This week I introduced a notice of motion at Public Works and Infrastructure Committee that would lower the speed limits from 50 km/h to 40 km/h on Abbott, Fernbank, and in the Westwood neighbourhood.

Abbott: A standard 40km/h speed limit from Terry Fox to West Ridge. (Currently it varies from 40km/h to 50hkm/h depending on the neighbourhood and school zones.)

Fernbank: 40km/h from Shea to West RIdge. (Currently it’s signed as 60km/h between Shea and Cope.)

Cope: 40km/h all the way from Terry Fox to Fernbank, including the future section between Angel Heights/Goldhawk and Shea

A 40km/h “Gateway Zone” for the Westwood neighbourhood. (Currently 50km/h by default.)

I’ve proposed the changes based on frequent feedback from Stittsville residents. Simply changing the speed signs won’t be enough on its own to change driver behaviour, but data from other areas shows that it does help lower speeds. It also reinforces that high speeds are not acceptable in a residential neighbourhood. We’re looking at adding additional traffic calming and safety infrastructure in the future as well.

If you have feedback or questions, please send me an email at glen.gower@ottawa.ca.

The committee will consider and vote on the motion at our next meeting, scheduled for June 25, 2026.

Text of my notice of motion

WHEREAS staff have completed a review of the Speed Zone Policy to develop a new framework that aligns with the Safe Systems Approach and road safety best practices, reflects Ottawa’s local context and roadway functions, integrates all existing Council‑approved speed‑related policies, and supports a cultural shift in road safety;

WHEREAS validation of staff’s preferred speed‑limit setting approach is underway, including assessment of corridors identified through Councillor consultations; and

WHEREAS the updated Speed Zone Policy is anticipated to be brought forward for approval in the next Term of Council; and

WHEREAS a continuous 40 km/h speed limit is desired along Abbott Street East from Terry Fox Drive to West Ridge Drive, and on Fernbank Road, from Shea Road to West Ridge Drive; and

WHEREAS Cope Drive functions as a major collector from Robert Grant Avenue to Angel Heights/Goldhawk Drive, and as a collector roadway between Shea Road to Fernbank Road, with speed limits of 50 km/h, and there is community interest in incorporating these two corridor sections into adjacent 40 km/h Gateway Zones;

WHEREAS the desired speed limit changes would align with staff’s preferred speed limit setting approach, and

WHEREAS staff do not have the required delegated authority to make speed limit changes outside of the Council-approved Speed Zone Policy, and other speed-related policies.

THEREFORE BE IT RESOLVED that the Public Works and Infrastructure Committee recommend Council approve reducing the speed limit to 40 km/h on Abbott Street East from Robert Grant Avenue to Stittsville Main Street, and on Fernbank Road from Shea Road to Cope Drive, to provide continuous speed limits on these corridors;

BE IT FURTHER RESOLVED that the speed limit on Cope Drive, from Robert Grant Avenue to Angel Heights/Goldhawk Drive and from Shea Road to Fernbank Road, be reduced from 50 km/h to 40 km/h;

BE IT FURTHER RESOLVED that the future section of Cope Drive, from Angel Heights/Goldhawk Drive to Shea Road, be posted at 40 km/h upon opening to traffic, to maintain a continuous speed limit along Cope Drive;

BE IT FURTHER RESOLVED that the corresponding signage changes be completed as soon as practicable.

La version française suit

Teraflex Ltd, is working on behalf of Hydro Ottawa completing civil work which will include installing a cast in place Hydro Ottawa manhole located at the North / West corner of Robert Grant Ave and Bobolink Ridge with duct work that will run across the road for future power feeding into the new residential buildings located at the North / East corner of Bobolink and Robert Grant Ave

What: Work will involve excavation at the North / West corner of Robert Grant Ave and Bobolink Ridge to prepare for the cast-in place manhole. Work at this corner will run approximately 3.5 weeks or 17 business days.

Road closure of Bobolink Ridge at Robert Grant Ave round about heading east of Bobolink to Shinny Ave and West to Embankment Street will be closed daily between 7:00 AM to 5:00 PM. There will be traffic flaggers helping to direct and assist with traffic flow. The intersection will open in the evening and overnight hours with road plates in
place.

When: This work is scheduled to start September 3rd and completion is anticipated by September 6th, 2024. Other work at intersection will continue with anticipated completion date of September 27th, 2024. Work will take place between 7 am and 5 pm. Bobolink Ridge will remain open to traffic with alternating lane closures
expected.

Why: Hydro Ottawa is installing a manhole and duct work for future power distribution to a
new residential community at the corner of Robert Grant Ave and Bobolink Ridge.

Who: Hydro Ottawa has retained the civil contractor, Teraflex Ltd. The contractor has been made aware that adjacent streets are private property, and the streets are not to be used for construction related activities and/or parking of equipment.

Impact on the right of way and adjacent private properties
The construction is within the City’s right of way but may result in some tra3ic flow
disruptions.

On-street parking
As the work activities are in progress at this intersection, on-street parking may be
restricted.

Traffic management
To accommodate the proposed construction, various lane reductions, alternating traffic and/or detours can be expected. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained with detours.

Construction disruptions
The contractor will take every precaution to minimize interruptions to the normal life of your family and/or operation of your business, but as you can appreciate, there may be some inconvenience during construction. We would like to thank you in advance for your patience and co-operation.

