The City of Ottawa has received a Zoning By-law Amendment application from Taggart and Tamarack for part of 6015, 6021 and 6041 Fernbank Road, known as the Idylea subdivision. They want to change the zoning on part of the land to permit townhouses, where currently only single homes are permitted.

City staff have recommended approval of the proposed amendment, and the Planning and Housing Committee will consider the application on May 20, 2026. (See below for how you can participate or provide comments.)

Here’s an overview of what impact the change would make.

The proposed Zoning By-law Amendment currently under review is a request to permit townhomes (as well as a mix of singles family and semi-detached dwellings) on Phase 2 and 3 lands outlined in blue in Map #1. There are NO changes proposed to Phase 1 lands (outlined in thick black in Map #1.

In 2022, City-Council approved a Zoning By-law amendment to permit townhomes (as well as single family and semi-detached dwellings) on the lands highlighted in green in Map #2 below.

In 2024, Phase 1 of the subdivision was registered (outlined in Black in Map #1). This registration confirmed the layout of streets along with the mix of townhomes and singles on each lot.  As an example, Map #3 below shows most of the first phase development, and the number of units per lot: single red dots indicate single family lots, two dots on one lot indicate a semi-detached home, and three or more dots on a lot indicate the number of townhomes to be built. The proposed zoning by-law amendment does not change any of these lots. Phase 1 is now under construction.

Taggart says they still haven’t finalized the mix of singles, semis, and towns for Phases 2 and 3. Currently only singles are permitted on the lots backing onto the western lot line backing onto existing homes on Caribou and Liard.


There are several ways that residents can provide comments to the committee for the May 20, 2026 meeting:
