<p>A heads up that Stittsville Main Street will be closed between Orville Street and Abbott Street overnight from Sunday, June 7 until Tuesday, June 16 from 8:00 p.m. to 6:00 a.m. overnight on Sundays and Mondays, and  from 10:00 p.m. to 6:00 a.m. during the rest of the week. A noise by-law exemption has also been issued for this work. (The road will be open at all other times on weekdays and weekends.)</p>
<p>The work is required to complete water and sewer connections for the development at 1518 Stittsville Main Street. The City is allowing the overnight closure to avoid disruptions during the day on weekdays and weekends.</p>
<p>Access will be maintained for pedestrians and all local businesses can continue to operate. This will be a disruption so residents are encouraged to plan ahead and use an alternate route.</p>

<h2>Fermetures nocturnes de la rue Stittsville Main</h2>
<p>À noter que la rue Stittsville Main sera fermée entre la rue Orville et la rue Abbott pendant la nuit, du dimanche 7 juin au mardi 16 juin, de 20 h à 6 h les dimanches et lundis, et de 22 h à 6 h le reste de la semaine. Une exemption au Règlement sur le bruit a également été accordée pour ces travaux. (La route sera ouverte à tous les autres moments les jours de semaine et les fins de semaine.)</p>
<p>Les travaux sont nécessaires pour effectuer les branchements d’eau et d’égouts pour le projet d’aménagement au 1518, rue Stittsville Main. La Ville autorise la fermeture nocturne afin d’éviter les perturbations pendant la journée les jours de semaine et les fins de semaine.</p>
<p>L’accès sera maintenu pour les piétons et tous les commerces locaux pourront continuer leurs activités. Ces travaux causeront des perturbations; on encourage donc les gens à planifier leurs déplacements et à emprunter un autre itinéraire.</p>

<p>Inverness Homes will soon begin construction of The Station, located at 1518 Stittsville Main Street, immediately south of the Trans Canada Trail. The development includes a four-storey, 27-unit apartment building, and a two-storey mixed-use building. The mixed-use building includes a ground floor restaurant and patio, and second floor office space.</p>
<p>Here&#8217;s information from Inverness Homes about construction plans and how the work will impact residents:</p>
<ul>
<li><strong>Key contacts for resident inquiries about construction:</strong> Inquiries can be directed to <a href="mailto:info@invernesshomes.ca">info@invernesshomes.ca</a> and will be forwarded to the appropriate team member</li>
<li><strong>Timelines:</strong> Construction is anticipated to begin in June 2025 and is expected to continue through to December 2026, subject to weather, permitting, and scheduling factors.</li>
<li><strong>Blasting or hoe-ramming:</strong> There are currently no plans for blasting or hoe-ramming on site.</li>
<li><strong>Road closures:</strong> Some temporary disruptions may occur during utility connections to municipal services. Inverness Homes is working closely with the City’s Road Cut Permitting Office to finalize a traffic management plan. Timing and specific details will be shared with the community once confirmed.</li>
<li><strong>Working hours:</strong> Construction activity will generally occur on weekdays during standard working hours, in accordance with the City of Ottawa’s Noise By-law. Occasional weekend work may take place if needed to maintain project timelines.</li>
<li><strong>Sweeping/dust control/garbage control: </strong>Inverness Homes is committed to maintaining a safe and clean site. Measures may include regular waste collection, use of bins, and dust control efforts such as watering or street sweeping, as needed.</li>
<li><strong>Parking plan:</strong> Parking arrangements for workers and contractors are still being finalized. Where possible, parking will be accommodated on-site to minimize disruption. Workers will be directed to park on streets throughout the neighbourhood when onsite parking is not possible. All parking is subject to City of Ottawa by-laws.</li>
<li><strong>Tree removal: </strong>Tree removal and site preparation have been completed in accordance with the approved plans. A detailed landscaping plan has been prepared and is available upon request to <a href="mailto:info@invernesshomes.ca">info@invernesshomes.ca</a>.</li>

<li><strong>Dynamitage ou excavation à la rétrocaveuse :</strong> Il n’y a actuellement aucun plan de dynamitage ou d’excavation à la rétrocaveuse binage sur le site.</li>
<li><strong>Fermetures de routes :</strong> Certaines perturbations temporaires peuvent survenir lors des raccordements aux services municipaux. Inverness Homes travaille en étroite collaboration avec le Bureau des permis de terrassement de routes de la Ville pour achever un plan de gestion de la circulation. Le calendrier et les détails particuliers seront communiqués à la communauté une fois confirmés.</li>
<li><strong>Heures de travail :</strong> Les travaux de construction auront généralement lieu les jours de semaine pendant les heures habituelles de travail, conformément au <em>Règlement sur le bruit</em> de la Ville d’Ottawa. Des travaux occasionnels la fin de semaine peuvent avoir lieu lorsque cela est nécessaire afin de respecter les échéanciers du projet.</li>
<li><strong>Balayage, contrôle de la poussière ou des déchets : </strong>Inverness Homes s’engage à maintenir un site sûr et propre. Les mesures peuvent comprendre la collecte périodique des déchets, l’utilisation de bacs et des efforts de contrôle de la poussière comme l’arrosage ou le balayage des rues, au besoin.</li>
<li><strong>Plan de stationnement :</strong> Les dispositions en matière de stationnement pour les travailleurs et les entrepreneurs sont encore en cours d’achèvement. Dans la mesure du possible, le stationnement sera aménagé sur place afin de limiter au minimum les perturbations. Les travailleurs seront invités à se stationner dans les rues du quartier lorsqu’il n’est pas possible de stationner sur place. Tous les stationnements sont soumis aux règlements municipaux de la Ville d’Ottawa.</li>
<li><strong>Abattage des arbres : </strong>L’abattage des arbres et la préparation du site ont été effectués conformément aux plans approuvés. <p>In a <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=cad7f8f0-1d21-4b5f-98af-e4c631aec59a&amp;Agenda=Agenda&amp;lang=English&amp;Item=21&amp;Tab=attachments">report to the Built Heritage Committee</a>, City staff are recommending that the by-law designating 1518 Stittsville Main Street to be of cultural heritage value under Part IV of the <em>Ontario Heritage Act</em> be repealed because the historic building that was once located there no longer exists.</p>
<p>The property was designated under Part IV of the <em>Ontario Heritage Act</em> on May 20, 1986 by the former Township of Goulbourn. At that time, it contained a two-storey building constructed in the early 1870s known as the Bradley General Store and Post Office. The building was partially destroyed by fire on September 9, 2013, and what remained was demolished on July 18, 2014 due to extensive damage and structural concerns.</p>
<p>While the site is currently vacant, Inverness Homes wants to build a four-storey, 27-unit apartment building and a two-storey mixed-use building with a restaurant and office space on the site, known as <a href="http://glengower.ca/development/1518-stittsville-main-street-revised-site-plan-control-application/">The Station</a>.</p>
<p>Staff initially recommended that Council repeal the designating by-law at a Built Heritage Sub-Committee meeting of March 3, 2014. Council approved the recommendation at the City Council meeting of April 9, 2014; however, the repeal process was not initiated, and no repealing by-law was passed at the time.</p>
<p>The by-law repeal process under the <em>Ontario Heritage Act</em> has since been revised, so staff are re-initiating the repeal process under the current policies. The staff report will go before the Built Heritage Committee on May 13, 2025 before rising to City Council on May 28, 2025.</p>

<h3>1518, rue Stittsville Main au Comité du patrimoine bâti le 13 mai</h3>
<p>Dans un <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=cad7f8f0-1d21-4b5f-98af-e4c631aec59a&amp;Agenda=Agenda&amp;lang=English&amp;Item=21&amp;Tab=attachments">rapport présenté au Comité</a> du patrimoine bâti, le personnel de la Ville recommande que le règlement désignant le 1518, rue Stittsville Main comme ayant une valeur patrimoniale culturelle en vertu de la partie IV de la <em>Loi sur le patrimoine de l’Ontario</em> soit abrogé parce que l’édifice historique qui s’y trouvait n’existe plus.</p>
<p>La propriété a été désignée en vertu de la partie IV de la <em>Loi sur le patrimoine de l’Ontario</em> le 20 mai 1986 par l’ancien canton de Goulbourn. <p>The City of Ottawa has received a revised Site Plan Control application for 1518, 1524 and 1526 Stittsville Main Street. The site is immediately south of the Trans Canada Trail.</p>
<p><strong>Inverness Homes</strong> wants to build a four-storey, 27-unit apartment building, and a two-storey mixed-use building. The mixed-use building includes a ground floor restaurant and patio, and second floor office space. The proposed development also includes 67 surface parking spaces and 17 bicycle parking.</p>

<h3>Background</h3>
<p>The original Site Plan Control application was submitted in <a href="http://glengower.ca/development/site-plan-control-application-for-1518-1524-and-1526-stittsville-main-street/">December 2020</a>, and a public meeting was held in <a href="https://www.youtube.com/watch?v=3MIoibqgiAY">February 2021</a>.</p>
<p>Site Plan approval was previously granted in May 2022, for a four-storey, 33-unit apartment building and two-storey mixed-use building, including restaurant/patio space at grade and second floor office space, and 77 parking spaces (42 spaces at grade and 35 spaces in an underground garage).</p>

