The City of Ottawa has received a Zoning By-law Amendment application from Taggart and Tamarack for part of 6015, 6021 and 6041 Fernbank Road, known as the Idylea subdivision. They want to change the zoning on part of the land to permit townhouses, where currently only single homes are permitted.

City staff have recommended approval of the proposed amendment, and the Planning and Housing Committee will consider the application on May 20, 2026. (See below for how you can participate or provide comments.)

Here’s an overview of what impact the change would make.

The proposed Zoning By-law Amendment currently under review is a request to permit townhomes (as well as a mix of singles family and semi-detached dwellings) on Phase 2 and 3 lands outlined in blue in Map #1. There are NO changes proposed to Phase 1 lands (outlined in thick black in Map #1.

Map #1

In 2022, City-Council approved a Zoning By-law amendment to permit townhomes (as well as single family and semi-detached dwellings) on the lands highlighted in green in Map #2 below.

Map #2

In 2024, Phase 1 of the subdivision was registered (outlined in Black in Map #1). This registration confirmed the layout of streets along with the mix of townhomes and singles on each lot. As an example, Map #3 below shows most of the first phase development, and the number of units per lot: single red dots indicate single family lots, two dots on one lot indicate a semi-detached home, and three or more dots on a lot indicate the number of townhomes to be built. The proposed zoning by-law amendment does not change any of these lots. Phase 1 is now under construction.

Map #3

Taggart says they still haven’t finalized the mix of singles, semis, and towns for Phases 2 and 3. Currently only singles are permitted on the lots backing onto the western lot line backing onto existing homes on Caribou and Liard.

This week, Mayor Mark Sutcliffe and I went on a behind-the-scenes tour of OC Transpo’s electric bus garage.

It was a great opportunity to see up close how Ottawa’s transit system is evolving. OC Transpo is in the middle of the biggest transformation in its history, with nearly $1 billion being invested (including federal funding) to electrify the bus fleet and build the charging and maintenance infrastructure to support it. Walking through the St. Laurent garage, you can really see this transformation taking shape.

The new buses are quieter and smoother for riders, equipped with improved onboard information screens, and capable of travelling more than 300 km on a single charge. There are environmental benefits too: since 2022, OC Transpo’s electric buses have saved roughly 930,000 litres of diesel and reduced emissions by more than 2,000 tonnes of CO2.

More than 100 electric buses are now in service and the number is growing week-by-week. That’s having a very positive impact on service delivery. For the period of April 26 to May 2:

An average of 560 buses were available on weekdays;

Service delivery hit 99.5% – the first time that target has been reached this year;

More buses on the road means fewer cancellations and better reliability for riders.

By the end of 2027, Ottawa is expected to have more than 350 electric buses in service, giving us the highest proportion of electric buses in any fleet in Canada. Cleaner air, quieter neighbourhoods, and a more reliable transit system for residents.

A huge thank you to the OC Transpo team for the tour, and for the work they’re doing every day to keep Ottawa moving.

NOTE: Under municipal rules, blasting companies are required to complete a pre-blast survey for all structures within 75 metres of a blasting site, and are required to provide notification about the blasting to everyone within 150 metres of the blasting site. That’s a very small radius of notification, especially when blasting can be felt at distances of hundreds of metres. We’ve set up this page to provide better notification to Stittsville residents about known blasting operations in our area. We’ve also included a list of frequently asked questions about blasting at the bottom of this page.

Blasting Frequently Asked Questions

Q: Why is blasting used in construction?

A: Blasting is an allowable construction practice within Ontario for the purpose of removing rock. The use of explosives may be required in a variety of construction projects including home building, along with the construction and/or installation of roads, sewers, water mains, utilities, foundations, tunnels, etc.

Blasting can be extremely disruptive to residents, especially when the work is happening close to existing homes. We’ve prepared this overview to provide more information about who regulates and monitors blasting activities in our city.

Q: Who regulates blasting?

