										<content:encoded><![CDATA[<p>Take action this Earth Day by helping care for our community and our planet. A community cleanup is a simple but powerful way to make a difference, and every individual effort counts.</p>
<p>Join Councillor Glen Gower and his team on <strong>April 22 at 5:30 p.m.</strong> for a community cleanup at W.J. Bell Rotary Peace Park. After the success of last year’s event, we’re pleased to once again partner with the Rotary Club of Ottawa–Stittsville to help keep this park clean and welcoming.</p>
<p>This cleanup takes place on Earth Day, making it a meaningful opportunity to get involved, connect with neighbours, and take positive action for the environment.</p>
<p>We’re looking for volunteers of all ages. Friends, families, and neighbours are all welcome. Interested? Send us a message at <a href="mailto:Glen.Gower@ottawa.ca">Glen.Gower@ottawa.ca</a>.</p>

<p>For the week of March 22-28, OC Transpo had an average of 542 buses available for weekday service – a marked improvement from early January, when that number was <a href="https://glengower.substack.com/p/by-the-numbers-oc-transpo-bus-fleet" rel="">as low as 467</a>. OC needs 520 buses to deliver its scheduled routes.</p>
<p>That’s one of the highlights from the weekly bus and light rail fleet update from OC Transpo. Other notes from today’s update to Council:</p>
<ul>
<li>The increase in buses available is due to the arrival of new zero-emission buses (ZEBs) and advancing the maintenance action plan.</li>
<li>109 ZEBs have been delivered to OC Transpo so far in 2026.</li>
<li>There are 85 ZEBs available for service. (The balance are being prepped for customers and will be available soon.)</li>
<li>The average weekly undelivered bus service was 1.5%. That’s better than earlier in the year (see chart below) but still off the target of 0.5%.</li>
<li>There were 715 undelivered trips during the week, out of 44,822 trips scheduled.</li>
<li>If the high number of buses remains consistent, OC Transpo will soon be able to re-schedule the 255 trips that it temporarily suspended due to the bus shortage.</li>
<li>Over the week of March 22, there were 22 light rail vehicles below the 100,000 kilometre limit on the Cartridge Bearing Assemblies (CBAs). O-Train Line 1 continued to operate every three to four minutes during peak periods.</li>
</ul>
<p>The next major update will be at Transit Committee one week from today on April 9.</p>

<p>There were two files related to the Goulbourn Wetlands at City Council this week. The wetlands are west of Stittsville near the Trans Canada Trail.</p>
<p>First, City Council approved <a href="https://www.cbc.ca/news/canada/ottawa/tomlinson-quarry-expansion-passes-agriculture-rural-affairs-committee-9.7116271">an expansion of the Tomlinson Stittsville Quarry</a>. The item was carried unanimously.  Here are my speaking notes.</p>
<p style="padding-left: 40px;">Lots of interest from Stittsville in this quarry just west of us along the Trans Canada Trail. I want to build on an idea that Chair Brown raised at Agriculture and Rural Affairs Committee last week.</p>
<p style="padding-left: 40px;">In Ontario, one of the conditions the province requires for new landfill sites is that the operator establish a Public Liaison Committee – a PLC. There’s a PLC established for the Waste Management landfill facility on Carp Road, and it includes representatives from Waste Management, local councillors, and public members. The PLC provides a forum for public input on operations, monitoring, complaints, and environmental impacts. The committee reviews monitoring reports, and it facilitates communication between the operator, the Ministry, and the community.</p>
<p style="padding-left: 40px;">There’s no formal requirement for quarries – even though they still have a major impact on the surrounding community and natural areas. So in the absence of a formal requirement for a committee, I would love to see some kind of group established with participation from Tomlinson, the Friends of Stittsville Wetlands, Indigenous representatives, and rural landowners.</p>
<p style="padding-left: 40px;">This group could ensure that data and documents related to environmental performance, including surface water and ground water, are publicly accessible. There is a strong interest from local residents to collaborate on rehabilitation, that’s another area that this group could look at – and also be involved in efforts outside of the quarry area for wetland and forest rehabilitation.</p>
<p style="padding-left: 40px;">To get started on this, Councillor Brown and I are going to extend an invitation to Tomlinson and these stakeholders to meet within the next few weeks to open up a dialogue and start developing a framework.</p>
<p style="padding-left: 40px;">Provincial Policy has strong language that prioritizes designation of aggregate quarries, including that <em>“as much of the mineral aggregate resources as is realistically possible be made available as close to markets as possible”.</em></p>
<p style="padding-left: 40px;">But Provincial Policy also requires that aggregate extraction <em>“must be undertaken in a manner that minimizes social, economic and environmental impacts”.</em></p>
<p style="padding-left: 40px;">A strong and meaningful collaboration between Tomlinson and the community would go a long way to balance both of these requirements.</p>

