<p>The City of Ottawa would like to remind residents of the following schedule changes and City service impacts for National Day for Truth and Reconciliation on Tuesday, September 30.</p>
<p><strong>Client Services</strong></p>
<ul>
<li>The City’s 3-1-1 Contact Centre will be open for urgent matters only. Please visit <a href="https://ottawa.ca/en/3-1-1">ottawa.ca/311</a> to submit a service request online.</li>
<li>All ServiceOttawa’s Client Services Centres, Provincial Offences and Administrative and Penalty System (APS) counters and phone lines will be closed. Counters are located at Ottawa City Hall (110 Laurier Avenue West), Ben Franklin Place (101 Centrepointe Drive), Orléans (255 Centrum Boulevard), Metcalfe Client Service Centre (8243 Victoria Street) and the City’s Provincial Offences Court at 100 Constellation Drive.</li>
<li>The Business Licensing Centre at 735 Industrial Avenue will be closed.</li>
<li>The City of Ottawa Spay and Neuter Clinic at 26 Concourse Gate will be closed.</li>
</ul>
<ul>
<li>The City of Ottawa Archives and Gallery 112 at the James Bartleman Centre will be closed on Tuesday, September 30.</li>
</ul>
<p><strong>Green bin, recycling and garbage collection</strong></p>
<ul>
<li>Curbside <a href="https://ottawa.ca/en/garbage-and-recycling/green-bin-and-leaf-and-yard-waste">green bin</a>, <a href="https://ottawa.ca/en/garbage-and-recycling/recycling">recycling</a>, <a href="https://ottawa.ca/en/garbage-and-recycling/garbage">garbage</a> and bulky item collection will follow the normal collection schedule on Tuesday, September 30.</li>
<li>Residents can sign up to receive collection reminders and service alerts by email or phone call at <a href="https://ottawa.ca/en/garbage-and-recycling/recycling/garbage-and-recycling-collection-calendar">ottawa.ca/CollectionCalendar.</a></li>
<li>Collections of multi-residential recycling containers, bulky items and green bins will follow the normal collection schedule on Tuesday, September 30.</li>
<li>The <a href="https://ottawa.ca/en/garbage-and-recycling/garbage#section-b48fbdf4-393e-4105-9f65-0fcf9ccf75a7">Trail Waste Facility Landfill</a> will be open on Tuesday, September 30 from 9 am to 5 pm.</li>
</ul>
<p><strong>Parking</strong></p>
<ul>
<li>All City parking regulations apply.</li>
</ul>
<p><strong>Transit Services</strong></p>
<ul>
<li>OC Transpo bus and train service will run on a weekday schedule.</li>
<li>Rural Shopper Route 302 will run.</li>
<li>The Rideau Centre OC Transpo Customer Service Centre will be open on Tuesday, September 30 from 9:30 am to 9 pm.</li>
<li>The OC Transpo Lost and Found at St-Laurent Station will be closed.</li>
<li>Para Transpo:
<ul>
<li>Para Transpo service will operate regular service on Tuesday, September 30.</li>
<li>Regular bookings or recurring trips for Tuesday, September 30, will not be cancelled.</li>
<li>Customers can book trips for National Day for Truth and Reconciliation starting Tuesday, September 23, by calling 613-560-5000 or using My Para Transpo.</li>
<li>The reservations line and My Para Transpo will be open from 7 am to 5 pm.</li>
<li>To get trip details and cancel a trip, the information and cancellation phone line will be open from 6 am to 12:30 am, and the text 57272 service (standard rates apply) will be open from 6 am to 9 pm.</li>
<li>You can also get trip details and cancel trips anytime, 24/7, through the automated phone system or My Para Transpo.</li>
<li>The Taxi Coupon line will be closed.</li>
</ul>
</li>
<li>Use the Travel Planner or Transit, the recommended app for OC Transpo customers, to plan your trip.</li>