A: Several pieces of legislation and guidelines from various agencies at the federal, provincial, and municipal level affect blasting operations to ensure safety and minimize environmental impact, including:

Federal Explosives Act: This act governs the use, storage, and transportation of explosives across Canada. It includes specific requirements for licensing, safety protocols, and security measures.

Ontario Provincial Standard 120, Use of Explosives (OPS 120): This standard outlines the use of explosives in construction and other activities within Ontario. It ensures that all blasting activities meet safety and environmental standards.

Occupational Health and Safety Act (OHSA): Administered by the Ministry of Labour, this act sets out the requirements for safe blasting practices, including the qualifications of personnel and the use of protective equipment.

Guideline NPC-119: Managed by the Ministry of Environment, Conservation and Parks, this guideline sets limits on noise and vibration levels produced by blasting to protect nearby communities.

Aggregate Resources Act: This act includes specific regulations for blasting in quarries, such as the need for detailed blast design studies and monitoring of each blast to ensure compliance with noise and vibration limits.

City Special Provisions – F-1201: Includes requirements for the contractor to obtain necessary insurance and permits, notification requirements, pre-construction surveys, and retaining a third- party blasting consultant to monitor blasting activities.

City Noise By-law (2017-255): Blasting operations must adhere to Ottawa’s Noise By-law including compliance with acceptable hours of operation for construction work.

Q: What is a pre-blast inspection and who qualifies?

A: The City of Ottawa requires that the developer/builder has a 3rd party blasting consultant retained to monitor the blasting activities. (This is also required for the blasting company in order to be insured.) The blasting company is required to complete a pre-blast survey for all structures within 75 metres of the blasting site. They are required to provide notification to all property owners within 150 metres of the blasting site.

The pre-blast survey is an internal and external inspection of the buildings. We strongly advise residents to participate in this voluntary inspection to protect yourself in the event of damage.

After the pre-blast survey is complete, the blasting monitoring company sets up monitors at various locations near the blasting site to monitor the blasts and ensure they are below maximum vibration limits.

Q: What if I have a complaint about blasting operations?

A: Depending on the nature of your complaint, there are several avenues to seek assistance.

If you suspect that blasting is causing damage to your property: Any homeowner who believes their home may be damaged (or subject to damage) by the blasting should contact the blasting engineer. It is recommended that you document any suspected damage by taking photos and notes. You may also wish to inform your home insurance company.

If you have a concern about environmental impact, noise or vibration: Contact the Ministry of Environment, Conservation and Parks. Call toll-free at 1-800-565-4923 or submit an inquiry online at via https://www.ontario.ca/feedback/contact-us?id=26985&nid=72714

If you have a concern about unsafe working practices on the construction site: Contact the Ministry of Labour, Immigration, Training and Skills Development: They handle workplace safety concerns, including those related to blasting. You can reach their Health and Safety Contact Centre at 1-877-202-0008 or via https://www.ontario.ca/page/filing-workplace-health-and-safety-complaint

For construction activity or blasting occurring outside of permitted hours: Call 3-1-1 so that a development inspector can be dispatched. Construction activities are regulated by Ottawa’s Noise By-law (2017-255): https://ottawa.ca/en/living-ottawa/laws-licences-and-permits/laws/laws-z/noise-law-no-2017-255

Q: What is the City of Ottawa’s role?

A: The City of Ottawa does not have the authority under provincial regulations to review suspected damages due to blasting, and has limited oversight for monitoring the ongoing work. Please see the information above for additional information about who to contact if you have a complaint about blasting.

The City does enforce Special Provision F-1201 (see above) that requires blasting contractors have the necessary insurance documentation, and follow the standards for pre-inspection, notification, and monitoring of blast activities. (Note that the third party blasting consultant is responsible to monitor vibration levels from blasting activites, not the City of Ottawa.)

For Stittsville, we keep an updated list of known local blasting operations at http://glengower.ca/blasting/