<p>Second, City Council approved a <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=859c71d5-32d8-483d-907b-682bcbffa8ee&amp;Agenda=Agenda&amp;lang=English">&#8220;Wetland Omnibus Official Plan Amendment and Zoning By-law Amendment&#8221;</a>, which included removal of Provincially Significant Wetland designations in the Goulbourn Wetlands. Council is required to update our Official Plan maps to reflect any recent changes to provincial wetland designations. I&#8217;ve written previously about how <a href="https://glengower.ca/notebook/notebook-provincial-de-regulation-puts-wetlands-at-risk/">new regulations from the Province are putting wetlands at risk</a>. I dissented on the item, and outlined why in my speaking notes:</p>
<p style="padding-left: 40px;">The Province passed Bill 23 in 2022, and with it they changed Ontario’s Wetland Evaluation System.</p>
<p style="padding-left: 40px;">These changes make it easier for Provincially Significant Wetlands (PSWs) to be re-classified as “non-provincially significant”. And they remove layers of transparency and accountability in wetland evaluations.</p>
<p style="padding-left: 40px;">During consultation with the province, our own city staff opposed the changes. They wrote (and I quote): <em>“[They] contradict well understood wetland science. They would undermine decades of planning decisions, with adverse effects on natural heritage and municipal plans.”</em></p>
<p style="padding-left: 40px;">The province moved forward anyways. And this is why again, we have a report in front of us that removes PSW’s.</p>
<p style="padding-left: 40px;">I hate these reports – we just have to take whatever’s on the provincial map and update our municipal zoning boundaries.  This isn’t really a “yes” or “no” decision for council – we are required to rubber stamp it.</p>
<p style="padding-left: 40px;">So I’m dissenting on the whole process, and I’m dissenting in opposition to the provincial policy that is eroding protection for wetlands.</p>
<p style="padding-left: 40px;">Wetlands mitigate flooding and climate change; they provide habitat for wildlife including species at risk; and they give us natural places to explore and enjoy. I can’t understand why the province is so keen to remove the protections.</p>
<p>My thanks to the <a href="https://www.friendsofstittsvillewetlands.com/">Friends of Stittsville Wetlands</a> for bringing attention to these files.</p>

