<p>Finance and Corporate Services Committee will consider a proposed ward boundary change for Stittsville on December 3, 2024.</p>
<p>Thanks to feedback residents, the proposed change has been revised to keep the rural properties west of Poplarwood Avenue within the Rideau-Jock Ward and redistribute the urban expansion area <a href="http://glengower.ca/?s=stittsville+south">Stittsville South (W-4)</a> to the Stittsville Ward. To ensure that clear geographical boundaries are used, a small number or residential properties located along Flewellyn Road between Poplarwood Avenue and Shea Road would be redistributed to Stittsville Ward.</p>
<p>The <a href="http://glengower.ca/events/november-13-proposed-ward-boundary-changes-public-consultation/">original proposal</a> expanded Stittsville Ward to Flewellyn Road in the south part of Stittsville, from Shea Road in the east to just past West Healey Avenue in the west (see maps of the original proposal and the revised proposal below).</p>
<p>There is no impact to current Stittsville residents. This small administrative change is intended to reflect the fact that the residents of the proposed area are likely to be more naturally affiliated with the Stittsville community than with the larger Rideau-Jock area.</p>
<p>It will also have no effect on property classification, land value, city services or municipal taxes. Ward boundary decisions are also separate from zoning and urban boundary decisions.</p>
<p>If approved by City Council, these changes would take effect for the 2026 Municipal Elections.</p>

<p>City Council is considering expanding Stittsville ward boundaries.</p>
<p>The proposal would see an expansion to Flewellyn Road in the south part of Stittsville, from Shea Road in the east to just past West Healey Avenue in the west. (See map for the proposed new boundary.)  The land is currently a part of Rideau-Jock Ward and includes the future urban expansion area known as <a href="http://glengower.ca/?s=stittsville+south">Stittsville South</a>. The new boundary would come into effect for the 2026 municipal election.</p>

<p>Here&#8217;s the text of a motion that City Council approved on September 4, 2024, moved by Councillor Brown and seconded by Councillor Gower.</p>
<blockquote><p><strong>WHEREAS, in accordance with Section 222 of the <em>Municipal Act, 2001</em> municipalities are authorized the power to divide or redivide a municipality into wards or to dissolve existing wards; and</strong><strong> </strong></p>
<p><strong>WHEREAS a comprehensive review of ward boundaries was conducted in 2020, leading to the adoption of the Ward Boundaries and Council Composition By-law No. 2021-3 on January 27, 2021, which was in effect for the 2022 Municipal Elections; and</strong><strong> </strong></p>
<p><strong>WHEREAS </strong><strong>the current southern boundary for Ward 6 – Stittsville is a property line between Stittsville Main Street to the west and Shea Road to the east; and</strong><strong> </strong></p>
<p><strong>WHEREAS a portion of the land between the Ward 6 – Stittsville southern border and Flewellyn Road within Ward 21 – Rideau-Jock is part of the new urban expansion area; and</strong><strong> </strong></p>
<p><strong>WHEREAS established principles of ward boundaries include geographic communities of interest and physical boundaries;</strong></p>

<li>Le conseiller David Brown et le conseiller Glen Gower organisent conjointement une réunion de consultation sans rendez-vous le mercredi 13 novembre, de 19 h à 20 h dans la salle de conférence à l’étage du complexe récréatif CARDELREC (1500, chemin Shea).</li>
<li>Ils recueillent également les commentaires des résidents par l’intermédiaire de leurs canaux de communication (site Web, courriel, médias sociaux).</li>

<p><span style="font-style: inherit !important; font-weight: inherit !important;">The City is seeking public feedback on six options for re-aligning Ottawa’s wards through an online survey at </span><a href="https://ottawa.ca/en/city-hall/public-engagement/projects/ward-boundary-review-2020"><span style="font-style: inherit !important; font-weight: inherit !important;">ottawa.ca/wardboundary</span></a> from August 19 to September 25 and through virtual public consultation sessions scheduled from September 10 to September 23.</p>
<p>Since the last major review in 2005, <span style="font-style: inherit !important; font-weight: inherit !important;">Ottawa’s population has grown significantly – especially in suburban wards. This has resulted in substantial population imbalances between wards that affect fair and equal representation for voters and their communities.</span></p>
<p><span style="font-style: inherit !important; font-weight: inherit !important;">As a result, City Council directed staff in June 2019 to retain an independent consultant to conduct a comprehensive, impartial, and unbiased review and establish wardboundaries that could be used in at least three municipal elections in 2022, 2026 and 2030, and possibly a fourth election in 2034. </span></p>
<p><span style="font-style: inherit !important; font-weight: inherit !important;">The consultant team of Beate Bowron Etcetera Inc., in association with The Davidson Group and Hemson Consulting Ltd., has developed six options for a new wardboundary model – which are available online at </span><a href="https://ottawa.ca/en/city-hall/public-engagement/projects/ward-boundary-review-2020"><span style="font-style: inherit !important; font-weight: inherit !important;">ottawa.ca/wardboundary</span></a>. Here are brief highlights of the options:</p>
<ul>
<li><strong>Option 1</strong><span style="font-style: inherit !important; font-weight: inherit !important;"> increases the number of wards to 25, with 13 urban wards, nine suburban wards and three rural wards. </span></li>
<li><strong>Option 2</strong><span style="font-style: inherit !important; font-weight: inherit !important;"> increases the number of wards to 24, with 12 urban wards, nine suburban wards and three rural wards.</span></li>
<li><strong>Option 3</strong><span style="font-style: inherit !important; font-weight: inherit !important;"> maintains the current number of wards, 23, and includes 11 urban wards, nine suburban wards and three rural wards. </span></li>
<li><strong>Option 4</strong><span style="font-style: inherit !important; font-weight: inherit !important;"> also maintains the number of wards at 23. It also includes 11 urban wards, nine suburban wards and three rural wards. The boundaries for each ward are different than those in option three.</span></li>
<li><strong>Option 5</strong><span style="font-style: inherit !important; font-weight: inherit !important;"> reduces the number of wards to 17, with nine urban wards, six suburban wards and two rural wards.</span></li>
<li><strong>Option 6 </strong><span style="font-style: inherit !important; font-weight: inherit !important;">increases the number of wards to 24, with 12 urban wards, nine suburban wards and three rural wards. It minimizes ward boundary changes.</span></li>

<p><span style="font-style: inherit !important; font-weight: inherit !important;">This is the second round of consultations. Round 1 took place in March 2020 with an online survey and public consultations to get input on the existing ward boundaries. The consultant team’s </span><a href="https://app05.ottawa.ca/sirepub/cache/2/ltbukoljrwkz2faknq1cplxh/64621608192020083908831.PDF">Options Report</a><span style="font-style: inherit !important; font-weight: inherit !important;"> was considered by Council on July 15, 2020. The final report with recommendations for new ward boundaries is scheduled to be considered by the Finance and Economic Development Committee and Council in December 2020. </span></p>

<h2>Donnez-nous votre avis sur les six options proposées de limites de quartiers</h2>
<p>La Ville d’Ottawa demande aux résidents de lui faire part de leurs commentaires sur les six options proposées pour la reconfiguration des quartiers d’Ottawa en répondant à un sondage en ligne sur <a href="https://ottawa.ca/fr/hotel-de-ville/engagement-du-public/projets/examen-des-limites-de-quartiers-2020">ottawa.ca/limitesdequartiers</a><u>,</u> du 19 août au 25 septembre 2020, et en participant à des consultations publiques virtuelles, qui se dérouleront du 10 au 23 septembre 2020.</p>
<p>Depuis le dernier examen important réalisé en 2005, la population d’Ottawa a augmenté considérablement, notamment dans les quartiers suburbains. Une situation qui a engendré d’importants déséquilibres démographiques entre les quartiers et a pour conséquence de nuire à la représentation juste et équitable des électeurs et de leurs communautés.</p>
<p>Par conséquent, en juin 2019, le Conseil municipal a demandé au personnel de la Ville d’embaucher une équipe de consultants indépendants pour mener un examen complet, objectif et impartial afin de déterminer des limites de quartiers qui pourraient être utilisées au minimum pour trois élections municipales en 2022, 2026 et 2030, et possiblement pour une quatrième élection en 2034.</p>
<p>La firme d’experts-conseils Beate Bowron Etcetera Inc., associée au Davidson Group et à Hemson Consulting Ltd., a élaboré six options pour la reconfiguration des quartiers, qui peuvent être consultées en ligne à <a href="https://ottawa.ca/fr/hotel-de-ville/engagement-du-public/projets/examen-des-limites-de-quartiers-2020">ottawa.ca/limitesdequartiers</a>. <li><strong>Option 5</strong> &#8211; le nombre de quartiers diminue à 17, à savoir neuf quartiers urbains, six quartiers suburbains et deux quartiers ruraux.</li>
<li><strong>Option 6</strong> &#8211; le nombre de quartiers augmente à 24, à savoir douze quartiers urbains, neuf quartiers suburbains et trois quartiers ruraux. Dans cette option, les changements aux limites des quartiers sont minimes.</li>

<p>Il s’agit d’une deuxième ronde de consultations. La première s’est déroulée en mars 2020 et a consisté en un sondage en ligne et des consultations publiques afin de recueillir des commentaires sur les limites actuelles des quartiers. Le rapport de l’équipe de consultants sur <a href="https://documents.ottawa.ca/sites/documents/files/Option%206%20Supplementary%20Report_fr_Final_rev.pdf">les options proposées</a> a été étudié par le Conseil le 15 juillet 2020. Le rapport final, qui recommandera de nouvelles limites de quartiers, sera étudié par le Comité des finances et du développement économique et le Conseil municipal en décembre 2020.</p>

<p>The City encourages you to participate in the Ward Boundary Review 2020, either through the online public engagement survey at <a href="https://ottawa.ca/en/city-hall/public-engagement/projects/ward-boundary-review-2020">ottawa.ca/wardboundary</a> or through any of the nine public consultations taking place between Tuesday, March 10 and Wednesday, April 1.</p>
<p>In June 2019, City Council directed staff to retain an independent consultant to conduct a comprehensive review and establish the city’s ward boundaries that could be used in at least the 2022, 2026 and 2030 municipal elections. Beate Bowron Etcetera Inc., in association with The Davidson Group and Hemson Consulting Ltd., will lead the review and ensure an objective and impartial process.</p>
<p>The last major ward boundary review was conducted 15 years ago, and Ottawa’s population has grown significantly since – especially in suburban wards. There are now significant population imbalances between wards that could affect fair and equal representation for you, the voter. That’s why it is important to get involved and have your say.</p>
<p>There will be two rounds of public consultation. Round one is underway, collecting your input on existing ward boundaries. Once the first phase is finished, the consultant team will prepare an information report that will set out options for revised ward boundaries, to be considered this spring by the Finance and Economic Development Committee and City Council. Round two will be later this year, and will seek opinions and feedback on those ward boundary options.<strong> </strong></p>
<p><strong>How to participate</strong></p>
<p>Getting involved is easy and convenient. You can provide your input as part of round one either from the comfort of your own home by completing a survey or submitting comments at <a href="https://ottawa.ca/en/city-hall/public-engagement/projects/ward-boundary-review-2020">ottawa.ca/wardboundary</a>, or by attending one of the following consultation sessions:</p>

<h2>Participez à l&#8217;examen des limites de quartiers et de la représentation égale</h2>
<p>La Ville vous encourage à participer à l&#8217;examen des limites de quartiers de 2020 par le biais du sondage en ligne sur l&#8217;engagement du public à <a href="https://ottawa.ca/fr/hotel-de-ville/engagement-du-public/projets/examen-des-limites-de-quartiers-de-2020">ottawa.ca/limitesquartiers</a> ou de l&#8217;une des neuf consultations publiques qui auront lieu entre le mardi 10 mars et le mercredi 1<sup>er</sup> avril.</p>
<p>En juin 2019, le Conseil municipal a demandé au personnel de retenir les services d&#8217;un consultant indépendant pour effectuer un examen complet et déterminer les limites des quartiers de la ville qui pourraient être utilisées au moins lors des élections municipales de 2022, 2026 et 2030. Beate Bowron Etcetera Inc., en association avec The Davidson Group et Hemson Consulting Ltd., dirigera l&#8217;examen et assurera un processus objectif et impartial.</p>
<p>Le dernier examen important des limites de quartiers remonte à il y a 15 ans, et la population d’Ottawa a augmenté considérablement depuis, surtout dans les quartiers suburbains. Il y a maintenant un important déséquilibre démographique entre les quartiers qui pourrait nuire à une représentation juste et égale pour vous, l&#8217;électeur. Voilà pourquoi c&#8217;est important de participer et de donner votre avis.</p>
<p>Il y aura deux séries de consultations publiques. La première série est en cours, recueillant vos commentaires sur les limites de quartiers actuelles. Une fois la première phase terminée, l&#8217;équipe de consultants préparera un rapport d&#8217;information qui établira des options pour les limites de quartiers révisées aux fins d&#8217;examen par le Comité des finances et du développement économique et le Conseil municipal au printemps. La deuxième série aura lieu plus tard cette année et cherchera à obtenir des avis et des commentaires sur ces options relatives aux limites de quartiers.</p>