<p><strong>Recreation and cultural services</strong></p>
<ul>
<li>All community, recreation and cultural facilities are open.</li>
<li>The Barbara Ann Scott Gallery, City Hall Art Gallery and Karsh-Masson Gallery at City Hall will be closed on Tuesday, September 30.</li>
</ul>
<p><strong>Ottawa Public Health</strong></p>
<ul>
<li>The <a class="ext" href="https://www.ottawapublichealth.ca/en/public-health-topics/harm-reduction-services-in-ottawa.aspx" target="_blank" rel="noopener noreferrer" data-extlink="">Site program</a> office and supervised consumption services at 179 Clarence Street will be closed. The Site mobile van will operate from 5 pm to 11:30 pm.</li>
<li>Vaccination clinics and Neighbourhood Health and Wellness Hubs will be closed on Tuesday, September 30.</li>
<li>The <a class="ext" href="https://www.ottawapublichealth.ca/en/public-health-topics/sexual-health-clinic.aspx" target="_blank" rel="noopener noreferrer" data-extlink="">Sexual Health Clinic</a> and satellite clinics will be closed.</li>
<li><a class="ext" href="https://www.ottawapublichealth.ca/en/public-health-topics/dental-health.aspx" target="_blank" rel="noopener noreferrer" data-extlink="">Dental clinics</a> will be closed.</li>
<li>The <a class="ext" href="https://www.parentinginottawa.ca/en/dropins.aspx" target="_blank" rel="noopener noreferrer" data-extlink="">Parenting-In-Ottawa drop-ins</a> will be closed on Tuesday, September 30.</li>
<li>Connect with a registered nurse from <a class="ext" href="https://health811.ontario.ca/static/guest/home" target="_blank" rel="noopener noreferrer" data-extlink="">Health811</a> for free, secure, and confidential health advice. Service is available in English and French, with translation support also offered in other languages.</li>
<li>Our immunization program telephone line will be closed. <h2>Changements d’horaire pour la Journée nationale de la vérité et de la réconciliation (2025)</h2>
<p>La Ville d’Ottawa souhaite indiquer aux résidentes et résidents les modifications suivantes apportées à l’horaire et leur incidence sur les services municipaux lors de la Journée nationale de la vérité et de la réconciliation, le mardi 30 septembre.</p>
<p><strong>Centres du service à la clientèle</strong></p>
<ul>
<li>Le Centre d’appels 3-1-1 de la Ville sera ouvert pour les questions urgentes seulement. Pour soumettre une demande de service en ligne, veuillez consulter <a href="https://ottawa.ca/fr/3-1-1">ottawa.ca/fr/311</a>.</li>
<li>Tous les centres du service à la clientèle de ServiceOttawa, les comptoirs de services et les lignes téléphoniques des bureaux des infractions provinciales et du système de pénalités administratives seront fermés. Les comptoirs sont situés à l’hôtel de ville d’Ottawa (110, avenue Laurier Ouest), à la Place-Ben-Franklin (101, promenade Centrepointe), à Orléans (255, boulevard Centrum), au centre du service à la clientèle de Metcalfe (8243, rue Victoria) et à la Cour des infractions provinciales (100, promenade Constellation).</li>

<p><strong>Collecte des bacs verts, du recyclage et des déchets</strong></p>

<li>La collecte en bordure de rue des <a href="https://ottawa.ca/fr/dechets-et-recyclage/bac-vert-et-feuilles-et-residus-de-jardinage">bacs verts</a>, du <a href="https://ottawa.ca/fr/dechets-et-recyclage/recyclage">recyclage</a>, des <a href="https://ottawa.ca/fr/dechets-et-recyclage/collecte-des-dechets">déchets</a> et des articles encombrants suivra l’horaire normal de collecte le mardi 30 septembre.</li>
<li>Les résidentes et résidents peuvent s’inscrire pour recevoir des rappels et des alertes de service pour leur collecte des déchets par courriel ou par téléphone, à l’adresse <a href="https://ottawa.ca/fr/dechets-et-recyclage/recyclage/calendrier-de-la-collecte">ottawa.ca/CalendrierDeLaCollecte</a>.</li>
<li>La collecte du recyclage, des articles volumineux et des bacs verts des immeubles à logements multiples suivra l’horaire normal de collecte le mardi 30 septembre.</li>
<li>La <a href="https://ottawa.ca/fr/dechets-et-recyclage/collecte-des-dechets">décharge du chemin Trail</a> sera ouverte le mardi 30 septembre, de 9 h à 17 h.</li>
</ul>
<p><strong>Stationnement</strong></p>
<ul>
<li>Tous les règlements concernant le stationnement de la Ville s’appliqueront.</li>
</ul>
<p><strong>Services de transport en commun</strong></p>

<li>Les autobus et les trains d’OC Transpo seront en service selon l’horaire de la semaine.</li>
<li>Le circuit Bus-o-emplettes rural 302 sera en service.</li>
<li>Le centre de service à la clientèle d’OC Transpo du Centre Rideau sera ouvert le mardi 30 septembre, de 9 h 30 à 21 h.</li>
<li>Le bureau des objets perdus d’OC Transpo à la station St-Laurent sera fermé.</li>
<li>Para Transpo :
<ul>
<li>Para Transpo suivra l’horaire habituel le mardi 30 septembre.</li>
<li>Les réservations régulières et les déplacements récurrents du mardi 30 septembre ne seront pas annulés.</li>
<li>Les clients peuvent réserver des déplacements pour la Journée nationale de la vérité et de la réconciliation à compter du 23 septembre en composant le 613-560-5000 ou en utilisant Mon Para Transpo.</li>
<li>La ligne de réservation et Mon Para Transpo seront en service de 7 h à 17 h.</li>
<li>Pour obtenir les détails du trajet ou pour annuler un déplacement, les lignes téléphoniques de renseignement et d’annulation des déplacements seront ouvertes de 6 h à 12 h 30, tandis que le service par message texte au 57272 (des frais standard s’appliquent) sera ouvert de 6 h à 21 h.</li>
<li>Vous pouvez également obtenir des détails sur les trajets et annuler vos déplacements à tout moment, 24 heures sur 24, 7 jours sur 7, grâce au système téléphonique automatisé ou à Mon Para Transpo.</li>

<p><strong>Santé publique Ottawa</strong></p>

<li>Le bureau et les services de consommation supervisée du <a class="ext" href="https://www.santepubliqueottawa.ca/fr/public-health-topics/harm-reduction-services-in-ottawa.aspx" target="_blank" rel="noopener noreferrer" data-extlink="">programme Site</a>, situés au 179, rue Clarence, seront fermés. <p>The City of Ottawa would like to remind residents of the following schedule changes and City service impacts for National Day for Truth and Reconciliation on Monday, September 30.</p>
<p><strong>Client Service Centres</strong></p>
<ul>
<li>The City’s 3-1-1 Contact Centre will be open for urgent matters only. Please visit <a href="https://ottawa.ca/en/3-1-1">ottawa.ca/311</a> for more information.</li>
<li>ServiceOttawa’s Client Services and Provincial Offences counters and phone lines will be closed. Counters are located at Ottawa City Hall (110 Laurier Avenue West), Ben Franklin Place (101 Centrepointe Drive), Orléans (255 Centrum Boulevard) and the City’s Provincial Offences Court at 100 Constellation Drive.</li>
<li>The Business Licensing Centre at 735 Industrial Avenue will be closed.</li>
<li>The City of Ottawa Spay and Neuter Clinic at 26 Concourse Gate will be closed.</li>
<li>The City of Ottawa Archives and Gallery 112 at the James Bartleman Centre will be closed from Saturday, September 28 to Monday, September 30.</li>
<li>The Barbara Ann Scott Gallery, the Karsh-Masson Gallery, and the City Hall Art Gallery will be closed on Monday, September 30.</li>
</ul>
<p><strong>Green bin, recycling and garbage collection</strong></p>
<ul>
<li>Curbside <a href="https://ottawa.ca/en/garbage-and-recycling/green-bin-and-leaf-and-yard-waste">green bin</a>, <a href="https://ottawa.ca/en/garbage-and-recycling/recycling">recycling</a>, <a href="https://ottawa.ca/en/garbage-and-recycling/garbage">garbage</a> and bulky item collection will follow the normal collection schedule on Monday, September 30.</li>
<li>Residents can sign up to receive collection reminders and service alerts by email or phone call at <a href="https://ottawa.ca/en/garbage-and-recycling/recycling/garbage-and-recycling-collection-calendar">ottawa.ca/CollectionCalendar.</a></li>
<li>Multi-residential garbage containers will be collected on the regular scheduled day. Collections of multi-residential recycling containers, bulky items and green bins will be delayed by one day for the remainder of the week.</li>
<li>The <a href="https://ottawa.ca/en/garbage-and-recycling/garbage#section-b48fbdf4-393e-4105-9f65-0fcf9ccf75a7">Trail Waste Facility Landfill</a> will be open on Monday, September 30 from 9 am to 5 pm.</li>
</ul>
<p><strong>Parking</strong></p>
<ul>
<li>All City parking regulations apply.</li>
</ul>
<p><strong>Transit Services</strong></p>
<ul>
<li>OC Transpo buses will run on a weekday schedule.</li>
<li>O-Train Line 1 will run from 5 am to 1 am. Line 2 bus service will run from 5:45 am to midnight.</li>
<li>Rural Shopper Route 301 will run.</li>
<li>The Rideau Centre OC Transpo Customer Service Centre will be open on Monday, September 30 from 9:30 am to 9 pm.</li>
<li>The OC Transpo Lost and Found (Heartwood House) will be open on Monday, September 30 from 8:30 am to 6 pm.</li>
<li>Para Transpo:
<ul>
<li>Para Transpo service will operate regular service on Monday, September 30.</li>
<li>The reservations line will be open from 7 am to 5 pm.</li>
<li>The trip cancellation line will be open from 6 am to 12:30 am. Regular bookings for Monday, September 30 will not be automatically cancelled.</li>
<li>Para Transpo customers can also text 57272 to contact customer service representatives from 6 am to 12:30 am for cancellations or information. Standard rates apply.</li>
<li>The Taxi Coupon line will remain open.</li>
</ul>

