The Official Plan Amendment application for the Stittsville South Urban Boundary Expansion is on the agenda for Planning and Housing Committee on May 20, 2026.

The land is approximately 15.8 hectares and located at the northwest corner of the Shea Road and Flewellyn Road intersection.  Caivan has applied to include the land in the City’s urban boundary and to designate the lands as “Neighbourhood” under the Suburban Transect within the City’s Official Plan, in order to permit the development of a residential subdivision. The proposed subdivision could include approximately 360 dwelling units, a park, a stormwater management facility, and space for the Faulkner Drain and its environmental buffer.

Planning staff are recommending refusal of the Official Plan Amendment. Staff say that it does not satisfy the requirements of the Official Plan growth management framework, including the demonstration of land need to maintain the minimum 15-year supply of residential land.

This land is located entirely within Ward 21 (Rideau-Jock) but given its proximity to Ward 6 (Stittsville) we’re sharing this update for Stittsville residents.