<h2>CARNET DE NOTES : Notes d’allocution sur la carrière Tomlinson et les milieux humides</h2>
<p>Cette semaine, deux dossiers concernant les milieux humides de Goulbourn ont été examinés par le Conseil municipal. Ces milieux humides se trouvent à l’ouest de Stittsville, près du Sentier transcanadien.</p>
<p>Tout d’abord, le Conseil municipal a approuvé <a href="https://www.cbc.ca/news/canada/ottawa/tomlinson-quarry-expansion-passes-agriculture-rural-affairs-committee-9.7116271">l’agrandissement de la carrière Tomlinson à Stittsville</a>. Ce point à l’ordre du jour a été adopté à l’unanimité. Voici mes notes d’allocution.</p>
<p>Cette carrière située juste à l’ouest de chez moi, le long du Sentier transcanadien, soulève beaucoup de questions à Stittsville. Je voudrais revenir sur une idée que le président Brown a évoquée la semaine dernière au sein du Comité de l’agriculture et des affaires rurales.</p>
<p>En Ontario, le gouvernement provincial oblige les exploitants de nouvelles décharges à mettre en place un comité de liaison avec le public. Un tel comité a été mis en place pour le site d’enfouissement de Waste Management sur le chemin Carp. Celui-ci comprend des représentants de Waste Management, des conseillers municipaux et des membres du public. Le comité permet au public de s’exprimer sur les opérations, la surveillance, les plaintes et les impacts environnementaux. Il examine les rapports de surveillance et facilite la communication entre l’exploitant, le ministère et la communauté.</p>
<p>Il n’existe aucune exigence officielle pour les carrières — même si celles-ci ont des répercussions majeures sur les communautés environnantes et les milieux naturels. À défaut d’une exigence officielle concernant la création d’un comité de liaison, j’aimerais qu’un groupe soit mis sur pied afin de réunir des représentants de Tomlinson, des Friends of Stittsville Wetlands, des communautés autochtones et des propriétaires fonciers ruraux.</p>
<p>Ce groupe pourrait veiller à ce que les données et les documents relatifs au rendement environnemental, y compris ceux concernant les eaux de surface et les eaux souterraines, soient accessibles au public. Les résidents manifestent un vif intérêt pour la collaboration en matière de remise en état, ce qui constitue un autre domaine que ce groupe pourrait examiner — et il pourrait également s’impliquer dans des efforts de restauration des milieux humides et des forêts en dehors de la carrière.</p>
<p>Pour lancer ce processus, le conseiller Brown et moi-même allons inviter Tomlinson et ces parties concernées à se réunir dans les prochaines semaines afin d’ouvrir le dialogue et de commencer à élaborer un cadre.</p>
<p>La politique provinciale contient des dispositions fermes qui accordent la priorité à la désignation des carrières d’agrégats, précisant notamment que <em>la plus grande quantité possible de ressources en agrégats minéraux doit être offerte aussi près des marchés que possible</em><em>.</em></p>
<p>Cependant, la politique provinciale exige également que l’extraction de granulats <em>se déroule de manière à minorer les répercussions sociales, économiques et environnementales</em><em>.</em></p>
<p>Une collaboration solide et constructive entre Tomlinson et la communauté contribuerait grandement à concilier ces deux exigences.</p>

