<h3>Here&#8217;s how the Village Green is described in the <a href="https://ottawa.ca/en/planning-development-and-construction/community-design/community-plans-and-studies/community-design-plans/fernbank-community-design-plan/overview">Fernbank Community Design Plan (2009)</a></h3>
<p>The Village Green is strategically located at the centre of the Community Core within the Fernbank Community, with proximity to a major transit way stop, the District Park, the Trans Canada Trail, a secondary school, and a large community population within walking distance. The Village Green would be a civic gathering place and passive public open space for people to meet and socialize, for residents and citizens at large to participate in various outdoor activities and to enjoy a public realm in a more urban context. Non-residential uses surrounding the Village Green will be encouraged. The Village Green is to be provided as a public open space but is not included within the dedicated parkland requirements.</p>
<p><strong>Guidelines:</strong></p>
<ul>
<li>A strong defined edge around the perimeter of the Village Green should be provided through landscape elements and built form.</li>
<li>The Village Green should be exposed to the main thoroughfares to provide good visibility and accessibility.</li>
<li>Where possible, the Village Green may be connected to public uses such as a transit station, neighbourhood commercial (retail, café, banks, etc.), and institutional uses (library, community services, medical offices).</li>
<li>A focal area within the Village Green should be designed to provide seating, landscaping, and an open space area that may be used to host a variety of public functions (such as a farmers’ market, arts and crafts show, music festivities etc.)</li>
<li>Visual amenities such as gardens, pergolas/gazebos, water features/skating rink, and public art should also be provided.</li>
<li>Pedestrian connections should be provided to sidewalks.</li>
</ul>

<p>The City of Ottawa has received a Minor Zoning By-law Amendment application for 5100 Robert Grant Avenue. The site is a vacant rectangular parcel of land extending from the east side of Robert Grant Avenue to the west side of Livery Street. It is designated as <a href="https://glengower.ca/notebook/notebook-whats-the-status-of-the-village-green-in-fernbank/">“Village Green”</a> in the Fernbank Community Design Plan.</p>
<p>The owners, Regional Group, want to remove a site-specific zoning requirement to provide a minimum of one contiguous landscaped area or central plaza of at least 2500 square metres.</p>

<h3>Minor Zoning By-law Amendment</h3>
<p>The subject site is zoned as AM[2151] (Arterial Mainstreet Zone, Urban Exception 2151) in the Zoning By-law 2008-250, and CM2[2151] (Minor Corridor Zone 2, Urban Exception 2151) in the Zoning By-law 2026-50.</p>
<p>The proposed zoning amendment seeks to remove the following provision from Urban Exception 2151: “a minimum of one contiguous landscaped area or central plaza of at least 2500 square metres must be provided.”</p>
<p>No other details about the development of the site were included in this application.</p>

<h3>What’s next</h3>
<p>This application has not been approved. City staff will be reviewing the application to ensure it complies with applicable provincial policy and city policy and by-laws. Councillor Glen will also be reviewing this application with his team.</p>
<p>The Zoning By-law Amendment will be considered under the City’s new Staff delegated authority for Minor Zoning By-law Amendments.</p>

<h2>5100, avenue Robert-Grant : Modification mineure du Règlement de zonage</h2>
<p>La Ville d’Ottawa a reçu une demande de modification mineure du <em>Règlement de zonage</em> pour le 5100, avenue Robert-Grant. Le site est une parcelle rectangulaire de terrain inoccupée qui s’étend depuis le côté est de l’avenue Robert-Grant jusqu’au côté ouest de la rue Livery. Elle porte la désignation de « <a href="https://glengower.ca/notebook/notebook-whats-the-status-of-the-village-green-in-fernbank/">Village Green</a> » dans le Plan de conception communautaire de Fernbank.</p>
<p>Le propriétaire (Regional Group) souhaite faire supprimer une condition du zonage propre au site afin d’aménager à tout le moins un espace paysagé contigu ou une place centrale d’au moins 2 500 mètres carrés.</p>