<li>The <a class="ext" href="https://www.ottawapublichealth.ca/en/public-health-topics/harm-reduction-services-in-ottawa.aspx" target="_blank" rel="noopener noreferrer" data-extlink="">Site program</a> office and supervised consumption services at 179 Clarence Street will be closed. The Site mobile van will operate from 5 pm to 11:30 pm.</li>
<li>Visit the <a class="ext" href="https://www.parentinginottawa.ca/en/shared-content/where-to-get-children-or-youth-vaccinated.aspx" target="_blank" rel="noopener noreferrer" data-extlink="">ParentingInOttawa</a> web page for vaccination clinic hours and availability.</li>

Service is available in English and French, with translation support also offered in other languages.</li>
<li>Our immunization program telephone line will be closed. You can update your child&#8217;s immunization record using either the <a class="ext" href="https://www.canimmunize.ca/auth/en/login" target="_blank" rel="noopener noreferrer" data-extlink="">CANImmunize App</a> or the <a class="ext" href="https://oph.icon.ehealthontario.ca/#!/welcome" target="_blank" rel="noopener noreferrer" data-extlink="">Immunization Connect Ontario (ICON) Tool</a>. <h3>Changements d’horaires des services municipaux pour la Journée nationale de la vérité et de la réconciliation</h3>
<p>La Ville d’Ottawa souhaite rappeler à ses résidentes et résidents les changements d’horaires et les répercussions de la Journée nationale de la vérité et de la réconciliation sur les services municipaux le 30 septembre 2024.</p>
<p><strong>Centres du service à la clientèle</strong></p>
<ul>
<li>Le Centre d’appels 3-1-1 de la Ville sera ouvert pour les questions urgentes seulement.  Veuillez consulter <a href="https://ottawa.ca/fr/3-1-1">ottawa.ca/311</a> pour plus de précisions.</li>
<li>Le service à la clientèle de ServiceOttawa ainsi que les comptoirs de services et les lignes téléphoniques pour les infractions provinciales seront fermés. Les comptoirs sont situés à l’hôtel de ville d’Ottawa (110, av. Laurier O.), à la Place-Ben-Franklin (101, promenade Centrepointe), à Orléans (255, boul. Centrum) et à la Cour des infractions provinciales d’Ottawa (100, promenade Constellation).</li>
<li>Le Centre de permis d’entreprise, situé au 735, av. Industrial, sera fermé.</li>
<li>La Clinique de stérilisation de la Ville d’Ottawa, située au 26, porte Concourse, sera fermée.</li>
<li>Les Archives de la Ville d’Ottawa et la Galerie 112 au Centre James-Bartleman seront fermées du samedi 28 septembre au lundi 30 septembre.</li>
<li>La Galerie Barbara-Ann-Scott, la Galerie Karsh-Masson, et la Galerie d’art de l’hôtel de ville seront fermées le lundi 30 septembre.</li>
</ul>
<p><strong>Collecte des bacs verts, du recyclage et des déchets</strong></p>
<ul>
<li>La collecte des <a href="https://ottawa.ca/fr/dechets-et-recyclage/bac-vert-et-feuilles-et-residus-de-jardinage">bacs verts</a>, <a href="https://ottawa.ca/fr/dechets-et-recyclage/recyclage">des matières recyclables</a>, <a href="https://ottawa.ca/fr/dechets-et-recyclage/collecte-des-dechets">des déchets</a> et des objets encombrants suivra l’horaire normal de collecte, le lundi 30 septembre.</li>
<li>Les résidents et résidentes peuvent s’inscrire pour recevoir des rappels et des alertes de service pour leur collecte des déchets par courriel ou par téléphone à <a href="https://ottawa.ca/fr/dechets-et-recyclage/recyclage/calendrier-de-la-collecte">https://ottawa.ca/fr/dechets-et-recyclage/recyclage/calendrier-de-la-collecte</a>.</li>
<li>Pour les immeubles à logements multiples, la collecte des déchets aura lieu le jour prévu. Celle du recyclage, des articles encombrants et des bacs verts sera décalée d’une journée pour le reste de la semaine.</li>
<li>La <a href="https://ottawa.ca/fr/dechets-et-recyclage/collecte-des-dechets#section-b48fbdf4-393e-4105-9f65-0fcf9ccf75a7">Décharge du chemin Trail</a> sera ouverte le lundi 30 septembre de 9 h à 17 h.</li>