<p>Deuxièmement, le Conseil municipal a approuvé des <a href="https://pub-ottawa.escribemeetings.com/Meeting.aspx?Id=859c71d5-32d8-483d-907b-682bcbffa8ee&amp;Agenda=Agenda&amp;lang=French">modifications générales du Plan officiel et du <em>Règlement de zonage</em> visant les terres humides</a> qui comprennent la suppression des désignations de terres humides d’importance provinciale dans les milieux humides de Goulbourn. Le Conseil est tenu de mettre à jour les cartes du Plan officiel de la Ville afin de refléter tout changement récent apporté aux désignations provinciales de terres humides. J’ai déjà écrit sur le fait que la <a href="https://glengower.ca/notebook/notebook-provincial-de-regulation-puts-wetlands-at-risk/">nouvelle réglementation provinciale met les milieux humides en danger.</a> J’ai exprimé mon désaccord sur ce point et j’en ai expliqué les raisons dans mes notes d’allocution.</p>
<p>Le gouvernement de l’Ontario a adopté le projet de loi 23 en 2022, modifiant ainsi le Système d’évaluation des terres humides de l’Ontario.</p>
<p>Ces changements facilitent la reclassification des terres humides d’importance provinciale en tant que terres humides « sans importance provinciale ». Ils suppriment également des niveaux de transparence et de responsabilité dans les évaluations des terres humides.</p>
<p>Lors des consultations avec les autorités provinciales, le personnel de notre Ville s’est opposé à ces changements. Il a écrit (et je cite) :<em> Ils contredisent la science bien comprise des terres humides. Ils sapent des décennies de décisions d’aménagement et auraient des effets négatifs sur le patrimoine naturel et les plans municipaux</em><em>.</em></p>
<p>Le gouvernement provincial a quand même décidé d’aller de l’avant. Et c’est pourquoi, une fois de plus, nous avons devant nous un rapport qui élimine des terres humides d’importance provinciale.</p>
<p>Je déteste ces rapports — nous n’avons d’autre choix que de reprendre ce qui figure sur la carte provinciale et de mettre à jour les limites de zonage de notre municipalité. Pour le Conseil, il ne s’agit pas d’une décision à prendre librement — nous sommes tenus de l’approuver sans discussion.</p>
<p>Je m’oppose donc à l’ensemble du processus, et je m’oppose à la politique provinciale qui affaiblit la protection des terres humides.</p>
<p>Les milieux humides atténuent les inondations et les effets du changement climatique; ils constituent un habitat pour la faune, y compris les espèces en péril; et ils nous offrent des espaces naturels à explorer et à apprécier. Je ne comprends pas pourquoi le gouvernement provincial tient tant à supprimer ces protections.</p>
<p>Je remercie les membres des <a href="https://www.friendsofstittsvillewetlands.com/">Friends of Stittsville Wetlands</a> d’avoir tiré la sonnette d’alarme sur ces dossiers.</p>

<p><strong>Impacts of Wednesday&#8217;s freezing rain</strong></p>
<p>During Wednesday&#8217;s freezing rain, the Overhead Catenary System (OCS) was damaged near Lees Station. RTG continues to repair and inspect the OCS. Until service can safely resume, Line 1 train service is operating in the west between Tunney’s Pasture and uOttawa stations and R1 bus service is operating between Blair and Lyon stations. <p><strong>Wheel bearing spalling update</strong></p>
<p>O-Train Line 1 service continues to operate at three- to four-minute frequency during peak periods with 21 vehicles available for service. OC Transpo is making progress with Rideau Transit Group (RTG) on the action plan to safely restore full capacity on Line 1. Detailed technical work and safety reviews are progressing on a revised containment plan. When this work is finalized, OC Transpo will hold a technical briefing on next steps.</p>
<p><strong>Bus fleet update</strong></p>
<p>There is progress on increasing the number of buses available for service. OC Transpo continues to monitor bus service and minimize the number of undelivered trips. Last week, the daily average was 509 buses available. The temporary daily average requirement is 500.</p>
<p>There are now 64 zero-emission vehicles delivered, along with an additional 11 used diesel buses and 46 Para Transpo minibuses.</p>