Blasting and hoe-ramming: Blasting will occur on this site. Notifications have been sent to everyone within 150 metres of the blasting site and vibration monitors will be installed. Prior to blasting, there will be a pre-blast survey, which is completed for all structures within 75 meters of blasting site. Typical hours of blasting are Monday to Friday between 7:00 am and 6:00 pm with up to six (6) blasts per crew occurring per day. Vibration monitors will be installed. The blasting monitors provide instant feedback to the blasting contractor to ensure they adjust their blasting program, if required. Prior to each blast, the site will be cleared of all persons and secured. This will be followed by a series of warning whistles as follows;
– Five short whistles – One minute to blast
– Three short whistles – Blast is imminent
– One long whistle – Blast is clear
Some hoe ramming may be necessary based on post blasting conditions

Working hours: Most work will occur during the weekdays and comply with the City of Ottawa’s Noise By-Law. Some Saturday work is possible but will not occur regularly.

Street sweeping/dust control: Mitigation measures for construction impacts will include street sweeping, which will occur on a weekly basis to help control dust and keep debris from being tracked outside the construction site. A mud mat will be installed at the site entrance to mitigate material being tracked off-site. Contractors and trades will be instructed to slow down when driving onsite to help with dust control and frequent watering will occur. Silt fence will also be placed on the site perimeter to protect water quality from sediment and construction debris.

Parking plan: Employee and trade parking is expected to be on-site.

Tree removal: The site is clear. No tree clearing is required. A landscape plan is in the process of being approved by the City and will detail proposed tree planting, sodding, connections to off-site walkways and site fencing.

– Cinq coups de sifflet courts – une minute avant l’explosion;
– Trois coups de sifflet courts – l’explosion est imminente;

The City of Ottawa is seeking your input regarding the design of a new community park in the Westwood subdivision in Stittsville. It’s labeled as “Park No. 3” in the Fernbank Community Design Plan. Despite being referred to as Cope Park, the park’s official name will be determined through the Commemorative Naming process.

The park will be located at 785 Cope Drive at Dagenham and is approximately 3.04 hectares. This community park will serve as a special space for the neighbourhood, offering a wide range of both passive and active recreational opportunities.

The conceptual plan includes a full-size soccer field, two tennis courts coupled with four pickleball courts, a multipurpose seasonal ice rink that converts into basketball courts, a puddle rink, playgrounds for both junior and senior age groups, a swing set, a sandy play area, a splash pad, as well as a gazebo. These recreational features are linked with open play zones, as well as connected by an asphalt walking trail with seating and shading. Moreover, accessible seating along the trail aims to support the City of Ottawa’s Older Adult Plan. Additionally, a multi-use pathway along the park’s Cope Drive frontage, alongside a designated bus stop are also planned for.

To ensure the park maintains a lush green environment, a diverse selection of native plants will be incorporated, aiming to achieve a minimum of 30% canopy coverage throughout the area.

Two different concept plans with images of the proposed designs for the playgrounds and splash pad options are available for review.

Residents are invited to participate in the survey on Engage Ottawa to share insights and preferences. Your feedback is important in shaping the future of this community park.

What is Site Plan Control?

Site plan control is a planning tool that a municipality uses to evaluate certain site elements, on a parcel of land where development is proposed, such as:

access for pedestrians and vehicles

walkways

exterior lighting

waste facilities

landscaping

drainage

exterior design

This control over detailed site-specific matters ensures that a development proposal is well designed, fits in with the surrounding uses and minimizes any negative impacts. Click here to learn more about site plan control…

l’accès pour les piétons et les véhicules;

les allées;

l’éclairage extérieur;

les installations de gestion des déchets;

l’aménagement paysager;

le drainage;

A dual-zoned R3Z/Minor Institutional Zone Subzone B (I1B) to permit the development of the proposed school, or alternatively, residential uses in the event that the school block is not required for that purpose (shown as Block 289 in the plan).

Plan of Subdivision

A concurrent subdivision application has also been proposed to develop a residential subdivision that will consist of a total of 610 homes as part of the Westwood Subdivision – Phase 4 development.

Since December, we’ve been asking for your feedback about how to improve transit service to the Fernbank area. Your feedback included wanting routes closer to homes, and more direct service to downtown.

In response, new OC Transpo service changes to Route 167—now Route 67—will make taking transit more convenient and direct for residents in the growing neighbourhoods of Abbottsville Crossing, Bradley Commons, Blackstone, Fernbank Crossing, and Westwood. The improved service begins on April 24, 2022.

NEW Route 67

Route 167 will be renumbered as NEW Route 67. The new route will be realigned between Cope and Westphalian to operate along Rouncey Road (instead of Terry Fox Drive) through the Blackstone neighbourhood. In the morning and afternoon peak periods, Route 67 will bypass Terry Fox Station and extend all the way to Tunney’s Pasture Station.

Route 252 will be shortened to start at Templeford and Cope in the morning and end at Cope and Northgraves in the afternoon. Route 67 will provide Abbottsville residents with a connection to Line 1 at Tunney’s Pasture Station. Route 67 will provide a faster and more direct route to the Tunney’s Pasture LRT station than Route 252.

See images below for route maps or visit OC Transpo to plan your trip.
