UPDATE: The Planning and Housing Committee approved the zoning bylaw amendment for this development on September 2.

La version française suit

Originally published August 29, 2026

City staff are recommending approval of a zoning by-law amendment to permit an indoor water park, family entertainment centre, 236-room hotel, and restaurant along Palladium Drive.

The project will come to Planning & Housing Committee on Wednesday, September 2, with a final decision coming the following week at City Council.

Councillor Glen’s comments from the staff report

I’ve heard a lot of excitement about this project from residents. This facility would generate jobs, along with tourism and economic benefits for the west end.

At the same time, there will be impacts to the nearby Connections neighbourhood, particularly from the additional traffic generated by visitors to the hotel and water park. Through the site plan process, staff must review the following:

Can a right-in/right-out entrance be added to Palladium Drive, to reduce the amount of traffic accessing the site via Derreen/Culdaff.

Capacity and design of the Derreen-Culdaff intersection. The facility will generate significantly more traffic than what was originally anticipated for Culdaff. I would like to see a traffic light or roundabout at this intersection, instead of a four-way stop.

Future transit access. Ensure safe pedestrian access to all current and future bus stops on Palladium, Derreen, and Robert Grant.

North-south access over the Queensway – install continuous sidewalk and bicycle infrastructure on both sides of the road over Palladium Drive, between Robert Grant and Campeau.

The City of Ottawa has received a development application from Broadstreet Properties to construct three new six-storey apartment buildings at 2765 Palladium Drive.

The proposal involves the construction of 304 new apartments, supported by 320 parking spaces, on the 1.59 hectare site at northwest corner of Palladium Drive, Robert Grant Avenue, and Derreen Avenue. There are planned to be 36 studios, 57 one-bedroom apartments, 157 two-bedrooms, and 54 three-bedroom units.

This would be the second phase of development of Palladium Terrace. The first phase is an adjoining apartment complex located next door, at 670 Derreen Avenue (formerly 425 Culdaff Road).

The application city staff are evaluating is for a site plan control. The site plan consists of the three buildings forming a U-shape around a central parking lot, with access from Derreen Avenue. At the middle of the parking lot is a proposed amenity space for residents, which includes multi-purpose sport surface, community garden, and barbeque area. More amenity space, such as a playground and dog run, are at the edges of the site. A waste enclosure is also located within the parking lot area.

There are no amendments required to either the zoning bylaw or the official plan for this development to proceed. (As of an omnibus update to the bylaw approved by City Council on July 15, the site is zoned Minor Corridor Zone 2 [CM2], which allows for residential development and buildings of this size.) Minor variances, however, may go to the Committee of Adjustment related to changes to the minimum parking requirements—we will update this post when that information becomes available.

The Province of Ontario, through the Ministry of Transportation Ontario (MTO), has completed a “Site Selection, Preliminary Design, and Class Environmental Assessment (EA) Study” for a Highway Maintenance Patrol Yard (MPY).

A MPY is a facility that houses the staff, equipment, and materials used to maintain highways.

The purpose of the study was to evaluate options to improve or relocate the existing Kanata MPY, which services Highways 7, 416, and 417.

The completed study recommends a hybrid two-MPY approach which involves:

Redeveloping the existing Kanata MPY within its existing property limits; and

Constructing a “Limited Use Supporting MPY” at MTO-owned lands referred to as Palladium West. This site is located near the highway north of the Connections community in Stittsville. This MPY would include office space, storage, and occasional maintenance of MPY vehicles.

What’s next

The Transportation Environmental Study Report (TESR) is now available for public comment in the ‘Reports’ page on the project website until January 15, 2026.

The TESR documents the EA study, including the consultation completed, evaluation of alternatives, preliminary design, anticipated impacts, mitigation measures, and commitments for future work.

If there are no outstanding comments after the comment period, the project will be considered to have met the requirements of the Class EA and may proceed to the detail design phase.

le réaménagement de l’entrepôt de Kanata dans les limites du terrain actuel;

There’s lots of activity in the works in and around the Connections community in the northern part of Stittsville. Here’s a summary of ongoing development and transportation files.

Crossway Terrace Park
In May, parks and recreation staff collected resident feedback on a proposed park design for Crossway Terrace Park. The park is located fronting Crossway Terrace with access from both Allied Mews and Curraglass Walk. The new play area will be located within the circular grass area which already exists in the park. The play area will include a play structure for the use of both younger children aged 18 months to 4 years and older children aged 5 to 12 years. The play area will also include a swing with two belt swings, one baby swing and one accessible swing. There will also be a covered sand box for sand play. The area will be complete with accessible benches and pathway with accessible ramps. Six new trees will be planted on the south side of the park to provide shade to the play area. A new park sign will also be installed. Construction should start later in 2025 with completion in 2026.

