<p>For the week of March 22-28, OC Transpo had an average of 542 buses available for weekday service – a marked improvement from early January, when that number was <a href="https://glengower.substack.com/p/by-the-numbers-oc-transpo-bus-fleet" rel="">as low as 467</a>. OC needs 520 buses to deliver its scheduled routes.</p>
<p>That’s one of the highlights from the weekly bus and light rail fleet update from OC Transpo. Other notes from today’s update to Council:</p>
<ul>
<li>The increase in buses available is due to the arrival of new zero-emission buses (ZEBs) and advancing the maintenance action plan.</li>
<li>109 ZEBs have been delivered to OC Transpo so far in 2026.</li>
<li>There are 85 ZEBs available for service. (The balance are being prepped for customers and will be available soon.)</li>
<li>The average weekly undelivered bus service was 1.5%. That’s better than earlier in the year (see chart below) but still off the target of 0.5%.</li>
<li>There were 715 undelivered trips during the week, out of 44,822 trips scheduled.</li>
<li>If the high number of buses remains consistent, OC Transpo will soon be able to re-schedule the 255 trips that it temporarily suspended due to the bus shortage.</li>
<li>Over the week of March 22, there were 22 light rail vehicles below the 100,000 kilometre limit on the Cartridge Bearing Assemblies (CBAs). O-Train Line 1 continued to operate every three to four minutes during peak periods.</li>
</ul>
<p>The next major update will be at Transit Committee one week from today on April 9.</p>

<p><strong>Impacts of Wednesday&#8217;s freezing rain</strong></p>
<p>During Wednesday&#8217;s freezing rain, the Overhead Catenary System (OCS) was damaged near Lees Station. RTG continues to repair and inspect the OCS. Until service can safely resume, Line 1 train service is operating in the west between Tunney’s Pasture and uOttawa stations and R1 bus service is operating between Blair and Lyon stations. <p><strong>Wheel bearing spalling update</strong></p>
<p>O-Train Line 1 service continues to operate at three- to four-minute frequency during peak periods with 21 vehicles available for service. OC Transpo is making progress with Rideau Transit Group (RTG) on the action plan to safely restore full capacity on Line 1. Detailed technical work and safety reviews are progressing on a revised containment plan. When this work is finalized, OC Transpo will hold a technical briefing on next steps.</p>
<p><strong>Bus fleet update</strong></p>
<p>There is progress on increasing the number of buses available for service. OC Transpo continues to monitor bus service and minimize the number of undelivered trips. Last week, the daily average was 509 buses available. The temporary daily average requirement is 500.</p>
<p>There are now 64 zero-emission vehicles delivered, along with an additional 11 used diesel buses and 46 Para Transpo minibuses.</p>

<p><strong>Next generation of bus schedules</strong></p>
<p>OC Transpo will change how it schedules buses ahead of the O-Train Line 1 West Extension opening. Staff are working on strengthening processes and looking at best practices across the industry to see what can be adapted for use in our city, with a goal of implementing new scheduling processes by November 2026. This could include a shift away from interlining of routes.</p>
<p><strong>Recruitment strategy</strong></p>
<p>Mechanic recruitment is ongoing with a goal of recruiting up to 20 new mechanics in 2026. OC Transpo’s other recruitment targets for this year include 360 bus operators, 100 Electric Rail Operators, 27 Diesel Rail Operators, 18 Para Transpo Operators and 20 Special Constables.</p>
<p><strong>Ridership</strong></p>
<p>In January 2026, O-Train and bus ridership was 6.1 million, down slightly from January 2025. The total ridership for the past 12 months is 70.6 million, which is 2.4 per cent higher than the previous 12-month period.</p>
<p>Para Transpo ridership for January was 75,300 and 73,300 in February. Total ridership over the past 12 months is 896,500, an increase of 4.5 per cent compared to the previous 12-month period.</p>
<p><strong>Stage 2 East Extension update</strong></p>
<p>Substantial Completion has been achieved. Before Trial Running can begin, OC Transpo needs more trains available and Rideau Transit Maintenance (RTM) has to be fully trained on the new system and complete their familiarization process. Updates will continue to be shared with Council, and a technical briefing will be held in advance of Trial Running.</p>
<p><strong>Stage 2 West Extension update</strong></p>
<p>All 36 kilometres of track have been installed and the OCS is 65 per cent complete. In 2026, it is anticipated that a number of major achievements will be made in the West including electrifying the OCS, train testing, and commissioning key systems such as the tunnel ventilation system. Construction activities are expected to continue into late 2026, with a handover to the City anticipated in Q2 2027, followed by preparations for passenger service in Q3. That&#8217;s a shift from the previous estimate of Q1 2027.</p>
<p><strong>Update on recommendations from the Westboro Coroner’s Inquest</strong></p>
<p>Twenty recommendations have currently been implemented, 17 are in progress and four are still in the evaluation stage. Some of the completed items include <a href="https://www.octranspo.com/en/about-us/transparency/kpis/">safety key performance indicators being published on octranspo.com</a> monthly, the creation of a Safety Observation Data Working Group, and completing driver abstracts on a daily basis. Full implementation of the recommendations will require a multi-year phased approach, and updates will continue to be provided to the Committee as work progresses.</p>

<p><strong>Conséquences de la pluie verglaçante de mercredi</strong></p>
<p>Lors de la pluie verglaçante de mercredi, le réseau de caténaires a été endommagé près de la station Lees. RTG poursuit les travaux de réparation et d’inspection de ce réseau. Jusqu’à ce que le service puisse reprendre en toute sécurité, la Ligne 1 circule vers l’ouest entre les stations Tunney’s Pasture et uOttawa, et les autobus R1 circulent entre les stations Blair et Lyon. <p><strong>Nouvelle génération d’horaires d’autobus</strong></p>
<p>OC Transpo va modifier ses méthodes de planification des horaires d’autobus avant l’ouverture du prolongement ouest de la Ligne 1 de l’O-Train. Le personnel s’emploie à renforcer les processus et à étudier les pratiques exemplaires du secteur afin de déterminer ce qui pourrait être adapté à nos besoins, l’objectif étant de mettre en place de nouveaux processus de planification d’ici novembre 2026. Il pourrait notamment être question de mettre fin à l’interconnexion de circuits.</p>