<p><strong>Next generation of bus schedules</strong></p>
<p>OC Transpo will change how it schedules buses ahead of the O-Train Line 1 West Extension opening. Staff are working on strengthening processes and looking at best practices across the industry to see what can be adapted for use in our city, with a goal of implementing new scheduling processes by November 2026. This could include a shift away from interlining of routes.</p>
<p><strong>Recruitment strategy</strong></p>
<p>Mechanic recruitment is ongoing with a goal of recruiting up to 20 new mechanics in 2026. OC Transpo’s other recruitment targets for this year include 360 bus operators, 100 Electric Rail Operators, 27 Diesel Rail Operators, 18 Para Transpo Operators and 20 Special Constables.</p>
<p><strong>Ridership</strong></p>
<p>In January 2026, O-Train and bus ridership was 6.1 million, down slightly from January 2025. The total ridership for the past 12 months is 70.6 million, which is 2.4 per cent higher than the previous 12-month period.</p>
<p>Para Transpo ridership for January was 75,300 and 73,300 in February. Total ridership over the past 12 months is 896,500, an increase of 4.5 per cent compared to the previous 12-month period.</p>
<p><strong>Stage 2 East Extension update</strong></p>
<p>Substantial Completion has been achieved. Before Trial Running can begin, OC Transpo needs more trains available and Rideau Transit Maintenance (RTM) has to be fully trained on the new system and complete their familiarization process. Updates will continue to be shared with Council, and a technical briefing will be held in advance of Trial Running.</p>
<p><strong>Stage 2 West Extension update</strong></p>
<p>All 36 kilometres of track have been installed and the OCS is 65 per cent complete. In 2026, it is anticipated that a number of major achievements will be made in the West including electrifying the OCS, train testing, and commissioning key systems such as the tunnel ventilation system. Construction activities are expected to continue into late 2026, with a handover to the City anticipated in Q2 2027, followed by preparations for passenger service in Q3. That&#8217;s a shift from the previous estimate of Q1 2027.</p>
<p><strong>Update on recommendations from the Westboro Coroner’s Inquest</strong></p>
<p>Twenty recommendations have currently been implemented, 17 are in progress and four are still in the evaluation stage. Some of the completed items include <a href="https://www.octranspo.com/en/about-us/transparency/kpis/">safety key performance indicators being published on octranspo.com</a> monthly, the creation of a Safety Observation Data Working Group, and completing driver abstracts on a daily basis. Full implementation of the recommendations will require a multi-year phased approach, and updates will continue to be provided to the Committee as work progresses.</p>

<p><strong>Conséquences de la pluie verglaçante de mercredi</strong></p>
<p>Lors de la pluie verglaçante de mercredi, le réseau de caténaires a été endommagé près de la station Lees. RTG poursuit les travaux de réparation et d’inspection de ce réseau. Jusqu’à ce que le service puisse reprendre en toute sécurité, la Ligne 1 circule vers l’ouest entre les stations Tunney’s Pasture et uOttawa, et les autobus R1 circulent entre les stations Blair et Lyon. <p><strong>Nouvelle génération d’horaires d’autobus</strong></p>
<p>OC Transpo va modifier ses méthodes de planification des horaires d’autobus avant l’ouverture du prolongement ouest de la Ligne 1 de l’O-Train. Le personnel s’emploie à renforcer les processus et à étudier les pratiques exemplaires du secteur afin de déterminer ce qui pourrait être adapté à nos besoins, l’objectif étant de mettre en place de nouveaux processus de planification d’ici novembre 2026. Il pourrait notamment être question de mettre fin à l’interconnexion de circuits.</p>

<p><strong>Stratégie de recrutement</strong></p>
<p>Le recrutement de mécaniciens se poursuit. Notre objectif est d’embaucher jusqu’à 20 nouveaux mécaniciens en 2026. Parmi les autres objectifs de recrutement d’OC Transpo pour cette année, on compte 360 chauffeurs d’autobus, 100 opérateurs de trains électriques, 27 opérateurs de trains diesel, 18 chauffeurs de véhicules de Para Transpo et 20 constables spéciaux.</p>

<p><strong>Achalandage</strong></p>
<p>En janvier 2026, l’O-Train et les autobus ont enregistré 6,1 millions de déplacements, soit une légère baisse par rapport à janvier 2025. L’achalandage total pour les 12 derniers mois s’élève à 70,6 millions de déplacements, ce qui représente une hausse de 2,4 % par rapport à la période de 12 mois précédente.</p>
<p>Du côté de Para Transpo, 75 300 déplacements ont eu lieu en janvier et à 73 300 en février. L’achalandage total au cours des 12 derniers mois s’élève à 896 500 déplacements, soit une augmentation de 4,5 % par rapport à la période de 12 mois précédente.</p>

<p><strong>Mise à jour sur l’Étape 2 du prolongement de l’O-Train vers l’est</strong></p>
<p>Les travaux sont pratiquement terminés. Avant que le rodage puisse commencer, OC Transpo doit disposer d’un plus grand nombre de trains. Le personnel de Rideau Transit Maintenance (RTM) doit également avoir suivi une formation complète sur le nouveau système et avoir achevé son processus de familiarisation. Des mises à jour continueront d’être communiquées au Conseil, et une réunion d’information technique aura lieu avant le début du rodage.</p>