Transportation Master Plan
In the next few weeks, City Council will be reviewing the final Transportation Master Plan which sets timelines and priorities for new roads, transit, pedestrian, and cycling infrastructure. The recommended projects include completing Robert Grant Avenue from Palladium Drive to Hazeldean Road, and connecting Stittsville Main Street between Connections and Jackson Trails. Longer-term projects may include upgrades to Huntmar Road to include sidewalks and bike lanes over the highway; and an east-west collector road between Connections and Carp Road. Stay tuned for more info about these projects in the coming weeks.

Proposed hotel and aquatic centre
We hosted a virtual information meeting on June 10 to discuss a development proposal for 2775 and 2785 Palladium Drive. The property is located on both sides of the north end of Culdaff Road, between Palladium Drive and the stormwater management pond. The proponent is seeking input and comments from residents on a proposal that includes an indoor aquatic centre, two 6-storey hotels, a restaurant and a family entertainment centre. The indoor aquatic centre is expected to be situated close to Palladium Drive at the east end of the site. The proponent plans to submit a formal application to the city later this year. More information…

425 Culdaff Road apartment building
Broadstreet Properties Inc. is proposing to build a six-storey, U-shaped apartment building with 177 apartments, including a mix of studio, one-bedroom, two-bedroom, and three-bedroom units. A total of 212 parking spaces is provided, including 177 residential parking spaces and 35 visitor parking spaces, located in both an underground parking garage and a surface parking lot. A total of 108 bicycle parking spaces are also provided. The site would be accessed via a driveway along Derreen Avenue. City planning staff is currently reviewing the applicant’s site plan. More information…

MTO Highway Maintenance Patrol Yard
The Province of Ontario, through the Ministry of Transportation Ontario (MTO), is completing a “Site Selection, Preliminary Design, and Class Environmental Assessment (EA) Study” for a Highway Maintenance Patrol Yard. A Maintenance Patrol Yard is a facility that houses the staff, equipment, and materials used to maintain highways. One of the options includes building a maintenance yard near the highway north of Connections. This week the MTO provided additional information about noise, environmental impact, traffic, and next steps. More information…

Parking and traffic safety
We’ve had requests from several residents for a review of parking and traffic safety concerns, including requests for additional stop signs, pedestrian crosswalks, and parking restrictions (including winter parking restrictions). Several parking studies are underway at various locations and we will share additional information once these studies are complete.

A few weeks ago, I provided the Province with formal feedback for its “Site Selection, Preliminary Design, and Class Environmental Assessment (EA) Study” for a Highway Maintenance Patrol Yard (MPY) based on community concerns.

The study is evaluating options to improve or relocate the existing Kanata MPY, which services Highways 7, 416, and 417. The redevelopment of the Kanata MPY within its existing property limits and the construction of a Limited Use Supporting MPY at the Palladium West site has been identified as the preferred option, or “Technically Preferred Alternative” (TPA).

More information about this provincial project can be found on the project website: www.ottawapatrolyard.ca. This may be of particular interest to residents in the Connections neighbourhood, located south of the Palladium West site.

Here’s the responses to my feedback that I received from the proponent.

–Councillor Glen

Noise impacts

A noise impact assessment is being completed as part of this study, which includes modelling to understand the anticipated noise levels from the operation of the Palladium West MPY and whether it would result in impacts to sensitive land uses in the surrounding area including residential dwellings. The preliminary modelling results indicate the MPY will operate within the applicable provincial standards for noise levels without the requirement to include mitigation measures into the design. Overnight operations are not planned for the Limited Use MPY at Palladium West.

Environmental impacts

Regarding environmental impacts, the TPA was developed to reduce the footprint that would be required for the MPY at Palladium West when compared to developing a full MPY at this location. Environmental studies are currently being completed as part of this EA to assess the anticipated impacts of the project and develop mitigation measures for environmental protection. The assessments completed to date indicate the environmental impacts of the project can be addressed through mitigation measures and consultation/permitting with the applicable regulatory agencies.

The siting of the MPY at Palladium West aims to balance operational needs for safe and efficient access to and from the site with avoidance of environmentally sensitive areas and separation from the residential community. The design sites the MPY at the northeast extent of the property abutting Palladium Drive, which is ideal in terms of access, avoidance of environmental sensitivities, and distance from residential lands to the south/southwest.

