address and click submit. Full participation ensures the City’s data is up-to-date and accurate.

The City has researched Vacant Unit Tax models in other cities like Vancouver. The mandatory declaration by property owners has proven to be the most successful model. Alternative models such as voluntary declarations or complaint based were found to be ineffective, inefficient and inequitable to property owners.

Helping address Ottawa’s housing shortage

The intent of the VUT is to help address Ottawa’s current housing supply shortage. It acts as an incentive for residential owners to either rent or sell vacant properties. Revenues generated from the VUT will go directly to the City’s budget for constructing more affordable housing.

Residential properties vacant 184 or more days may be subject to tax

Properties that are not a principal residence and were vacant 184 or more days in the previous calendar year could be subject to the one per cent Vacant Unit Tax on the final property tax bill. If the property is rented or occupied, occupancy dates must be provided.

When submitting the declaration form, property owners can select any of the specified exemptions – such as legal or estate issues, hospitalization or death of owner, or renovations – that is applicable for their reason for the vacancy. The owner must also provide relevant information to support the exemption, like a building permit or application number, court order number, date of death or the name of the person in care and name of the health or senior care facility.

False claims could receive fine

If a declaration is not filed – even if it is a principal residence – it will be deemed vacant and the VUT will be applied. All declarations will be eligible for an audit and false claims could result in a fine up to $10,000.