<h3>What&#8217;s changed</h3>
<p>The applicant is now seeking to revise the approved development to remove the underground parking garage and expand the proposed surface parking area.</p>
<p>As a result, the total number of parking spaces and size of the residential apartment building has been reduced. The revised proposal includes a four-storey residential building with 27 apartments and 67 surface parking spaces. The proposed 2-storey mixed-use building along Stittsville Main Street is generally maintained as previously approved.</p>
<p>These changes have not been approved. City staff will be reviewing the revised application to ensure it complies with applicable provincial policy, city policy and by-laws. Councillor Glen will also be reviewing the revised application with his team.</p>

<p style="font-weight: 400;">Le requérant souhaite à présent réviser l’aménagement approuvé de manière à supprimer le garage de stationnement souterrain et à agrandir l’aire de stationnement de surface proposée.</p>

La proposition révisée concerne à présent un immeuble résidentiel de quatre étages, abritant 27 logements et assorti de 67 places de stationnement de surface. L’immeuble polyvalent de deux étages proposé le long de la rue Stittsville Main conserverait globalement les caractéristiques déjà approuvées.</p>
<p style="font-weight: 400;">Ces modifications n’ont pas encore été approuvées. Le personnel de la Ville prendra connaissance de la demande révisée pour s’assurer qu’elle respecte la politique applicable du gouvernement provincial, ainsi que la politique et les règlements de la Ville. Le conseiller Glen Gower examinera également la demande révisée avec son équipe.</p>

<p><strong>Inverness Homes</strong> has submitted a second version of their plans for <a href="http://glengower.ca/development/site-plan-control-application-for-1518-1524-and-1526-stittsville-main-street/">1518 Stittsville Main Street</a> after receiving comments from City planners, our office, the Urban Design Review Panel, and residents. There have been a few minor changes from the original proposal, including the following:</p>
<ul>
<li>The width of the restaurant patio nearest Stittsville Main Street has been reduced to allow for more space along the public sidewalk</li>
<li>The bicycle parking spaces near the main commercial entrance have also been relocated (two remain near Stittsville Main Street, while the rest are located by the residential entrance and exterior amenity area</li>
<li>A second floor mezzanine has been added to the restaurant area.</li>
<li>Smaller changes include:
<ul>
<li>landscaping revisions (more trees surrounding the parking lot at grade and near the Trans Canada Trail)</li>
<li>the loading space label has been removed</li>
<li>the garbage enclosure nearest Stittsville Main Street has been replaced with semi-buried Molok-style waste bins, with landscaping to screen.</li>

<p>La firme <strong>Inverness Homes</strong> a soumis une seconde version de ses plans visant le <a href="http://glengower.ca/development/site-plan-control-application-for-1518-1524-and-1526-stittsville-main-street/">1518, rue Stittsville Main</a>, après avoir pris connaissance des commentaires émis par les urbanistes de la Ville, notre bureau, le Comité d’examen du design urbain et les résidents. Quelques changements mineurs ont été apportés à la proposition originale :</p>
<ul>
<li>La largeur de la terrasse du restaurant à l’endroit le plus près de la rue Stittsville a été réduite afin de laisser plus d’espace le long du trottoir public.</li>
<li>Les places de stationnement pour vélos près de la principale entrée commerciale ont été déplacées; deux sont conservées près de la rue Stittsville Main, tandis que les autres sont prévues à côté de l’entrée des résidents et de l’aire d’agrément extérieure.</li>
<li>Une mezzanine a été ajoutée au deuxième étage de l’aire de restauration.</li>
<li>Changements moins importants :
<ul>
<li>Révision de l’aménagement paysager (davantage d’arbres autour de l’aire de stationnement au niveau du sol et près du Sentier transcanadien).</li>
<li>L’aire de chargement a été retirée.</li>
<li>L’aire de stockage des ordures près de la rue Stittsville Main a été remplacée par des bacs semi-enfouis de style Molok, dissimulés par des éléments paysagers.</li>

<p><em>La version française suit</em></p>
<p>The City of Ottawa has received a Site Plan Control application for 1518, 1524 and 1526 Stittsville Main Street. The site is immediately south  of the Trans Canada Trail. <strong> Inverness Homes</strong> wants to build a mixed-use building with a two-storey restaurant/office space along Stittsville Main Street, and a four-storey 33-unit residential apartment in behind. The development would include an underground parking garage with 35 spaces, and a further 42 spaces on the surface.</p>

<p>This is an important site along Stittsville Main Street and I&#8217;m glad to see this proposal come forward from Inverness.  They&#8217;ve partnered with architect Malcolm Wildeboer, a Stittsville resident who has designed buildings like Alice&#8217;s Café in Carp and the restored Cheshire Cat Pub on Richardson Side Road.  The brick train station design is a nod to Stittsville&#8217;s railroad history and the patio space out front will bring some new life to this part of Stittsville Main. (A heritage brick building stood on this site until a fire in 2013. It was once known as Bradley&#8217;s General Store, and more recently was home to Louisiannie&#8217;s restaurant.) We&#8217;ll be holding an information meeting in the new year to share more information about this project and to hear feedback from residents.</p>