<p><strong>Stationnement</strong></p>
<ul>
<li>Tous les règlements relatifs au stationnement dans la ville s’appliqueront.</li>

<p><strong>Services de transport en commun</strong></p>

<li>OC Transpo sera en service selon l’horaire de la semaine.</li>
<li>La Ligne 1 de l’O‑Train sera en service de 5 h à 1 h. Le service d’autobus de la Ligne 2 circulera de 5 h 45 à minuit.</li>
<li>Le circuit 301 du Bus‑o‑emplettes sera en service.</li>
<li>Le centre de service à la clientèle d’OC Transpo du Centre Rideau sera ouvert le lundi 30 septembre de 9 h 30 à 21 h.</li>
<li>Le bureau des objets perdus d’OC Transpo (Heartwood House) sera ouvert le lundi 30 septembre de 8 h 30 à 18 h.</li>
<li>Para Transpo :

<li>Para Transpo suivra l’horaire habituel le lundi 30 septembre.</li>

<p>Saturday, September 30 marks the <a title="https://www.canada.ca/en/canadian-heritage/campaigns/national-day-truth-reconciliation.html" href="https://www.canada.ca/en/canadian-heritage/campaigns/national-day-truth-reconciliation.html" data-cke-saved-href="https://www.canada.ca/en/canadian-heritage/campaigns/national-day-truth-reconciliation.html">National Day for Truth and Reconciliation</a>, a time to honour survivors of residential schools and the children who never returned home, their families and communities, and to ensure that public commemoration of the history and legacy of residential schools remains a vital component of the reconciliation process.</p>
<p>This is <a title="https://nctr.ca/education/coming-soon-truth-and-reconciliation-week-2023/trw2023-gen/" href="https://nctr.ca/education/coming-soon-truth-and-reconciliation-week-2023/trw2023-gen/" data-cke-saved-href="https://nctr.ca/education/coming-soon-truth-and-reconciliation-week-2023/trw2023-gen/">Truth and Reconciliation Week</a>, and we encourage everyone to participate in one or more of the many learning opportunities and events happening over the next several days.</p>

<li>The National Arts Centre is offering programming to commemorate the National Day for Truth and Reconciliation, including a free exhibition called <a title="https://nac-cna.ca/en/event/34903" href="https://nac-cna.ca/en/event/34903" data-cke-saved-href="https://nac-cna.ca/en/event/34903">We Were so Far Away: The Inuit Experience of Residential Schools</a>.</li>
<li>The <a title="https://www.historymuseum.ca/truthandreconciliationday/" href="https://www.historymuseum.ca/truthandreconciliationday/" data-cke-saved-href="https://www.historymuseum.ca/truthandreconciliationday/">Canadian Museum of History</a> is offering free admission on September 30, and opportunities to acknowledge the history and impact of residential schools across Canada, beginning with a panel discussion on September 28.</li>