<h3>Modification mineure du <em>Règlement de zonage</em></h3>
<p>Le site visé appartient à la zone AM[2151] (zone d’artère principale, exception urbaine 2151) dans le <em>Règlement de zonage </em>(n° 2008-250) et à la zone CM2[2151] (zone de couloir mineur 2, exception urbaine 2151) dans le <em>Règlement de zonage</em> (n° 2026-50).</p>
<p>La modification du zonage proposée vise à supprimer la disposition suivante dans l’exception urbaine 2151 : « à tout le moins, un espace paysagé contigu ou une place centrale d’au moins 2 500 mètres carrés doit être prévu ».</p>
<p>Cette demande ne comprend pas d’autres détails à propos de l’aménagement du site.</p>

<h3>Les prochaines étapes</h3>
<p>Cette demande n’a pas été approuvée. Le personnel de la Ville l’examinera pour s’assurer qu’elle respecte les politiques applicables du gouvernement provincial, ainsi que les politiques et les règlements de la Ville. Glen Gower, conseiller municipal, se penchera également sur cette demande avec son équipe.</p>
<p>La modification du <em>Règlement de zonage</em> sera analysée dans le cadre des nouveaux pouvoirs délégués au personnel de la Ville pour les modifications mineures à apporter au <em>Règlement de zonage</em>.</p>

<p>Several residents have asked us about the status of the &#8220;village green&#8221; for the Fernbank area.  Here&#8217;s the latest status:</p>
<p>In city planning, a &#8220;village green&#8221; is defined as “a civic gathering place and passive public open space for residents.” (To get a better sense of what a village green can look like, you can visit Kavanagh Green which is located at the corner of Stittsville Main Street and Hazeldean. <a href="https://stittsvillecentral.ca/new-park-at-stittsville-main-and-hazeldean-christened-kavanagh-green/">This blog post from Stittsville Central has a picture of the area.</a>)</p>
<p>The land located between the Trans-Canada Trail and Bobolink Ridge along Robert Grant Avenue is made up of several parcels, and all are zoned “AM” for Arterial Main. This zone is meant to permit a broad range of uses, from high density residential to commercial. The <a href="https://ottawa.ca/en/city-hall/planning-and-development/community-plans-and-design-guidelines/community-plans-and-studies/community-design-plans/fernbank-community-design-plan">Fernbank Community Design Plan (CDP)</a> – the master plan for the area developed by the City of Ottawa – does not specify what should be built on these lands. It could be all commercial, or all residential, or a mixture of both.</p>
<p>The City can permit and prohibit certain uses but within what is permitted, the City cannot compel a landowner to build one specific thing. As the different landowners bring forth their plans for the land, the City planning department will make sure that enough space is dedicated to the village green and that plans to that effect are included in the applications.</p>
<p>At this point, one parcel (closest to the Trans-Canada Trail) is owned by Lépine Apartments. <a href="http://glengower.ca/tag/5000-robert-grant/">Lépine is planning to build a residential complex</a> made of several apartment buildings. So far there are no applications for the remaining portions.</p>
<p>So far none of the property owners have submitted plans for the kind of low-rise commercial and retail space that residents of Fernbank are hoping for. I have seen promotional material by homebuilders in Fernbank Crossing showing greenspace and retail for that area, but no one can compel the owners to build specific kind of amenities within a certain timeline. These promotional materials are not exactly misleading but they only show a selective view of what is possible in that location.</p>
<p>So far Lépine is the only landowner who has submitted a plan for their property. I have encouraged them to include local retail service such a coffee shop, hair salon, fitness studio, etc. however they still have not finalized their plans.</p>
<p><strong>In summary:</strong> the space for the village green is guaranteed but the timeline is uncertain. Local retail and services would be a real benefit at this location, but there are currently no plans for this from any of the landowners, and no timelines.</p>
<p>In my opinion, this part of the Fernbank area should have included land zoned either exclusively for neighbourhood retail, or with a requirement for neighbourhood retail on the ground floor with housing on top. That was a real miss in the 2009 master plan. To not have any local shops or services developed in this central part of the community would be a lost opportunity to create a more walkable and healthy community.</p>

<h2>Carnet de notes : où en est le « Village Green » de Fernbank?</h2>
<p>Plusieurs résidents nous ont demandé où en était le « Village Green » du secteur de Fernbank.  Voici le dernier état d’avancement du projet :</p>
<p>En urbanisme, un « village green » est défini comme un « espace public de rassemblement actif ou passif pour les résidents ». (Pour avoir une meilleure idée de ce à quoi peut ressembler un village green, vous pouvez visiter Kavanagh Green qui est situé à l’angle de la rue Stittsville Main et du chemin Hazeldean. <a href="https://stittsvillecentral.ca/new-park-at-stittsville-main-and-hazeldean-christened-kavanagh-green/">Cet article du blogue de Stittsville Central contient une photo du secteur.</a>)</p>
<p>Le terrain situé entre le Sentier transcanadien et la côte Bobolink, le long de l’avenue Robert-Grant, est composé de plusieurs parcelles, toutes désignées en tant que zone d’artère principale (AM). Ce zonage a pour but de permettre une vaste gamme d’utilisations, d’aménagements résidentiels de grande densité à des aménagements commerciaux. Le <a href="https://ottawa.ca/fr/hotel-de-ville/urbanisme-et-amenagement/lignes-directrices-en-matiere-de-plans-et-de-design-de-1/plan-de-conception-communautaire-de-fernbank">Plan de conception communautaire (PCC) de Fernbank</a> – le plan directeur du secteur élaboré par la Ville d’Ottawa – ne précise pas ce qui devrait être construit sur ce terrain. Celui-ci pourrait être entièrement commercial, ou entièrement résidentiel, ou un mélange des deux.</p>
<p>La Ville peut autoriser et interdire certaines utilisations, mais dans la mesure de ce qui est admis, elle ne peut pas obliger un propriétaire foncier à construire une chose en particulier. Au fur et à mesure que les différents propriétaires fonciers présenteront leurs plans d’aménagement pour le terrain, la Direction générale de la planification veillera à ce qu’un espace suffisant soit consacré au Village Green et que les plans à cet effet soient inclus dans les demandes.</p>
<p>À l’heure actuelle, une parcelle (la plus proche du Sentier transcanadien) appartient aux Appartements Lépine. <a href="http://glengower.ca/tag/5000-robert-grant/">Lépine envisage de construire un complexe résidentiel</a> composé de plusieurs immeubles d’appartements. Jusqu’à présent, il n’y a pas de demandes pour les parcelles restantes.</p>
<p>Aussi, jusqu’à présent, aucun des propriétaires fonciers n’a soumis de plans pour le type d’espace commercial et de vente au détail de faible hauteur que les résidents de Fernbank espèrent voir construire. J’ai vu du matériel promotionnel de constructeurs d’habitations de Fernbank Crossing montrant des espaces verts et des commerces dans cette zone, mais personne ne peut obliger les propriétaires à construire des types d’aménagement spécifiques dans un certain délai. Ce matériel promotionnel n’est pas exactement trompeur, mais il ne montre qu’une possibilité d’aménagement parmi tant d’autres à cet emplacement.</p>
<p>Jusqu’à présent, Lépine est le seul propriétaire foncier à avoir soumis un plan pour sa propriété. Je les ai encouragés à inclure un service de vente au détail local tel qu’un café, un salon de coiffure, une salle de conditionnement physique, etc., mais ceux-ci n’ont toujours pas finalisé leurs plans.<strong> </strong></p>
<p><strong>En résumé :</strong> l’espace pour le Village Green est garanti, mais l’échéancier est incertain. Des commerces de vente au détail et des services locaux seraient un réel avantage à cet endroit, mais il n’existe actuellement aucun projet en ce sens provenant des propriétaires fonciers, ni aucun échéancier.</p>
<p>À mon avis, cette partie du secteur de Fernbank aurait dû inclure des terrains zonés soit exclusivement aux fins de commerces de vente au détail pour le quartier, soit avec une exigence de commerces de vente au détail pour le quartier, situés au rez-de-chaussée et comportant des logements au-dessus. Le plan directeur de 2009 est passé à côté de cela. L’absence de magasins ou de services locaux aménagés dans cette partie centrale de la communauté serait une occasion manquée de créer une communauté plus propice à la marche et plus saine.</p>