<p><strong>Mise à jour sur l’Étape 2 du prolongement de l’O-Train vers l’ouest</strong></p>
<p>Les 36 kilomètres de voie ont été posés et le réseau de caténaires est achevé à 65 %. En 2026, plusieurs étapes importantes devraient être franchies dans la partie ouest, notamment l’électrification du réseau de caténaires, l’essai des trains et la mise en service de systèmes essentiels tels que la ventilation des tunnels. Les travaux devraient se poursuivre jusqu’à la fin de 2026, la remise des clés à la Ville étant prévue pour le deuxième trimestre de 2027, laquelle sera suivie des préparatifs pour la mise en service du transport de passagers au troisième trimestre. Le calendrier a donc été revu par rapport à l’estimation précédente, qui tablait sur le premier trimestre de 2027.</p>

<p><strong>Mise à jour sur les recommandations de l’enquête de la coroner sur la collision survenue à la station Westboro</strong></p>
<p>À ce jour, vingt recommandations ont été mises en œuvre, dix-sept sont en cours de mise en œuvre et quatre en sont encore au stade de l’évaluation. Parmi les mesures déjà prises, mentionnons la publication mensuelle sur <a href="https://www.octranspo.com/fr/a-propos/transparence/ircs/">octranspo.com des indicateurs de rendement clés en matière de sécurité</a>, la création d’un groupe de travail sur les données de l’observation en matière de sécurité ainsi que la mise à jour quotidienne des dossiers des chauffeurs. La mise en œuvre complète des recommandations nécessitera une approche échelonnée sur plusieurs années. Le Comité continuera d’être tenu informé de l’avancement des travaux.</p>

<p>Late last fall, the provincial government announced plans to <a href="https://www.cbc.ca/news/canada/ottawa/ontario-conservation-authority-change-2025-9.6975289" rel="">consolidate Ontario’s 36 conservation authorities</a> (CAs) down to seven.</p>
<p>For the Ottawa area, the province proposed merging the three CAs in our region<span data-state="closed"><a id="footnote-anchor-1-190440336" class="footnote-anchor" href="https://glengower.substack.com/p/conservation-authority-merger-plan#footnote-1-190440336" target="_self" rel="" data-component-name="FootnoteAnchorToDOM">1</a></span> with two others, creating a massive eastern regional authority spanning two major rivers (the Ottawa and the St. Lawrence).</p>
<p>Many municipalities across Ontario passed motions raising major concerns — and sometimes outright opposition to — the proposal. Ottawa City Council, among other resolutions, called on the province <em>“to maintain local, municipally-governed, watershed-based Conservation Authorities to ensure effective natural resource and hazard management, transparent local services, bilingualism obligations, and accountability over municipal levy dollars…”</em></p>
<p>(The Conservation Authorities are each governed by a board of directors made up of councillors who represent the municipalities covered by the watershed. For example, I’m one of four Ottawa Council representatives on the Mississippi Valley Conservation Authority board, which covers an area from the Carp River in Kanata–Stittsville to Upper Mazinaw Lake near Bon Echo Park.)</p>
<p>A group of 74 watershed professionals <a href="https://catalog.ontarionature.org/proposed-amalgamation-of-conservation-authorities-2025-12-21/page/1" rel="">wrote a letter</a> to the Premier and several Ministers urging “care and caution” and stating that <em>“the proposed restructuring appears to lack an evidence-based approach and business case”</em>. The letter includes 16 recommendations on <a href="https://catalog.ontarionature.org/proposed-amalgamation-of-conservation-authorities-2025-12-21/page/1" rel="">how the province could proceed</a>.</p>
<p>Those experts are right to be concerned. Messing around with the governance and staff at conservation authorities comes with a high level of risk and should not be taken lightly.</p>
<ul>
<li>CAs play an important role in managing and preventing floods. That’s top of mind for me right now as we enter the <a href="https://glengower.ca/information/carp-river-watershed-flood-watch-statement/" rel="">spring freshet season</a>.</li>
<li>CAs play a key role in monitoring and maintaining clean drinking water, by protecting and improving the quality of water sources.</li>
<li>Collectively, Ontario’s CAs own and manage over 150,000 hectares of natural areas used for conservation, recreation, flood and erosion control.</li>
</ul>