Vehicle traffic

MPY vehicles will use the direct access to the Highway 417 exit ramp north of the site. The intent is for the use of the entrance/exit onto Culdaff Road to be limited to passenger vehicles, occasional deliveries, and emergency use by MPY vehicles in the event of an obstruction on the primary route to Highway 417.

What happens next

Upon completion of this study, a Transportation Environmental Study Report (TESR) will be prepared to document the site selection process, the Preliminary Design of the TPA, and recommended next steps including mitigation measures. The TESR will be made available for a 30-day public comment period.

We hosted a virtual information meeting on Tuesday, June 10 to discuss a development proposal for 2775 and 2785 Palladium Drive.

While a pre-application consultation was completed with City staff, no application has been filed at this time.

Official Plan and Zoning By-law Amendment

The applicants will need to file an Official Plan Amendment, a Zoning By-Law Amendment, and a Site Plan Control Application. These applications have not yet been officially submitted to the City of Ottawa.

The proposed Official Plan Amendment would change the designation from Mixed Industrial Use to a General Mixed Use zone. The current designation allows for the proposed use as described, but there are no policies in the Official Plan to address this proposed project.

The current zoning for a Business Park would be changed to General Mixed Use to accommodate the various uses, including hotels, aquatic centre, family entertainment centre, and restaurant.

A Site Plan would address the site layout, landscaping, building size, parking, traffic and pedestrian access, the natural environment and drainage.

The proponent is planning to submit the applications in late July.

Stay informed

You can send your comments and questions in advance of the meeting to Councillor Glen at glen.gower@ottawa.ca.

The City is looking for your feedback on the design concept of a new play area in Crossway Terrace Park located in the Connections community. The park is located fronting Crossway Terrace with access from both Allied Mews and Curaglass Walk. The new play area will be located within the circular grass area which already exists in the park.

The play area concept includes a play structure for the use of both younger children aged 18 months to 4 years and older children aged 5 to 12 years. The play area will also include a swing with two belt swing, one baby swing and one accessible swing. There will also be a covered sand box for sand play. The area will be complete with accessible benches and pathway with accessible ramps. Six new trees will be planted on the south side of the park to provide shade to the play area. A new park sign will also be installed.

The design concept with images of the options for the play structure, swing set, and sandbox are available for review. (One of the images is shown above.)

Residents are invited to participate in the survey on Engage Ottawa to share insights and preferences. Your feedback is important in shaping the future of this new play area.

A play structure was not part of Mattamy’s original neighbourhood design for Connections, but due to significant interest from residents Councillor Glen has secured funds from other sources including the Ward 6 Cash in Lieu reserve, and through the Waste Management Host Community Fund.

The purpose of the study is to evaluate options to improve or relocate the existing Kanata Maintenance Patrol Yard, which services Highways 7, 416, and 417.

The Province is currently holding its third online public information centre to present an updated evaluation and gather feedback. One of the options being considered is known as “Alternative 4”. It would redevelop the Kanata Maintenance Patrol Yard within its existing property limits and construct a Limited Use Supporting Maintenance Patrol Yard at the Palladium West site. It has been identified as the preferred option.

More information about this provincial project, and how to provide feedback can be found on the project website: www.ottawapatrolyard.ca. This consultation may be of particular interest to residents in the Connections neighbourhood, located south of the Palladium West site.

The deadline for feedback is May 16, 2025.

UPDATE: On January 14, the Committee of Adjustment approved this minor variance application to permit a reduced number of residential parking spaces for a proposed apartment building (177 spaces, instead of the required 212 under the Zoning By-Law). This development proposal still needs to go through a Site Plan Control application process. Our office will be sharing any updates we receive on our website at glengower.ca/development.

The Committee of Adjustment (CoA) will consider an application for a minor variance from the Zoning By-law to permit a reduced number of resident parking spaces for a proposed apartment building at 425 Culdaff Road. The subject site is located at the northeast corner of Culdaff Road and Derreen Avenue.

The applicant wants to construct a six-storey, 177-unit apartment building with 177 resident parking spaces, instead of the 212 spaces required under the Zoning By-law. Visitor parking will meet the Zoning By-law and does not require relief.

The property is the subject of a Site Plan Control application (File No. D07-12-24-0140).

The notice of application and the plans submitted by the applicants are available here. The meeting takes place on January 14, 2025 at 9:00 a.m.