<p>Last week, City Council approved 1,281 hectares of new land for future urban expansion in Ottawa, including 445 hectares in the east end for an area known as <a href="https://www.tewin.ca/">Tewin</a>.</p>
<p>The Tewin project is being advanced by the <strong>Algonquins of Ontario (AOO)</strong> in a partnership with Taggart and Urban Strategies. The project is a compelling opportunity to concentrate future growth into a new community of 40,000 people, aligned with the type of compact, self-sustaining development that the City is prioritizing – known as the <a href="http://glengower.ca/notebook/official-plan-healthier-development/">&#8220;5 Big Moves&#8221;</a>.</p>
<p>It&#8217;s also a gesture towards indigenous reconciliation. There&#8217;s been a lot of discussion about this over the past two weeks.  The AOO have made a very specific request about what one part of reconciliation looks like for them. There isn&#8217;t just one Indigenous community, there are many. It is likely that reconciliation is going to mean different things to each, as the Truth and Reconciliation Commission demonstrated. I think it&#8217;s important to listen to the request from the AOO, and to understand that this isn&#8217;t going to be the path forward for all Indigenous communities, but it is for this one.</p>
<p>I wrote <a href="http://glengower.ca/notebook/notebook-the-gold-belt-the-tewin-lands-and-the-official-plan/">last week</a> about potential risks from the Tewin project: the cost for servicing is high; there’s geotechnical risk; it’s near unclassified wetlands; and there’s a large cost to serve it with rapid transit. To ensure that we&#8217;re not giving carte-blanche to develop without consideration of the cost to our municipality, I introduced a motion at Council to better protect us against these risks.</p>
<p>In this case the AOO are telling us they&#8217;ll pay for everything, but this motion helps ensure that we can hold them to that commitment.  The motion was passed with unanimous support from City Council.</p>

<h2>Carnet de note : Tewin, réconciliation et risque financier</h2>
<p>La semaine dernière, le Conseil municipal a approuvé l’ajout de 1 281 hectares de terrain pour l’expansion urbaine future à Ottawa, y compris 445 hectares dans le secteur à l&#8217;extrémité est appelé <a href="https://www.tewin.ca/">Tewin</a>.</p>
<p>Le projet Tewin a été proposé par les <strong>Algonquins de l’Ontario</strong>, en partenariat avec Taggart et Urban Strategies. Le projet est une occasion unique de concentrer la croissance future dans une nouvelle communauté de 40 000 habitants, dont le type d’aménagement compact et autosuffisant est en phase avec ce que priorise la Ville – soit les <a href="http://glengower.ca/notebook/official-plan-healthier-development/">« cinq grands changements »</a>.</p>
<p>Il s’agit également d’un geste de réconciliation avec les Autochtones. Il y a eu beaucoup de discussions à ce sujet au cours des deux dernières semaines. Les Algonquins de l’Ontario ont précisément indiqué leur perspective sur un volet de la réconciliation. Comme il existe de nombreuses communautés autochtones, il est probable que chacune d’entre elles ait sa propre vision de la réconciliation, comme l’a démontré la Commission de vérité et réconciliation. Je crois qu’il est important d’écouter la demande des Algonquins de l’Ontario et de comprendre que la voie qu’ils ont choisi de suivre ne sera pas celle de toutes les communautés autochtones.</p>
<p><a href="http://glengower.ca/notebook/notebook-the-gold-belt-the-tewin-lands-and-the-official-plan/">La semaine dernière</a>, j’ai écrit sur les risques liés au projet Tewin : le coût de viabilisation est élevé, il y a un risque géotechnique, la zone est à proximité de milieux humides non classés et le coût pour y amener le transport en commun rapide est très élevé. Afin de m’assurer que nous ne donnons pas carte blanche au projet d’aménagement sans tenir compte du coût pour notre municipalité, j’ai présenté une motion au Conseil pour mieux nous protéger contre ces risques.</p>
<p>Dans ce cas, les Algonquins de l’Ontario affirment qu’ils assumeront tous les frais. Toutefois, cette motion est un instrument nous permettant de les obliger à respecter leurs engagements à cet égard. Le Conseil municipal a adopté à l’unanimité la motion.</p>