<p>On Tuesday, the provincial government announced <a href="https://www.cbc.ca/news/canada/toronto/ont-conservation-authorities-9.7122978">revised plans to consolidate the 36 CAs down to nine</a> (instead of seven), along with other changes to what was originally proposed in the fall. They&#8217;re targeting February 2027 to complete the mergers. A few other things that stood out to me in the update yesterday:</p>
<ul>
<li>The governance still isn&#8217;t clear to me. The province says the CAs will remain independent organizations – presumably this means independent from the province, even though they sit under a new Ontario Provincial Conser vation Agency. It&#8217;s not clear how this governance would function. And provincial officials emphasized that the new CAs will maintain municipal governance. But only cities and counties will have representation on the management boards. Lower tier municipalities (towns and townships) will be cut out. And a single board will now be managing an organization responsible for a much larger geography.</li>
<li>CAs will still continue to manage land that they own, including conservation areas.</li>
<li>The CAs will establish new &#8220;watershed councils&#8221; to &#8220;help identify local priorities for watershed-based conservation programs and services&#8221;.</li>
<li>I&#8217;m not a fan of the name they&#8217;ve assigned to the Ottawa region CA – &#8220;St. Lawrence River Regional CA&#8221;. It&#8217;s a bit of a misnomer, given that most of the watershed rivers flow to the Ottawa River: Mississippi, Carp, Rideau, and South Nation. Only the Raisin River flows directly into the St. Lawrence. (Although I suppose the Ottawa eventually drains into the St. Lawrence?)</li>

<h2>CARNET DE NOTES : Le plan de fusion des offices de protection de la nature soulève d’importantes préoccupations</h2>
<p><em>(Publication adaptée d’une mise à jour publiée sur mon </em><a href="https://glengower.substack.com/p/conservation-authority-merger-plan"><em>bulletin d’information Substack</em></a>*<em>.)</em></p>
<p>À la fin de l’automne, le gouvernement provincial a annoncé qu’il comptait <a href="https://www.cbc.ca/news/canada/ottawa/ontario-conservation-authority-change-2025-9.6975289">fusionner les offices de protection de la nature de l’Ontario</a>* pour passer de 36 à 7 entités.</p>
<p>Pour notre région, la province a proposé de fusionner les trois offices de protection de la nature d’Ottawa<a href="https://glengower.substack.com/p/conservation-authority-merger-plan#footnote-1-190440336"><sup>1</sup></a>* avec deux autres, ce qui donnerait un vaste office pour la région de l’Est couvrant deux importants cours d’eau : la rivière des Outaouais et le fleuve Saint-Laurent.</p>
<p>De nombreuses municipalités ontariennes ont adopté des motions exprimant de sérieuses réserves face à cette proposition, voire une opposition franche. Le Conseil municipal d’Ottawa a notamment demandé à la province <em>de maintenir des offices de protection de la nature locaux, qui relèvent des municipalités et qui sont établis en fonction des bassins versants, pour assurer une gestion efficace des ressources naturelles et des risques, la transparence des services locaux, le respect des obligations en matière de bilinguisme et une utilisation responsable des fonds municipaux</em>.</p>
<p>(Les offices de protection de la nature sont dirigés par un conseil d’administration auquel siègent des conseillères et conseillers des municipalités situées sur le territoire du bassin versant. Par exemple, je fais partie des quatre personnes représentant le Conseil municipal nommées au conseil d’administration de l’Office de protection de la nature de la vallée Mississippi, dont le territoire va de la rivière Carp, à Kanata–Stittsville, jusqu’au lac haut Mazinaw, près du parc Bon Echo.)</p>
<p>Un groupe de 74 spécialistes des bassins versants a <a href="https://catalog.ontarionature.org/proposed-amalgamation-of-conservation-authorities-2025-12-21/page/1">adressé une lettre</a>* au premier ministre et à plusieurs ministres pour les exhorter à faire preuve de prudence et de discernement et souligner que <em>«</em><em> </em><em>le projet de restructuration ne semble reposer ni sur une démarche fondée sur des données probantes ni sur un dossier de décision étoffé »</em> (traduction libre). La lettre présente 16 recommandations que <a href="https://catalog.ontarionature.org/proposed-amalgamation-of-conservation-authorities-2025-12-21/page/1">la province pourrait envisager pour la suite</a>*.</p>
<p>Ces spécialistes ont raison de s’inquiéter. S’ingérer dans la gouvernance et le personnel des offices de protection de la nature pose des risques notables et appelle une réflexion attentive.</p>
<ul>
<li>Les offices jouent un rôle important dans la gestion et la prévention des inondations. Il s’agit pour moi d’une priorité en ce moment, à l’approche de la <a href="https://glengower.ca/information/carp-river-watershed-flood-watch-statement/">crue printanière</a>*.</li>
<li>Ils sont également essentiels à la surveillance et à la protection de l’eau potable, puisqu’ils veillent à préserver les sources d’approvisionnement et à en améliorer la qualité.</li>
<li>Collectivement, ces entités possèdent et gèrent plus de 150 000 hectares de milieux naturels consacrés à la conservation, aux activités récréatives, au contrôle des inondations et à la lutte contre l’érosion.</li>