<p><strong>Stratégie de recrutement</strong></p>
<p>Le recrutement de mécaniciens se poursuit. Notre objectif est d’embaucher jusqu’à 20 nouveaux mécaniciens en 2026. Parmi les autres objectifs de recrutement d’OC Transpo pour cette année, on compte 360 chauffeurs d’autobus, 100 opérateurs de trains électriques, 27 opérateurs de trains diesel, 18 chauffeurs de véhicules de Para Transpo et 20 constables spéciaux.</p>

<p><strong>Achalandage</strong></p>
<p>En janvier 2026, l’O-Train et les autobus ont enregistré 6,1 millions de déplacements, soit une légère baisse par rapport à janvier 2025. L’achalandage total pour les 12 derniers mois s’élève à 70,6 millions de déplacements, ce qui représente une hausse de 2,4 % par rapport à la période de 12 mois précédente.</p>
<p>Du côté de Para Transpo, 75 300 déplacements ont eu lieu en janvier et à 73 300 en février. L’achalandage total au cours des 12 derniers mois s’élève à 896 500 déplacements, soit une augmentation de 4,5 % par rapport à la période de 12 mois précédente.</p>

<p><strong>Mise à jour sur l’Étape 2 du prolongement de l’O-Train vers l’est</strong></p>
<p>Les travaux sont pratiquement terminés. Avant que le rodage puisse commencer, OC Transpo doit disposer d’un plus grand nombre de trains. Le personnel de Rideau Transit Maintenance (RTM) doit également avoir suivi une formation complète sur le nouveau système et avoir achevé son processus de familiarisation. Des mises à jour continueront d’être communiquées au Conseil, et une réunion d’information technique aura lieu avant le début du rodage.</p>

<p><strong>Mise à jour sur l’Étape 2 du prolongement de l’O-Train vers l’ouest</strong></p>
<p>Les 36 kilomètres de voie ont été posés et le réseau de caténaires est achevé à 65 %. En 2026, plusieurs étapes importantes devraient être franchies dans la partie ouest, notamment l’électrification du réseau de caténaires, l’essai des trains et la mise en service de systèmes essentiels tels que la ventilation des tunnels. Les travaux devraient se poursuivre jusqu’à la fin de 2026, la remise des clés à la Ville étant prévue pour le deuxième trimestre de 2027, laquelle sera suivie des préparatifs pour la mise en service du transport de passagers au troisième trimestre. Le calendrier a donc été revu par rapport à l’estimation précédente, qui tablait sur le premier trimestre de 2027.</p>

<p><strong>Mise à jour sur les recommandations de l’enquête de la coroner sur la collision survenue à la station Westboro</strong></p>
<p>À ce jour, vingt recommandations ont été mises en œuvre, dix-sept sont en cours de mise en œuvre et quatre en sont encore au stade de l’évaluation. Parmi les mesures déjà prises, mentionnons la publication mensuelle sur <a href="https://www.octranspo.com/fr/a-propos/transparence/ircs/">octranspo.com des indicateurs de rendement clés en matière de sécurité</a>, la création d’un groupe de travail sur les données de l’observation en matière de sécurité ainsi que la mise à jour quotidienne des dossiers des chauffeurs. La mise en œuvre complète des recommandations nécessitera une approche échelonnée sur plusieurs années. Le Comité continuera d’être tenu informé de l’avancement des travaux.</p>

<p>The purpose of this memo is to inform the Mayor and Members of Council that the Independent Certifier has issued the Certificate of Substantial Completion for the Stage 2 East Extension.</p>
<p>Substantial Completion is an important contractual milestone and confirms that the constructor, EWC, has delivered all new system infrastructure and that it is functional and can be safely operated and maintained. This comes after the City and the Independent Certifier conducted a detailed review of EWC’s submission.</p>
<p>Having achieved Substantial Completion, Rideau Transit Maintenance (RTM) now assumes responsibility for the maintenance of the new East Extension. There will be a period of startup and familiarization for RTM, as they take over the maintenance of the new infrastructure. This familiarization period is a best practice from the preparations to successfully launch O-Train Lines 2 and 4.</p>
<p>As with any major construction project, there will be activities that will continue after Substantial Completion. On the East Extension, these include:</p>
<ul>
<li>Updates to the train control system software prior to Revenue Service</li>
<li>Adjustments to the platform edge cameras to optimize their performance</li>
<li>Landscaping, final paving on Highway 174 and other final works</li>
</ul>
<p>This milestone is a significant step towards connecting east end communities to downtown and western neighbourhoods through the existing train system. Over the coming days, we will continue to work with RTM during the handover and their startup phase.</p>
<p>In parallel, work continues to safely restore full capacity and fleet availability on the existing Line 1 for our customers. OC Transpo and Rideau Transit Group are working to complete new containment and monitoring measures for the Cartridge Bearing Assemblies (CBAs) that would allow the full fleet to be safely returned to operations. This will also allow Trial Running to commence.</p>
<p>These are critically important steps, and the work will continue as we apply lessons learned to date. A technical briefing will be held to provide further information and timelines once plans are finalized. At this time, we continue to be on track to launch the East Extension in Q2 2026, as previously stated at Transit Committee. An update will be provided at the Transit Committee on March 12.</p>

<p><strong>Now that Substantial Completion has been achieved, what does this mean for Trial </strong><br />
<strong>Running and when can we expect it to begin?</strong></p>
<p>Achieving Substantial Completion is a key contractual milestone, but it does not mean the extension is ready for passengers. Now that Substantial Completion has been achieved, there will be a familiarization period for Rideau Transit Maintenance (RTM) as they take over the maintenance of the new infrastructure. Trial Running will be able to proceed once RTM restores fleet numbers and capacity. We will keep Councillors updated as plans and timelines are finalized. Further information will be shared at the next Transit Committee on March 12. We remain focused on ensuring that all systems are fully verified, safe, and ready before moving to the next stage.</p>
<p><strong>What does the current fleet availability mean for the start of Trial Running?</strong></p>
<p>Substantial Completion is an important milestone. RTM is now immediately proceeding with familiarization and start-up activities. This work is happening now, so that when the Line 1 fleet availability improves, we can proceed to Trial Running.</p>
<p>Over the coming days, we will continue to work with RTM through the handover and their startup phase. In parallel, work continues on the action plan to safely restore capacity and fleet availability on O-Train Line 1. <p>OC Transpo’s priority is safely restoring fleet capacity and full service for our customers. The timing of Trial Running and opening is contingent on this work which is currently underway. As more federal workers return to the office more often, we want to be there for them as a reliable alternative to packed highways and long car commutes. Trial Running will begin as soon as possible, but safety remains our number one priority.</p>
<p><strong>Can we expect service improvements in Line 1 vehicle availability now that Substantial </strong><strong>Completion has been achieved?</strong></p>
<p>Substantial Completion is a construction milestone for the Stage 2 project and does not affect train service on the existing Line 1. RTG’s work to allow for the safe and sustainable restoration of full service on Line 1 continues. Updates on this progress will be shared as they become available, including at Transit Committee.</p>

<p>L’achèvement substantiel est une étape contractuelle importante qui confirme que le constructeur, EWC, a livré toutes les nouvelles infrastructures du système, que celles-ci sont fonctionnelles et qu’elles peuvent être exploitées et entretenues en toute sécurité. Cette décision fait suite à un examen détaillé de la soumission d’EWC par la Ville et le certificateur indépendant.</p>
<p>L’achèvement substantiel étant atteint, Rideau Transit Maintenance (RTM) assume désormais la responsabilité de l’entretien du nouveau prolongement est. RTM passera par une période de démarrage et de familiarisation avant de prendre en charge l’entretien de la nouvelle infrastructure. Cette période de familiarisation est une pratique exemplaire issue des préparatifs qui ont permis le lancement réussi des lignes 2 et 4 de l’O-Train.</p>
<p>Comme pour tout projet de construction majeur, certaines activités se poursuivront après l’achèvement substantiel. Sur le prolongement est, celles-ci comprennent :</p>

<li>Mises à jour du logiciel du système de contrôle des trains avant la mise en service commerciale;</li>
<li>Ajustements des caméras installées au bord des quais afin d’optimiser leur rendement;</li>
<li>Aménagement paysager, revêtement final de l’autoroute 174 et autres travaux finaux.</li>
</ul>
<p>Cette étape importante constitue un pas significatif vers la connexion des communautés de l’est de la ville au centre-ville et aux quartiers ouest grâce au réseau ferroviaire existant. Au cours des prochains jours, nous continuerons à travailler avec RTM pendant la phase de transfert et de démarrage.</p>
<p>Parallèlement, les travaux se poursuivent afin de rétablir en toute sécurité la pleine capacité et la disponibilité du parc sur la ligne 1 existante pour nos clients. OC Transpo et Rideau Transit Group s’efforcent de mettre en place de nouvelles mesures de confinement et de surveillance pour les ensembles de roulements cartouches (ERC) qui permettraient à l’ensemble du parc de reprendre ses activités en toute sécurité. <p>The small improvements are largely thanks to new electric buses arriving (49 now in service), and a reduction in the maintenance backlog. We went into a high degree of detail on what’s happening with the bus fleet at Transit Committee yesterday, and I’ve shared a link to the presentation slides and full YouTube video <a href="https://glengower.ca/notebook/notebook-recap-of-transit-committee-on-february-12-2026/" rel="">on my web site</a>.</p>

<p>On the rail side, we’ve been steady at 20 or 21 trains available for service each weekday. Seems like every time a vehicle returns to service, another one is taken out for routine maintenance and inspections. Single-car trains are still running every 3-4 minutes during the peak periods and for the most part that’s enough capacity. But it leaves no margin for error in the event of an unexpected issue, of which we’ve had several.</p>
<p>OC Transpo Interim General Manager <a href="https://www.cbc.ca/listen/live-radio/1-100-ottawa-morning/clip/16197700-oc-transpo-delay-east-end-lrt-extension?onboarding=false" rel="">Troy Charter was on CBC Ottawa Morning again today</a> and his 10-minute interview gives a pretty good recap of what we covered at committee. A few key points:</p>
<p><strong>On what’s preventing the start of trial running for the Line 1 East extension to Trim Road: </strong>“Right now we’re down to a few key issues. The main one is what we call ‘platform edge cameras’. These are the CCTV cameras that give a view to the operator that the train is safe to depart the station. So obviously that’s a critical safety feature that we need to make sure that it’s rectified before we go into service. So that’s the main primary issue right now that the teams are working through is resolving some of the camera angles and deficiencies associated with these CCTV cameras.”</p>
<p><strong>On whether the lack of vehicles due to the spalling issue will hold up trial running and launch of the train: </strong>“It’s not affecting things on the extension <em>at this time. </em>I would prefer to be running trains and practicing and doing all that work in advance, but we know that we’ve done practice exercises. We had our operators out on the line – we ran 23 trains last year – so we know that we can run the 23 trains, we’ve done it reliably. Right now though the reduction in the number trains is not impacting our ability to move towards substantial completion. But I’ve been clear in saying that to proceed to trial running we will need more trains available. So that could cause an impact that if we don’t resolve the issue between now and substantial completion achieved. So I’ve got our rail construction team &#8211; they’re focused on the rail construction, achieving substantial completion. And then I’ve got our engineering team and our OC team here working with RTG and Alstom who are responsible for the vehicles and the spalling issue to come up with a solution, both short-, medium-, and long-term, so that we can get into service.”</p>

<p><strong>On how long it might be before there are significantly more trains back: </strong>“[RTG is] replacing any of these cartridge bearing assemblies or axles that have over 100,000 kilometers. That’s where you’re seeing the slow growth from 18/19/20/21 [trains]. But in parallel to do that we’re working with their engineers and their bearing experts to validate processes, tools and procedures that can identify if spalling exists on the cartridge bearing assemblies, so that we can confirm that the fleet is safe to continue operation… That would allow us to reassess the 100,000km restriction to maybe go to 200,000km or even possibly completely remove… To be fair to RTG, they have said that the fleet is safe for continued operation. And the City said ‘well OK that’s great but out of an abundance caution we want to see the information, we want to validate all the processes, we want to validate the tools you’re using, we want to see that information and then we can reassess that 100,000km restriction.’ …And in the long term obviously is we need to continue with all the root cause analysis and investigation so that we have a permanent solution moving forward.”</p>
<p><strong>On how the redesign of the cartridge bearing assemblies – the “sustainable solution” is coming along: </strong>“RTG has started to supply us with the necessary technical information design drawings for a redesigned cartridge bearing assembly so they’ve advanced that process and we’re starting … they’re doing their evaluation on ‘are we ready to go to a prototype phase’ and they’re including us in those discussions… work on the redesign is progressing.”</p>

<p>Ces petites améliorations sont possibles en grande partie grâce à l’arrivée de nouveaux autobus électriques (49 actuellement en service) et au rattrapage du retard dans l’entretien. Hier, lors d’une réunion du Comité du transport en commun, nous avons discuté en long et en large de la situation actuelle du parc d’autobus. <p>En ce qui concerne les trains, la stabilité est au rendez-vous : entre 20 et 21 trains sont en service chaque jour de la semaine. On dirait qu’à chaque fois qu’un véhicule est de retour en service, un autre doit être retiré pour des raisons d’inspection et d’entretien de routine. En période de pointe, les trains à une voiture passent toutes les trois ou quatre minutes. De manière générale, cette fréquence répond à la demande. Toutefois, la capacité est dépassée aussitôt qu’il y a un imprévu, ce qui s’est produit souvent dernièrement.</p>
<p>Troy Charter, directeur général par intérim d’OC Transpo, <a href="https://www.cbc.ca/listen/live-radio/1-100-ottawa-morning/clip/16197700-oc-transpo-delay-east-end-lrt-extension?onboarding=false">était à l’émission Ottawa Morning de la CBC encore aujourd’hui</a>. Son entrevue de 10 minutes résume assez bien les points couverts à la réunion du Comité. Voici quelques éléments clés :</p>
<p><strong>Qu’est-ce qui empêche la période de rodage du prolongement de la Ligne 1 vers l’est jusqu’au chemin Trim?</strong> « Il ne reste que quelques détails clés à régler. Le principal problème est ce qu’on appelle les “caméras en bordure de quai”. Il s’agit des caméras de TVCF qui permettent à l’opérateur de savoir quand le train peut partir en toute sécurité. Évidemment, il faut garantir le bon fonctionnement de ces dispositifs avant la mise en service. Le principal problème que les équipes tentent de régler touche certains angles de caméra et des défaillances des dispositifs. »</p>
<p><strong>Est-ce que le manque de véhicules en raison du problème d’effritement retardera la période de rodage et l’ouverture de la ligne ?</strong> « <em>Pour le moment</em>, ce problème ne nuit pas au prolongement de la ligne<em>. Je préférais mettre à l’essai les trains et faire tout ce travail à l’avance</em>, mais nous savons que nous avons déjà fait des essais. Nous avons déjà eu des opérateurs sur la ligne : nous avons opéré 23 trains l’année dernière de manière fiable. Alors nous savons que c’est possible de le faire. Pour l’instant, la quantité moindre de trains ne nuit pas à l’achèvement substantiel des travaux. Toutefois, j’ai déjà clairement dit que pour la période de rodage, il nous faudra plus de trains. Alors ce problème pourrait nous nuire si on ne le résout pas avant l’achèvement substantiel des travaux. C’est sur ça que se concentre notre équipe de Construction du TLR. Aussi, notre équipe d’ingénierie et notre équipe d’OC Transpo travaillent avec le GTR et Alstom, qui sont responsables des véhicules et de trouver une solution au problème d’effritement, à court, à moyen et à long terme, pour que nous puissions mettre les trains en service. »</p>

<p><strong>Quand y aura-t-il plus de trains? </strong>« [Le GTR] remplace les ensembles de roulements cartouches et les essieux des trains qui ont parcouru plus de 100 000 km. C’est ce qui explique la croissance lente de 18/19/20/21 [trains]. En parallèle, nous travaillons avec leurs ingénieures et ingénieurs et leurs spécialistes des roulements pour valider les processus, les outils et les procédures qui peuvent détecter la présence d’effritement sur les ensembles de roulements cartouches afin de garantir la sécurité de nos véhicules. Cela nous permettrait de réévaluer le remplacement obligatoire à 100 000 km pour le repousser à peut-être 200 000 km, voire l’éliminer complètement. Pour être honnête, le GTR nous a dit que les véhicules pouvaient être utilisés en toute sécurité. C’est la Ville qui a dit “c’est bien, mais par excès de prudence, nous voulons connaître toute l’information et valider tous les processus et outils utilisés avant de pouvoir réévaluer le remplacement obligatoire à 100 000 km.” Et évidemment, à long terme, il faut continuer l’analyse des causes profondes et l’enquête pour trouver une solution permanente. »</p>
<p><strong>Quand sera terminée la reconception des ensembles de roulements cartouches (la « solution durable »)?</strong> « Le GTR a commencé à nous fournir les dessins techniques nécessaires pour la reconception des ensembles de roulements cartouches. Ce processus est donc en cours, et nous commençons… ils commencent à évaluer s’ils sont prêts à passer à une phase de prototypage et nous participons à ces discussions. Le travail sur la reconception avance bien. »</p>

<p>This week, Transit Committee received an update on O-Train Line 1 and work to stabilize bus service delivery, regular key performance indicators, and several updates about community initiatives and upcoming projects.</p>
<p><strong>O-Train Line 1 update</strong></p>
<p>O-Train Line 1 service continues to operate at 3-4 minute frequency during peak periods. OC Transpo continues to make progress on the action plan to restore Line 1 capacity for customers. Technical meetings are ongoing with RTG and Alstom’s external experts. RTG continues to work through their cartridge bearing assembly (CBA) replacement strategy which balances fleet availability, ongoing maintenance and inspection requirements. (See presentation slides below for details.)</p>
<p><strong>Stabilizing bus service delivery</strong></p>
<p>Overall, progress is being made, and improvements have been seen over the course of the month as the fleet has been able to stabilize much faster following winter weather. OC Transpo continues to monitor the service and minimize trip cancellations by making real-time service adjustments in response to traffic conditions, weather, on-street incidents, and operator and vehicle availability.</p>
<p>In 2026, OC Transpo plans to add 235 new e-buses to its fleet, 14 additional 60-foot diesel buses and continue the replacement of the old Para Transpo vehicles. Mechanic recruitment is ongoing and an increased investment in prioritizing critical repairs, upgrading fleet management software and optimizing preventative maintenance are all key priorities in an effort to stabilize service.</p>
<p><strong>New initiatives from Budget 2026</strong></p>
<p>Starting on March 2, 2026, customers will have a longer transfer window during the afternoon commute on weekdays. The weekday afternoon peak transfer period of 105 minutes will begin at 3:00 p.m. instead of 6:00 p.m. This extension will be in place until the Stage 2 West Extension is open to the public.</p>
<p>New this year, seniors who pay per ride on Para Transpo will receive a credit for four free trips per month.  There is no action required from customers, as long as they have registered their Presto card. The monthly trips will be refunded as a Presto credit at the start of the following month. OC Transpo will issue the credit for the first part of 2026 later this spring and move to monthly credits after that point. <p><strong>New Para Transpo minibuses</strong></p>
<p>42 new buses for Para Transpo are in service with 40 more scheduled for arrival before Q3. An additional 10 buses for on-demand transit are set to be commissioned by Q4 2026 following receipt of all new Para Transpo buses. Staff continue with the work to onboard new vehicles into the fleet.</p>
<p><strong>2025 ridership</strong></p>
<p>In 2025, O-Train and bus ridership was 70.6 million, which is 3.9% higher than the previous year. Para Transpo ridership for 2025 was 888,800 customer trips, which is an increase of 3.2% compared to the previous year.</p>

<h2>CARNET DE NOTES : Résumé de la réunion du Comité du transport en commun du 12 février 2026</h2>
<p>Cette semaine, le Comité du transport en commun a reçu une mise à jour sur la Ligne 1 de l’O-Train, les efforts déployés pour stabiliser la prestation du service d’autobus, les indicateurs de rendement clés ainsi que les initiatives communautaires et les projets à venir.</p>
<p><strong>Nouvelles sur la Ligne 1 de l’O-Train</strong></p>
<p>Le service de la Ligne 1 de l’O-Train continue de circuler à une fréquence de trois à quatre minutes pendant les périodes de pointe. OC Transpo continue de progresser dans la mise en œuvre du plan d’action visant à rétablir la capacité de la Ligne 1 pour les clients. Des réunions techniques sont en cours avec les experts externes du GTR et d’Alstom. Le GTR poursuit sa stratégie de remplacement des ensembles de roulements cartouches (ERC), qui permet d’équilibrer la disponibilité du parc automobile, d’assurer l’entretien en continu et de respecter les exigences en matière d’inspection. <p><strong>Stabilisation de la prestation du service d’autobus</strong></p>
<p>Dans l’ensemble, le plan d’action pour les autobus progresse et des améliorations ont été constatées au cours du mois, le parc ayant pu se stabiliser beaucoup plus rapidement après les conditions hivernales. OC Transpo continue de surveiller le service et de réduire au minimum les annulations de trajets en apportant des ajustements au service en temps réel en réaction aux conditions de la circulation, à la météo, aux incidents sur le réseau et à la disponibilité des chauffeurs et des véhicules.</p>
<p>En 2026, OC Transpo prévoit d’ajouter 235 nouveaux autobus électriques à son parc automobile et 14 autobus diesel de 60 pieds supplémentaires. Elle poursuivra également le remplacement des vieux véhicules de Para Transpo. Pendant que le recrutement de mécaniciens est en cours, les priorités clés visant à stabiliser le service sont l’accroissement des investissements dans la priorisation des réparations essentielles, la mise à niveau du logiciel de gestion du parc d’autobus et l’optimisation des programmes d’entretien préventif.</p>
<p><strong>Nouvelles initiatives dans le budget 2026</strong></p>
<p>À compter du 2 mars 2026, les clients auront une fenêtre de correspondance plus longue pour leurs déplacements en après-midi la semaine. La période de pointe pour les correspondances en après-midi la semaine, qui dure 105 minutes, commencera à 15 h au lieu de 18 h. Ce prolongement sera en vigueur jusqu’à ce que l’Étape 2 du prolongement vers l’ouest soit ouverte au public.</p>
<p>Nouveauté cette année, les aînés qui paient chaque trajet à bord de Para Transpo recevront un crédit leur donnant droit à quatre trajets gratuits par mois. Les clients n’ont aucune mesure à prendre, mais doivent avoir inscrit leur carte Presto. Les déplacements mensuels gratuits seront remboursés sous la forme de crédit sur la carte Presto au début du mois suivant. OC Transpo émettra le crédit pour la première partie de 2026 plus tard au printemps et passera aux crédits mensuels par la suite. <p><strong>Nouveaux minibus de Para Transpo</strong></p>
<p>Para Transpo compte maintenant 42 nouveaux autobus en service, et 40 autres devraient suivre d’ici le troisième trimestre. Après réception de tous les nouveaux autobus, 10 autres devraient être commandés d’ici le quatrième trimestre pour le transport en commun sur demande. Le personnel poursuit son travail afin d’intégrer les nouveaux véhicules au parc automobile.</p>
<p><strong>Achalandage en 2025</strong></p>
<p>En 2025, l’achalandage de l’O-Train et des autobus a été de 70,6 millions de déplacements-clients, soit une hausse de 3,9 % par rapport à l’année précédente. L’achalandage de Para Transpo pour l’année 2025 a été de 888 800 déplacements-clients, soit une hausse de 3,2 % par rapport à l’année précédente.</p>

<p>On January 26, our office co-hosted an OC Transpo information session for residents of Stittsville and Kanata with Councillor Cathy Curry and Councillor Allan Hubley. OC Transpo staff provided an update on the current status of transit city-wide, as well as an update on O-Train west-end extension construction and bus detours. Staff also outlined ongoing work to improve reliability and service over the short term and longer term. Residents were able to ask questions during the Q&amp;A session that followed the presentation.</p>

<h2>Récapitulatif : Séance d’information sur OC Transpo pour les résidentes et résidents de Stittsville et de Kanata</h2>
<p>Le 26 janvier, notre bureau a tenu une séance d’information en collaboration avec OC Transpo et les conseillers Cathy Curry et Allan Hubley pour les résidents de Stittsville et de Kanata. Le personnel d’OC Transpo a fait le point sur l’état actuel des transports en commun à l’échelle de la ville, ainsi que sur les travaux de prolongement de l’O-Train à vers l’ouest et les parcours déviés des autobus. Le personnel a également souligné les travaux en cours pour améliorer la fiabilité et le service à court et à long terme. Les résidents ont pu poser des questions lors de la période de questions qui a suivi la présentation.</p>

<p>On Monday, January 26, Councillor Glen Gower, Councillor Cathy Curry and Councillor Allan Hubley will be co-hosting an OC Transpo info session for residents of Stittsville and Kanata.</p>
<p>OC Transpo staff will be providing an update on the current status of transit city-wide, what we’ve been hearing from residents in the west end, and ongoing work to improve reliability and service over the short term and longer term.</p>
<p>There will also be an opportunity for residents to ask questions during a Q&amp;A session.</p>
<p>This meeting will be held online from 7:00 p.m. to 8:30 p.m.</p>

<p><strong>O-Train Line 1 operations</strong></p>
<p>On Thursday, January 22, Line 1 operated with a mixture of single-car trains and double-car trains with no major crowding reported at stations. There were large volumes of customers on trains, but no unsafe overcrowding was reported. Staff continue to be at key stations, and the Transit Operations Control Centre is monitoring the system in real time and making adjustments where possible.</p>
<p>In response to observations from yesterday’s service, OC Transpo has adjusted its operating plans today to increase train frequency to every three to four minutes to help keep customers moving and reduce crowding during the busiest times. During this morning’s peak period, we observed that the increased frequency helped clear station platforms.</p>
<p>Line 1 service over the weekend will continue to operate as normal with trains every 10 minutes. Lines 2 and 4 are not affected by this issue and continue to operate normally.</p>
<p><strong>Spalling issue action plan</strong></p>
<p>From an operational perspective, there are two streams of parallel work underway to address the spalling issue. This includes:</p>
<p><em>1. Work on vehicles with Cartridge Bearing Assemblies (CBA) over 100,000km:</em><br />
• Rideau Transit Group (RTG) advised they have begun replacements of CBAs.<br />
• As shown in the table below, there are 18 vehicles currently available for service with 41 vehicles that require CBA replacements.<br />
• This process is being done strategically to ensure that we are maximizing the mileage of vehicles in service.</p>
<p><em>2. Monitoring and analysis:</em><br />
• RTG has advised that they plan to hire an outside consultant to provide additional expertise on bearings and monitoring techniques. Additionally, RTG is engaging its subcontractor, Alstom’s, bearing experts in France as part of their analysis.<br />
• Further investigations of multiple CBAs are underway as part of the root cause analysis.<br />
• In parallel, RTG continues to investigate other measuring and monitoring tools that may provide early detection of wear of the cartridge bearing assembly, including spalling.</p>
<p>We continue to work with RTG to confirm vehicle availability for next week. Based on the current information available, it is estimated that 20 vehicles will be available for service on Monday, January 26. This situation remains fluid, and we are working with RTG on long-term fleet management plans. OC Transpo is monitoring the transit system closely and is in regular contact with RTG to be ready to integrate additional vehicles into service as soon as possible.</p>
<p>We will continue to provide updates on this situation. A media availability will be hosted later today and will be available to watch on the City’s <a href="https://www.youtube.com/live/nDlzrDmgCw0">YouTube channel.</a> In addition, we will be hosting a technical briefing early next week to provide more information.</p>

<p><strong>Bus Service Delivery</strong></p>
<p>The week of January 11 to January 17 saw an overall improvement in the number of buses available for service and a decrease in cancelled trips. While this is a positive improvement, work continues to ensure we can consistently deliver the service customers expect.</p>
<p>The results for January 11 to January 17 show that:<br />
• Bus service delivery was on average 95.1%<br />
o When excluding January 14 to January 16 due to severe winter weather bus service delivery was 96.1%.<br />
• 5% of scheduled trips were not delivered, on dates that were not affected by severe weather.<br />
• On average, 498 buses were available every weekday, with an average weekday requirement of 500. This is a temporary decrease from 520 buses required while fleet availability improves.</p>
<p>Additional KPIs are attached to this email and published on <a href="https://www.octranspo.com/en/news/article/bus-service-delivery-action-plan/">octranspo.com</a>. As mentioned previously, we continue to work closely with our frontline staff to help provide buses for service and are leveraging external vendors to complete repairs and inspections, whenever possible. Our team also continues to investigate options to bolster our existing fleet with used buses. Every action is being done to ensure that the number of buses available for service is maximized and to continue to improve overall bus fleet availability.</p>
<p>We thank customers for their patience, and we continue to focus on stabilizing service. The next update on the bus key performance indicators will be shared on January 30 via email and on octranspo.com.</p>

• On street adjustment: operational incidents that impact the ability of trips to be delivered. This includes things like traffic, accidents or customer incidents.<br />
• Operator Availability: trips not able to be delivered due to an operator not being available for service.</p>
<p><strong>Fleet Health </strong><br />

<p>Mayor and Members of Council,</p>
<p>The purpose of this email is to provide an update on the key performance indicators used to measure progress on initiatives that are part of the Bus Service Delivery Action Plan.</p>
<p>OC Transpo recognizes and appreciates that the current bus service is frustrating and disruptive for customers. Work is underway on various initiatives through the action plan to ensure buses are consistently available. We remain focused on improving bus availability in order to deliver the service our customers deserve and expect.</p>
<p>As mentioned in the <a href="https://www.octranspo.com/en/news/article/jan-9-2026-update-on-current-bus-service-delivery-and-action-plan/">memo from Friday, January 9</a>, OC Transpo is committed to sharing weekly updates while bus service delivery stabilizes.</p>
<p>The results for January 4 to January 10 show that:<br />
• Bus service delivery was on average 94.1%.<br />
• 6% of scheduled trips were not delivered.<br />
• Weekday bus availability was on average 90%. This means that on average 467 buses were available every weekday, with an average, weekday requirement of 520.</p>
<p>Further details on service delivery and the bus fleet can be found in this update. In addition, OC Transpo has launched a bus service delivery action plan page on octranspo.com, providing these metrics and additional information for customers.</p>
<p>Recognizing the ongoing challenge of bus availability, a further review and prioritization of bus schedules was completed and implemented on January 12. This means that currently 7,224 trips will be delivered each weekday. This is a temporary decrease of 255 trips, resulting in a decrease of 20 buses required for service. As fleet availability improves, these trips will be added back into the schedule.</p>
<p>This step was taken to respond to customer concerns about unreliable trip planning information. Moving forward, customers will see this revised and updated trip schedule in travel planning tools. We encourage customers to use the Travel Planner, Transit app, text 560560, or call 613-560-1000, for the latest information and to plan their trips.</p>
<p>Our team remains focused on improving bus service delivery. Our robust mechanic recruitment campaign has seen positive results in new applications over the past few weeks. We are assessing these applicants and will provide an overall update on recruitment and training at the February 12 Transit Committee meeting.</p>
<p>OC Transpo is also continuing to train existing mechanics to maintain Zero-Emission Buses (ZEBs). This will increase our team’s flexibility over time to maintain these new vehicles as they enter the fleet.</p>

<p>Comme mentionné dans la <a href="https://www.octranspo.com/fr/nouvelles/article/9-janvier-2026le-point-sur-la-prestation-actuelle-des-services-dautobus-et-le-plan-daction/">note de service du vendredi 9 janvier</a>, OC Transpo s&#8217;engage à partager des mises à jour hebdomadaires pendant que la prestation du service de bus se stabilise.</p>
<p>Les résultats du 4 janvier au 10 janvier montrent que :<br />
• le service d’autobus a été assuré en moyenne à 94,1 %;<br />
• 6 % des trajets prévus n’ont pas été réalisés;<br />
• l’accessibilité aux autobus en semaine était assurée en moyenne à 90 %. Cela signifie qu&#8217;en moyenne, 467 autobus étaient offerts chaque jour de la semaine, avec un besoin moyen de 520 autobus en semaine.</p>
<p>Cette mise à jour fournit des détails supplémentaires sur la prestation de services et le parc automobile. De plus, OC Transpo a lancé une page sur le plan d&#8217;action pour la prestation de services d’autobus sur octranspo.com, qui fournit ces indicateurs et des renseignements supplémentaires pour les clients.</p>
<p>En reconnaissance du défi continu lié à la disponibilité des autobus, un examen supplémentaire et l’établissement des horaires d’autobus prioritaires ont été réalisés et mis en œuvre le 12 janvier. Cela signifie qu’actuellement, 7 224 trajets seront effectués chaque jour de la semaine. Il s’agit d’une diminution temporaire de 255 trajets, soit une diminution de 20 autobus nécessaires pour le service. Lorsque la disponibilité du parc automobile s’améliorera, ces trajets seront de nouveau ajoutés à l’horaire.</p>
<p>Cette étape a été prise pour répondre aux inquiétudes des clients concernant l’information de planification de trajet qui n’était pas fiable. À compter de maintenant, les clients peuvent consulter l’horaire de trajets révisé et mis à jour dans les outils de planification de trajet. Nous encourageons les usagers à utiliser le Planificateur de trajet, l’application Transit, envoyer un texto au 560560 ou composer le 613-560-1000 pour obtenir les dernières nouvelles et planifier leurs déplacements.</p>
<p>Notre équipe garde le cap sur l&#8217;amélioration de la prestation des services d’autobus. Notre robuste campagne de recrutement de mécaniciens a donné des résultats positifs en ce qui concerne de nouvelles candidatures au cours des dernières semaines. Nous évaluons ces candidats et fournirons une mise à jour générale sur le recrutement et la formation lors de la réunion du Comité des transports en commun du 12 février.</p>
<p>OC Transpo continue également de former les mécaniciens existants pour entretenir les autobus à émission zéro. Cela augmentera la flexibilité de notre équipe au fil du temps pour entretenir ces nouveaux véhicules à mesure qu’ils intègrent le parc.</p>

<em>• Ajustement sur la route : incidents opérationnels qui ont un impact sur la capacité à effectuer les trajets. Cela inclut des éléments tels que la circulation, les accidents ou les incidents liés aux clients. </em><br />
<em>• Disponibilité des chauffeurs : trajets qui ne peuvent être effectués en raison de l’indisponibilité de chauffeurs.</em></p>
<p><strong>État du parc d’autobus</strong><br />
Au total, 90 % du parc d’autobus était disponible, soit 467 autobus en moyenne par jour de semaine. En moyenne, 520 autobus sont nécessaires pour assurer le service chaque jour de semaine.</p>

<p>The purpose of this memo is to provide the Mayor and Members of Council with an update on the short and long-term actions OC Transpo is taking to improve bus service delivery for customers.</p>
<p>Recently, there has been an increase in undelivered bus trips due to an increased number of buses requiring maintenance work. This has resulted in longer wait times for customers during winter weather, unpredictable commute times, and has resulted in an increase in undelivered trips. This does not meet our service standards and we feel for our customers at this time.</p>
<p>Addressing this and providing reliable service for customers is the top priority for everyone at OC Transpo.</p>
<p>Sustainable improvements to service delivery and reliability require consistent investment in transit. Through Budget 2026, Council invested $433 million to support short-term and long-term measures that will help improve service reliability for customers. This includes investments in upgrading software used to manage bus fleet maintenance, upgrading communications systems, scheduling and control systems on buses to the latest technology, funding the modification of road configurations and traffic signals at key locations. This funding builds on previous budgets that support bus procurement and lifecycle replacement of buses.</p>
<p>These investments, in conjunction with <a href="https://pub-ottawa.escribemeetings.com/filestream.ashx?DocumentId=134256">OC Transpo’s five-year roadmap </a>and the Transportation Master Plan, will ensure that the focus remains on improving service.</p>
<p>Several factors continue to affect fleet availability:</p>
<ul>
<li>The age of our fleet results in the need for more complex and lengthier maintenance work, meaning buses are out of service for longer periods of time; and</li>
<li>Ongoing challenges to recruit required licensed mechanics resulting in a backlog of buses needing repairs.</li>
<li>Supply chain issues impacting the delivery of Zero Emission Buses (ZEBs).</li>
</ul>
<p>The challenge of fleet availability to deliver daily service is further exacerbated by traffic congestion and winter weather.</p>
<p>There are a number of plans and initiatives in progress to improve bus availability that will result in noticeable and consistent improvements in service delivery for customers. OC Transpo’s focus is making incremental improvements through these measures.</p>
<p>To mitigate the current daily reduction in bus availability, the Transit Operations Control Centre actively monitors the bus network in real time and adjusts where possible, with a focus on minimizing service gaps and improving trip consistency for customers. When there is a gap in resources, schedules are adjusted to provide customers with updated information in the Travel Planner, Transit app, and <a href="https://octranspo.com">octranspo.com</a>.</p>
<h2>Service Delivery Action Plan</h2>
<p>OC Transpo remains committed to improving service delivery, as we recognize service reliability is critical for our customers. OC Transpo is taking a range of short, medium, and long-term actions to address fleet issues. These include:</p>
<h3>Short-Term Actions:</h3>
<ul>
<li><em>Prioritizing critical fleet work: </em>The maintenance team is working to triage and prioritize work, and to streamline maintenance operations to get buses back into service as quickly as possible while continuing to ensure the safety of customers and staff.</li>
</ul>
<ul>
<li><em>Prioritizing critical trips: </em>Additional schedule adjustments have been made to some routes for the winter service change in order to provide customers with more predictable bus schedules that prioritize critical trips to locations like hospitals, schools, and the first and last scheduled trips. Customers can use the OC Transpo Travel Planner, the Transit app, text 560560, or call 613-560-1000, for the latest information.</li>
</ul>
<ul>
<li><em>Preventative maintenance plan: </em>Our maintenance plan has been revised to optimize maintenance workflow, reduce preventable bus defects, ensuring that buses are returned to delivering service more quickly.</li>
</ul>

<h2>Medium-Term Actions:</h2>
<ul>
<li><em>Recruitment campaign: </em>A robust campaign to recruit mechanics and bus operators is underway. This includes a targeted ad campaign and various on-site events to increase touch points with potential employees. Recruitment of these specialized roles is an industry-wide, global The new Collective Agreement with the union representing mechanics allows OC Transpo to offer competitive wages and benefits, which will strengthen our ability to recruit and retain staff in this highly competitive labour market.</li>
<li><em>Electric bus procurement: </em>ZEBs to replace our aged fleet have been ordered and are being manufactured, but delivery will not be complete until late 2027. There are currently 36 electric buses in service, and we expect to receive an additional 110 electric buses by April. By the end of 2026, it is anticipated that there will be 234 new electric buses in the fleet, which will help improve bus availability. Progress on this work is provided monthly on <a href="https://www.octranspo.com/en/our-services/vehicles/zero-emission-bus/">octranspo.com</a>. As new buses are onboarded and put into service, this will incrementally improve fleet availability and service for customers.</li>
</ul>
<p>&nbsp;</p>
<h2>Long-Term Actions:</h2>
<ul>
<li><em>Transit priority measures: </em>Work is ongoing on long-term and short-term projects to reduce delays and travel time variability for buses.</li>
<li>Shorter-term projects include traffic signal changes, bus-only lanes, bus stop re-location and parking adjustments on important corridors across the city.</li>
<li>Long-term investments include new and expanded Transitway corridors, such as the Baseline-Heron Transitway, the Cumberland Transitway, the Kanata North Transitway, and the Heron-Walkley Transitway. Building these planned Transitway projects will remove buses from congested roads, where they experience delays from traffic.</li>
</ul>
<p>We recognize and appreciate that this situation is frustrating and disruptive for customers, and we are working on a number of fronts to ensure buses are consistently available to deliver the service customers deserve and expect. In order to continue to provide Councillors with the latest information on the status of the fleet and service delivery, we will be providing weekly updates to Council on the incremental improvements made through our key initiatives.</p>