<p>Mardi, le gouvernement provincial a annoncé <a href="https://www.cbc.ca/news/canada/toronto/ont-conservation-authorities-9.7122978">des révisions à son plan, qui prévoit maintenant la fusion des 36 offices en 9 entités</a>* (plutôt qu’en 7) et d’autres modifications par rapport à ce qui avait été présenté à l’automne. Il souhaite que la fusion soit terminée d’ici février 2027. Voici quelques autres éléments qui ont retenu mon attention :</p>
<ul>
<li>La question de la gouvernance demeure nébuleuse pour moi. Le gouvernement affirme que les offices resteront des organismes indépendants. On peut présumer que cette intention fait référence à une indépendance du gouvernement provincial, même si les entités relèveraient d’une nouvelle mouture de l’Agence ontarienne de conservation de la nature. Tout cela manque de clarté. Les responsables provinciaux ont aussi insisté sur le fait que la gouvernance des nouvelles entités demeurerait dans le giron municipal. Or, seules des personnes représentant des municipalités et des comtés siégeraient aux conseils d’administration, ce qui signifie que les échelons inférieurs de la structure (villes et cantons) seraient laissés de côté. En outre, un seul conseil serait désormais responsable d’une organisation gérant un très grand territoire.</li>
<li>Les offices continueront de gérer les terres qu’ils possèdent, y compris les zones de conservation.</li>
<li>Ils devront créer de nouveaux « conseils locaux sur les bassins versants, qui aiderai[ent] à cerner les priorités locales pour les programmes et services de protection de la nature ».</li>
<li>J’ai des réserves quant au nom retenu pour l’office de la région d’Ottawa, l’Office de protection de la nature régional du fleuve Saint‑Laurent, qui me semble mal choisi. En effet, la majorité des rivières du bassin versant (Mississippi, Carp, Rideau et Nation) se jettent dans la rivière des Outaouais. Seule la rivière Raisin se déverse directement dans le Saint‑Laurent. (Il est vrai que la rivière des Outaouais finit par rejoindre le Saint‑Laurent, mais tout de même.)</li>
